I take it they'll emit the Terror Radius whether you are cloaked or not, right?

That's correct yes, it gives a 32 meter Terror Radius by itself... whether that is your base Terror Radius or not.
So yes, it'll emit the Terror Radius regardless if you're cloaked or not, it doesn't go off of your current Terror Radius.
