All of those are impossible its always a tuesday.
Has to be 10th or 17th because those are the only Tuesdays left in summer and servers deadline is summer.
Dedicated Servers aren't being implemented all at once. There are multiple steps to the transition and it will likely take months to go through.

Passive phasing is the thing where she kinda blinks on and out of still images. The blossom increases the duration of this from .5 seconds to .75. it also reduces the cooldown from 1-5 seconds to .1-4.

Already covered both in detail. Neither give the camped player a reason to not just leave the game. And since survivors will DC for seemingly no reason sometimes, there really shouldn't be more reasons for them to do so.
If you're being facecamped, stick it out and move on. There's nothing you can do but start another game and leave with the satisfaction that you got so far into the Killer's head they threw the game to kill you.

As much as I appreciate this new information. A further detailed one about the flashlight example would be even more appreciated.
So in short putting the battery (a flat increase in flashlight time) and then the filament (a percent increase) will yield better results.
On a utility flashlight:
Battery then filament = 22.38 seconds
Filament then battery = 21 seconds
Because increasing (x × (y% + 1)) + z will most likely be less than (x + z) × (y% + 1).
I think I did that right 😂

Maybe something that triggers after completing a gen. Low cooldown, and pairs well with Poised.

It depends on orientation. Add-ons are applied left to right, so always put the dressing and then a charge add-on. This is why people put a battery and then a filament on flashlights, or a charge then instructions on toolboxes.

Eh. I enjoy using mori's to blow off steam, and don't mind them being used against me. Just adapt to them, and do DS + Locker.

Build Borrowed Time into survivors, and provide a stacking permanent speed boost to generator repair speed while the killer stands near the hook. No tunneling or camping allowed.
I know this (by which I mean this and my OP) is probably an idea with a lot of potential holes and problems, but the emblem system is in dire need of simplification.
I'm sure me and most rational people on this forum are against punishing tunneling and camping. Instead, I'd much rather see suggested rewards for leaving the hook alone.
