You might want to carefully re-read what you've just written.
STBFL is a perk that forces a bad play-style (deliberately ignoring a survivor is almost never a good idea) in exchange for a mediocre bonus that builds up very slowly and you're never guaranteed to have when you need it.

The devs are buffing clown. This was confirmed in their newest QnA From Home stream.
By that they simply mean they're going to give him some minor qol changes and taking away his exhaustion add-ons in return. And then they will be nerfing him on top of that.

It would force survivors to never use or go to certain structures on maps. It's the exact same problem killers had with God windows. It isn't okay for either side to have parts of the map they literally just can't go to.
This game isn't unbalanced if you're good at it.

The cooldown is 3 seconds to charge 1 blink. Keep in mind the timer starts while in fatigue, so you already have 1 blink up by the time fatigue is over. It's really not that long.
The point of the change was to make her more add-on reliant. Remember how old Nurse could EZ 4K without add-ons? Yeah you can't do that anymore and you shouldn't have been able to in the first place.
Try using the recharge time add-ons and you'll find it's quite balanced.
In the mantime, survivors are able to consistently uncork every killer, regardless of their skill, with no perks and no items.
Double standards much?

Still different, killers were too stubborn to hold W which would have made the survivors leave, what can a survivor do on the floor besides bleed out? It's ok to be bias but at least admit it, there's something killers can do to force the match end, there's nothing survivors can do besides wait.
and the timer is fine, it's not supposed to apply pressure, it's only meant as a tool to make sure matches have a definitive end.
It's the same thing. It's BM for the sake of BM.
And back when EGC didn't exist, survivors could pad out the match forever, potentially. They can still do it, they just have a timer (a timer that doubles in its duration, should they get uncorked, by the way) now.

Even moreso now, if you consider that BMing a survivor on the ground has always been limited to four minutes, whereas EGC has been introduced last year.

They're pretty different, though.
A survivor t-bagging can be killed, or if they're doing it in the exit gate they can be pushed out, a survivor who is on the floor being tbagged can't do anything, and that's not even the point really, a killer has the game in the bag, if the killer wasn't tbagging and instead just stood over the player and waited for them to bleed out, that is unnecessary when you can both end the game fairly quickly.
When EGC wasn't a thing, survivors did what was essentially the same thing all the time, 99ing the gates and then spamming vaults and taunting the killer into chasing them out. Hell, they're still able to do that to an extent, because the timer is too goddamn long.

The thing is, knowing that it is 60 seconds since he used his Static Blast will not really protect, because it is not really possible to stay out of his Terror Radius all the time. This would obviously be the case with the idea mentioned by OP, because the problem would stay the same, you just know that the Static Blast would be ready at some point.
The main issue is that it is nearly impossible to get away, when he is starting to charge it, except you get really lucky with a locker right next to you or you are really at the edge of his Terror Radius (but I also got hit by it without hearing the TR, I pretty much was in it, but I could not hear it... Probably because he has a unique Terror Radius, but I dont know).
But I would not know how to fix it, because a longer Windup is not really a solution, it is already pretty long. Overall I like the Static Blast more than his passive ability, because it at least gives feedback to inexperienced Survivors, why they are screaming. But I totally can relate to the issues of getting away when he is using it.
He's literally just a M1 killer with a big terror radius and a tracking tool that only occasionally works.
He's #########. There's not a single thing he can do that other killers can't do better.
Maybe you find him strong because you play against boosted rank 21 survivors.

You have solo, 2 man swf, 3 man swf, 4 man swf, coordinated see with bad players and coordinated see with good players.
Being in an swf doesnt mean an automatic win by itself. A 3 man swf who are highly coordinated and good players can do far better than a 4 man of mediocre players. SWF also pick who they play with so limit the potential of being matched with less skilled players.
While voice chat alone gives a lot of information, information is only good if you know what to do with it and use it to its full potential.
This is why it's so hard to balance as technically the only true issue comes with those who use the info well and are in a 3 or 4 man swf with good players.
So would voice chat in solo solve the actual problem? They are not a team afterall but 4 solo players each out for points which in turn makes players less likely to cooperate as what someone else does doesn't gain you anything part from the potential of 5k escape points.
BS. You balance for the top, and it's balanced for everyone. That's how competitive games work.
