It literally isn't, no.
She's weak, and can be buffed. If and when she is buffed, she won't have these problems, because her core design is totally fine and even quite cool.
Unless you mean the Artist example, in which case, eh, a little. It's not that Artist is poorly designed overall, just that there's a little bit of an annoyance to the way her kit functions in one specific area. It could be fixed, but it being there doesn't automatically invalidate Artist as a design.

In her current state, sure, but that's balance. Her core design isn't at fault there.
Also, "what people use it for" and "how it's designed" aren't always the same thing. People use Artist to drop crows at loops for guaranteed M1s, that isn't how she's designed.

Skull Merchant is, of course, weak. But that's just balance, not core design, she can and should be buffed to the point where she's got some bite to her- and at that point she'll be one of the most interesting new killers added for a good long while.

From how I've seen people use SM I think I've seen maybe 2-3 people actually figure her out completely while everyone else just gives up and goes "I guess I just put these next to gens?" which sure works but there's a lot more you can do with it so I don't really agree with your premise. It's like saying "hag is just putting triangles on ground" but then you watch a player like michi explaining their play and you realize the killer is so much more complex at a higher level.
Also I'm not saying wesker and blight don't take skill they take a tremendous amount of mechanical skill but what I am saying is that mechanical skill is not the only type of skill. Being able to manage macro, be predictive and have general great game sense and planning abilities is also a skill and that's what killers like Hag, Trapper, and SM test that chase killers really don't.

limited FoV serves no other purpose than supposed "FoV techs" that only work against players that don't know any better
it's literally an anti-new player mechanic and any PC game in 2022 should have the ability to set your FoV to what is most comfortable for you

Well the gen speed nerf was a huge one. It's also that pretty much every time a survivor perk comes out that people freak out about it gets immediately demolished like Boil Over. Pretty much nobody uses CoH anymore because it was never that good to begin with. Everybody just spent 16 seconds blessing totems only for them to be destroyed instantly. Just bring a med-kit, those have existed since the game came out.
gen speeds haven't been nerfed since 2016

Oh well, I gave on this topic honestly, cause everyone agrees that blight is the most balanced killer right now and things like that but who am I'm to judge.. I am joking, because whenever Survivor Queues are long, the standard answer is that Killers get SOOO oppressed by the Devs. But when Killer Queues are long and Survivor Queues are instant, this does not really seem to be an answer...

Well you cant 1 hit down them if you cant find them. On Haddonfield, you can repair the basement and house gens which again is hard for Oni to demon dash around. He's a beast when it works though.
no good oni is going to pop blood fury if he doesn't see any survivors, then once he downs the first person he has infectious fright

Statistically speaking red rank Survivors still escape less than half of all games. Killers win the vast majority of games, I think the last I saw it was in the high 60 or low 70 percentile of all games.
Toolboxes are nerfed. Perks are nerfed. Gens take longer. Palettes give Killer preferential. Now running is a problem? Every Killer, even the slowest Killer, is faster than a Survivor. Knowing when to leave a chase is part of being a Killer as several others have said.
When I play Killer (which is rare and I'm VERY bad at) I use my level 1 single or no perk no add-on Killers to farm bloodpoints for my Survivors and I still win almost every single round. The running speed of a Survivor is not a problem.
watch how every single survivor team plays in a tournament lol, they almost never lose with these strategies

Hillbilly & Oni are strong in the 1v1? I can somewhat understand Billy... But how is Oni strong at all in the 1v1 scenario? He's literally an m1 killer without his power. Even then, it can be avoided to some degree.
Spirit being an exception, I honestly think BHVR needs to take a big, long break from releasing ranged killers.
when oni has blood fury up his 1v1 is incredibly strong, especially with scalped topknot

It's not difficult, but from my experience in 4.5k hours and most of those being solo q, i'd say over 80% dont do it.
After playing solo q I don't like to think the better of people, because that's just not the reality. I'd rather think worst and not get surprised.
i suppose killers should just thank survivors for letting them win because that's basically what it is

it's how survivors play in tournaments because it's the safest and gens get done far too quickly for the killer to be able to adequately remove enough to end chases quickly, your misunderstanding is showing

The type of playstyle you're describing is what rank 20 survivors do, and somehow, at rank 20, killer is much easier than survivor.

That's why i'm asking the devs. That way they have to rationalize why it shouldn't be fixed, realize it is broken and needs to be fixed. And then hopefully fix it, so that both sides can have more fun.
they "don't balance for top rank survivors" so don't count on in, survivor will always be balanced for average players

Not really, the killer has many things to do other than camping and tunneling (such as kicking gens and chasing other survivors). If you're are talking about how survivors should do side objectives first, so should killers.
