I loved all the perk changes! Except this one!
Yeah as soon as they realize they will crawl slowly 99% of the time they'll just spend the time recovering, completely voiding the entire negative.
It's also no where near strong enough to warrant being only on basic attacks.

I know I try and praise the good things in each update if I can.
The perk changes were amazing. We might even see a usable Bubba now.
But the Billy changes hearken back right to Nurse down to the very smallest detail. Less map pressure, less travel, only limitations without any new tech or way to play. We are rightful to be doom and gloom about that at least, since it's literally just history repeating itself. Especially since so few people were complaining about his baskeit, when most of the real problems were the addons.

However, Billy was nowhere near Nurse's level ever. I want to hear their real reason for wanting to "rework" him.
Well for a long time Billy was considered #2 right behind her.
They've said it was just updating them and tied with the addon passes they're doing for older killers. Any reason beyond that is unfortunately speculation. We can guess all day about how it's to make top tier killers worse but we'll never now for sure unless someone leaks at BHVR.

Because so many people enjoyed changes that included only limitations and nothing else. It made her the most played and bug free killer! You'll see it's great for Billy!

The most she ever had was 6 I think waaaaaaaaay back in the day and I'm not even sure if the +3 blink addons were there yet or not.
5 blinks was common for a long time but I, and many others, were fine with losing it (not all of her addons but whatever)
Now the only extra blinks you can get disable the single best part about them.

Nurse is fine, optimization is key to most killers. They're trying to make you think about how you play other killers now instead of aimlessly blinking around the map or in this case continuously chainsawing around the map.
You're going to give me a tumor with that parroted argument.
There is no mindless chainsawing or blinking. They never ever EVER give you reward (hits/downs) unless a survivor is literally walking in front of you. You always had to aim, time, and execute the maneuver to get ANY reward from it.

Yeah I agree they definitely under-exaggerate what the changes impact will be. Especially if it's purely a limit/nerf with no other possible new things for the killer.

A mix of them is great tbh. There are definitely powers out there that would warrant a power meter or cooldown.
I praise the way they did it with PH. A power meter that limits but does not outright stop you from playing how you choose, when you choose. I really wish they did that to Nurse instead of the cut and dry version we got.

Power meters are just a method of conveying info. They are using it to convey charge progress in this case rather than a cooldown.
It's no more a cooldown than Deathslinger reloading his gun is.
But Deathslinger feels so much organic, does he not? I don't believe power meters are very organic a majority of the time.

I've always wondered if they hear that. It's funny to me to hear her gasp 6,000 times in 3 seconds but do the survivors hear that or are they oblivious to my plights?

While this could be true, it depends on how it affects his gameplay. We won't know until the PTB comes out, but what I know for sure is that it will at least take more skill to play Billy (Not that I'm saying he didn't take any skill).
I'm all for requiring more skill. But not for limiting it without offering anything else in return.

Well you also have 'agency' about when you put your cooldown powers on cooldown.
The only one who really doesn't have much control is Myers because its based on how long the Survivors let you stare at them.
But you no longer have a choice when on CD. That's the biggest issue.
You can choose to use a CD power whenever you want but after that there is a set time where your choices disappear and you're an m1 killer.

The changes not only raised the minimum skill required to play him, but is also limited those at the top too. When you only make downsides and limits in a change, it makes both the top and bottom of the skill gap smaller.

For consideration any power where you had 100% control of when to use it was not considered a power meter or cooldown. This extends to killers that have to reload when they choose to shoot.
With Pig you choose to put the RBT on whenever you want. There is no cooldown between them or power meter. I guess she could go into the misfit category, but with her I had her crouch in mind as her main tool/ability, and the RBT's as any other trap.

I will repeat. There is no purpose to it other than to show how many do/don't have a cd. Anything you take away from it is entirely on you.
@JasonS Yes but you have agency entirely over it. There is no time you are not in direct control of how much traps/ammo you have. (I guess barring Trapper having to pick them up but I digress)

Saw this coming in January.
Gauge bars are an annoying mechanic and I hate this trend of going from fun abilities to "let's play the waiting game to use your power! wee!"
Charge based is even worse, but man. All Billy needed was some addon changes. Perk reworks are fine too I guess, but leave the basekit alone.
I love the changes they did to the perks. Hell, I'm warming up to Bubba the more I think on him.
But Billy? He was limited. Nothing new except more downsides. What fun. We joked about his power meter but we knew.
Deep down we knew it would be here eventually. I'm just glad I don't play Billy.

You usually give a player something else to work with in these cases. Nurse and Billy just got straight up limited.
There is no new skillful play or tech you can do. It is purely limiting your options without opening up ANY others.

The sound is mostly just a small detail. They're still going to hear your chainsaw long before he starts screaming.
But now it's a conformation that you are doing an action. Before they had to have visual info to know whether you were holding it and moving or using it to run.
Small details are bigger than they first look.

Doing a stupid action already got you punished. Survivors run away when you fail. Adding an extra limit to it was unnecessary for all of the same reasons Nurse was.
Now you're extra punished for failing. Because a slew of negative feedback is really what we killer players want.

It's not mindless, it takes aim and timing to get a chainsaw hit (unless you've trapped them in the geometry) and also some aim since Billy has that weird turning thing.
Even if you did nothing but run across the map the entire game you are not going to get rewarded for it unless a potato walks in front of you. By that logic, spamming it does not give you rewards, using it with precision did. Thereby all this change did was limit the amount of time you can be doing that in a match. It does not make it more skillful.

That has nothing to do with if the perk is controllable or not.
It can go off at the perfect time and give you a gen grab or it can activate when you're in the middle of a chase on the other side of the map and do absolutely nothing. You have no control over it.
I will straight up abandon a chase if I'm within range (much larger now with the buff) to do something about it.
You have to think of it in the context of a killer with map travel. It's nigh useless on anyone else for that very reason.
You also don't want control over it. That would just make it Insidious but x100000000 better. The whole point is it tells you when a gen is close and gives you stealth to sneak up on people who are now invested in finishing a close gen.

This Mechanic is most likely for those players who are using the Chainsaw all the time because the penalty is not that big, especially when using Cooldown-Add Ons.
If someone is good with the Chainsaw and does not overuse it in a chase (meaning going for unrealistic chainsaws) they will not have that much of a problem.
And it does not look like it heats up much when using it for mobility.
It should be the players choice to go for stupid plays like that instead of being cornered into only using their power when it's 100% going to not miss ever. It takes the nuance out of it.

That's not to say I think Trial of Torment should warn the survivors but the fact that you can't control when Tinkerer activates is a significant drawback.
It's not a drawback it's part of the synergy within itself. I regularly get gen grabs with it. Having it proc only on gens that are close to being done is a god send not a drawback.

I believe the reason why is Tinkerer is only good on killers that can travel a large distance fast. It's usable on slow killers but when gens are about to go off on the other side of the map it becomes much more situational and less consistent.
With PH's perk you can control whenever you want to enable the stealth. Having not used it yet I thought it was dumb af too. But having played a few survivors games against it I believe it is necessary. I could not imagine not knowing they've kicked a gen (without Alert of course) and never knowing when to try and hide or wait for the HB before moving.
As someone who uses Tinkerer though I'm extremely happy they're buffing it.

I did mention the nerfs in another post in this thread and there was a time when the game was survivor sided.
That said, balancing around any one type of play is only going to imbalance another type of play.
SWF are uncommon AND I can say from having played in my fair share of SWF matches, that the objective is not to bully the killer. The objective is to survive and escape while having fun chatting.
I can honestly say I've only ever seen the bullying once in one match and I didn't play with that person again after that.
Anecdotal evidence does not dismiss a widespread problem simply because you have not personally experienced it.
SWF has the possibility to have 16+ perks per person because of how much information they have over survivors who cannot communicate. This is objectively stronger than was intended, and refusing to acknowledge or balance it is only going to lead more killers to the breaking point of dropping the game when they encounter those people who do bully squads. Refusing to balance the most powerful things in the game simply because a majority are not using it is foolish and will lead to failure every single time.
It's also not fun for the people on the receiving end in the elos where that behavior is common. Being good at the game should not reward you with a toxic matchpool of abusive people.

Yeah I really hate the prestige system that makes you use everything on them before prestiging. If you had a lot of ######### though good luck getting through it all before the BP cap. Better spend those extra points on someone else... oh wait they're gonna have the same problem down the line...

Here;s what you don't understand though, no one wants to play this game when it's just 4 people bullying you and ignoring you like you are an inconvenience and not the ######### killer. I have played both sides.
If people are complaining of gen rush it's because they are facing a good team and perhaps aren't as good at the game as they should be as a killer.
The speeds are the slowest they've ever been (not accounting for busted original Ruin). You don't have toolboxes now. You have gens running slower when stacked. You've got plenty of perks. Literally watch killer videos or play as either role and you'll experience people defeating good and bad teams of survivors.
I'm a rank 1 survivor and 4Ks and lower as well as escapes. The only time it is not really even is when the matchmaking is jacked up (which is very frequent these days).
Asking to nerf the gen speeds means you need to get better at the game. BHVR is going to add something to further slow down the beginning of the match because so many of you have been crying like babies about this. Like I said, it better be reasonable, or there won't be any survivors left to kill.
You can wish me out of this game all you want, but I'm speaking the truth.
Survivors have had their items and perks nerfed repeatedly. They've also had map nerfs. And each new killer is more and more OP. Tunnelhead can tunnel without penalty. Deathslinger's terror radius is busted. Ghostface can one-shot you without having a terror radius. Doctor was supposed to be less annoying and is now more so. Freddy is as obnoxius AF with his 500 powers. If your favorite killer can't cut it, switch to one that can until they fix it.
Again, keep being a whiny killer main (which BHVR caters to), and you'll see the survivors leave in droves. I've seen tons of people quit with each patch. Maybe they're going with cross play because they can see it coming.
I have to point this out since you apparently haven't noticed it: It took years of straight up nerfs for survivors to be brought in line and not be the power role. Even now, with ALL OF THESE NERFS, SWF groups are still the power role.
Tell me what is balanced when you can have squads of people whose main objective is to bully the killer.

I don't miss survivors failing 5 skill checks in a row on the same generator and I'm unable to do anything while I wait for them to fall asleep.
I don't miss survivors getting a downed survivor up because they had 7 seconds to heal them before I could interact with the downed survivor again because healing is a priority action over picking up.
I don't miss hooks basically being incredibly safe against Freddy because you had 7 seconds to do it before he could hit you.
There were fun times to be had but SERIOUS problems with his old kit. I wouldn't be opposed to seeing another killer that is similar but without all the dead falls that made Freddy his own tier of garbage.
