Every new Killers release will come with new dailies for them to do, the same goes for the new Survivors as well.
So that daily above should show up, the one about "Kill a Survivor by your hands for 60k points" should also exist, and any other Zarina specific dailies like opening a gate or recusing someone for 30k points with Zarina.

Most Doctors just run something standard like Ruin, Distressing, Enduring, and Brutal Strength.
You can mix it up by swapping Enduring and Brutal Strength with Nurse's Calling and Sloppy Butcher, but his overall passive detection makes having Nurse's Calling not necessary, so just keep Enduring and swap Brutal for Sloppy Butcher, just to add more time to healing.
If you want to mix it up even more, than you can try the Ruin + Survelliance combo and than add Enduring with Distressing, Distressing is really good on The Doctor since it gives his Static Blast a boost, but you can also get spicy with this and switch Enduring out for Dark Devotion. Apparently when you give the obsession your Terror Radius (since that's what DD does when you hit them), you can Static Blast and the blast will come out of the obsession instead. I'm not 100% sure if this is true, but give it a try if you're interested.

If you're uncertain if this new DLC is "not worth it", than you can wait until a suitable about of videos come out about him. That's the best way you can review the new Killer. You can either wait for LIVE footage or look back at PTB footage, that's the best way to review a new Killer and decide for yourself.
Personally, I think the Deathslinger is fun, I wasn't really crazy about the perks but they're actually useful in their own builds, so it really depends on what you do with them in your own way.

I've also been getting longer queue times, but that's only natural when a new Killer is out, new Killer means more Killers are present in the queue, so the queue times are longer as a result.

He slows down, that's why the add-on "Wanted Poster" exists.
The Wanted Poster gives a +10% boost to movement speed while aiming (as the DBD Wiki says), how fast he moves while aiming is... maybe 100%? 95%? It doesn't feel slower than Pigs crouch m/s, but it's definitely slower than his base Movement speed. The DBD Wiki unfortunately doesn't have an answer for this question either, unless I missed it.

No, if they're harpooned while the pallet is down they cannot be hit what-so-ever. You can put them into the injured state + apply the deep wound status effect by letting them break through the chain, but if they just stand there it'll take a lot longer than breaking the pallet, reloading, and attempting to harpoon and hit them again.
So yes they can be shot with the redeemer when they're on the other side of the pallet. If the pallet is down, than you can't hit them with your M1.

Current day Freddy is for tryhards. I've never met a chill Freddy. I met a lot of chill Fr00dys back when he came out, but today you can see the mountain dew flavored sweat pouring from his armpits.
I don't know, arguing that his Snares were OP when he came out was like a death sentence, since a lot of people agreed that he needed a rework for a long time.
He did yeah, but I don't really like Snare Freddy for many reasons. Pallet Freddy is more lenient, but Snare Freddy is a lot harder to face when you literally have one loop to use sometimes.

Some survivors like to bring the killer to others survivors so they can escape the chase. If they can see your aura, they will make it more often. So, giving aura reading wont necessarily make your situation better. :)
And think about that... if you are in a gen, the chased knows you are there cause of the noise. I use to run away from the gen when I hear it in the middle of a chase. If the survivor comes towards you in a gen, hes doing it on purpose.
Well I think it's more unintentional than intentional.
Plus if you run to a Generator and hear that it's being worked on, than 9 times out of 10 the Killer will go to the Generator, even if you run away from it. If they hear it, they'll try to prevent all progress on it since one Survivor stays injured and another gets injured from this scenario.

That too, the DCing issue has become a lot more prominent since the game got bigger, the DC Penalty System is definitely needed for this new generation of DBD players.
And for the other reasons you also stated as well for why it exists, DCing because you want to isn't exactly fair for the Killer, your teammates, and in-general.

- Discipline - Class 1/2/3: Now reduces the detonation delay of Shock Therapy by -0.1 seconds, -0.2 seconds and -0.3 seconds.
The Affliction of Discipline used to vary in terms of how long the effect would stay active and whether they required a chase to activate. These variables are now the same across Discipline - Class 2, Discipline - Class 3 and Discipline - Carter's Notes

It seems to be referring to when the shock attack activates on the ground, since using his main power "Shock Therapy" would require you to fully charge it, than shoot it off into the ground and wait a few seconds before the shock field manifests itself. From what i'm reading, it seems to make this shock field occur a lot sooner than the base-kit.

As has been noted, though, getting use out of the perk requires either very altruistic play, risky play necessitating getting yourself saved or healed, or a mix of.
Well I believe the OP is looking for a long term use, not a more... "niche" use if that makes sense.
Aftercare is a good alternative for this issue yes, but I don't think its the best option... even if it's the only (I think).

With the introduction of Clown came the store and the ability to buy original killers for shards, so I can see why they didn't have splinters. As for Demo and Ghostie, no clue.
Maybe after they were added (The Clown) they decided that making Splinters wasn't entirely needed anymore BECAUSE of the shard system. Can't say the same for the licensed Killers, but the idea was that you can buy them for Auric Cells, Shards (if unlicensed), or the DLC itself.
I believe around after The Pig was after that a lot more tutorials sprung up as well, don't quote me on that though.

Not that i'm aware of, sounds exactly the same from the PTB in a chase as a Survivor and in a chase as the Killer.

Your guess is as good as mine on why they stopped making Splinters after The Pigs DLC, but the idea of Demoing Killers was really limited anyways... so instead of making new Splinters for every new Killer, it was a better idea to retire them (Or so my theory goes).

Humble Bundle is a $1 more than Steam, unless you have the Humble Choice discount. Oddly enough, this is the first DLC I noticed where there's a price difference vs. Steam.
It could be to capitalize on steams retail being down for the new DLC... or because there's new DLC out, who knows.

Well the idea is this, you can look up multiple videos on guides and examples for you to "demo" these Killers.
The whole Splinter concept was supposed to be an outdated answer to this issue, but over the years the offering has become buggy with it barely working sometimes (doesn't work at all sometimes and spends itself). So the concept was ultimately retired from what I can gather, I personally think it's necessary since that age of DBD is over, plenty of concept creators have made examples for newer players to review... it's not like the old days where you had to guess for the most part.

From what I've been told, it seems to just be steams payment section being down at the moment.
So unfortunately there's nothing Peanits or anyone else can do, you'll just have to wait until steam brings it back up. Super unlucky timing for the release of Chapter 15, but there's nothing BHVR can really do about steams affairs.

As said above, the matchmaking has several issues and bugs at the moment, that's why it's being overhauled with the ranking system to reflect a more healthy and stable matchmaking for the future of Dead By Daylight.
For right now though, the matchmaking is unfortunately still like this, which is where a lot of newer or decently established players come in, facing Red Ranks that're far above their skill-cap is not an enjoyable situation and I can understand why you're not happy with where it currently stands as a whole.
I can guarantee that we're seeing a fix to this, but when is currently unknown. I'll also be linking below the most recent matchmaking changes for Dead By Daylight. Keep in mind that these changes are not going to come in one whole patch and that they're coming gradually as the game progresses, that too will be in a quote below the link itself.

Whether The Pig lets you live or not when you "boop their snoot" is entirely their choice, it's not something you should expect if that's what you're thinking. "Boop the snoot" could mean many things, it could just be for the meme, it could be to ask to let you go, it could be to farm, it's entirely unknown.
Your best option is to just treat it as a meme and than decide if you want to "let them go" or not. You're not obligated to do this and you can kill them guilt free if you want.

It also works the other way around, when someone heals or saves you, so it's not as niche as all that. I mainly suggested it as it's the only perk I could think of that shows both sides one another's aura without relying on someone else to have anything in particular.
I'm not knocking that it's a good suggestion, i'm just saying that the perk doesn't last long enough to make a big impact in the OPs scenarios.
Also, it doesn't say anywhere that the effects last for the other Survivors AFTER you get hooked, so it's safe to assume they don't.

Some perks, like I said, can show up as Purple Rarity for their second Tier. An example of this is Agitation Tier ll (Two tallies).
As for "Should of buy them again in my blood-web?" yes, you should. Why? Because that'll give you the maximum Tier that perk goes up to, which is Tier lll. If you want the strongest version of your perk, than you should buy that perk again in your Blood-Web. There's no real reason to why the Tier ll version is the same rarity as the Tier lll version, the only concern you should have is which version is stronger.
Most of the time, the Tier lll version is stronger, so naturally you should buy the Tier lll version (Three Tallies) when you see it again in your Blood-Web, even if it's the same rarity as the current version you have.
To be honest, don't focus on the rarity at all, your only focus should be the perks effects and the tally marks that perk has in the top right corner, since that indicates what level that perk is in at the moment. So for example, Tier ll Decisive Strike gives you a 50 second activate time AND is a purple rarity, it's in your best interest to get it again in your blood-web to boost that time by 10 seconds, making it last 60 seconds instead at Tier lll.

That said, Spine Chill is a good detection perk that tells you when to move off a gen. You have Nea, so it works well with Urban Evasion.
Bill's Left Behind will help you find the hatch quicker, even if it doesn't guarantee you'll get to it first.
Feng's Technician or Jake's Calm Spirit will help reduce your noise.
Oh! You have Nancy. Her Inner Strength is good for healing quickly after being unhooked, and I find Fixated to be better than Urban Evasion at moving away from gens after Spine Chill.
If you're good at evading the killer the whole match:
- Spine Chill
- Fixated
- Calm Spirit
- Left Behind
If you find yourself getting caught and hooked:
- Quick and Quiet
- Lithe
- Inner Strength
- Iron Will
Have you ever been in a Last Man scenario? Spine-Chill gives you two options in that scenario, you can either wait at the farthest gate for the Killer to close the hatch, or look for the hatch. If you do the former, you can actually open the gate before the Killer gets there, since Spine-Chill boosts your gate opening speed by 6%. It's not a lot, but it's actually enough to open the gate and escape JUST when they get there.
Besides that, I can agree Spine-Chill doesn't really do much for the other action speeds, it's mostly used for the scenario above and as a detection perk for every Killer.
Inner Strength is a good perk to use if you can't rely on other teammates to heal you. Personally, Urban Evasion gives you some flak, so I wouldn't really use it because it's only good on Survivors that can "blend" into their environment
I like the last perk build suggestion though, pretty solid for general play.

What you face is what everyone faces, it's nothing new as a solo Survivor/Killer.
If you'd like a build that covers all bases, than you can try Decisive Strike, Spine-Chill, Botany Knowledge, and Self-Care. I'm sure someone will meme "Self-Care in 2020?" or whatever, but if you're interested in helping yourself from bad situations than Self-Care is for you, Botany Knowledge gives a 33% healing bonus, so it's useful for boosting Self-Care and also healing other teammates as well.
Decisive Strike is just insurance in-case you get tunneled, and Spine-Chill actually boosts a lot of action speeds in-game. Spine-Chill boosts Gate Opening speed (this one is especially good), Repair speed, healing speed, vaulting speed, etc.
It's a fairly solid and underrated perk, give it a try! If you don't think Botany Knowledge is useful, than switch it out for Iron Will, another underrated and strong perk.

No, that's what I was saying you don't have to do.
Purple Rarity doesn't mean the perk is maxed out, the Rarity scale is just a way to indicate what's "rarer" or stronger. You'll know if the perk is maxed out when the tally marks on the right hand side are at 3, which is the max level a perk can go up to.

Aftercare might be an option. It has a requirement (unhook or heal or be unhooked or healed), but once that prerequisite is met, you and the person you healed/who healed you can see one another's auras pretty much wherever.
Well the issue with Aftercare is that you NEED to unhook or heal them for this to activate, if you don't meet this requirement than it won't show your aura to your teammate and vice versa.
The only issue is that the effect stops when you get hooked, so it isn't full proof to the OPs issue unfortunately. It could stop their issue though, but only in niche situations and if that Survivor they unhooked/healed has a tendency to bring the Killer to Generators... if they don't than it's kind of a moot point.

Some perks can get to Purple Rarity at just Tier ll, so no you're fine.
The rarity of the perk doesn't determine if that perk is maxed out, it's the tally marks next to the perk that indicates this, so if for example Agitation is at Tier ll and is purple, than that just means it gets that rarity at Tier ll and still can go up to Tier lll. Hopefully that makes sense.

Game play for the killer I prefer stealth mode since I've already got survivors to play and design I guess would be a cool thing to have fav is wraith but whenever I play as him his unclock is always to slow i own huntress dlc ( it's dlc on Xbox ) only Oni from his dlc and only legion from his dlc
Also, if you like stealth Killers than you should try buying Michael Myers or GhostFaces DLC, they're both mostly centered around stealth and they're pretty solid Mid-Tier Killers as well.
Their powers are quite similar, but once you examine them more thoroughly you'll find that they're quite different in it's approach. Another suggestion would be to try The Pig, since she is also some-what of a stealth Killer as well. Her stealth isn't really her main power, but if you crouch you can reduce your Terror Radius all the way to 0!
Look em up, give it a try, they're pretty fun to play when you get used to them. Being a stealth Killer also grants you a lot of hits, since some Survivors don't know where you'll be or where you're coming from, that's the beauty of stealth!
