Imo, you should be able to NOED only surviviors you have hooked before.

Nah, only Freddy (Smoking Splinter) doesnt work. You can play Pig, Myers and Bubba without problems.

How to counter Devour Hope
- Find the Hex totem (1)
- Wait for 3 stacks
- Go immediately to the totem you found and cleanse it
How to counter NOED
- Cleanse EVERY dull totem (5)
Or
- Wait until it activates
- FIND AND CLEANSE the Hex totem
So:
PREVENTING Devour requires cleansing 1 HEX TOTEM
PREVENTING NOED requires cleansing 5 DULL TOTEMS
STOPPING Devour (once active) requires cleansing 1 HEX TOTEM
STOPPING NOED (once active) requires cleansing 1 HEX TOTEM
Do you see the difference now?

Because I thought that you are supposed to find the Hex totem before Devour is active, and when you see the 3rd stack you immediately go to that totem you found and cleanse it. And you cant do that with NOED

Same concept with all Hex Perks. Cleanse totems. Once you find out the Hex is in play, cleanse it.
Ruin: Notified when it regresses a gen.
Haunted Grounds: Notified when totems broke.
Devour: Notified when someone gets hit, most of the time Exposed Status is when everyone finds out and guess what? Cleanse the Hex Totem.
NoED: Notified when someone’s hit. Cleanse the Hex Totem.
Literally, every single Hex notifies you, when something happens causing you to need to be notified. Why do you think it’s fair that once a game starts Survivors should just receive a HUD display of all the killers active Hex Perks?
Please, cry more. NoED is a weak perk against actual skillful players. It’s only strong against the ones that refuse to do anything but sit on a generator the entire game and then whine when a late-game build/perk (funny that NoED is based around late game) takes them out. Get over yourself.
Killer plays with NoED be thankful because that’s an 3/4 of a match without a 4th perk.
You know that the you are supposed to cleanse NOED/Devour before it activates? Or immediately after.
So you have to cleanse it BEFORE it notifies you. And during that time NOED has a big advantage over other Hexes

You think that bad hitboxes are not annoying for killers? You clearly havent seen what Aim Dressing does with completely clean hits.
Thays some wierd stats you have pulled out. Killrate is at about 50-55% depending on the survivior rank.
Ruin nerf has affected the game very much, most killers have to tunnel and slug to win.
NOED is not used that often, not everyone likes their brain cells dying.
So yeah, the game is balanced, but only if we take items, map sizes and SWF out.
Killer has no way to win against purple toolboxes with BNP, serious SWF with comms or other bullshit like that. Not to mention DS that is just as dumb as NOED, but unlike NOED, its used by most players.
Maps like cOrN or Ormond are also extremely hard to deal with

No, it’s not. You have the entire game pre-gen repair to prevent it from happening. That means, it was never being used. It is not harder to counter at all. There’s no pressure on you to cleanse dull totems. There’s pressure when there’s an active Hex. Stop making excuses because you can’t take the time to cleanse a damn Totem. It’s a really simple Hex to counter. You’ve got to be a rank 18
How can you not see the difference.
If you suspect Devoir Hope is in play, you just leave it alone and wait for the 3rd stack. Then you immediately cleanse it. If it was Devour then great, of it was Haunted , then it changes nothing, since killer has Devour anyway so you go find Devour.
And you need to finds just one totem, in the worst case (Devour+Haunted) two totems
NOED is invisible, so you have no idea of its in play or not. You have to start cleansing immediately, because you have to find all 5 totems before last gen is done.

Im not saying that the game ends once the last gen is completed, but that completing the last generator starts the the ENDGAME.

How? You can do absolutely nothing for the whole game, or just hook and camp 1 survivior, and you still have the same chance of getting NOED as killer who 3 hooked 3 people.

Or for example if you could use NOED only on surviviors that you have hooked before? (Like Moris). This way normal killers would be unaffected, only lazy campers/tunnelers that hooked only one person for the whole game.

Just menage your healing. Heal as fast as possible to deny him blood orbs, but not too fast (and not in chases) so he cant farm first hits.
Good way to disable his power is letting him catch you as soon as he injures you, so he doesnt get blood orbs.
Well obviously do that only if you want to stop him from getting his power and everyone else is healthy, otherwise its a suicide.

I see all of your points and it is a healing action, but the last 5% doesn't feel like an actual heal. It's literally a tap. It's like picking someone up.
Anyway thank you for your points, I'm glad to be able to discuss it. It's probably not best to potentially add more bugs by separating healing action types.
I know that its "just a tap", but its technically "healing someone" (who is in dying state) and is no different that healing someone who is just injured.
So yeah, changing it would require more work than devs are willing to do. Its not like its hard to do, but what you described is just a rare case, so they probably will not bother changing it just for that one intraction.

Well like the guy before said, consistency.
There are few types of healing:
- Healing Someone (picking up someone is also here)
- Healing yourself (with Medkit or Self Care)
- Self Recovery (recovering and picking yourself up)
- Mending
- Snapping out of it (not sure)
1 and 2 are affected by all "healing perks/powers" so Coulrophobia, Nurses Calling, Sloppy Butcher, Doctor's power. But for example Well Make it works only on 1.
3, 4 and 5 are not affected by ANYTHING
So if you want to change anything, you have to stick to these "healing types", I dont think you can make things in one "type" separate

Its not exactly blank, for example if I use Smoking Splinter on a Hag, I will play as a Hag with the addons and perks I had equipped, but the end game screen would show some wierd things. It shows that I played killer "Trapper" with Freddy's model, without perks (even though they worked in the game), but with Hag's power and addons. Its quite wierd. I wonder if surviviors see the same.

In this scenario a killer will not benefit, and will derank. I think instead of punishing bad play like we already are isn't going to change that, instead we should incentivize good play which we already do. All you need to do is just remove a totem, literally you are giving the killer power by ignoring them. If a killer hardcamps then they will likely lose a pip and you'll be less likely to see them.
Requiring to hook someone first to NOED them would promote good play. Literally no one except campers would be affected by this change.
There is no downside to this change, at least I dont see one and no one has pointed out any up to this point.

You hook 1 person then someone comes for the save you hit them once they save.then down you them and then you down the person they unhook after like 20 seconds then you go back hook the person who tried to save and then its almost gone 60 seconds and it dosent hurt leaving them on the ground for that long since its only 2 survivers who can do annything and the game is pretty mutch in your hands if you play it right

Ok, so if a guy with DS gets unhooked, I ignore him, then I down 3 other people, then I hook these 3 people, then I find the 4th guy doing a gen in front of me, so I catch him and THEN I get DSed because 60 seconds passed yet, then is this called tunneling or not?

So no, not tunneling does not stop surviviors from hitting you with DS.
DS punishes killer for playing good (3 downs and hooks in 60a IS playing good), not for tunneling.

Lol get good. NOED is never an issue for me as survivor, but that's probably because I have an average ability of skill to cleanse totems. It's not rare that the 5 totems (yeah there is only 5) are all gone in the first 2 minutes of a trial.
NOED, and every Hex perk are the weakest perks in the game in my opinion. I don't even use them on my killers they are so useless and pointless.
The requirement is playing the whole trial with 3 perks, and then in most cases not even getting to use your 4th. Unless the survivors are "potatos" and don't know to cleanse totems - then and only then do you get to use NOED. Which then is simply countered by cleansing the Totem or escaping. It's a punishment perk, it's not a reward, it's not a base perk. It's a punishment perk, and it's built to punish survivors for playing poorly.
So if your issue is NOED then get good, and stop complaining. Everyone here with even a merit of skill is laughing at the people complaining about NOED.
I just said that the slowdown caused by surviviors having to cleanse all dull totems is enough for NOED to be considered as a 4th perk. And thats before it even activates.

Both perks have counterplays.
NOED: stop repairing generators and go to find all 5 dull totems, because killer MAY have NOED
DS: do not hook a survivior you have caught doing a gen 5 meters from you, instead slug him for 60 seconds because survivior MAY have DS. Alternatively, you can tunnel them on purpose to get DSed early. If they dont have DS, then too bad, they got tunneled.
So yes, BOTH PERKS SUCK AND NEED TO BE CHANGED

Its not 3 perks. Its 3 perks and a 4th perk that forces surviviors ro get of gens and look for totems. So its basically on a Ruin level. Dont talk as if NOED does nothing. It does its work even if its not in the game, just like DS.

I dont think just hooking another person is enough. You could slug the DS guy, chase the unhooker, down him, hook him and then get the guy that had DS...
My idea for DS is:
DS timer is paused while in chase BUT
DS GOES AWAY WHEN:
- You do any action (except vaulting)
- You get caught in a Bear Trap
- You are the only person that is NOT dead/slugged/hooked/escaped/DCed
- Another DS activates
- 2 other people get downed (-30 seconds of the timer per down)

You act as if the Killer just stands in place for the whole match and does nothing until NoEd activates. They don’t, they have to play the match with only 3 active perks vs 16 active Survivor perks. If the Killer didn’t work throughout the match, the Survivors would be able to open the gates and safely unhook any teammates that may have fallen to NoEd. The killer would still have had to hook people throughout the match in order to be able to kill everyone in endgame with NoEd.
Even if the Killer camped one survivor for the whole game, the remaining 3 should have no problem escaping when the gens are done. All they have to do is run DS and BT.
Killers use NoEd because games go by too fast for Devour Hope. A lit totem stands out more than a dull one. They usually get cleansed at the start of the match. When I run Devour Hope and get enough tokens to one hit down a player, it gets cleansed within 30 seconds to a minute.
And no, I am not over reacting in regards to the totem counter. Part of the risk of Hex Totems is the uncertainty of them for both roles. The Killer can’t be certain that NoEd could even last long enough to get one person. Survivors aren’t certain that they got all the totems, and have to risk spending a little time making sure they got them.
You say you want to close the gap between SWF and Solo, but if you were honest with yourself you would admit that it’s just a cop out. You just want NoEd nerfed because you feel entitled to survive if you managed to get all the generators completed. News flash, you’re not. The games not over until you cross the threshold. You’re not entitled to walking out risk free because you held M1 for most of the match.
Stop being lazy and entitled. All you have to do is sacrifice a perk slot for the same perk slot that Killers give up for most of the match. You also have the option for immersive play during endgame to make sure NoEd isn’t active or to find the totem. You just don’t want to.
Yes, he can stand the whole match doong nothing an NOED will still activate. Thats the problem. You act as if hard camping doesnt exist, you can down 1 person (1-2 minutes) and then camp them to death (2 minutes). Its literally impossible for 3 normal surviviors to do 5 gens AND cleanse 5 dull totems in that time (3-4 minutes) This means that the killer (Billy, Spirit, Nurse, Bubba, Myers, Ghostface) will have more than enough time to down 1 more person before they finish the 5th gen. This means that there are are only 2 surviviors left and they cant "genrush the camper" because NOED, cant save the camped guy because camping, so they have to give up on the camped guy and go cleanse totems.
So basically, there are only 2 possibilities:
- Camper camps 1 guy, gets genrushed, gets NOED, has almost 100% chance of getting 1 more guy with NOED, then camps him to death. (Result: 2 kills)
- Camper camps 1 guy, doesnt get genrushed because surviviors are looking for totems, Camper camps 2nd guy, totems get finally cleansed, killer gets genrushed, NOED does not activate, Camper doesnt get any more kills. (Result: 2 kills)
So its 2 kills either way.
I am not against NOED being insidious or being anti genrush perk. The problem is that NOED is insidious AND requires no effort from the killer. If you could use NOED only on people you have hooked before, then it would stop campers from using NOED, but it would still be a good anti genrush perk, nothing would change here.
Please dont add some wierd ideology to my comments if you can. I play both killer and survivior, and I have issues with both survivior perks (eg: DS) and with killer perks (eg: NOED). So why I want NOED changed?
- As a Killer: I feel like NOED gives me many unfair kills (I used it as a crutch when I started playing killer) so I want it changed so that camper and bad players (like I was) can use it to het cheap, easy, undeserved kills. If NOED worked only on surviviors you have hooked before, then NOED would work only if surviviors werent cautiuos and tried to genrush me (like it should be).
- As a Survivior: again, I dont want to get 1 hooked by a camping, walking Nurse with NOED. Its just not fair. I can cleanse totems, but like I explained above, NOED + camping is GUARANTEED 2 kills.
- As a Survivior and Killer: I generally want the game to be balanced, without bullshit perks like DS and NOED. And balancing survivior is very hard because of SWF. So closing the gap between Solo and SWF surviviors would allow for more freedom in buffing or nerfing surviviors.

You’ve got some comprehension issues going on.
NoED, like any other Hex perk BESIDES Devour, requires no effort to activate. Devour is the only Hex perk I can think of that doesn’t immediately give you benefits when lit.
also, you do not NEED to cleanse ALL totems EVERY game. You simply need to clean ONE, when it’s lit if that’s an issue for you to cleanse them all during the game.
Simple fix.
Im talking about Devour because its the ONLY HEX PERK (besides NOED) that gives you instadowns. Just activating Ruin, Lullaby, Thrid Seal or Thrill of the Hunt cant turn the tide of the game in your favour. (Haunted Ground is a trap Hex, so it doesnt count).
And yes, you need to cleanse ALL DULL TOTEMS to PREVENT NOED from ACTIVATING. You can cleanse the HEX TOTEM only after GATES ARE POWERED = NOED IS ALREADY ACTIVE.
EVERY other Hex perk spawns its totem at the START OF THE TRIAL, meaning that the HEX TOTEM can be cleansed even BEFORE the tied perk ACTIVATES.
