You have 84 perks (killers), so 252 tiers. Till you reach rank 50 you can get 59 tiers, which costs around 1 600 000 BP, after it you have cost around 50k for 2 tiers, so right now, if you have all perks to get everything without prestige costs around 6 400 000 BP.
and we have 24 killers, so you need 153 600 000 BP to max out all killers without prestige.
If you want to max everything with prestige too, then you will need 268 800 000 BP.
Survivors have 95 perks, so that is 7 250 000 per survivor without prestige.
You would need 594 150 000 BP to get every perk on every prestige 3 character.

I guess I didn't really take into account the extra costs from the bloodweb. I guess it would be easier to just lower all the prices. I just wanted to come up with a more creative solution then just lower the price. Maybe my idea is just more of an easier way to get the perks you want rather than the in general grind
It would be better for those who wants to prestige, but that is minority. You should focus on majority of players, who don't care about prestige and just want decent perks to use.
I liked suggestion from video by Space Coconut. He suggested to make all tier 1 free and progress to higher tiers would be by either using that perk or spending bloodpoints.
To make it easier just give tier 1 perks free and make it so perks you use more often will have higher chance to appear in bloodweb.
It would also help with gathering data, because players would stop using that many bad perks and focus on perks they actually want to use.

I don't mind SWF, it is usually nice challenge. It is pain as some killers (Pig, Trapper etc.).
I am for path to buff soloq to make gap between soloq and SWF smaller and then we can talk about balancing, but before that any nerfs to survivors would send soloq to even deeper #########.

Well, games where they count on theme / night maps don't have it.
If I remember correctly, then Hunt: showdown don't have it neither and they even disabled Nvidia filters, so you can't do even that...

It is fun to use as Myers, but not so much for survivors...
It is probably the most broken add-on in the game after Iri head nerf.
Myers should get same love to his base-kit and some add-on changes, but I hope Mirror will stay...

With your system you would need 4 800 000 BP just to reach prestige 3 and then you would need 2 200 000 BP to get all perks, so it would cost in total 7 000 000 BP. Grind would be exactly same and only change is that you would get prestige items cheaper, so it wouldn't be as interesting to see them on anyone, which I don't think is good thing.
Prestige is supposed to be something extra, which should never be necessary to do in order to progress in game. It would be way better to lower overall price, so game doesn't force you to do prestige.
EDIT: your system would cost even more, because you would have to spend more BP on perks, because they are higher rarity. Those costs are based on current system, where you can spend BP mainly on tier 1s.

there are survivors at high ranks (who don’t even live up to that rank on their own) and it is unfortunate for actual skilled solo queue survivor to have to be matched with people who don’t even know how to play on their own.
I have been fluctuating from rank 6-9 and it sucks because lately I lose all my matches (I am the last one to die most of the time) while some of the worst players that literally throw the match or disconnect because they don’t have their safety nets are in red ranks.

I had an idea on how to nerf survive with friends. Simple. Only allow every second or third trial results to actually have rank progression.
just that. There’s no added objectives. Blood point gain stays the same. Just don’t count every single trial of each individual in the SWF. If they are going to have an unfair advantage they should have to work twice as hard to rank up.
i hope that would make matchmaking more accurate. As someone who is exclusively a survivor I’m tired of playing matches with people who make the most stupidest decisions. Lose because I am the last one standing. And see at match results the purple-green rank guy (me) outlived all the red ranks. Makes no sense
You are going kinda wrong way. You don't want them to play longer against weaker killers. It would be better to make them rank faster, so better killers try to handle them.

It is true that lot of killers use it, but it's not like it is good for that many killlers. They use it just for extra BP, otherwise there are better detection perks for most killers. You really don't want to nerf it, because then killers start to use stronger perks.

We had it without the infection boost during early testing. It was really unfun to play against, so it had to change. Having played both versions, honestly the live version is far better.
I totally sympathize with feelings that it makes the tentacle less useful than it could be. But having seen what it's like in the more powerful state, we know it was too much.
The fact that you can't hit crouching survivors behind any loops or windows with tentacle is bug or counter-play?

This challenge can be done with any killer. Just slowly hook that amount, but kill everyone in basement is close to impossible with anyone else than Hag.
Even trapper, because almost noone tried to save against Trapper basement, but they don't respect Hag that much, so it is way easier.

there is plenty of fixes to the web, for example converting items into blood points which are half the amount spent etc. or combination of 2 brown items to gather 1 yellow/ 2 yellow for a green etc..

You know that it is +8 vs +2, right?
Problem is that survivors have a lot of perks that you could use. Just take whatever build you have and use it with Unbreakable + DS.
What would killer use?
I often don't know what to use as 4th perk for some killers. Every killer is going to use noed, which will not matter, because it will be easier for survivors to bring totem hunting perks.

but having more tiers with weaker effects would be really interesting, but amount of infections you need would have to be reduced for it. Getting tier 3 without any addons takes a lot of time already and you just don't get much for it. That's main issue.

I don't really care about tier 3, I just pretend it doesn't exist and play around tier 2, but zombies and crouching should get fixed.

Infinites should not be a thing. You already have loops, where killer will spend a lot of time (shack, bus, house of pain), if played properly.
You can't always just drop some chase, sometimes you need to commit.
If there are two players left, then if you drop chase then you have no idea what to do next and they will just always run to infinite.

I really like it. It could work on princip of Pyramid Head's cages. When you get unhook, then altar will spawn where cage would (just corner of the map far from you).
I would keep it even during end game (time where killers camp most), but it will be same as active Pig trap. If you try escape, then you die, so you have to get out of it first.
I don't know about that teleporting, I don't think there is need for it. You have 2 minutes, that is a lot of time and there is no way killer can wait next to you that long, just to get another hook on you.
My guess is that if killer can't touch you, then other survivors can't neither.
So problem is that you have several useless perks- Borrowed Time, Decisive Strike, Off the Record, Resurgence, We'll Make It

I think Pop would be way better than Corrupt.
It guides killer to go away from hook and works all game (same as BT).
Problem with Corrupt is that survivors sometimes spawn next to open gen, so there is not really any time gained.

There are 24 killers. IDK about you, but there just isn't killer I would face a lot (when I don't count new released killers).
I really enjoy playing Wraith, he is one of few killers that you can really go wild with his build and it can work.
Problem is that he is not really good for new players, because his different play-style and people naturally want to focus on killers that are not free, because it make them worse for them as basic thing and they want to be unique.

I have seen some people suggest things like radios in game or completely making it that you can't chat with anyone while playing. And obviously both of these options just wouldn't work. Radios would be the only item ever brought in and thus making any other item almost useless. And completely getting rid of SWF's would turn people away.
I will rather see them create HUD icon that shows what each survivor is doing (Gen / Totem/ Chase / Walking).
IDK if you play other games, but it would not be used much. Not everyone want to talk with other players at all, or just language barrier.
Just giving HUD icon would not rely in survivor's skill and would just show basic info.

Gen speed would be easily fixed by fixing spawns. Right now there is chance for each survivor to spawn alone near gen and that is situation you are talking about and every killer's nightmare. They can easily finish 3 gens while you are searching and then chasing first survivor.
Survivors should spawn always together imo.
I agree that gap between SWF or solo is too big and should be changed, but it is not good idea to do it by nerfing SWF. Most SWF just want to enjoy game with friends and it would be dumb to punish them for it.
Way better solution would be to give all survivors information, which is easily shared for SWF, so it wouldn't affect them.
-let see other survivors when someone is on hook. (So only 1 Survivor will actually go for save)

-let survivors see others perks in lobby, so they can adapt and prepare their roles.

5 seconds is still a lot of time in a game where every second matters. That extra health state shouldn't be used for distance, but to continue a loop.
Every seconds matters in high skill games, where Nemesis will get ######### anyway.
Alright, so you waste 5 seconds of Nemesis time and it will probably not matter, but how much time it will cost you? Let's say 10 seconds to get near Vaccine crate, 5 seconds opening, 4 seconds using, you reveal your location to Nemesis and you will give Nemesis more Mutation next time he hits you with tentacle.
Is it worth it now? Hell yes, you want to do it asap whenever you can. Would it be worth without that speed boost? No, just do gen and it is way more time efficient.

In Pathfinder, there's a problem with certain feats being such obvious picks that they practically became mandatory. There's an alternative ruleset that refers to this as the 'feat tax'.
DBD has a similar issue. You say 'just pick Kindred and Bond' to try and fix solo queue. Okay, that's two slots down.
How do we deal with sluggers? Bring Unbreakable/Soul Guard. 3 slots down.
Camper? Borrowed Time. All slots filled.
Tunneller? DS.
Spirit? Iron Will.
The problem with this kind of approach is that the tax removes any kind of build variety. There's quite a few servicable/good perks that players can't pick up because there's so many mandatory picks that stuff up their roster. And that's just the gameplay value for survivors that's suffering.
Because when you attempt to balance the game, it's not really a good idea to have one gamemode where some survivors get Kindred and Bond for free, and some survivors don't. Because then how do you balance killers against these two?
So you're saying solo queue should play with 5 perks compared to SWF?
It's not a case of solo queue playing with 5 perks, it's a case of Swiffers playing with 6.5 perks, since they get Kindred, Bond and the totem counter for free.
And Kindred in particular should be baseline because any kind of buff for anti-camping measures should be STRONGLY encouraged, considering camping is the absolute worst aspect of the game and is most likely to kill it.
That's why I would want to know what other survivors are using, so everyone can have role. Some will have BT, someone can have totem hunter perk, someone bring Unbreakable. It is easy to say that with SWF, but as soloq you need Kindred, Bond and then fill all those roles, because you just don't know.

How is making kindred base kit for solo players a good idea? And now that you rendered kindred useless, what do you propose they make kindred do? Because, unless you forgot, they changed kindred to do exactly what you proposed, made you see what everyone is doing if someone else is on hook, on top of other players seeing each others' auras while you're on hook (as it used to be before)
That made the gap smaller.
That's also why they added the totem counter to small game, rather than make the totem counter base kit or for solo queue only (another suggestion solo players kept making "boohoo SWFs know how many totems got cleansed but as a solo player I don't" well now you have the tools to do it)
Use the perk, dont expect every perk in the game to become basekit for you just because you're solo. That's not how things work. And it would make things broken as heck.
Just to clarify I play 90% as killer and almost never survivor as soloq, so it is not for me really...
Kindred would still have that part that reveals killer near hooked survivor, which is still really good. They might give it bigger radius as buff.
You don't make gap smaller by perks, because the fact that one survivor has it just doesn't matter, when other survivors don't get that information.
I suggested 3 things. 2 are not any perk and third is half of perk, which would be easy to buff.
Make call out who will go for unhook in SWF is super easy, but soloq you don't know if someone is going for it, then 2 or 3 survivors go for it and waste so much time doing that.
HUD change helps with that too and as SWF you know others perks by telling or from past game. It prevents multiple Inner Strenght etc.
Where the hell I said every perk? I suggested half of one perk.

Those changes just gives info, that is easy for SWF to give without any perk needed. Those changes are supposed to make gap between soloq and SWF smaller.
You can use 2 perks to make it similar, but then you have 2 perks less compare to SWF, which isn't really fair.
