You can absolutely make changes that affect different skill levels since not everything is equally strong at all skill levels.
For example, BHVR could nerf sabotage which would basically not affect solo or low skill survivor players.
BHVR can and should make changes to make all skill levels fair, but they currently do not.

I don't have a problem with Boons being stronger than passive perks that affect other survivors but which can't be temporarily snuffed out. I'm just saying that if the devs decide the current incarnation is actually too powerful they'll probably just adjust the healing speed for Circle or radius for Shadow Step rather than rework how Boons work overall.
Then you are completely missing the issue and complaint about them. Killers have an issue that snuffing out the totem doesn't actually matter since they can be reblessed in the same spot again.
Imagine if survivors couldn't destroy totems and hexes relit themselves after 30 seconds with the caveat that while disabled hexes that stack like Devour Hope couldn't gain more stacks. Survivors could keep the killer from gaining DH stacks by coordinating to disable the perk and going for a save, but I imagine many survivors would have an issue with that since they would end up waste a lot of time to deal with 1 killer perk.
What most killer want is for snuffing out a boon to mean something.

So while Circle of Healing and Shadow Step may need to be adjusted in their next balance patch (probably in January or so) they'll probably just need to have their effect or radius adjusted with no particular need to change how the Boons are placed in general.
He's the thing. Boons should be strong perks because the killer is intended to be able to snuff them out just like survivors are intended on being able to remove hexes. Nerfing CoH so it's about the same power as other healing perks is just going to make survivors run those healing perks instead since they don't have to deal with the restrictions boons have.
I would much rather see boons remain strong perks and give better counterplay on the killer side, because right now snuffing boons is more often a lose-lose scenario than it is beneficial.

The game is essentially still putting good survivors vs good killers. It's just that in order to win as killer you have to play in a way survivors won't find fun. Otherwise it's simply impossible for the killer to get a kill before all gens get done.

The game tells you your ping in lobby so if you see high ping you can just dodge the lobby

No. Binding of Kin, iirc, was the worst chapter in regards to bugs. BHVR has been pretty bad with putting out buggy chapters, but I don't think anything was nearly as bad as Binding of Kin.

Survivors have to spend time blessing totems. Killers only have to exist to get Noed activated. Bones.
Survivors are a team of 4 people and can either prevent noed from happening by DESTROYING 5 totems on the map or DESTROY the 1 lit totem that spawns after the gens are done.
Killers can't destroy totems. Until Killers are given the ability to remove boons from play, they are not fair. But it's amazing how when survivors get something that isn't fair to play against they no longer want to nerf things for being "unfair".

It just seems that the survivors I play with are always at the very least, wounded by the wraith. Like, it just happens with little counterplay. I suppose like Legion, his problem isn't the first hit, it's downing the survivor and hooking without wasting too much time.

Spies is super map dependent perk which is why you don't see people use it.
Stridor is countered by Iron Will.
Bloodhound is okay. The brighter blood can help keep on the trail, but a lot of killers don't need to bright blood to follow blood trails. But it won't do anything if they aren't injured.

Plague doesn't counter Boon Totems, she counters specifically Circle of Healing, and you shouldn't be expected to play one specific killer out of 25 to have a counter against a really strong perk.
The same applies for instadown killers, and they don't really counter circle of healing. There are many situations where you have to m1 before they reach a strong loop. The healing speed also saves them a lot of time either way.
Nurse is not counterplay. Using the strongest killer in the game to defeat a strong team despite their advantages is not a counter, is just being strong.
Plague can deal with Shadow Step. Infected survivors are louder and easier to track. It also ignores Iron Will.
She's probably the best at dealing with both boons, but killers shouldn't be forced to playing a single killer to deal with two possible survivor perks. Same issue MoM had where it was super strong against majority of killers except a handful whose powers could deal with it.

Iri Hellshire is 10 seconds of undetectable after the survivor is no longer speared so good luck getting any value from that with reload CD and weapon wipe/stun CD.
And yes a killer feeling sluggish and removing a skillful aspects from their kit is enough reason for people to stop people from playing them. No longer can good deathslingers go for trick shots through holes in walls.

Wraith has to uncloak and in that time it's possible for survivors to simply be in a position you can't lunge hit at. Ultimately there's only so much a Wraith can do against survivors who know how to take advantage of uncloaking and are aware of their surroundings.

There was a time where the devs were going to implement some kind of early game system so killers had a bit of time before gens to locate and chase the first survivor. But it was scratched, because why change base mechanics when they can sell us perks to solve issues.

Yup, it's that kind of unhealthy view point that has created a meta where only 3 killers are viable in the upper echelons of play. Now it's just unhealthy design in the opposite direction.
It's okay, survivors will get the top 3 killers nerfed because it's "unhealthy" there are options where the killer has more control over survivors.

I've played against this pig addon a few times and it really doesn't do anything.
A lot of pigs will also run the you can't see box auras when trap is inactive but that doesn't matter. It's not too difficult to find boxes to check since they make sound and you often spawn near one at the start. Pretty much by the time the first gen pops we've already removed the traps. Now the killer has no more traps to delay survivors and the gens fly. And many of the pigs struggled to get a down within the early stall as well.
You are simply better of not wasting the addon slot on it because it frontloads all your pressure and gives you nothing once you start getting survivors down.

After getting constantly bm'd by survivors today and getting infinite blinded by a hacker. I really don't give a ######### ######### what any survivor thinks.

Honestly, the problem isn't that they are OP. The problem is that the intended counterplay to the perks just doesn't exist in a meaningful way since the totem you just snuffed out can be reblessed.
All I want is for boons to be risker than they currently are by making it so that a snuffed out a totem can't be reblessed for the rest of the trial.

They are certainly going to get nerfed, because the devs have shown that they will change things if people complain about the counterplay to it. It's basically what happened to undying. Survivors didn't like that in the worst case they had to cleanse all 5 totems and thus it got nerfed so it was always an extra hex cleanse. Boon totems going to see the same kind of change to prevent them from infinitely blessable.

Your second picture is literally a custom game of 1v1. There's 1 player for survivors. No DCs. No deaths.
If you spectate a game after other survivors have been killed or escape, they don't show up in the spectator screen.

A problem with chase data is that some killers by design simply don't start chases.
Wraith cannot start a chase while cloaked and if the wraith is good he's landing a hit every uncloak and not spending a lot of time uncloaked.
Victor does not start a chase either.

SWF players would then do what they did originally. Queue up at the same time and leave lobbies if they don't get one together.
All this would do is getting into a game take much longer than it needs to be.

Ultimately I don't like hexes, because of how All or Nothing they tend to be. If hex perks gave some kind of minor benefit to running besides the hex effect, I could justify trying to run them. But the risk of being down a perk early into the game as a killer just isn't worth the gamble for me.

I think the current numbers and limitations of boons are fine. The problem is that killers have no way to really remove the perks from play without tunneling the person with the boon totem to death.

Plague will never become S tier because if she ever becomes meta survivors will just adapt to not healing.
At best she can be a low A tier counter meta pick who has good snowball potential with her corrupt purge since she has at least 1.

I think Prove Thyself is generally fine if survivors don't have toolboxes with it. It maybe should get autodidact treatment and only work when repairing a generator without a toolbox.

Except he was never a free win. At the end of the day, the better the deathslinger was compared to the survivors he would do well. But against survivors on the same level as him he could struggle.

Deathslinger was never weak. Being able to get downs in 90% of all scenarios more than makes up for map pressure. Deathslinger only lost because of the player being bad with him. Never because survivors did anything to outplay him. Playing against old Deathslinger was just hoping that he missed and the chase goes on for a little longer.
So basically, you don't want killers to be able to get good with a killer and win.

He's not bottom 5. He still has some advantages over killers like Legion and Trapper whose power can do practically nothing over an entire game.
I don't think he's really much worse than he was before. He lost a few fun tricks like shooting through a hole in shack and pretty much requires M&A instead of it being a nice perk you could run for better stealth plays.
No reason to really play him tho.

And by removing his quick scoping they removed his free zoning, survivors can now attempt to juke him when out in the open, and if youre good at aiming his Lethality doesnt change.
At high wall loops he can start aiming as he's turning a corner, this interaction has literally remained unchanged from the survivor perspective since he doesnt have an obvious audio cue like Huntress or Trickster.
The only change that Im iffy on is his TR one, that really wasnt needed.
If you were good at aiming, quick scoping allowed you to hit shots through holes in walls that are now impossible to do. Literally removing skill from his kit.

The issue is ultimately it's not really useful as a solo because you need other people who know you have it to give you the most benefit of the paused timer.

Given that BHVR intentionally left off playrate from the last set of stats they gave us in the last Q&A, I'm going to assume that BHVR doesn't really care if people play certain killers or not. Just as long as the devs can look at the chart and see 50% kill rate across the board, I don't think they really care about making killer fun to play.

As long as there is no way to permanently remove boon perks from a trial without killing the survivor using them, boon perks are going to be stronger.
While most hexes individually have stronger effects, the consistently of having a strong effect active is stronger than an inconsistently strong perk.
