To my mind Survivors who doesn't do objectives (Gens, Totems, Healing) for multiple minutes straight should get Crows. Was in a match with an Oni and three times it made the noise for a blind, indicated it was a blind, but it did not release the survivor they were carrying. I've seen basically every Demo using STBFL and every game they get high stacks even if they're using their Shred ability all game. Shred is a special attack, right? It says so in the Wiki, so it shouldn't reduce their cooldown. Another case a Demo's attack cooldown was very fast, and post-game they didn't have STBFL at all! What the heck is going on? I know alot of DBD's player base is composed by survivors, and I still know that BHVR always like to put the game in a way that survivors always have fun, even if that means smashing any fun by killers player base. BUT, why keep map offerings? WHY? There are 4 survivors vs 1 killer, is obvious that one of them will in 50% of the games push the game into a very hard map for the killers.
