"the killers power is ineffective when you play around it and boring to play against when you dont" can be said about almost every killer in the game besides like the 3 best killers, especially for hag and trapper. The skill comes from trying to engineer situations where your power is valuable.
The difference here is that you can't really produce a situation where all four survivors are grouped together unless you 3 gen them, and even then that's a lot of effort for just one down.
Plus, it can be awfully hard to juke a Legion who's frenzying. In the days before CoH I used to play Legion almost exclusively, and it's not hard to hit someone trying to juke you. My point is, it's basically either going to be something that you never get value out of or something that guarantees a down, without really having an in-between. I hope that makes sense.
Having a power that gets strong off of survivor mistakes is fine, but one that completely relies on survivor mistakes without any input from the killer isn't a good thing.

Punishing the survivors team mistakes isn't really skilless, you should be spreading out espcially against legion.
Yeah, that's why it would be so ineffective. Unengaging when it works, completely and totally negligible when it doesn't.

I watched the 2nd game, here's what I noticed:
First, some general advice. Corrupt is actually really good on Demo and can give you time to place down your portals. I find a lot of success with it, so consider replacing Lethal Pursuer with it. The rest of your build is pretty solid, but after watching the game, you probably should have tried to protect your Ruin a little more, possibly by placing a portal near it.
1:08: You didn't really need to ready up your shred there. even if the survivor was going to try to drop the pallet, which I'm guessing is what you were trying to stop, you'd get them even if you didn't shred. In fact, the short charge-up time for shred might have even given the survivor just enough time to drop the pallet on you and get the stun. Luckily, this didn't happen.
1:22 excellent job faking shred to bait out DH!
4:16 Just a nitpick, but when a survivor tries to run around like a small obstacle like that, don't follow them- come around the other side. It will guarantee you a hit almost every time.
6:43 When you're shredding immediately after coming around a corner, you want to give yourself a split second to get your bearings before you shred. Most survivors expect you to shred immediately and don't continue to run straight once they turn the corner. While you did give yourself that time, I feel like you didn't really use it to focus on where the survivor was.
8:17 I think the Mikaela had a little too much distance on you, so it probably would have been better to just double back and try to intercept her after she vaulted the window. But as a general rule of thumb, in these situations you want to hold your shred as you enter the shack. The survivor usually won't vault the window if they see you're holding it, but if they do it's a free hit. In this case though, the Mikaela had just a little too much distance, which is a problem you can actually fix by just sticking closer around the walls of the shack. The tighter you loop, the less distance the survivor gets.
Overall, very solid game! I'm glad you took the time to share your gameplay :)

If anything The Twins hurt the game by exacerbating the slugging and camping playstyle, and these perks help alleviate some of that problem.

You say that as if Twins have the option not to slug. I don't mean playing in a way where you leave everyone on the ground, but I mean that in a way where there is mechanically no way for them not to slug.
Let's say you injure a survivor and then send out victor to finish them off. The survivor beelines to their boon totem. You finally manage to down them. You wait 5 seconds for Victor's attack cooldown to end, then 3 seconds for Charlotte to get out of her fatigue. You start walking towards the survivor, and they're already off of the ground. These perks don't alleviate the problem, they essentially make playing Twins effectively impossible by directly using the clunkiness of their power against them.
And let's be real for a second (CoH and Exponential only cover a certain area so if you're not in that small circle, or if you never found a dull totem, or if the killer hears the totem and snuffs it, 2 dead perks.
-It's not like Victor can pick people up. Charlotte has to walk over there and pick up the survivor herself, so if the survivor holds W toward their boon, they're most likely going to be able to pick themselves up, especially with the help of a teammate.

Once again, Twins always need to slug to some extent. If the survivor makes good distance away from Charlotte, they are never getting picked up if they're also utilizing CoH, Medkits, WGLF, or Exponential.

You're right, they do. But the thing is, they hit Twins especially hard because all 4 of those perks make the long cooldowns the Twins have even worse. At least Oni and Michael have the option not to slug. But if you get a down with Victor, you have to slug. Even if you're intent on hooking the survivor, you need to wait 5 seconds for Victor's attack cooldown, then 3 seconds to switch back to Charlotte. Exponential is so strong against them because the survivor can simply hold W toward the boon and Twins are helpless to stop the survivor from picking themselves up unless Charlotte is nearby, again because of the long cooldowns. And WGLF certainly does hurt them, which was kind of an oversight on my part not to include it.

There are actually a few reasons.
-The injured survivor is freshly unhooked and I want to "play fair" which of course means I'm just scared of DS.
-BBQ stacks
-The healthy survivor is a cheater and I need to teach them a lesson if I can (only if I'm playing a killer like Nurse or Spirit or anyone who can catch up to people who give themselves like 5% extra speed)
But I'd never chase the survivor around for 5 gens unless it was in the case of that last one.

There is technically counterplay, but it's not something that's likely to happen.
The only way to counter this would to be turning off TV's in advance, but even then it's not likely to be sufficient enough to stop Sadako's teleporting, and the other would be to insert a tape, but it's pretty easy to figure out when a survivor's trying to do that and if a survivor doesn't have a tape by the time a chase begins they probably won't be able to pull it off, so it's just a free and uninteractive kill for the Sadako player.
That can already happen of course, but my point is that it'd be easier to target people who have more condemned progress and tunnel them out of the game very quickly.

But you can do that now. The only thing that changes is that you get a little feedback on how close someone is, if you wanted to then you could just teleport everywhere right now until someone gets to full Condemned.
I'm not seeing how this change would make that strategy more effective, but if I'm missing something here then by all means let me know- it just seems like the strategy of "pick a survivor and keep teleporting onto them until they hit max stacks" doesn't change at all if you can see individual Condemned stacks on that survivor.
Knowledge is power in DBD. If you could know who was the most condemned stacks, you know who to seek out. You know who aggressively gets rid of condemned and who is more patient. Knowing who to chase at any given time would make the teleporting strategy more popular, which shouldn't happen.

Could you actually do that, though? Condemned doesn't tick up in chase, so you kind of have to leave them alone or just teleport near them and harass them off a TV to then leave them alone.
You can still build it by just teleporting everywhere.

The time it takes to put in a video tape takes less time than it takes to wipe the weapon. In addition to this, what's the difference between tunnelling to sacrifice compared to tunnel until mori'd . It's not any more time efficient to get 7 stacks of condemned.
Even if you never get hooked, you can die because the Sadako player notices you have, let's say, 4 stacks, and just teleports onto you until you're ready to be killed. And you're suggesting they have a tape in the first place, which will not always be the case.

I'm scared that the new boon will make it harder to tell the difference between a subtle cheater and someone just using the perk. It's something that has plagued the game recently, and it now may just become really hard to tell the difference between someone who's cheating or someone who's simply using the new perk.
I'm expecting a big increase in cheaters when the chapter drops for that reason.

It's a training addon, to help you ingrain into your muscle memory the blink distances, the timings as well as what you can/can't blink through. Once you've played for a good while, it's not that you become worse using it - it's just giving you information you know already.
So is your point that if someone learning uses Plaid Flannel for a while, they can stop using it and play just as well?

Legion should be at least B for discordance alone if you're going to put Bubba in A for only BBQ.
Agitation can be good on certain killers, so I think Trapper should be C.
Freddy and Demo are entirely too high. Demo should be in C, Freddy in D. Hillbilly should be in A because Enduring isn't bad and TInkerer is super meta. Clown needs to be high B or A for Pop.

I see your point here with the ink but I think you could just say it's entity goo which with plague being the killer most devout to it and ready to do what it says it would make sense being in the realm with the strongest entity presence in the map.
The day map stuff yeah I get a lot of people don't like that for a lot of reasons and that's valid, I can't really tell anyone their preference is wrong.
To be fair daylight maps look really good, but I feel like they lose a lot of their charm in exchange. Night maps just add a little more character and put me on edge more imo.
