The buff makes him weaker at strong loops and stronger at weak loops also stronger vs weak survivors and weaker vs strong survivors. Not sure it will balance out to be a net buff at all.

Third person is hit and stays in game. I finish my gen. The killer then proceeds to slug the other person and come after me. I throw shack pallet early, get her up with WGLF, and he slugs me. Hooks her in the basement, hooks me, and proceeds to stab us on the hook until game over. Oh and the person who stayed? She brought a cake.
Why are killers playing like this?

Ok then. Seems a bit unfair to me for a Survivor to be able to stand somewhere perfectly safe then run back into the game to get a save but ok.

The 0.35 windup time on his whip is many times faster than Huntress or Pyramid head and boils down his playstyle into a situation where you just lose as a survivor and have zero input in the chase. You hug the loop until he gets close enough to raise his whip, you either drop the pallet and you get hit through it, or you don't drop it and he cancels and M1's you. This brainless chase repeats for windows as well, you can try to fake the window and get m1'd by him, or you can vault it and get whipped. But hey you can also pre-drop the pallet early before you get whipped, and have him zone you around the dropped loop (unless its a god pallet) until he can break the pallet instantly from any side he wants.
This is all that OP wanted to say, that it's just plain unfun. I've played many many matches against him, tried many tactics on loops, played against super sweaty tournament-practicing nemesis players and babies alike, and if they learned to abuse this playstyle it just becomes inevitable that you hold shift-W and don't try to loop anything and hope you run him away from any gens, or get to a super safe pallet you can pre-drop.
OP literally said, "He needs a nerf."

So you just need the equivalent of 66% of one gen's worth of repairs to activate it and I guess that can be spread across several gens.
I'm not crazy in thinking that "After repairing Generators for a total of 66%" is not clear at all, right?

Unfortunately anything that affects your TR affects Killer Instinct; Tinker goes off: no killer instinct. Hit someone while using Hysteria: all survivors disappear from Killer Instinct.

Well the issue I think most killers will run into is they aren’t used to developing skill. You get 4K games at rank 18 and it never ends. Survivors have a much harder grind which is why they’re so good at red ranks. Killers need a higher skill curve to learn to compete. Plus if your definition of fun is a 4K match, that just means you’re the only one having fun. That’s an issue in itself.

Stop using Hex perks, their positioning will not be fixed and BHVR is giving Survivors more tools to find and cleanse them, the only way to win the hex game is to not play the hex game.

Very few Survivors teabag during a match, maybe only one every 20 matches. In the exit gates is a different matter.

I main Trickster, Legion, and Plague. Trickster is the most map dependent Killer I play. You need space to hit those 8 (or ideally 16) knives. On a map that's not terrible or against Survivors who aren't great you can have a good time, otherwise, not so much. A couple of sample games, one I rarely use knives the other I use them a lot and at range. If you get some tips great, if it convinces you to drop him, also great. Take no notice of the perks on the first one, they're the best I had at the time.
