four killers are being used regularly in tournament play right now, they are Nurse, Blight, Hag, and Spirit. And I've seen all of these killers get 4ks in tournament environments.
Tournament play is not an indicator of how hard or easy something is. So your question of if killer is so easy why are there only 2 killers played in tournament doesn't make sense because regardless of how hard or easy something is, at a tournament level what is used is simply what is strongest regardless of how easy or hard it is. Nurse is the strongest killer right, she sees regular play in tournaments, does that mean that Nurse is the easiest killer in Dead by Daylight? The answer is rhetorical, so I'll answer it right now. No nurse is not the easiest killer, but she has the highest skill ceiling in Dead by Daylight, which means that she has the potential to be used in tournaments.
Also, note that the higher skill ceiling is with survivor and not killer. Which is the reason why survivors become more powerful, where most killers hit their skill ceiling, survivors don't. Survivor skill comes in being able to run an opponent who is faster than you, be able to understand each killer power and how to run each killer, and in being able to work together to work on generators; unhook safely; and protect each other in chase.

i've also seen survivors complain about bottom of the barrel killers like legion, so saying what some people complain about is hardly an argument for anything other than a way for you to insert your own biases into something

yes, if you proc bloodlust 2/3 without intentionally going out of your way to do it you need to reevaluate wether you understand how to play killer

For me, the most enjoyable time was when Bloodlust turned off. Because you can actually utilize unsafe Tiles and only got outplayed when the Killer was actually better than you and not when they hold W (you see the irony, lel) long enough to gain Bloodlust.
So for me, the ideal scenario would be lots of unsafe Pallets and only a few safe Pallets, which can be looped. I really had a blast, also as Killer, since it felt good to know that I was outplaying that Survivor and not the cheap Speedboost I get for messing up. And it also felt good when a Laurie was able to run me around two unsafe Tiles, because I actually got punished for being worse than her, which would not have happened with Bloodlust.
THIS would be more fun, also for Killers, BUT, once you mention "more Pallets" or "Bloodlust removed"; Killers instantly block this, because they dont know how to play decent in chases. Those are the kind of players who follow a Survivor who is better than them the whole time until at least Bloodlust 2, just to get a cheap Hit in. And those actually think that a Pallet means safety, when we both know that not every Pallet is safe and some are outright garbage.
However, and this is a fact, whenever Survivors complained about Killers like Deathslinger (due to the lack of counterplay) or Pyramid Head (due to lose/lose-Scenarios), Killers said that all Survivors do is looping, they need to change they playstyle and adapt. And this is what happened, and now Killers complain again?
I mean, I know it is only a Meme, but it looks like Killers really want Survivors to spawn on Hooks.

There is also no other Killer who has such a high mobility-advantage. You cannot just focus on the Overheat and ignoring Billys strengths.
And as I wrote in my other comment, he messed up at least 3 times before overheating. He should not be rewarded with an Instadown when playing that bad.

Spine Chill is a survivor perk that is meant to counter stealth killers. Killers such as Wraith and Ghostface are already very strong, nerfing this perk would make them overpowered. Truthfully the notification provided by Spine Chill does little, survivors running this perk still will have no clue where a killer with no terror radius is coming from. Spine Chill should reveal the aura of the killer for five seconds, similar to Alert, to make stealth killers not feel so oppressive at times.

The devs have no issue making uninspired status add ons so they could have just given them to billy if they really wanted to

MMR will be terrible, nobody wants it, still it will be released.
Breakable Walls are poorly excecuted, nobody likes them, still they are added to every Map.
And Overheat is pointless, still, the Devs worked on it.
All stuff which will stay in the game, once they have worked on it, it will stay.
I disagree on the Add Ons tho. Hillbilly does not need Add Ons to begin with and I rather have Add Ons which are not really useful than those who buff aspects like Chargetime or Cooldown, because those were problematic. And I dont really want those to return.
adding mechanics for mechanics sake is a bad idea, and overheat was added purely because they ran out of addon ideas
i'd rather they either make it an interesting mechanic (billy's saw getting better the higher his overheat to reward people who can manage it and keep it high but not overheat with a better saw) or they scrap it altogether and give him some actually fun to use addons
billy is one of the least played killers now for a reason, he does not feel fun or rewarding to play especially in comparison to killers like blight and oni

I dont care about Overheat at all. I almost never Overheat - the last time I overheat in an actual game was when I tried way too hard to chainsaw a Survivor and I got punished for playing bad at this case.
The other instances of overheating happened during one of the MMR-tests where I went against Baby Survivors the whole time and decided to just go for long-range snipes with the Steering Add-Ons (does not really work against Baby Survivors, they are hiding the whole time while they hear the Chainsaw..).
So, I could not care less for Overheat, it really does not affect me. And I am far away from playing as a M1lly.
so if overheat doesn't do anything, why keep it in the game? it just serves to take away potentially fun addons wasted on a really boring mechanic

My opinion is that he's become much cheaper and that's why I'm seeing him at literally five or six times the rate that I did before the patch (I record all my matches so I'm able to see the frequency of chosen killers). If he's basically unchanged and just received a very minor adjustment I don't think that I'd be seeing him so much now, or finding him much more annoying to face than before.
i literally explained as to why you're seeing him more often, he's just playable without needing a purple addon now
you can literally go back and look at the patch and see what they changed, it's not a mystery

The killers I face the most are Wraith (because, of course, he's "barely changed" and "only just now halfway decent"), Leatherface, Huntress, Ghostface, Spirit, and Trapper. All the rest are either roughly in the middle or, in the case of Blight, Twins, Deathslinger and Oni, barely ever at all.
wraith is basically unchanged after the patch though? you just see him more often now because you don't need a purple windstorm to make him functional so people can play him more often

It's because killer can reliably win. Every killer is not only comp viable but viable vs theoretically perfect game (Robot stuff, not just the best players!)
This game is killer sided and every match starts off in the killer's hands to lose.
The only reason killer doesn't literally ALWAYS win is because it's much harder, almost prohibitively so.
i'd like to see you play clown or something equally worthless vs a comp team for 10 games and achieve an above 50% killrate
