To be fair, it was originally designed so that people would be able to complete all or at least much more of the Rift just by doing challenges. This was taking into account Rift Fragments earned from master challenges, as well as estimated time to complete each challenge relative to the challenge's difficulty.
Because players complained that the challenges in Level III were too hard, many of the challenges in Levels III and IV were made easier, and half of the Level IV challenges were converted from master challenges to regular challenges. The effect of this is that while the challenges themselves are easier to complete, the progress earned from completing them is reduced overall. The devs warned us that this would be the case when they originally agreed to reduce the difficulty.
TL;DR - Although the Rift is by no means perfectly designed and the grind definitely could be reduced, the fact that it is as grindy as it is is largely the fault of player complaints rather than a flaw in the design.

The fact that he has to waste time going to pick up traps is one of the main things that makes the Trapper so bad. The Pig is already mid-tier at best - adding such a feature to her kit, even if it increased her maximum traps, would just weaken her for no good reason.

That's true, but the OP wasn't arguing against the perks on the basis of their being strong, only that they "erase survivor mistakes" by requiring the survivor to be hooked or hit to activate and that killers have no such equivalent.

You mean kinda like NOED, Blood Warden, Cruel Limits, Enduring, Fire Up, Lightborn, Mad Grit, Nemesis, Remember Me, Rancor, Tinkerer or Unrelenting? Since if you're going to argue that Decisive Strike, Unbreakable and Dead Hard "erase" survivor mistakes, you could just as easily argue the same thing about anything that activates based on generators being done, being stunned or blinded, or missing an attack as a killer.
The point is, there is nothing wrong at all with second chance perks, or perks that are designed to lessen the penalty of player error. For either side. It's just another way of playing the game.

Yes, and yes. They generally communicate through the Community Managers, but sometimes they come on the forums or are featured on streams - for example, two of the live balance designers were the stars of the most recent livestream a few weeks ago.

Not sure how you figure that. The game has had more players in the last four months, on average, than it's ever had before. The average number of players over the last month (22.89k) was only 0.91% lower than that of the previous month (which is the smallest month-to-month drop in player numbers that the game has ever had since release, by the way). And the number of concurrent players has never dropped below 16k in the last week, and has reached almost 35k at its peak.

SC is better if you have it on. If you want to use perk slots effectively you won't. My playstyle as survivor is staying injured until I complete a gen then I either heal myself with my medkit or hope to get healed on my way to the next gen.
Fair enough if that's how you prefer to play. Personally, I don't use Self-Care at all, but it does have more value for those that do than it often gets credit for.

Another teammate healing you is just as efficient as self care. The only difference is self care takes no skill or experience and leaves you exposed longer. You'll learn how bad it is as you rank up.
I would argue that the only difference is that with Self-Care, you can heal whenever and wherever you like, whereas without it you need to waste time running around searching for a willing teammate. Assuming there are no healing debuffs in play and you're smart about using it, SC is usually the more economical choice.

Only to the extent that their colour dictates. More common (yellow or green) perks tend to spawn more at low levels in the bloodweb, and rarer (green or purple) perks tend to spawn more at higher levels. Beyond that, it's just RNG. Decisive Strike, if anything, is a rarer perk than Borrowed Time, so in your case that's just bad luck.

There are two types of farming, as Kagari_Leha mentioned above: farming with the killer, and farming teammates off hook.
Farming with the killer is when one or more survivors work with the killer to reach a particular goal. Usually this goal is to gain as many bloodpoints as possible for both sides, but nowadays many people "farm" challenges as well - for example, survivors deliberately stepping in a Trapper's traps over and over and in front of him, to allow the killer to complete the "Hungry Jaws" challenge.
Farming off hook is when a survivor unhooks another unsafely - that is, with the killer nearby - without using an insurance perk like Borrowed Time. It's referred to as farming because the rescuer usually does this to gain bloodpoints for the unhook without caring about the hooked player's safety. This type of farming is less common than it used to be, since changes to the bloodpoint earning system and the perk We're Gonna Live Forever have attempted to incentivise safe unhooks by making them more rewarding for both parties.
As for your second question, neither form of farming is bannable, including farming with the killer, which I suspect is what your question was mainly referring to. Officially, it's frowned upon by the devs and not seen as something to be encouraged, but they don't consider it cheating and won't ban anyone for it.
The only exception to this is when a player farms with the killer at the expense of teammates. For example, if the killer chooses not to farm with Survivor A, or if Survivor A doesn't want to participate in the farm, and Survivors B and C, who are farming, therefore help the killer to find and kill Survivor A, that is a punishable offence on the part of both the killer and Survivors B and C, because it comes under "working with the opposite team to gain an advantage or grief teammates".
Basically, if it's just you and the killer messing around, and the other survivors can either join in or not as they please, nobody in that situation is doing anything that they could get banned for. Hope that answers your question!

Basically, you want a smallish map, with a central basement spawn, so that you're more likely to be able to get survivors to the basement even if they try to run far away from it.
There are a few maps that could work for this, if the basement spawns in your favour - Coal Tower, Father Campbell's Chapel, Rancid Abattoir, Lery's Memorial Institute, Ormond, Hawkins Laboratory. Badham Preschool, Grim Pantry and the Temple of Purgation aren't particularly small, but they do have the potential to spawn particularly defensible basements, so that's also something to take into account. Half of the above cannot be specifically targeted using offerings, though, and with all of them you run the risk of the basement spawning in a disadvantageous location.
For the sake of reliability, therefore, the best map to choose is probably Haddonfield. Haddonfield and The Game are the only two maps where the basement will always spawn in the same location, and the basement location on Haddonfield is much more central than that on The Game. Haddonfield is a larger map, but it is also much more open and therefore easier to traverse quickly.
Whether it will be easy to actually catch the survivors on Haddonfield, however, is another question entirely, and depends on the survivors you're against and your choice of killer. Particularly if you choose to do the challenge on Haddonfield, I would recommend using the Trapper, who is by far the best killer (aside from perhaps Hag) at turning that map in his favour.

The reason to use Self-Care is that it actually saves the team time, as long as you use it appropriately. You spend 32 seconds healing yourself with SC, as opposed to the 16 seconds it takes another survivor to heal you. That's 32 seconds used up overall either way, but by using SC, you save the time it would otherwise take you to locate another survivor and convince them to heal you.
However, if there are healing slowdown perks like Sloppy Butcher in play, using Self-Care is generally a waste of time, unless you're using it in combination with Botany Knowledge, in which case it's usually more efficient than getting another survivor to heal you (the only exception to this is the slowdown from Coulrophobia, or if other slowdowns are stacked, but I won't go into too much detail there unless you want me to). Basically, SC + BK is usually a good idea.
As for when you would use it, the short answer is whenever you would otherwise get another survivor to heal you. It depends on what's going on in the match and what else you have in your loadout. If you're using Adrenaline, for example, and there are only one or two generators left, usually you wouldn't bother healing and just rush the generators instead. If something urgent requires your attention, like a hooked teammate, you should probably avoid healing yourself then as well, unless you need to be able to take a hit in order to rescue them.

That's correct. If the Demogorgon takes 1.5 - 3 seconds to traverse the Upside-Down at 100% speed, then it would take between 0.91 and 1.82 seconds for him to do so at the 165% speed reached by combining the two add-ons you mentioned. Not including the 1.5 seconds it takes for him to enter a portal, obviously.

I'm assuming you mean when you're playing as killer, but correct me if I've misunderstood you.
Survivors shouldn't be able to vault a window for at least 8 seconds after you've used Bamboozle on it (depending on the tier of the perk). The only way that's possible is if you vault another window in the meantime, which will remove the effects of Bamboozle from the first window since only one vault location can be blocked by Bamboozle at a time.

Borrowed Time is already a meta perk is it is. It's okay for some perks to be less effective against certain killers.
Wraith and Pig have to leave stealth in order to attack survivors, which leaves you time to get the unhook and get away, and Ghostface and Freddy can have their stealth mode countered by survivors. There is only one stealth killer in the game who doesn't meet either of those conditions (Tier 1 Myers) and he's very unlikely to still be at tier 1 by the time he's getting hooks anyway, unless he's playing with Scratched Mirror. So in other words, the only time BT is not useful is in a game against Scratched Mirror Myers, which comes around so rarely that it's not really a big deal.
Given that in most situations BT is still useful - you just have to be a bit more skilled to pull it off sometimes - I don't think that it needs any kind of rework or buff to make it stronger. Most stealth killers don't have much going for them in other areas, so I think we can let them be strong in this instance.

I think in some ways, having the circus and the Clown's caravan just become part of an existing realm suits his lore better. The Clown didn't really have any one location that was central to his story the way that the other killers you mentioned did - his nomadic lifestyle was a big part of his character and the way he went about his killing, and it's implied that that's how he stumbled upon the Entity's realm in the first place, just by traveling around in his caravan.
The chapel is actually more associated with the Nurse's lore than the Clown's. According to the official wiki, "Father Campbell worked as an on-site Priest for the Crotus Prenn Asylum. He had his own little Chapel on the Asylum's premises and died inside its confessional." My guess would be that they wanted to make a new map for the chapter but didn't want to make an entire map devoted to the Clown for the aforementioned lore-related reasons, so they made a new "Nurse" map and made a Clown-themed section with his caravan and a few circus tents. The more I think about it, the more I think it makes the most sense to just have his caravan appear in an existing map rather than give him a map all to himself, so personally I feel like that was the right decision.

Also, I hope you reported him, because the way he talked to you (specifically some of the words he used) is actually bannable.
As for your actual question, I think that's not really something that anyone can make a fair judgement on unless they play both sides equally. Not being one such person, I don't really feel qualified to comment.

She does take a lot of adjusting. If you're constantly comparing her to old Nurse while you're playing, going "oh man I miss X mechanic" then yeah, it's not going to be much fun. But if you just learn to play her as she is now, you might surprise yourself. She's the same character in essence, her skill threshold is just insanely high now.
The people who are having the best time with Nurse now are the ones who are either new to the killer since the nerf, or who were basically able to pretend that they were. For old Nurse players, she takes a lot of getting used to. You can't play new Nurse the way you played old Nurse. Your muscle memory built up from that will fail you, and if you try to play her like you used to you'll probably find it frustrating and not fun. But if you can put that aside and give the new Nurse a fair and unbiased go, as if you were playing her for the first time, you stand the best chance of still being able to enjoy her (depending, I suppose, on where your enjoyment of her came from in the first place).

Welcome to the game! I'm glad you're having fun so far.
Don't get discouraged if you're not doing well as a survivor right away. Better perks do make the game easier, but not by that much. It's mostly a matter of skill, and Dead By Daylight has a very steep learning curve. It will probably take you at least 20 hours or so to get the hang of it. It's just a matter of sticking with it, and having the right attitude of basically never expecting that you're going to win.
Skill Checks can be difficult to get the hang of, but there are skill check simulators available online so that you can practice them outside of the game. There's a simple one here and a more advanced one (which is closer to the generator skill checks you'll get in-game, and has more settings for practice) here.
I would also recommend playing a few games as killer. Just knowing the very basics of things like how scratch marks appear and what the killer can and can't see will make you better at evading them as a survivor. You can also find Dead By Daylight gameplay on YouTube by various streamers, and watching that will help you learn the basics of survivor (and killer, if you want) gameplay - when is a good time to run, when to sneak, when to save a teammate, when to prioritise generator repairs, etc.
I'll also refer you to the Guides section of the forums (https://forum.deadbydaylight.com/en/categories/gameplay-guides) which has numerous gameplay guides designed by the community, many of which were created for new players as part of the Beginner's Guide Contest a few months ago. I personally created a survivor guide for brand new players like yourself (which won the contest) and you can find that here, and also pinned in the Guides subforum, but there are also a lot of video guides (I would recommend Nivala's video, which won second place - you'll find that pinned as well) if that's more your kind of thing.
Finally, I'll just reiterate my answer to your original question - the main thing that makes the game easier after a while is just improving your skills. Perks will help, and there are perks specifically designed to help new players get used to the game, but mostly it just takes time and understanding of the mechanics.

No, UI reskins (like custom perk icons or character portraits) aren't going to get you punished. As with any kind of game file edits, it's a use-at-your-own-risk kind of scenario, but if EAC doesn't ban you, the devs won't.

The commenter above is wrong, it has nothing to do with being a streamer - you only have to look at the amount of high-profile streamers who've received VAC bans in the past to know that.
Having said that, the answer is probably not, because an in-game report is always required for any offence. If there is sufficient evidence of them breaking the rules though, sending in a support ticket and leaving it up to the team's discretion whether to investigate further probably couldn't hurt.

Ex: Increasing feral frenzy's duration. The power becomes boring this way, they need a different approach like reducing the fatigue, increasing the movement speed, being able to see blood, basic attacks not reducing the power gauge, being able to miss more than 1 attacks while in FF, being able to use the power at X% filled gauge or more, etc etc.
Those little things that make him look like a frenzying killer, and not ONLY from a competitive perspective of being a killer able to hit multiple survivors even more.

Yeah, I expect they will take that into account. At the very least, I know that they never make changes solely based off kill count or trying to make a killer as strong as possible. They definitely take fun into account as well.

The devs are planning to keep a close eye on Legion and see how he performs for the time being. There are no plans to buff Legion in the near future, but there are no plans not to buff them either. They're just going to observe and see how it goes and if they decide they need to make more changes, they will.

I don't think the system needs fixing at all. Casual players aren't supposed to be able to max out all the characters. It's supposed to take serious time and dedication. It doesn't take a lot of time to get a character to a playable level - you can do that with the tutorial bloodpoints alone.
Having said that, I chose this option because I would love to be able to do this in general.

Sounds like a bad time, sorry you went through that. The good news is that's actually bannable. It comes under "working with the killer to grief teammates".
You should report the players involved in the post-game, and also send a recording of the incident to Support (https://support.deadbydaylight.com). You can't use both at the same time. My understanding is that if you equip both on the same medkit, whichever one is in the first slot takes priority and the other is ignored. So it sounds like in your case, the syringe was activated and the effect of the styptic agent was ignored, and the effect of the syringe was then also cancelled because you went down immediately afterwards.

It's impossible for all fountains to be corrupted at once. When the last fountain becomes corrupt, all fountains on the map immediately become pure again and the Plague automatically receives Corrupt Purge as if she had obtained it by consuming a fountain.

I suspect the idea of having different ranks for different killers is still floating around. Here is a quote from a post I made summarising all the information we got in the latest dev stream:
There are some who are disappointed with the new system because they relied on rank reset to be able to try out new killers that they weren’t so good at, against less skilled opponents. The devs are aware of this problem with the current rank system and the fact that it has only one “mode”, and they would like to try to address it, but they can’t yet specify exactly when or how.

I doubt it. The changes they made were very deliberate, so they're not planning to revert them. However, I believe they are aware of the problems with the killer currently, and they do have plans to make further adjustments to him so that the adjusted "flick" feels more manageable and easier to use.
Right now, he can barely turn at all at the end of his dash, except in the very last millisecond. From what I've heard, the plan is to adjust this so that he can still only turn 90 degrees at a maximum, but he can do so more smoothly and consistently than is currently the case.

I say gg if it was one. I'm not into lying just because it's a social convention to do so - I'm the kind of person who will answer honestly if you ask how I am, and not just say "good, thanks" if I'm not doing well.
So when it comes to the gg thing, if it was a good game, I'll say so. Win or lose. If it wasn't, I usually just won't say anything. Cause I don't want to be mean, I just don't want to lie.

From what the developers have said, there are plans to rework/update every killer at some point in the future, particularly the older ones (which is one of the reasons why Doctor was prioritised).
So the answer to your question is, as far as we know, there are no plans to update Clown in the near future, but I'm sure he will get looked at at some point. And for all we know, he could be next on the list after Doctor 🤷

You're thinking of John Wayne Gacy, I believe. And you're right, it's entirely possible that he was an inspiration for the DBD Clown, as he seems to have been for most Clown killers in horror fiction over the last few decades.

No offense, but you need far, far better comparison examples. That would be like comparing DbD to Overwatch design and balance decisions.
The comparison is valid in this case, though. In any game with opposing teams/roles, a character that people hate playing against and isn't even performing that well is a problem that needs looking at.

The extra experience for the first Rift was an anomaly, and it only happened as a result of the Rift opening being delayed. The plan for future Rifts, as far as I'm aware, is that each will be open for 70 days, and that is how long players will have to earn Rift progress via challenges or experience.

The problem, as evidenced here obviously, is that annoyance is a subjective trait, like fun, which makes it a really difficult and unreliable thing to balance around.

I'm almost certain that the killer will be either Wraith or Hillbilly, since I think it's likely they'll want to continue their trend of expanding the lore of the older characters first. If I had to put money on one, I'd say Wraith, because he was technically released before Hillbilly was, even though both were in the game on full release.
As for survivors, I reckon if it's Wraith, the survivor will be Dwight, and if it's Hillbilly, it will be Meg. My only real basis for believing that is that Dwight and Meg were featured in Wraith and Hillbilly's release trailers, respectively, and they seem to me to fit best thematically for some reason I can't quite put my finger on.

I agree that killer dodging is as much of a problem as survivor dodging is. Perhaps that's something that the devs will also look into changing in the future.

I don't believe their message was directed at MegaWaffle, it was directed at the OP, who could have just included neutral poll options like "Yes" and "No", but instead anyone who disagrees with them has to pick "I like wasting my money" which is intentionally mocking of anyone who chooses that option.

The devs have been pretty firm on this particular issue. As long as it's being used to dodge lobbies, they don't want to have it ingame.
The main reason for that is that lobby dodging increases time spent in queues and lobbies for everyone involved. Because they're currently trying to make changes to the matchmaking system to minimise queue times, they feel that it would be counter-productive to leave a feature in the game which does the opposite.

No... I'm suggesting that they might have levelled Meg up to level 44 ages ago, before Bill was introduced to console, the bloodweb was generated with BT in it because it was a basic survivor perk back then, and they hadn't touched Meg's bloodweb since then.
They then came across it again recently and took a screenshot of it to post here because it was relevant to the topic. They don't have to have taken the screenshot as soon as the bloodweb was generated.

Might have been a bit unclear, but it's more outside of the chase and the early game.
As Pig, I find that I personally have a massive snowball effect. Happens with a lot of my killers, but her especially. I've been playing her for about a year now.
Either I'm versing way less potatoes, or people understand "do the generators" more than they did.
The best way to get pressure in the early game is early downs/hooks. As Pig, that means that you want to find a survivor (and possibly get a trap on their head, depending on your playstyle) ASAP. It's more challenging as a stealth killer, because none of them having any mobility-boosting powers. Whispers is a great perk on Pig, because you can use it to crouch efficiently - if the perk is inactive, don't bother crouching, because it makes you slower and there are no survivors close enough to hear your TR anyway.
At the start of the match, obviously you're likely to find survivors on generators. The advantage of stealth killers is they can often get a free first hit if they play their cards right and catch the survivor off-guard out in the open. If you hear a generator being worked on, use LOS blockers to get as close as you can without being seen, and then go in for the hit, which you'll usually get. If you're playing Myers or Ghostface, you might want to use this time to stalk them instead. For the second hit, obviously at that point all the rules of a normal chase apply, and you just want to get them downed and hooked as soon as you can to put pressure on the other survivors.
