ok well ive always gone by the higher number as its always going to get confusing by the 'higher' ranks being lower numbers.
Then why is it nearly every match i go into as rank 11 killer theres always at least 1 red rank even when i seem to load into a lobby in less then a minute so wait times aint high.

Its not working because BHVR. If I were to guess, its due to the long survivor queue. The longer someone waits in queue the wider scope the game makes to find you a match. Coupled with a lack of killers, you get what you see today.
For example, I'm rank 8 playing solo. All my teammates have been between ranks 11-17. Killers have been 13-17. I was placed in that lobby because my queue time was above 5 minutes.

Thats not the way it is. You have it backwards. The Hightest rank is not the survivor with the largest number. Rank 1 is the hightest rank. Rank 20 is the lowest rank. In a SWF the highest rank (rank 1) is used for match making.
The only caveat is rank 20-15 killers can be matched against any survivor rank if the queue takes too long.

Doctor's passive static actually did something.
Freddy's sleep does nothing on its own. It's not like old Freddy where you get a 50% penalty when asleep.

After being unhooked or unhooking yourself, Decisive Strike will become active and usable for 40/50/60 seconds.
While Decisive Strike is active, when grabbed by the Killer, succeed a Skill Check
to automatically escape the Killer's grasp and stun them for 5 seconds.

Actually, if Bubba catches a survivor early enough in the game before you have too much progression on gens, the two minutes a survivor sits on the hook while Bubba face camps isn't enough to find and finish all the gens and totems before he can be on the move again.
Even if all the survivors somehow know that Bubba is facecamping (kindred or comms) and don't waste a single second trying to save, you still only have 2 minutes for 3 survivors to find and complete each gen, find and cleanse each totem, and then open an exit gate. The only way you can do that is by playing completely and totally optimally which is NOT happening in 99% of games.
It isn't totally impossible to counter, and I've beaten it a time or two with a half decent SWF (only with REALLY good and clutch hook saves so that nobody got camped to death) but I really don't blame solo queue survivors or mid level players for complaining about it. Bubba is a noob stomper and he really shines in the low level and even mid level solo queue games, in my opinion.
OP talked about NOED. My assumption is this was end game. Even so, gens do not start at zero once the survivor is hooked. Unless survivors were messing around, three gens could be well on their way to being completed before the 2nd phase.

A map like rotten fields? You have no idea where anyone is.
The difference between whispers or not is many times the difference between me getting into my first chase in 15 seconds of the game starting, securing my first hook and clearing out multiple pallets near a 3 gen, and delivering a pop to the 4th gen. Then I’m in a great position to secure a half state on the first hook and also a victory.
Or I just waste time searching for ghosts, lose out on an entire minute+ of corrupt. The gen I didn’t find anyone at gets completed, I’m taking my first chase out near corrupted gens, and I’m moving onto the corrupted 3 gen and could be in a very bad situation.
It’s not required but it fits my playstyle enough I always try to find a spot for it. It can be useless on super small maps but a life saver on the massive ones.

It’s map dependent. If I load into Hawkins I usually know they either spawned upstairs or they spawned in the portal room.
Azarovs resting place? ~Maybe~ someone spawned across from me.
Suffo pit? ~Maybe~ some spawned across from me.
Sanctum of wrath? ~Maybe~ someone spawned across from me.
Load into a map like fractured cowshed? They could be literally anywhere.
It’s the only perk that will let you know for sure.
Without going into much detail. Azarovs Resting Place for example, three survivors will spawn on the opposite side of the map while 1 will spawn the same side as you. This true at least 9/10 time.

Whispers bad? You are crazy. There is no other perk in the game that will tell you with 100% confidence if a survivor is in the area or not.
Plenty of maps have relatively random spawn locations. Especially on a 32m terror radius killer, you could check a gen at the start you “think” someone might be at and then wander off only for a survivor to immediately start on it because they were hiding behind some debris.
When you have corrupt intervention, every second counts and every second you are not in a chase is wasting your perk slot.
No other perk in the game gets me into my first chase as quickly, as well as giving me critical information such as “should I even bother kicking this gen?” Whispers is off? It’s worth stopping to kick it.
No other perk secures my 4K as often. When I close the hatch with whispers they are almost 100% dead. If I want to slug for the 4k to spite some annoying survivors, whispers is the best perk in the game to do it with.
There’s a reason tons of streamers such as Ohtofu and Otzdarva consider it an extremely strong perk.
Whispers is strong and spawn locations are not as random as you would think.

As a rank 2 survivor, would you be able to escape the killer if you were playing that role?

Consoles don't have it but they get harassed just the same through their platform chats.
Hide the chat in game and set your steam profile to friends only.
