Yes, I think Blight is a bad design.
But I think he was better handled, because BHVR got rid of his busted add-ons and exploits. He is not fun, he was definitely not healthy for the game, but he is not as terrible as he used to be.

Its kinda interesting that you did mention Hillbilly as a "well-designed killer" when after the last buffs he got he is starting to be considered again a top tier killer, usually top 5 and sometimes even top 3 just after Nurse and Blight.
Well after that he got some nerfs so its probably not top 3 anymore but i still see people putting him at top 5 consistently, higher than Wesker.
A killer being strong doesn't necessarily mean they are unfun, and vice-versa.
Hillbilly has always been fun, in my opinion, and for a long time he was the second most powerful killer in the game. Trickster on his release was weak, but still miserable to go against.
Wesker doesn't have to be among the top to cause problems. He already does.

I'm sorry but Infection just isn't a significant effect anymore. It's ~100 seconds after the first hit for a -4% Hindered effect.

I find the comparison between Billy and oni vs Wesker to be inaccurate, as though their powers have similarities, they have different drawbacks and strengths to keep them in check. For example, billy has a big wind up because he instadowns, curves, and has no cooldown; Oni has to earn his power because blood fury is billy if billy didnt have any limits. Wesker doesnt really have the strengths to justified the drawbacks. Oni and billy's highly lethal mobility speaks for itself, but weskers just got a strong chase with decent map traversal, made up for with slowdown as a reward.
His power doesn't need to work the exact same way as theirs, but it cannot remain in its current state either.

He needs skill to use his power and its not that hard for the survivors to dodge. He is one of the few killers in the entire game that if it hits the survivor when the survivor is finishing the pallet/window jump, he will not hit with the power while almost every other killer hits (before it actually did but got shadow nerfed).
He got his infection nerfed to both address tunneling (good) but also the hindered effect from 8% to 4%, making survivors a lot of times just not cleansing it as if there is some decent loop you can still loop him anyways.
Also, half of the time when the loops are with rubbish (rocks and trees) you cannot even hit with your power due to being in a straight line.
I have mained Wesker until Dracula came out, and i think he is one of the most overrated killers in the entire game. He should not be more than a B+ killer honestly.
Because of how bloated his kit is, for a power of that nature. Hyper-mobility can be tricky to balance because of the way survivors have to play around it. They are powerful abilities, after all.
Hillbilly and Oni are good examples of well-designed killers with hyper mobility. Hillbilly has the charge time to keep in mind and Oni has to build up his power, but in return they are gifted a good power. That is fun, and fair.
Wesker in the other hand, is a perfect example of a horribly designed killer, for a power of that nature. He has barely any charge time to worry about, he can vault, he creates a countdown towards Hindered and he gets a notification of your location as soon as you get rid of the infection (which you have to do). Passive slowdown and information are good abilities, but they cannot be paired together with mobility. This is way too much.
Even if you somehow play perfectly against him you will go down, because you will get slowed down and once you're fully infected he only needs to get you once, while not worrying about… well, anything. And it doesn't help that the few resources you can use against him are scarce, thanks to the map reworks, so regardless of which direction he throws you (which shouldn't exist as an ability to begin with), there is a good chance you will be stuck on a deadzone with nothing to use. His hitboxes are extremely inconsistent. Not to mention his incredible potential for tunneling, which thankfully isn't as intense as it used to be before his nerf.
Also, he doesn't even contribute to the horror atmosphere and his voice-lines are annoying.
He is not unbeatable, of course. No killer is. But I don't think his power is healthy for the game. I would be happy to never see him again.

Your class skill doubles up as an Unbreakable of the killers slug, they really make it hard to win by slugging cause they have to hook at some point, as every survivor can pick themselves up every 90s.
My Huntress teammate was really risking it last night, she left people slugged for a long time.

I really liked the first Lights Out, despite the fact Freddy wasn't available.
I think the return towards horror that first modifier had was something the game needed, and I enjoyed every game I played during that week. Plus that is when I started playing Knight, and he became one of my favorite killers.

Well, I've played a couple more games, mostly as survivor because I got tired of waiting over 20 minutes to play killer, and I got some interesting results:
Only a single match had a "balanced" outcome. 4k and 4e, that is. All of the others were stomps. Either the killers got all 8 or at least 7 survivors, or they didn't get more than 2.

Yeah, boons should only have that kind of power if they can be permanently broken, like hexes. Making shattered hope basekit was my preferred solution to the CoH problem before they nerfed it.

Make Shattered Hope basekit and revert CoH back to its first version. The survivor meta could use a little help, because you know something isn't right when the best perk we have is WoO.

I wished I could say playing with another killer was fun but honestly for me it wasnt…the mode is made for killers who have firends to play with and I just dont land in that group. Honestly, I think it should have been delayed until more characters and maps were added. Up to Skull Merchant, I'd say.
2v8 is different than other modifiers, and it has a big impact in queue times. I think it should provide a better experience than it did last time, especially for those who have to solo queue as killer.

I would disagree that it was more fun. For me it was less fun in 2v8, since every game was basically a stompfest when I was playing Killer. I did not get anything below a 7K in all games as Killer. With a random Killer as teammate, so basically SoloQ for Killer.
I had and have more fun in 1v4, it feels more challenging and rewarding to win there as Killer compared to 2v8. But sadly 2v8 destroyed the queuetimes for 1v4 as well, so I am really not looking forward to the return of 2v8.

This is a request for an optional, alternate game mode to experience things they weren't around to experience. It is a perfectly reasonable request.
Though personally I wouldn't go with 2016 DBD, because that means no Freddy. Late 2017 or early 2018 are better, imho.

This was not really the issue. The issue was that not enough Survivors were playing the mode. Killers were more than enough, otherwise they would not have had 15 minutes queue times.
And while the changes are certainly a step in the right direction, I dont think that it will improve that much. My guess is that queue times for both modes (2v8 and 1v4) will be really high for Killer once again.
Honestly, I think it will always be this way.
Survivor gameplay doesn't change that much, you just have a bigger team with the slightly tweaked effects of different perks.
But killer? Playing killer with someone else is extremely fun, and the more characters they add to this mode the better it will be. Just like the first Lights Out, the killer experience is simply more fun in 2v8.

The better plan is to fix MMR, to the way it was when first launched. If you don't like the on again/off again difficult/easy matches now, removing MMR is gonna be more of the same.
If MMR could be fixed, I think it would have been fixed by now.
Between this system and the old ranks, I definitely prefer ranks.

But people generally don't want to listen because it also means killer in particular is largely a choose your difficulty role.
If you constantly sweat or play chill you're going to win about 60% of your games either way. It's just how hard do you want to work for it.
Most of the "MMR is bad" discussions come from wanting to have their cake and eat it too: they can play sweaty and win every game while their opponents never get any more challenging and always offer a "chill" (easy) game.
You see it most when there's a broken meta perk or strategy that boosts players way out of their skill level. Things like the slugging epidemic, hard tunneling, or gen kick meta take next to nothing to execute for easy wins... Until people boost their MMR, can't handle their opponents any more, and usually rage post on the forums about how the game needs to be changed again.
You might argue that a full 4-man SWF has a similar situation too. But in general solo survivor has too many wildcards just from teammates to pick your difficulty.

While it is possible, you'll have to rely on survivors not doing the correct counterplay against Freddy, which is something that isn't going to happen most of the time.
As much as I despise tunneling, if you play to win as Freddy you need all the help you can get.

It wouldn't be the first time. The difference is that Hillbilly's situation was a mistake, it should have never happened. With Wesker I think further nerfs would be justified.

I tried doing that from time to time, but to me it just seems like Xeno doesn't give you the same opportunity for counterplay that Huntress does.

Keep in mind that Xeno can see your footsteps while they're in tunnels unless you're crouching. It's not Lethal that gives you away at the start of games. You don't necessarily want to immediately go for a turret, because you're in a really bad spot if they see your footsteps and come out of that tunnel while you're holding a turret.
For chases, the main priority is getting to a turret. Remember that turrets are on a brief cooldown when Xeno emerges from a tunnel, but they can still break them, so you want the turrets to be ~3 seconds away from the tunnels.
Try to run from turret to turret in chase. Pre-drop safe pallets if you have enough distance to avoid being hit on the animation lock. Be super greedy at unsafe pallets because they're going try to hit the tail every time. You can also test how good the Xeno is by crouching under windows and pallets. A skilled Xeno will be able to hit you. A less-skilled one won't.
Also be very mindful of the tail attack geometry. It's not like a Nemesis whip. It arcs downwards in a curve and the hit registers at the end of the extension, like a Deathslinger chain.
Well, the specific match I played before asking this question actually included Lethal Pursuer. The two games I played after this post didn't, but then the suggested counterplay seems to have worked.
And honestly, I am not sure how to do this crouch tech against Xeno's attack. It just never seems to work.

I haven't seen any significant nerfs to survivor, in my time playing this game, that weren't warranted. In hindsight I'm actually an advocate of the quick healing meta we had, as long as killers could get quick downs as well. But because people wouldn't accept the latter, out of spite, we got neither. In the grand scheme of things, I think killers have been nerfed at least as much as survivors. Loops might not be 2 feet apart anymore, but they're still 5 feet apart. God pallets and windows are still in, and killer doesn't have adequate time to get survivors before 5 gens are done. So I don't care if survivors are weaker, because they still trump the killer. The only reason you don't see it every single match, is because MMR operates off of forced mismatches. 2 good survivors, 2 bad ones, 1 decent killer. If the killer tunnels weak links and they have no anti-tunnel, he wins. If he chases the strong ones, he loses. Every match feels like a coin flip, except survivors get to re-roll for extra flips if they have X perk or get X map RNG. Every perk/map you could say the same for with killer... has been nerfed. Why do 4000 hour+ killers struggle every match if this stuff wasn't the case?
Well, I am not sure when you started playing DBD, so I cannot really tell. I started shortly after Legion's release, and I've seen nerfs for survivors that were justified, and others that were completely unnecessary. Same for killers, of course.
I don't think survivors trump the killer in terms of balance and the tools they currently have. Loops have become increasingly more dangerous after the countless anti-loop killers we've gotten, and most tiles being made unsafe after the big map reworks. Structures that used to be really powerful, like the houses on Haddonfield and Wretched Shop's main building aren't as good for survivor as they used to be.
Obviously there are exceptions, such as the Badham maps (except Badham 1) and the Game, but those aren't the rule. Generally speaking I don't think there is much being stacked against killers right now. That doesn't mean the game is balanced, of course, and I really don't like the direction the balance has been going since 6.1.0 (by far one of the worst patches I was around to experience), I just wouldn't say survivors still have a massive advantage over killers.
Why do 4000 hour+ killers struggle every match if this stuff wasn't the case?
I do not know, but I can talk about my experience. Sometimes I struggle because I made mistakes, sometimes the flawed SBMM system gives me players that I cannot beat, and the killers I play (mostly Freddy and Knight) aren't exactly among the strongest in the game.

Yeah, pretty sure 2016-2018 were Survivor years.
2019-2021 were fairly balanced overall.
2022-2024 seem to be the Killer years.

I don't think this is the case, at all.
Survivors are nowhere near as powerful as they used to be. And the tools at their disposal now really pale in comparison to what they used to have.
Some of them had to be nerfed, yes. Other did not, and got nerfed anyway. But it is a fact that survivors are weaker now.
