Your main issue is a common error that a lot of players are facing right now. I don't know much about it, but you can try delving into the Technical Issues sub-forum to find an answer about it. I'm sure there's a post about it already there and I can even link you to the sub-forum at the end of this comment.
As for the 2nd issue, your PS4 is probably getting "faster and louder" because the game is loading everything in for you. The first loading screen is usually where a lot of stuff needs to "warm up" first before it shows up on screen. The same goes for loading into a match, the game needs to load in your characters, the map, the obstacles and tiles, etc. It's pretty common to have this happen with any game you play, I doubt it's anything deep rooted itself.

It depends who you want and what perks you're after. Keep in-mind that you can't buy licensed characters with shards, only with IRL money through their DLC or Auric Cells through the shop.
With that out of the way, my best advice is to start off with buying Jane for Head-On, it's a pretty good meta perk that you can pair with Megs Quick and Quiet. Another option is to buy Feng Min for her perk Lithe or you can try going for Ace to get his item perks like Ace in the Hole for example. There isn't much else I'd recommend, since a lot of meta perks are already with the main cast (like Borrowed Time on Bill, Adrenaline and Sprint Burst on Meg, Balanced Landing and Urban Evasion on Nea, Self-Care and Botany Knowledge on Claudette, etc.) If you want to splurge and buy some licensed Survivors, than you can try getting Laurie Strode for Decisive Strike or Nancy Wheeler for Inner Strength.
If you want to get a Survivor just for the sake of playing another Survivor, than that's pretty much up to you if you want me to be honest. Pick who you like, see if they're a good fit for who you enjoy.

Try verifying the files. You can do this by going to Dead By Daylight in your library, right click on it, go to properties in the drop down, click the local files tab, and than click the last option to verify the files. If me theory is correct, it should grab your DLC back for you and fix your problem.
If this doesn't work, than try going into the steam store itself and re-downloading it from there. If that still doesn't work, than let me know. Also FYI, if you own a DLC for more than 2 hours than you can't refund it. I believe it's less than 2 hours for you to refund DLC, as you can't "test it out" like you can for games before hand, it's automatically taking time off from the moment you buy it (or so I believe).

I haven't read through, but I skipped to the bottom to check on when it might be coming. It says that it went up on the PTB server on the 7th. Any word on how that went?
No problem.
As for an exact date... Some say it'll come out 2 weeks after the PTB, but that's going off of past PTB to update releases, it's not an official date. As I said before, there is no official date I can give you unfortunately. Usually when an update or a new DLC comes out, it's announced on the day it's coming out. Sometimes it's announced a day before, but I rarely see that happen now.

Yes, the map changes and small gen time changes are going to be coming to the next patch. When that happens has not yet been said, but I can provide a link to this update below for you to review.

In my honest opinion, Legion gets a lot more flak than he actually deserves. I don't main The Legion, but I've played him since he's released... And let me tell ya, he's a lot more fun to face than he was before.
It wasn't because he was OP before, but the idea of mend, heal, mend, heal, was really boring to a lot of players. That still happens with the current Legion, but it's not his main option to down Survivors like it used to be. I can agree that being hit and than him leaving is boring, but it's really subjective for each person you ask (as are most things in this game).

I suppose, but the real issue stems from if they WANT to even bother after that. It's good to get a dose of it to see what it's like, but having it happen more than once can de-motivate some players.

You did all the common fixes AND stress tested both your GPU and CPU. It might be because of your connection to Dedicated Servers OR DBD as a whole on your computer. I'd advise you to go to the Technical Issues sub-forum I linked above to see if they can help, they're more experienced than I am with these kind of questions. If that fails, you can try contacting support as a last resort to square the issue away. I can't guarantee that either of those options will fix your issue, but it's worth a try!

A lot of players will say it's Spirit and Freddy, but they don't really go in-depth into WHY they're "annoying" to face. To some they're fun to face, to others they're not. To me, I personally face what I face and that's it, but a lot of players will speak differently about how they view Spirit and Freddy, so allow me to use some of those common points below. Keep in mind that i'm just going off of what I see about Freddy on these forums AND a bit of what I've face in-game.
The Nightmare (Freddy Krueger)
A lot of players dislike Freddy because of his default power "Dream Snares". These snares are usually difficult to face when you're on a map with a lot of smaller loops, but they're also difficult to face against because placing these snares does not tax on Freddys ability to still chase you around that loop. Your best option is to either brute force it and waste the pallet early or go to a different loop entirely (which there might be none around you).
Another reason players find Freddy "annoying" is because of his ability to apply A LOT of pressure against the last 3 Generators. You could have 3 Generators left and one is across the map, but as long as the other two are close by, than he can teleport to the farthest one with ease and walk back to the other two before they pop off. If they're all close together, than it's a death sentence.
But the most hated thing about Freddy is the "Forever Freddy" build, a common build that focuses entirely on anti-gen progression. The way this build works is it focuses on using the best add-ons like "Red Paint Brush" and "Swing Chains" to apply a big debuff to generator repair speed. The perks may vary, but most people will say that the doubled trail time because of this build is not really fun to face at all.
Is Freddy OP though? Well... being OP and being unfun to face are two totally different things. Freddy by default is actually not bad to face in my opinion, but the Forever Freddy build is WAY too much for anyone to be honest... It really just makes the entire game double in time because of it.
the spirit
As for the Spirit, at lot less people dislike her now because of her nerf. That's not to say that people like her ALL AROUND now, but the nerf definitely added some counter-play to her, an important change indeed.
Beforehand, people didn't like her because she suffered from the "unfun" side of facing a Killer. Some would argue that she suffered from both the "OP" and "Unfun" issue, but it's more-so about the issue where she had little counter-play. But since the nerf, the hate has "died down". Of course some players still don't like her because of her power, but she's at least more tolerable. I personally wasn't a fan of facing The Spirit in-game, but I got used to it in the end. I can't say the same for everyone else who still faces her, but the nerf was definitely a step in the right direction for The Killer as a whole.
Besides the past though, she's an alright Killer to face. I don't see her that much anymore since the nerf, but she's still seen a fair bit in the Red Ranks. Is she "annoying" still? To me she was difficult to get used to, but as of right now i'd say she's fine to face. Some players will disagree with me heavily (since some players still hate her with a passion), but I think it's safe to say that The Spirit is enjoyable to face with her new counters. It's still a pain that she can get around almost every loop with her power, but the nerfs made it a lot easier to counter as a whole.

While some players hate these Killers for their own reasons, I personally don't mind facing them all that much. I'm not a fan of the Forever Freddy build at all, but their defaults are manageable. It's hard to say who's an overall "annoying killer", since that's mostly subjective right now.
Also keep in mind that most of the points I made above are from what I've seen over the past months of their post-buff (for Freddy) and post-nerf (for Spirit). I did bring up some old points for the Spirit, but I wanted to focus on the here and now for the most part. My views on these Killers might be different from the majorities views. But at the end of the day, i'm just trying to give you an answer is all ha ha.

That's good, it's usually de-motivating to the newer players if they face someone above their skill-cap. But telling them that might re-assure them that things will get better.
We just need to be patient for that update. When it comes, everything will be more skill-based.

It could be your resolution settings, your PC itself, or an optimization error with your game. Also, have you tried verifying the integrity of your files? You can do this by going to DBD in your game library, right clicking on Dead By Daylight, go down to the end of the drop down and click properties, go to the local files tab, and than click the last option to "verify the integrity of your game files".
It's not uncommon to get FPS drops because of bad internet, since the lag from a bad connection can cause this as well. But if your PC is fine, your internet is fine, and you verified the integrity of your files... Than I don't know what the issue is personally. If you can't find the answer here, than you can try and ask about it in the Technical Issues sub-forum. I'll link it below at the end of this comment.
If you only experience this sometimes than that's nothing new if your PC isn't THAT bad but not the greatest. If it's on certain maps like Ormond than that's normal... Since the snow effect will drop your FPS sometimes. But besides that, if it's a BIG issue than you can try asking in the Technical Issues sub-forum if nobody can help you here. The forum users in that sub-forum would be more than happy to assist you with your problem.

Your best course of action is to report them in-game and follow up on a Support Ticket with what little evidence you may have. Since you didn't record it, I don't know if that's a "deal breaker" on the case. It's worth a try though, since the Game Rules post doesn't say that a recording is mandatory...
Also, if you didn't report them in-game than you can't follow up with a support ticket. Since submitting an in-game report is mandatory before you submit a support ticket (especially with specific reports like these).

As said above, yes it's fine.
But there is still an on-going debate on if DCing and dying on the first hook are one in the same, since you're technically leaving the game early because of some self centered reason. Or it could be because you had to do something... Either way, you're still leaving the same early (technically). So as of right now, it's fine to die on the hook. Will this be the case in the future though? I don't know.

All my friends and I just started playing a few months ago and were all around green rank now and we either only play against rank 20 killers or rank 5 no in-between
That's unfortunate, every rank is feeling the weight of this issue, especially Red Ranks believe it or not. It's nothing to brag about, but facing Survivors or Killers that far below your rank is not really fun to most people in that rank. The same can be said for the other side but worse, it's really de-motivating to face a higher ranked Survivor team or Killer that's far above your current skill cap.
My best advice is to try and not let it get to you, it's not as common as some make it out to be and it usually comes in waves. Sometimes it happens more than before, sometimes it doesn't happen at all. All I know is that the issue is definitely being looked into, but we have to be patient.

Than if that's the case, there isn't much else I can suggest that I haven't already suggested. It could just be because there isn't many players at your rank for Yellow and Grey.
It will get fixed eventually, but as of right now it's still a looming issue.

I can give you a pretty standard build that most Red Rank Killers use. Every Trapper is different, but this is as standard as it comes. If you want to mix up the perks, than my best advice is to follow the perk suggestions you get here and than find some guides afterwards.
Anyways, the build I suggest for a beginner is something like Corrupt Intervention, Brutal Strength, Pop Goes the Weasel, and BBQ & Chili. These are all meta perks that work well with The Trapper. Some would argue that Enduring is more important than PGTW, so i'll add it into the perks descriptions below for you. FYI, if you don't have the DLCs for some of these perks than you can substitute with lesser versions.
- [Corrupt Intervention] - [The Plagues Perk] (A solid stalling perk. Corrupt is essential on set-up Killers like The Trapper, since being gen rushed at the start is really hard on a Killer that's dependent on their traps for success. This doesn't mean that Corrupt is mandatory, but it's definitely an essential perk to use when you're facing a Survivor team in any rank. If you don't use Corrupt, than you might find a lot of gens popping while you set up your traps. Usually the farthest ones are the ones that pop because of this set-up time.)
- [Brutal Strength] - [The Trappers Perk] (Ironically one of the Trappers own perks are a staple of many Trapper builds, and for good reasons too! It's good to have a 20% bonus to kicking Generators and Pallets, especially for a Killer that's mostly M1 reliant in a chase. Breaking pallets quickly will create a lot of dead-zones in the map, and it lets you trap the remaining looping spots like vaults as a result! It's a pretty good perk to use overall for any M1 Killer in-game.)
- [Pop Goes the Weasel] - [The Clowns Perk] (PGTW when paired with Brutal Strength AND Corrupt Intervention is a match made in heaven. Brutal Strength adds a 20% speed bonus to kicking pallets and Generators, while Pop gives a 25% regression penalty to a Generators total progress! (Requires a hook for activate each time). And where does Corrupt come into this? Well it's just a good combo with this perk since PGTW is a well known anti-gen perk, and so is Corrupt for some Killers. So if you're using Brutal and Corrupt, than PGTW is not a bad option to add into it!)
- [BBQ & Chili] - [The Cannibals Perk] (What can I say, it's a great tracking perk for literally every Killer in the game. BBQ & Chili is mostly used to just find your next victim off the bat, if they're outside of the 40 meter radius of the hooked Survivor that is. Otherwise, the BP bonus is also too good to pass up (for some people), so that's a bonus too! If you don't care for either of these, than you can just swap it out for PGTW or Enduring. But to be honest, who doesn't like BBQ?)
- [Enduring] - [The Hillbilly's Perk] (Enduring is a great perk when combo'ed with Brutal Strength. Even on it's own it's great for reducing 50% of a pallets stun, so you can't go wrong with this perk on M1 Killers and many other Killers like Billy, Oni, etc. Why add Enduring if Brutal Strength is debatable better/the same? Well, it's good to use on a Killer that has a lot against them, especially an M1 Killer that relies on their power for results. This doesn't mean that The Trapper is bad, but having Enduring to mitigate pallet stuns is great for chases, especially if your Traps are not working out on a specific team. This is a good optional 5th perk to use if you don't want to use either Pop or BBQ, but if you don't need it than you benefit from the other perks as well.)

To be honest, don't try to mind-game with the Tractor tile. If you want to use that tile, than immediately vault the far right window (the one with the walk way down) and than hop off the left side of that vault afterwards.
Why? Because Killers can use a tech called the "Tractor Tech" and use their lunge momentum to hop over the hay bales that're stacked on the side of the walk way up to that loop. So in theory, if you sit on the other side of that loop than the Killer can just use their momentum to lunge over that gap and than hit you after the cool-down happens.
Here's an example of what I mean (1:06)
This tech wasn't always that well known way "back in the day", but not it's more well known now that it's been mentioned, especially when it was accidentally removed in a previous patch. So a word of advice, just hope over that window and jump off the left side if you use this loop. If you just sit there on the other side, than you'll probably be hit. Don't use the other window on the left, it's not worth it.

I wasn't really paying attention to that, I was just going off of the other replies (for some reason).
Anyways, that's probably the issue here, something went wrong when you were editing the config and now it looks like that. Maybe you can go back and see what the issue is, maybe do some tests with other settings and see what's causing it. It could be the windowed mode issue that you're mentioning, or it could be something else entirely.
Even if you can't find the issue, it isn't that distracting when you're not thinking about it. I hardly noticed it until I looked a bit closer.

I just recognized that we mean different things with the term "work together", actually the opposites. You seem to mean with it two things work in parallel, no interaction between them. I meant it the other way, two things complementing each other. That explains why it felt like we disagreed on things when actually we say more or less the same xD.

Yep, like using two exhaustion perks. Take SB and one other, you will likely always use SB, since it hinders every other exhaustion perk. That Distortion tokens are not uses while Off the record is active was really unexpected, but a welcome surprise :).
I guess it depends how you look at it, everyone has a different view and words things differently. Also i'm glad you understood what I meant, it's the best scenario you could've gotten in my opinion.

No, not what I asked, but definitely what I needed to know.
I don't have a lot of perks on Jane, yet, but Quick & Quiet is one of them. I initially thought that wouldn't be necessary, since you would want them to come near the locker. But, as I have noticed, if they check to quickly HO doesn't have a chance to activate. It's also better to surprise them, so I will be running with Q&Q now.
I also had no idea on the range. I was wondering how close they had to be and how closely I had to time it.

You can try looking up some videos about it for a visual aid on the range, but it should be about 4 or 5 meters when I think about it. You can also think of it as 2 Killers in a line facing the Locker.
Or better yet, the range is usually determined by how far you jump out of the locker. So even if you're out of the locker mid-animation, they can still be stunned by it if they lunge during the final frames of that animation.
Anyways, glad I could add something to this for ya. It's definitely useful to know this if you try for some sneaky Head-On stuns.

That's also unfortunately a side-effect of how certain perks are portrayed, which makes other perks suffer because of it. Even though this isn't EXACTLY the case, it does show when Ruin is SO disliked that others compare less used perks like Lullaby to it. Of course these perks are just disliked for their own reasoning, but I have seen arguments where other perks are the reason behind the hate for "similar" perks to it.
At the end of the day though, some players just hate certain perks because others hate those perks. Sometimes it's for their own reasons, sometimes it's for no reason at all...

I don't think that needed to be mentioned (personally), but it's good to be clear about what you're saying. And yes, BMing (aka Band Manners) in-game is not reportable. If it results in borderline harassment in post-chat, than that's a different story.
Most of the community has diluted the real meaning behind the word "toxicity" anyways, so it's easy to assume they're one in the same when you're new. In reality though, they're not exactly "the same" when you look deeper into it.

It should be noted that when you activate Head-On by holding shift and than pressing space, the hit-box for the stun will linger for as long as the animation is playing. So if you time it right, you can actually stun the Killer, even if they're several feet away from the stun itself.
Think of the hitbox as a square that's about 2-3 meters from the locker itself (probably more like 5-6-7), if the Killer is in that range than you can stun them with good timing, regardless if they're running past the locker or not.
This wasn't what you asked, but I thought it was worth noting in-case you try to pull off some crazy stuns with this perk. The perk is pretty fun to use, so i'd recommend using it with another perk called Quick and Quiet. Quick and Quiet will mask the auditory notification you make when you quickly enter a locker. It can only be used once though, than it goes into a cool-down afterwards. FYI, Quick and Quiet is a Meg perk.

You'll find it anywhere unfortunately, not just in this game. I've seen a lot worse toxicity in other games... but that doesn't excuse it regardless of how frequent it is or not in THIS game. It was good that you ignored, reported, and blocked them. What you did was the best outcome you would get out of that interaction.

MYC, Devour Hope, etc all follow their own radius system.
You could have a 0 meter Terror Radius or a 3000 meter Terror Radius, if you're still within the 32 meter radius that MYC has than it'll NOT apply the exposed effect on the "unhooker". So for example, if Devour Hope asked you to stay outside of a 24 meter radius from the hooked Survivor, than the token will not be given if you're cloaked INSIDE that radius... Since that radius does not work off of your own Terror Radius's range.
This was already answered, but I thought that small bit of info was worth noting. If you see a perk that mentions it's own radius system like BBQ, MYC, Devour Hope, I'm All Ears, etc... Than you work off of that descriptions radius, not your own Terror Radius.

You can't really stop toxicity, you can only suppress and contain it through the report system. There will always be toxic players in any game, there isn't anything you can really do about it i'm afraid.
Asking people directly to stop being toxic will most likely only yield more toxicity anyways, so it's best to just report and ignore these players entirely... It saves you the time and effort to be honest. If you come across players like these that're actively harassing you in post-chat, than please report them in-game for this behavior, as it's not tolerated.

If you didn't report them in-game, than there isn't much you can do. You can try filing a support ticket if you believe they broke any rules, but it might not go far if you didn't report them in-game.
As for if this reportable in the first place, you could argue that it's intentionally griefing other teammates. But you could also argue that it's bodyblocking, which is not reportable. If the Killer was working with The David though, than that's a different story. My best advice is to try and submit a support ticket and see what they say, if you DID report them in-game than you can use that ticket as a follow up to that report.

I remember hearing about a convoluted way to play with Xbox Players on the Microsoft store, or at least to add them I mean... But as of right now, there is no Crossplay between any platforms besides Steam and the Microsoft version.
You'll unfortunately have to wait until we hear more about Crossplay, which we still know very little about right now.

Well it's a bug, if you want to be technical. This isn't supposed to be happening, so you could indeed say that it's a bug.
Besides that though, this is something that a lot of people are having issues with right now, especially newer players like yourself. Unfortunately there isn't much you can do about it, but what I told you might help. Also, it's not a bad thing that you asked the devs directly, I was just stating that this sub-forum is not a dev Q&A, it even says that at the top in a bright red box... Or at least it's supposed to (since I don't see it right now).
Anyways, i'm glad I could clear things up for you. Hopefully this issue is solved soon so new players don't keep facing it.

The quality seems to be how it normally looks, but I don't see the "144p" look that you're describing. It does look kind of off since you're not used to it, but it doesn't look any different from how it normally looks. For a comparison, i'll be posting a screenshot below from when I was testing difficult skill-checks for a past question. The screenshot is from months ago, but nothings changed since this picture was taken.

I guess you could argue that your image looks a bit off from this one, which I can somewhat see myself, but it's not "144p". It could be a console thing, but the difference is VERY small... So I don't really see an issue here, at least from my view. Maybe your quality settings are low? I don't know.

I mean, if a meme will get players to try out the new Killer, than that's a score for some players. By this I mean that some players might actually enjoy The Deathslinger after they do this for a joke. If they don't, than at least they had fun with it right?

You write combining the perks is more or less pointless. I disagree there. An active off the record means you don't have to make precautions for keeping your tokens. Take BBQ, the first instance is useful, bc you get the info the killer uses it. But with each next hook, you better hide in a locker or come near enough to not loose another token, since you only have 2 left. When you have Off the record up and running, you can just skip that and proceed with whatever you were doing. Or take Nurses Calling, the token will be spent informing you that the killer has it, but the 10s usually are not enough to heal up. With Off the record you can blatanly heal and don't waste your tokens as well.
I see Distortion as a great way for getting intel of what the killer users, so you can play around it. Or is tells you that you don't have to mind for BBQ and such things. The aura reading perks are usually quite powerful, so get a confirmation on what the killer uses (or don't uses) is really neat. Esp. when you have no other real way of knowing, like with I'm all ears or bitter murmur. And Off the record can help you manage your tokens. Is the combination esp powerful? Hell no! But I think it's working good enough for gimicky / meme builds.
Regarding the activation, I think it's not about the "strongest", but just first come- first serve. When Off the record is active, the aura is already surpressed, so the trigger for Distortion, the aura about to be shown, is not present, so no token gets spent. At least it lokks its implemented this way.
Yes i'm aware that scratch marks are just the sub-power of the perk, it was just some side-information that I went off of to determine if Distortion was even working without the token cost. It wasn't, so a token cost is required for it to work.
I did say that combining both perks are pointless, but perhaps I didn't elaborate on this. What I meant is that combining two perks with similar powers is not beneficial, it's most hindering if you think about it. I personally don't know if Distortion will work outside of Off the Records activation, which I don't see why it wouldn't, but trying to combine both abilities is not really beneficial... One perk over takes the other, since that perk has a longer activation time than the other. If you used them separately, than that's actually useful for an anti-aura build since Distortion can block your aura from being seen 3 times and Off the Record can help out while you're healing against a Nurse's Calling user OR a BBQ user.
In my honest opinion, it's good that they both don't work together. Since Off the Record blocks any token use from Distortion, which would waste Distortions tokens if they were still used during Off the Records activation time. So when you look at it that way... This scenario is actually the best one you could get, since Off the Record will take over for Distortion, and than Distortion will be used on it's own for separate situations. If they both worked at the same time, than Distortion would waste it's tokens and than be left with nothing to use after Off the Record ends.
At the end of the day, I think that using two similar perks will only yield mixed results, since one perk naturally takes the lead over the other. Not always, but it really depends on what you're combining. This means that sometimes it works, and sometimes it doesn't. In this case... It does work, but the results are different from what you might've expected.

You mean the new match-making system? No, that hasn't been implemented yet. We haven't heard much about that since the initial update that was announced in January (unless it was recently said).
But no, it's unfortunately not implemented into the game yet, so facing lower or higher ranked Survivors/Killers will still happen from time to time. The best thing you can do is play around peak hours for where you live, it'll give you a better chance of being matched with the same ranked Survivors/Killers... Or at least that's how the theory goes.
Also, this isn't a Dev Q&A. The Devs do come by from time to time, but they're not obligated to answer questions if they don't want to. That doesn't mean that they ignore questions, it just means that it's not mandatory for them to do so... It's within their own time-frame if they do answer your question.

If they don't, because I've never payed attention to it, than Bloodhound wouldn't do anything. How do I know this? Because Bloodhound just makes the bloodtrails more discernible, that's it... If bloodtrails were blocked because of the Blood orbs that spawn, than Bloodhound wouldn't work because the bloodtrails don't exist in the first place.
But again, I reviewed a few videos and still see bloodtrails when they're in a chase. So... I don't know why Bloodhound wouldn't work.

So Bloodhound would work in this scenario, since you can still see the bloodtrails by default. If you're talking about the blood orbs, than Bloodhound doesn't work with that either... just the bloodtrails or "puddles" an injured Survivor leaves.

You unfortunately can't do anything about this until the match-making is fixed. There was a post about a match-making update, but I haven't seen anything about it since that update. Regardless of when the update was posted, we're still going to get it when the devs get to it.
At the moment right now though, this is something that happens from time to time. It's not as common as some make it out to be, but it still can happen from time to time. If you'd like to look at the update about the match-making changes, than I'll link it below for you.
My advice is to play around your peak times, if you're able to figure that out. Because a lot of people are not working right now, that could be different from the normal times they peak. If you play around peak times, than you should be able to get paired with your rank a lot more... or so the theory goes.

Personally I think the Leather Jacket, Second Chance Mask, and Tactical Excellence blade are the best combo for The Pig, with the "Deceiver" jacket being a close second to it. You could debate that the latter is better, but I personally like the Leather Jacket a bit more. As for anything else for any other Killer, you can take a look and maybe imagine it in your head on what looks good, unfortunately there isn't a preview check before buying skins... But it's good that others can help out with that.
But besides that, you'll have to figure the rest out. Good luck with your decision making, it's definitely better to buy individual pieces and make your own custom combo from what's available, at least in my opinion anyways. Sorry if I have to cut this short, but it's late after all.

I don't own the other two heads, the other two tops, or the Excellence Blade unfortunately, but I can try my best.
I can get you a mash up with the Leatherjacket and the other heads, but different bodies and heads is unfortunately out of my reach. Hopefully this is what you're looking for in different ideas. As I said before though, I can try out something else for the other Killer you mentioned (The Huntress), but what I show below is as far as I can go unfortunately. I just don't have the other skins to go a bit more in-depth, so this is as much as I can do unless you want to see the Trifold Blade, but I personally think it's ugly.

I can give you a standard build to work with, it covers all bases and gets the job done pretty well. Some of the perks you chose are ok, but they don't "contour" with The Oni's strengths, so let me suggest another alternative when you play him.
What I suggest is Corrupt Intervention, BBQ & Chili, Infectious Fright, and Pop Goes the Weasel. Some would say that Pop Goes the Weasel is too "unfair", but that's subjective. I'll give my reasoning for each perk below, without going too in-depth with it.
- [Corrupt Intervention] - [The Plagues Perk] (This perk is primarily used for The Oni's starting "down time". The Oni needs hits to start charging his power, so Corrupt Intervention is just a way to stop any early gen rushing that might happen at the 3 farthest gens from your spawn. At Tier lll, Corrupt Intervention will block these Generators for 120 seconds, which is more than enough time to get a few hits and charge your power "Yamaokas Wrath".)
- [BBQ & Chili] - [The Cannibals Perk] (You could say that like Infectious Fright, this one is a no brainer as well. BBQ & Chili is very useful for pretty much every Killer, but For The Oni it's helpful when tracking your next target, especially when you have the ability to use your power and Demon Dash to that target. As far as tracking perks go, this is a must have for Killers that have great mobility.)
- [Infectious Fright] - [The Plagues Perk] (I'm sure everyone has already told you WHY you should use this perk, but let me elaborate a bit more on it. Infectious Fright is a mixed bag, it's mostly used on Killers with one-shot powers and also great mobility. Killers like Michael Myers can use Infectious Fright effectively when they're in Tier lll, but The Oni and Hillbilly shine the most with this perk. Once you down someone, you can be notified of any nearby Survivors within your Terror Radius, and with your AMAZING mobility as The Oni... It's a great way to chain down multiple Survivors.)
- [Pop Goes the Weasel] - [The Clowns Perk] (This is another standard meta perk, it reduces 25% of a Generators total progress when active, so using it on Killers like The Oni and Hillbilly will give you a lot more time to go back to any Generators that're almost complete, especially after a big chain down. If you're playing The Oni, and you're going for a pretty "meta build", than this perk is for you. There's no going wrong with this perk on any Killer.)

You could try swapping Pop Goes the Weasel out for some creative combos like Sloppy Butcher, Monitor & Abuse, etc... But for a general Oni build... PGTW is very useful.

Hows this? I took a picture of the exact combo I described above, including the different shirt variants I also mentioned. The only thing I couldn't do is get the Tactical Excellence blade with the other two top variants, as I don't own the blade. I used the default blade as an alternative, so sorry about that.

I think what he means is that the both those perks work off of their own personal radius system, not your own Terror Radius system. Perks like Make Your Choice for example have their own 32 meter radius that you need to be outside of for it to proc. Each perk that has their own radius system may have different ranges, they're not all the same.
So for example, you could have Nightshroud active on GhostFace (which reduces your Terror Radius to 0), but if you're within Make Your Choices 32 meter radius than the Exposes Status Effect will not be applied to the Survivor that's rescuing the hooked Survivor.
The same goes for Devour Hope, if you're not 24 meters away from the unhook why the hooked Survivor is being rescued, than a token will not be added to Devour Hope. If you're 24 or more meters away though, than Devour Hope tells you this by lighting up the Devour Hope perk icon in the bottom right hand corner of your screen.

tl;dr
Devour Hope and Make Your Choice have a personal radius system, they do not work off of your current or default Terror Radius. Devour Hopes minimum range is 24 meters for a token to be added, while Make Your Choice has a minimum range of 32 meters. If you're within both these ranges, than both perks won't work apply their effects.
Your Terror Radius can be 32 or 0, it doesn't affect the default range these perks come with on their own.

If you like individual pieces for a custom outfit, than buy your skins like that.
If you like a full outfit and don't want to add anything to it, than buy the full outfit. Either mind-set is acceptable when you're buying and spending Auric Cells for skins. From the sound of it, you mostly enjoy buying individual pieces when you're "shopping for skins". I personally am very picky on what I buy in-game in the shop, but I usually only buy skins I really enjoy.
Rather than asking for opinions, why don't you just buy what you think looks good? It's good to ask for opinions of course, but it's also good to be confident on what you think looks good. In my opinion, the leather jacket, Second Chance Mask, and Tactical Excellence blade are a great skin combo for The Pig. You can also replace the leather jacket with the Hidden Horror top or the Genuine Cool jacket from the "Deceiver" outfit.
But again, it's up to you at the end of the day. That's just some personal advice if you're interested. I can give you a preview of some outfits if you'd like, but that depends on if I have the skins. If you're curious about anything on how it looks, I can take a look and send you some screenshots for a preview. If you do take me up on that offer, than please be patient if i'm not available when you reply.

Before I can get into WHY it exists, let me go over some "important info"
The main argument that a lot of players have about NOED is that it can be easily removed from the game if your team is intelligent about it. Others argue that the perk is entirely dependent on a Survivor teams ability to "think ahead" before it spawns, hence where the meme "just do bones" comes from, its a play on the sometimes tedious cleansing process that comes from a potential NOED user.
There are ways to tell if a Killer is using NOED, but most of them are subjective. Most players will agree that a "bad player" will use NOED more than other players, so if a Killer is "bad", than players prioritize cleansing more. This isn't entirely true though, but it's an accepted idea among the community.
But besides all that, NOED isn't really used as a long-term perk, or at least not in my opinion. The perk is more or less an optional perk that some newer players can use when first playing the game. Most experienced players or "vets" will tell you that they don't use NOED because it's a crutch. I somewhat agree with this view, since I do believe that using NOED too much will make you grow dependent on it. But this isn't about my opinion on the perk, this is about your question on why it still exists.
NOED to me really relies on a Survivor team "not thinking about it". That's where NOED thrives, it's a "surprise perk". It entirely depends on a team to cleanse it or not before-hand. If a team doesn't do this, than the Killer benefits from this mistake. Obviously not every game requires totems being cleansed, but its really up to the team to decide this or not... through their own "signs" that they see and options on if the Killer has it or not.
That's all fine and dandy, but WHY does it exist?
Why it exists is mostly subjective as well, and I can't read the minds of the devs on why certain things are the way they are. But I can tell you this, from my personal view... NOED isn't AS strong as some players make it out to be, it's entirely reliant on a teams foresight and/or decision making on a potential NOED user when in-game. So as a result, if a team can think ahead to cleanse against a POTENTIAL NOED user, than the perk can be countered. If not, the active totem can be found and cleansed... Which de-activates the perk entirely.
Because of this, it's IN MY OPINION that the devs don't see a reason to remove/change a perk with these counters to it. Again, it's my view on it... this isn't a fact and it shouldn't be treated as one on WHY the perk still exists. I'm not a mod or dev, so please remember that this is an opinion.

NOED is controversial, but it still exists for the sole reason of "freedom of choice". You can either gamble with the perk against a team that might fall for it, or have the totem cleansed in the first 5 seconds of it spawning. Because of this, it's a players choice to use the perk to potentially yield a down or two at the end.
The perk might not be favorable, in-fact it's not really liked by most players in-general, but it's still YOUR choice to use the perk, and that's something I will always agree on. I may not like NOED for my own reasons, but you can still use the perk if you want to, that's your choice and that will always be your choice. It's ok to be open to constructive criticism about the perks you use, but at the end of the day... What you use is up to you.
Hopefully this write up didn't make anyone angry, it's just my opinion on your question.
