On level 1. If you want a higher level, you need to prestige the origin char or the char you want to have the perk on.
Literally saying that if you want a Tier higher than 1, you have to Prestige the original character or the character you want the Perk on. It's not tied to Prestige. It's just leveling Bloodwebs like normal. Except now you don't have to try and find those level 1 versions in the Bloodweb. No more getting a new character to level 50 and only having a small fraction of the perks unlocked.

Which isn´t exactly a reduction. Is it? You unlock the perks in the bloodweb on lvl 30, 35 and 40 for all chars. Soon you unlock all perks on lvl 1 after prestiging. Which is 20, 15, 10 levels just to get those 3 perks on level 1. Sure, you get them on all chars and depending on how many chars you have, it reduces the grind. IF you want said perk on every char.
For those that don´t want this or have only a few chars, the grind wasn´t reduced. Even more, it will take longer to complete a bloodweb, without the BBQ and WGLF bonus.
The shrine just sounds like a p2w mechanic after the update. You shorten the grind, IF you spend something on the shrine.

I am actually astonished at how so many people just can't understand simple facts around this. Also most of the people whining about it that have been playing the game for awhile and have already got a lot of perks or the perks they want so the new system doesn't apply to them, and its greatly beneficial for new players.
The grind has been massively cut. It just has been. If you think it hasn't you are just wrong because you don't understand the new system.

Gen increased for 50sec, that 1 survivors with OTR tries to body block you is actually work on your favor. Beside, you can just hit him and deactive OTR and then tunnel him, he asked for it.
But with alot of thing activate Endurance now, the status should come with removing Collision.
No I was responding to your post about how if a killer gets DS after going through OTR's endurance they had it coming, and that's not necessarily going to be the case if someone combines these perks to use them offensively, which is definitely going to be the case since you keep both DS and OTR if someone else heals you.

The buffs to Lucky Break, Distortion, Botany Knowledge, Pharmacy, Dark Sense, and Off the Record and people think that doesn't help solo queuing?

The result of using Dead Hard is better, but you don't get that result if you don't get hit during its 1 second duration.
So the rewards are higher, but so are the risks. You actually have to time it properly for it to work instead of just pressing a button and having it work whenever you want it to.

Dead Hard giving a free hit and the typical speed boost is better than the older shorter dash, however it's going to actually take skill and timing to do since the endurance you get only lasts 1 second and it will give a visual notification to the killer to let them know you've used it.
Survivors are actually going to have to try to time it perfectly for when the killer swings.
Most people that use Dead Hard use it as a band aid to cover their bad gameplay. Those people are going to be in trouble now. No more dashing to vaults and pallets, if you want that speed boost, you're going to have to time it perfectly to get it.

To be fair, hitting through OTR and eating DS is Killer's fault. Its the same as BT to DS
What about in the situations where someone uses the long active duration of both to follow the killer and bodyblock instead of using them to run away? That's fine for taking a protection hit with OTR, but if they keep bodyblocking because they know they have DS, then that's kind of dumb for a killer to get hit with the "don't tunnel" punishment when they weren't tunneling.

That's true for BT that has 15 seconds. OTR has 80. The unhooked survivor can get rescued away from you, run at you from across the map and still get the endurance hit. Smart survivors will just keep following you with this perk until you hit them since it is very unlikely that they will get punished for it.

The only looping related perk that was changed was Dead Hard, and how you actually have to plan for its use instead of just being brain dead about it. If you're actually good at your timing, Dead Hard just got a big buff. It's only a nerf for people that used it to cover their own poor gameplay.
A lot of the changes are Endurance and survival related to counter tunneling and help survivors lose killers in a chase. Being able to recharge Distortion and Lucky Break is a big deal. Botany Knowledge being at 50% is a big deal.
I play survivor with, friends, and of course I get chased by the killer. The thing is though, you don't need the old Dead Hard to loop a killer to the point where you can escape or waste so much of their time that even when you go down, you've still won by default. If you think doing generators is boring, then why don't you bring all of the buffed survival perks and be a decoy to buy your team time.

Now I know this is a crazy idea but if you see someone unhooking in front of you or before you can get any real distance away, how about you attack the person doing the unhooking instead, and if the unhooked survivor body blocks you, then their fancy endurance is already gone anyway.

WGLF now gives people Endurance when you heal them from Dying after you activate it on top of the faster recovery speed. I'll use that.
Lucky Break can be recharged? I'll use that.
Distortion can be recharged? I'll use that.
Botany Knowledge buffed to 50%? I'll absolutely use that.
Off the Record giving Endurance until you don't want it? Yeah, I'll use that.
Base kit diet BT plus a speed boost means I don't need to worry about people in solo games not having BT and I don't need to feel obligated to have BT for last second saves in front of the killer.

Overcharge isn't that great to me.
It starts at 100% and needs to regress for 10 seconds before it gets to the 200% that Call of Brine starts at immediately, and then it needs 30 seconds to reach its maximum benefit and if a generator isn't touched again for over 30 seconds then the survivors have moved to another area and that gen would have been dead regardless of the enhanced regression.
Now Call of Brine stacked with Overcharge would be good, but if I had to pick between the two, I'd pick Call of Brine because most of the time generators are going to be tapped or touched before Overcharge can really ramp up.

As the distance you can get from a killer normally is decreased, anything that increases it again raises in value.

I think most can agree that current DS is in a good spot except for during EGC which you agreed was a problem and rightfully nerfed but the stun duration was literally never and issue. I hope this change doesn’t go through since it will only encourage tunnelling even more in a update that wants to tone it down
In those examples you listed, a 5 second stun hell, an 8 second stun, wouldn't do anything different.

You can't Dead Hard dash to make vaults and pallets, but unless there's some kind of visual cue for killers to know when you've used it, there will be no way to tell when its safe to hit a survivor. People who can time it perfectly, will always get that free hit.

5 seconds of Endurance and 7% increased speed is fine.
Just something to keep killers from literally swinging at people fresh off the hook and putting them immediately back on it. It gives some insurance to everyone so you don't have to worry about people not having Borrowed Time.
And then on top of that it buffed Borrowed Time, so that when you unhook a survivor they now get 15 seconds of 7% Haste and Endurance.
Not to mention Off The Record giving you Endurance pretty much until you don't want it anymore, and you can be healed and still have Endurance in the Healthy state.

The difference being BT works for everyone you unhook and OTR only works for you.
The problem with OTR is that you can have Endurance while being healthy, and getting healed by someone else doesn't deactivate it, and its still active in the endgame. So you get unhooked, get healed, and now you can take 2 protection hits without going down.

Oh wow, so baiting a hit, unhooking and trying to get the survivor to take a hit with BT will no longer be a thing I guess. The window is probably too short for that now, even though it was awkward to do already.

5 seconds is plenty of time for that, and if you still bring Borrowed Time, then its 15 seconds.

What should a survivor be doing instead of working on a generator, if you're not chasing them?
Can we know how many seconds of being arbitrarily idle is sufficient before they start doing another generator after completing one?
What is the limit on how many generators survivors can repair simultaneously?

If you don’t typically run Franklin’s, are you putting it on to stop a few spicy toolboxes or is there some spite/satisfaction of robbing someone of a unique one time item?
I bring self care as a backup plan so losing a kit doesn’t effect me unless it’s a plague obviously but I truly want to see the statistics of franklins usage during events because maybe I’m nuts but FD feels way less common outside of special events.

Flashy anniversary items are still items!
You can pick them back up.
You can get hundreds out of the bloodweb to last you the rest of the year during the event.
They're just items.

Not really. If a survivor gets the full duration of DS then they are wandering around not doing any objectives. At worst they can be healed up and then just bodyblock for other people in hopes of tricking the killer into picking them up after they've been downed again.

Conceptually it worked much better that way but too many people complained about how stealth killer could hide near hooks waiting for you and then it wouldn't activate.
Which, while frustrating, is kind of the point of a stealth killer. People were mad that they couldn't just blindly run up to the hook and grab someone based solely on not hearing a terror radius.

Because killers who don't want to tunnel survivors because they know how frustrating that can be, still get hit by the "anti-tunneling" perk in scenarios where there are no generators to patrol, the gates are open, and there's no logical reason to wander off to other points of the map that aren't the exit gates other than to just deliberately just give survivors room to make a save instead of leaving.

At a rate of 7% per second that doesn't start until after you're unhooked.
There is nothing wrong with a Scourge Hook perk putting a slight dent in this bonus heal percentage from Resurgence.

Make Your Choice is pretty disgusting on Dredge. Especially when you know survivors are going to do a fast save and you can just drop a Remnant out of sight close to the hook and just Gloam away waiting on that save to pop back and down the unhooker.
Devour Hope its just as good as your totem RNG.
If you're going to do a Hex, might as well go all in with Plaything, Pentimento, and Retribution.

I'd use Lethal Pursuer over Corrupt Intervention. Tells you exactly where you need to go and who to target for the start of your first frenzy and in which direction to you need to approach from to herd that/those survivors toward the others.
A 5 Hit Frenzy combo at the very start of the match has a good chance of making someone D/C.

"Gen Rushing" is not a thing that exists.
Completing the Generators is their objective. They don't need to do totems, they don't need to arbitrarily get into a chase with the killer. They don't need to immediately hook save.
And if you're not being much of a threat, they don't need to heal, and with some killers its beneficial not to heal immediately.
If you're not going to force them off of a generator, then why should they leave it?

That's one thing using LP will show you. More than where they are its shows you the complete BS of survivor spawn locations. Half the time its 2 and 2 with each pair right on top of a generator or 3 and 1 with same thing, and like you said, sometimes they are all spread out but still close to a generator each.
With CI the furthest three generators may be blocked, but that doesn't always work in your favor, you still have to find the survivors, and if they don't have a generator to work on they'll cleanse or boon totems or stealth around and hide.

No way. It's the most fun I've had in DBD as a survivor since my first Myers jump scares. While Dredge can manipulate how much progress he gets toward Nightfall with add ons, he still has to rely on playing well and getting hits and hooks to get progress towards it.

With Lethal Pursuer I can routinely get a hook before the first generator is done. Depends on the map and the type of survivors if I can snowball into more before the first one is finished, but with LP's information you can start your first chase in the direction of the other survivors and if you're lucky the person you start chasing will run right into them forcing them off the generator they are on.
But on some of the larger maps if you can't heard that first survivor into the others with that opening chase, even if you hook them before one is complete, you're not going to have the time to even reach the next survivor before a generator is done.

I do place good remnants but teleporting back confuses me and gives the survivor enough time to vault or get away
I know the disorienting feeling if you switch the direction you're facing when you teleport, but placing it somewhere that allows the survivor to use a pallet is not ideal unless you've got dissolution of and you're trying to get them to use a pallet.

I only have problems with Nightfall on maps I'm not familiar with or out on the edges of one when I'm looking for where the gates are if it happens after the generators are powered or during the EGC.
It's not really a problem on maps I'm familiar with, it just means I have to be slow and careful and listen for the telltale sound of Dredge's movement.
Nightfall rewards actually paying attention to map layout and knowing where you are in relation to the maps major buildings and layout even without being able to see into the distance.
