You move it up because of the possible uses, not the other way around
I think it has potential. It can double the exhaustion timer, and it isn't too situational as many survivors use exhaustion perks.

Shadowborn is good on Nurse and maybe stalking killers (though for Myers M&A is much better and Ghostface's stalk is crap). Too specific to be a higher tier, I think.
Franklin's is only useful if the survivors are bringing powerful items. However, I almost never use this perk so I could understand if I'm not seeing its full potential.
Knockout is pretty much only useful for slug builds, and it's useless against SWF.
Unrelenting has limited use unless you miss a lot of your swings (come to think of it, maybe I should use this perk more). For good killers it's pretty useless. You could potentially use it to mindgame, but even then I don't think it's that good.
I've addressed bamboozle in a previous comment. I don't think it's that good.

I think the ability to cut back on the amount of wiggle time would make it a staple of sabo squads unless the numbers were so low that it wouldn't be any better than it currently is.
It would be 12% faster to counter Iron Grasp III, which means you would wiggle free at 90% of the time it would normally take to wiggle without Iron Grasp.

Sabo squads can already exist. Boil Over would just compete for a perk slot (Over No Mither, Saboteur, Unbreakable, Tenacity, Flip Flop, and Breakdown).

Also, this would punish you for trying to punish survivors who go for unsafe hooks. If you're chasing a survivor and they run to the hook and go for a save, you'll lose points.
The same goes for when you hook someone and you find someone else nearby immediately. Also, what about points from bleeding when a survivor gets healed across the map or from a survivor stepping in a trap right after you hook someone? Those would get stolen too.
Camping already has downsides and punishments for the Killer. However, I do think Survivors who get camped should receive some form of compensation.

There are usually enough hooks to hook a survivor even with this change. This would mainly prevent Killers bringing you to the basement from the other side of the map with Iron Grasp + Agitation. Killers are notified that the survivor has Boil Over, so they'll know not to go too far for a hook.

Matchmaking has been changed to be based on the highest rank survivor in the group. So now if you have 2 rank 1s, a rank 10, and a rank 20, they'll get matched up with a rank 1 instead of a rank 12.
Glad to see that it seems to be actually working.

Which means those tier IV effects are exclusive to Meg, correct? Again, I don't want to have to run a certain survivor for the perk effects I want. I'm sure a lot of people feel the same way.

Now that I think about it, I believe you're right. It's just that some perhaps even most, ultra-rare add-ons are game breaking, IMO.
Perhaps BHVR could do with re-classifying some of these add-ons in terms of how much they affect the game?
Personally, I think that scratched mirror you're so fond of would look much better in pink...just sayin' 😊
It's pretty useless against good Survivors who pay attention and know the places they can heal where they'll see the Killer coming (even Lery's has those spots).
I don't like it because it's good, I like it because it's fun.

I never said to add exclusives. I just said that somebody else said that and thats not what I said.
It clearly says the Tier IV perks you listed "only apply to Meg Thomas", meaning they are exclusive perks.
Was your idea actually to let other survivors use those Tier IV perks? If so, buffing every perk by adding a Tier IV might cause some game balance issues.

Okay. I still don't agree with Survivors having exclusive perks. They're meant to be skins, and I don't want to stop playing Ace just because David gets more BP and has a better Dead Hard.
If Tier IV perks were ever added, they should not be survivor-specific. Perhaps the perk in your first slot could be boosted by a Tier when you are P3. That's the only way I could think of this working well.

You can use wglf or bbq on another person besides them it just wont have the 25% bonus. Calm Spirit will make your breathing sounds lower and iron will will reduce noises you make while injured
Iron Will III already reduces the noises by 100%.
Also, no one's gonna run WGLF without that extra 25%. Similar thing with BBQ, except it at least has an effect other than BP so it might see play with other killers. Still, anyone who wants the most BP will have to play Bubba.

Welp, this perk hasn't been implemented yet and it's already unreliable and glitchy.
For the risk, perhaps your Aura would also be revealed to the Killer instead. Oblivious doesn't do much if you're already looking at the Killer.
Interesting idea for a perk, it reminds me of the mechanic in Deathgarden where you can shoot the hunter to reveal its location to your team.

bbq and wglf is 125%. Third Seal could potentially give them oblivious. Aftercare would make altruistic actions faster by a bit. STBFL wouldnt remove 1 token if hitting obsession, instead you get 9 tokens instead of 8. Spirit Fury you only need to destroy 1 pallet, but once they know you have it they can throw down pallets before hand.
So you'd have to run David or Bubba if you want BP. Also, what about Iron Will and Calm Spirit? You didn't mention either of those.

Funnily enough, I was originally gonna add that first effect as a perk on my Winter's Wrath chapter idea. Ruin seems pretty nasty with that second effect though.

I believe Tier 4 would be written as "IV". I don't think Tier 4 character-specific perks should exist anyway. What would Tier 4 BBQ or WGLF be? What about Third Seal or Aftercare? And Iron Will or Calm Spirit? Also, STBFL and Spirit Fury would be extremely strong. And every high-level Survivor would have to play the Survivors with meta perks.
Starting the Survivors out with higher-level starting perks would be a nice bonus, though. Perhaps P3 should also give them a random generic perk to start with.
Instead of a BP bonus, it would be nice for Prestiging to also break down any remaining items/add-ons/offerings you have and give you bloodpoints (not the same amount you spent on them, maybe like half).
Perhaps they could also increase the item rarity bonus. It's very underwhelming as it is, to the point where it's so hard to notice that I'm questioning whether it actually does anything at all.

Long falls are meant to be unsafe. If they were safe, so many map tiles would be broken, which is why Balanced Landing is so good, as it creates psuedoinfinites.

Yeah he's a pretty loud guy. His Undetectable ability isn't that useful when you can hear him stomping at you from a mile away.

That won't change anything. Most of the people I see kill themselves on hook do it because I'm playing a killer that they don't like, their team is losing, or they're trying to give the last survivor hatch.
Though I would appreciate some emblem points for being camped so I'm not guaranteed a depip.

What demise? It's not dead. People keep exaggerating how bad this perk is right now and I don't understand why. I love this perk as it is.
Besides, boldness isn't hard to get. You could just stun the killer a few times or do bones.

I don't really like the idea of not allowing killers to play the game because they don't have the best connection. And if it's 9 out of 10 lobbies, maybe it's your connection? About 1 out of 10 of my lobbies are red ping. I don't really see laggy killers that often.

I like the idea that you could stop mori's but it would waste so many points for killers. Imagine the killer brings a Ebony Memento Mori. That's 7 grand. Let's assume all 4 players bring this perk. Thats 7 grand wasted. Now let's say no-one cept you brings it. 500 points for the hook, 1500 then 1500 x 3 4500. 6000 points in total. You lost 1k for even daring bring a mori. Imagine that. Losing points for playing killer. It also would make other killer perks and add-ons lose usage. Devour Hope and Rancor now only give you at most exposed.
I do like the idea but maybe make it so that if you are the last survivor alive in the match, gain a health state if you are injured or in dying state and stun for 2/3.5/4.5 seconds.
Ignores Exhaustion but causes Exhaustion for 70/60/50 seconds.
Keep in mind it only activates once per match, so you can catch them again and mori them. Also, using a mori means you're losing points anyway :P

It's useful against Moris, Devour Hope, Rancor, and Tombstone. You're not going to go against these things every game, but this perk is meant to be situational. Making it so the killer can Mori you kinda makes it a worse perk, especially since the killer would know that you have it.

I'm red rank and haven't been DS in over 6 months.
I don't camp or tunnel tho...
I also haven't seen BT much has I just instantly go for the unhooker everytime I get a chance.
For those reasons imo those two perks are complet trash atm.
I play the same way, but still I use BT and DS all the time as survivor (purple/red ranks). If everyone played killer like us, we wouldn't have so many people complaining about DS :P

I do like the idea a perk that helps you wiggle. I'm not too sure about the healing skill checks, though. I know the idea is to be mean, but it might end up being too annoying when you just want to get healed but the killer finds you again because your teammate keeps failing skill checks. Perhaps make it generator skill checks (and if you want it to screw over another survivor, maybe it would only work when another survivor is on the gen)?

I'll be fine with it as long as they're all dark souls emotes. I can't be mad at four survivors patches squatting at the exit gate.

Rather not have it be possible to run a 5-hex build and put them all in the same area, but totems definitely need some work.
Yesterday there was a hex totem hidden in a bush in badham which would have been extremely well hidden... if I didn't spawn in at the perfect angle to see it immediately.
Last week I was playing Bubba and the survivors cleansed the totem before I could even get there (and I walked straight over there as soon as the match started).
They should not spawn in these locations:
- Within line of sight from a survivor spawn point
- Within line of sight from a generator
If they can just get that to work, totems would be much more reliable.

In all seriousness, it's an interesting perk. I do think it should have more uses though, considering distortion has 3 uses and has a more useful effect.
