The shifting opinions you just explained yourself. Everyone is happy until something happens that affects them. The survivor mains are happy until they get 1 bad game and then suddenly they're calling for more legion nerfs. Balance out an extremely dumb perk? The devs are suddenly killer sympathizers. Which DS is actually still really stupid, but that's something for another thread.
And again, the doctor changes weren't a benefit to killers, it was made for the survivors. The bug fixes are NOT gifts that we should be appreciative of, they're something that's expected. If they weren't even willing to fix bugs that were affecting killers then that's when it's time to drop the game.
And that's why opinions are opinions, everyone has one.
I'm not saying I disagree, but I personally don't think they're always sided with Survivors as everyone makes it out to be.

A large number of veteran players I know fully acknowledge that optimal survivors are a balance issue in DbD.
Ruin somewhat remedied the poor balance.
And by removing Ruin the devs have effectively said they don't think optimal survivors is a balance issue (despite players with thousands of hours saying otherwise).
So I don't understand how you can think the devs aren't biased?
I never said they weren't biased, I just said that history proves that they're not always sided to one side for every patch and everything that gets changed.
I disagree with a lot of things they've done with perks, Killers, etc, but I honestly try to make the best with what I'm given and accept that the game has its flaws.
Yes an optimal Survivor group is still a balance issue, but most changes are focused on the majority rather than the minority of Killer mains and Survivor mains, so this was expected.

They very specifically stated in the patch notes that the changes were 100% geared towards survivors. Ruin was nerfed because it was tough on new players and Doctor was changed (not buffed) because Survivors thought he was annoying (Nothing to do with his actual viability). Neither decision was about actual gameplay balance and was only about pleasing survivors.
Ruin was only used so much because of the terrible state of Gen Repairs, and not only was the issue not addressed but they've also not even talked about whether or not it will be. They just took away a necessary killer perk and didn't care.
Also, what did they do to benefit killers? There are no benefits to killers in these patch notes. Another also, who says they're killer sided? No actual killer mains I've met have ever said that, only survivor mains do.
Plenty of people double back on saying BHVR is Survivor sided to Killer sided.
It usually happened around DS's nerf, MoMs nerf, etc. Recent posts will conflict with my statement of course because a crucial Killer perk was just nerfed... so, it's become a meme at this point tbh.
Anyways, I guess The Doctor is the only thing they did for Killers with some bug fixes and other such things as well, so that's my error on that part.
All in all, I disagree that BHVR is sided to one side, if they were than they would've nerfed Ruin years ago and done a lot more things to benefit Survivors, think about it...

I'm sorry to hear that, personally I don't think they're taking the Survivor side in updates, since a lot of the updates like Ruins nerf was within reason.
I play both sides but i'm a Killer main, playing Survivor against Ruin was like a meme to me, i'd say things like "So... is it ruin this time?" and i'd do this because it was a pretty dominant perk in Red Ranks for the longest time.
I may not agree with all of the changes, but I agree that the perk was heavily used in Red Ranks which made perk builds a lot less... unique I guess.
As for how the game is right now with Killers and Survivors it's hard to say where they lean on the spectrum, they just buffed Doctor and changed a lot of things around to benefit Killers while also helping out with some Survivor issues, so I don't really know personally.
I wouldn't say they're Survivor sided though, since a lot of people say they're Survivor sided and than shift that to Killer sided in a month so...

Nope, it seems to only require that you get items from chests.
If it also counts dead Survivors items than that's a bug that happened where it didn't count it towards your progress.

This video below confirms that it indeed works like a normal exhaustion penalty, rather than a flat 45 second penalty.

Skip to 8:32 on the video, you can see that the exhaustion status effect was applied to Tapp and doesn't go down while he's running to the generator, it only starts counting down once he starts working on the generator and walking.

Usually if you run while you have an Exhaustion timer than it will slow down when you run.
So I want to say that it's like a normal Exhaustion time, if i'm wrong than i'm sure somebody will give the right information.

It's based on where the Survivor is looking, not where the Killer is looking. That's what Premonition does except it doesn't have a cooldown.

It really, really, really, really, doesn't matter what it is Nuclear. Premonition gives an auditory notification when you're looking at the Killer in a 45 degree cone within 36 meters, afterwards it goes into a cool-down for 60/45/30 seconds.
OoO against a Undetectable user is still Spine-Chill albeit reversed in this scenario, where the Survivor is the one that activates it and the Killer doesn't. It doesn't give that auditory notification and it stays on for how long you're looking in the Killers direction, it's not Premonition at all no.
The cool-down part was also talking about premonition, not OoO.

I can understand that, it can be stressful to have a rough game and than get bashed in the comment section right after.
I'm just trying to show the OP that not everyone acts that way, and they really don't. Sometimes you'll get really toxic and angry people that just hate you for no reason, sometimes you'll get really nice and encouraging players as well.
It might be tough, but I wouldn't let it phase you, since if you start to fall into that mind-set as well than the cycle will continue. Just know that you'll eventually get these matches and than you'll get some good ones as well.
Hopefully your outlook on the community changes and you'll find some nice people to chat with in-game and on the forums as well. I'm sorry again that this has happened to you.

I was under the impression that it was basically the opposite of that. There wasn't a hard cap before, but the turn rate was slowed, and they have now removed the slow but added a hard cap.
My understanding was that during his PTB, he could flick freely; upon release, he could still technically flick most of the way around, but the mechanics of it was weird - he turned very slowly at first, and then the rest of his flick came through quite fast a second or two later, meaning the whole thing was delayed and pretty much useless. Now they've removed all speed limiters, but hard-capped how far he can flick to 90 degrees.
It had something to do with moving the mouse left or right (Or E for right and Q for left in keybinds), than they'd combine it with D for when you're turning right and A for when you're turning left.
This would let The Oni do a sort of uh... "side-ways slide" around a look to down a Survivor, but now it's hard-capped to only turn around a 90 degrees and the slow turning was removed to give some lenience on his change.
I think it's ok, he's still fun in my opinion, but he was better before the nerf of course... a bit too good.

Personally I enjoy a good long chase as well, one with a good Survivor that knows most if not all the tricks.
It's a good challenge, so I enjoy the chase a lot, especially if the entire team is also good. Of course if the Survivor isn't really... the best I guess, than I don't go ALL IN to down them, if I need to I will but for the most part I don't because it isn't enjoyable to destroy players that're worse than others, it can be kind of discouraging for them to keep playing as well.
Some Killers just want the Kill though I suppose, it's how they play so It's just how they'll act.

I haven't really seen anything that has outright made it seem like we're being thrown with paywalls or advertisements in-game.
You can still do challenges by buying the characters with in-game currency you get over-time, The Rift still pays you back the 1k Auric Cells you spent if you decide to commit to The Rift.
You can also buy the Premium Rift Pass to unlock all those rewards AFTER you completed the entire rift, so I don't see how anything is moneygrabbing here.

So it's a premonition with no cooldown, not a spinechill.
Spine-Chill lights up when they're looking at you...
So does OoO against an undetectable user, it doesn't flash and than turn off with a cool-down, it'll stay lit up until they stop looking in your direction, just like Spine-Chill.

They're trying something new out with the events. This years Lunar Event is integrated into The Rift pass, so the theme for the Lunar Event is in The Rifts rewards, challenges (somewhat), and Store cosmetics.
That's why the Red Envelopes don't work, there isn't an in-game event to use them on, the event is with The Rift itself.

I'm not sure tbh, to fast vaulting over Pallets and Windows require some different mechanics to pull off.
Windows require some momentum behind it before you can Fast Vault, you can't just Fast Vault over a Window when you're next to it, you need a running start before you can actually do a Fast Vault at a Window. If you just (for example on PC) hold Shift at a Window and than press space, you'll do what's called a "Medium Vault" which is slower than a Fast Vault but faster than a Slow Vault without holding Shift.
At a Pallet, you just hold Shift and you'll Fast Vault... it doesn't need momentum to do it, you can do it right next to the pallet and still Fast Vault it. Pallets don't have Medium Vaults either, just Slow Vaults and Fast Vaults, Slow ones require you just to press space with no shift, the other requires Shift behind held and pressing space while running or standing next to the Pallet.

Killer get's so much crap for "camping" or being toxic. The first thing I do when I get into a lobby is turn off in game chat and visit each individual player's profile to block them. That's how sad it is. play as hard as i can, double pip as a survivor and get told i'm the worst survivor ever by a bunch of creeps who keep unhooking eachother right infront of killer just for some stupid challenge. I can imagine that once you get past rank 10 you see less of this..but good luck getting past rank 10 in the first place playing with these people.
There are good moments, but contrary to what you say, it's more totally random when you will encounter non toxic survivors rather than based on what time you are playing. Though it mysteriously seems to be during school hours or over long holidays ..you know times when people who shouldn't legally be playing this game in the first place aren't around to play it. Cough.
Than you must be getting some really unlucky matches, since I've never had a 9/10 for sure toxic Survivor team facing me and I have 1.5k hours into this game.
My intention wasn't to change your mind however, I was just looking out for the OPs interests and showing them that not everyone in this community is toxic, as some would make it out to be.
I'm sorry you feel that way about the game though, hopefully it will improve over time.

While it's true that it's usually not a good idea to give out leaked information due to its not being official, it may be appropriate in this case, because the main reason why we don't spread leaked info is to prevent disappointment and make sure everyone is on the same page about what is and is not official information.
As long as it's made clear that it's not officially confirmed information, I think it's worth mentioning, because if there isn't a free weekend coming up, he won't have lost anything by not purchasing the game before then, but if the leak does turn out to be correct, it might help OP to make a more informed financial decision.

That, and Steam doesn't seem to display this either, at least not from what I can see.

So, for the first part of the question i'm going to cut it off and make it into it's own sub-section below, than i'll focus on the other question on Cross-Progression in it's own sub-section as well. This should help with finding the answers you need and make them easier to read... hopefully.
question 1 (the rift passes character specific requirements)
So, i'd like to debate a bit on why this isn't really a paywall scenario. For one, the characters that require these challenges to be completed CAN be purchased with the in-game currency called "Iridescent shards". Now, here's where newer players come in. You could say it's unfair to a newer player, since they don't have a stock-pile of shards to spend on Killers like The Doctor for example.
But here's the thing, all of the challenges (that we've seen so far) are done with Survivors and Killers that you can buy with Iridescent Shards. So, you can easily skip these challenges and than unlock the characters with Iridescent Shards later to complete said challenges at another time.
If it was a Killer or Survivor that required you to spend Auric Cells to buy them, than it would be in a sense a pay-wall to complete these challenges, which I personally don't agree with. But, BHVR didn't go this route, so you can simply unlock the characters by just playing the game normally and THAN completing the challenges later once you can buy these characters.
I do agree that it would seem kind of... unfair I suppose to new players that don't already own these characters or have Iridescent Shards to buy them. But, each Rift gives you 70 days to complete it, and if you're starting on day 70, 60, 50, and even 40 (and maybe 30), than you can easily get the shards to buy these characters and complete these challenges.
question 2 (Cross-Progression & Cross-Platform play)
We have no information on how Cross-Platform Play is going, and that especially means the same for Cross-Progression.
These two concepts are indeed on BHVRs mind, but it's unknown if they'll give an update on the concept within a few weeks or even months. Most of these questions however are directed towards a developer, which isn't going to get you an answer outright on the subject since they don't seem to want to give an opinion on it at the moment.
If you're lucky than they might, but I personally doubt it.

No, sadly there isn't anything like that.
In-game prompt button changes and other such things that associate with in-game actions cannot be changed for a LIVE match, as even the perk skin changes don't go with you in a LIVE match, since they can't.
The only thing that players are able to do is change things like portraits or perks that're associated with the lobbies, not in-game. There doesn't seem to be an option that supports PlayStation Controllers, it just associates it as an Xbox controller and treats it as such.
You'll either have to get an Xbox controller or just get used to the button mapping i'm afraid, sorry.

It's not really anything that's big in terms of lore, all you've missed at the moment is the backstories for Claudette and The Trapper with some added lore bits about some confusing details on what The Entity is and other such things like who the person we saw in the Hallowed Blight cut-scenes were back in Halloween of 2018.

Short answer, yes.
Static Blasts range is based on The Doctors Terror Radius, just because Treatment Mode was removed doesn't mean the combo was removed, so yes, it does make Static Blasts range a lot bigger.

Lucama is right, it's mostly a PC oriented change, since controllers are a lot different than mouse + Keyboard in terms of movement.
I doubt it'll affect console that much or barely at all, but you'll have to test it yourself to be the judge of that.

That's correct yes, it gives a 32 meter Terror Radius by itself... whether that is your base Terror Radius or not.
So yes, it'll emit the Terror Radius regardless if you're cloaked or not, it doesn't go off of your current Terror Radius.

Discount does not matter, after all, it will be discounted one day. What really upset me is that the moonrise event is not held.
I'm also saddened by the lack of an event, but it's something new they're trying out this year.
They did it with the Hallowed Blight event as well, it's integrated into Tome ll to give the theme of the new year.
So that's what we have for this year, who knows though, they might bring it back next year... or something.
I understand you don't want to wait next year and that you want it to be now, but this is what we have for this years event.

And removed his ability to be threatening even in unsafe loops.
Now they've brought it back close to where it was originally in the ptb from the 45 ish degree to what I think the limit is around 90 degrees now, it used to be stupid and be able to 180 on the ptb i believe which meant he could potentially hit people behind him.
A lot of changes came from the PTB, that being one of them.
I didn't see anything about him turning at 180 degrees to hit Survivors behind him, but a lot was changed to counter-act the past issues that Hill-Billy had with his chain-saw sprint. And by issues, I mean that the flicking was nerfed a bit from the past, since it used to be a lot better before.

Sadly no, the Moonrise Event is integrated into Tome ll, just to mix things up this year.
As for a discount, nothing was said about anything like that being added, so unless it comes in as a surprise... than I wouldn't expect it.

Lion Fang for many reasons, but I'll just list two below for the relevance of time.
- Reason One (While TST can lessen the penalties that're given for each downed Survivor, it does help in the long run when it comes to that Survivors skill. If the Survivor can easily juke most of the hits, than it's good to have a longer duration to counter this)
- Reason Two (TST might lessen the penalties, but Lions Fang gives a overall duration boost... while TST doesn't benefit you in terms of how long the duration will last, it just lessens the penalties that're given for each Survivor you down.
conclusion
You can for sure combine both of them to help with Blood Fury's Duration and penalties that come from downing Survivors, so that's indeed an option.
But if I had to pick, i'd say Lion Fang is better out of the two, just because of the two reasons and some other reasons that could be added in by others or myself as this question progresses.

It means you don't turn really slowly anymore with mouse or Q and E keybinds...
But to add in a counter to this, they hard capped your turning angles, meaning you can't just 360 wherever you please at insane speeds.

It doesn't say anywhere about a discount being added in-game, if it isn't already in-game as of the new patch, than it's either going to be a surprise for later or no discount will be released.

Using Ruin has the same effect as kicking the generator, yes, but if you can't actually kick the gen then you can't use perks that require you to do so.
It would be cool if you could though, but as said above I believe that's an intentionally design choice for... obvious reasons.
