Yup! The lore that goes into everything whether it's backstory, tomes, or cosmetic descriptions/appearances is the only reason I still play Dead by Daylight after all these years. Not like I've been playing this game for 7 years because I'm passionate about fixing gens and getting tunneled and left on first hook to die from my solo queue teammates every other match.

The perk has a set 'value' that can be gained over the course of its 30 second activation. While there might be instances that UW feels like it has a longer cooldown, at the end of the day it doesn't because you could find all 4 survs at the 29.5 second mark and still get the full 'value' that the perk can give right before it goes on its actual cooldown.
A 30 second activation window comes close to guaranteeing that you will find a surv with it and the 30 sec cooldown means that more than likely by the time you've chased, downed, hooked that surv, you are at or very near being able to activate it again. Saying that UW does have a 60 cooldown without adding the huge qualifier of 'in very specific situations where you get all the perk value right at the beginning' is pretty misleading. I am not saying you're doing that, but other people claiming the 60 second cooldown have.
Finally someone with common sense that was able to explain what I've been trying to say elaborately and articulately. Thank you!🤠

There are so many useless or niche perks...
I can list some off the top of my head for survivors: Premonition, Red Herring, Poised, Solidarity, Calm Spirit, This is not Happening, Power of Two, Collective Stealth, Corrective Action, Rookie Spirit, Better than New, Blood Pact, Cut Loose, Dark Sense, Inner Focus, Low Profile, Pharmacy, Quick Gambit, Up the Ante...
No surprise why perks like MFT or WoO rise to top when a big portion of perks are garbage or situational at best.🤷♂️

I have seen WoO complaints, sure, but WoO complaints aren’t really worthwhile.
i’d love to see these Resilience and Adrenaline nerf threads. Last one I saw was one complaining about Adren screwing over Freddy in particular, which is less of a complaint about Adren being too strong and more asking for Adren to work like all other Perks and not screw over particular Killers like old Small Game.

Just a couple of them I found after a few simple scrolls... :) All recent. You can see them too if you take a look. It's unrealistic for me to copy every single "survivor nerf" thread here. You can find a nerf suggestion about any perk.
The point is that both sides have an ongoing "nerf witch-hunt" just for the sake of nerfing the other side (you should be able to see this unless you have a bias) and blaiming only one side for this like the comment I replied to is nothing more than hypocrisy.
(PS. I'm not saying the users in screenshots shared don't have valid arguments, it was just to prove that these discussions exist since you claim you "haven't seen anyone asking for nerfs for any of these perks")

It's very common especially on the Feedbacks section. There's always one circling. Just replied to one a couple of days ago. You'll see them if you choose to.
Btw what do you mean you "haven't seen anyone asking for nerfs for ANY of these perks"? Haven't you seen ANYTHING related to WoO AT ALL? That's very unlikely...
Edit: Just saw you joined forums just a couple of days ago so that might be the reason you haven't seen anything.

It was still nerf bc of the nurse and that was the main point in my post. The person I was replying to rather see every killer perk nerf if it to strong on the S-tier killers. Love how you put a bunch of words into my mouth.😍 All I said was there shouldn't be a huge gap between the value Killers can get from a perk. I said devs should consider this when designing a perk. I didn't speak of nerfs or buffs.
You're going to assume all perks should be nerfed now because Nurse/Blight can get more use of them. That's why I'm mentioning a gap. The last problematic perk before UW was Starstruck in my opinion. The gap between that perks usefulness was so big that it triggered BHVR to rework Nurse's attacks. Now since Nurse can just blink and show up in a location I think they recreated that gap with UW which can be problematic.
Besides couple of perks I mentioned like Starstruck or UW, most perks are still in an acceptable state even though they're more powerful on stronger Killers. So what I said doesn't translate to "let's nerf everything because Nurse". Powerful doesn't always equal problematic.

Your chosen definition states that a cooldown is the minimal amount of time between 2 activations of the same ability.
You need to wait 60 seconds to activate UW after activating it once, so therefore UW has a cooldown of 60 seconds
You were saying the cooldown is 45-50 seconds in your earlier comment and now you're claiming the cooldown is 60 seconds...

If everyone screams as soon as you open the locker, because they're all already within your terror radius, Ultimate Weapon unambiguously has a cooldown of sixty seconds. The minimum time you have to wait before you can use it again includes both the active duration, as it cannot be activated again during that period, and the cooldown afterwards.
Ultimate Weapon has a variable cooldown that is at least thirty seconds, but can be longer, depending on how early the survivors scream. This is kind of immaterial when it comes to how strong the perk is, but it is just how the perk works. I'm not sure why you're contesting this when it's pretty obvious.
But that variable factor doesn't mean someone can come up with a random number like 45/50/60 and claim that's the cooldown and it doesn't mean they're entitled to call me "wrong" if I don't agree with that random number... I've only said UW's cooldown is 30 seconds which even by definition, is correct.

If UW kept causing survivors to scream while they remain in the killer's TR, then it would be a 30 second CD.

i’m not assuming anything, that is literally how the Perk works. Once every Survivor screams once, it does nothing for the remained of the activation window and only then does it go cooldown. If the Perk reveals all Survivors it can before the activation window finishes, it does nothing and then goes on cooldown, therefore the Perk has (on average) a longer cooldown than 30 seconds, more like 45-50 seconds. And then you have to factor in the amount of time that passes after the cooldown until the Killer opens another Locker.

the only misinformation here is that the Perk has a 30 second cooldown flat when it doesn’t. The minimum cooldown is 30 seconds, the maximum could be infinite since you don’t always have time to waste your time opening a Locker depending on the Killer/Map/Survivors

You open a locker. UW is ACTIVE for 30 seconds which means it continues to work for that duration and keep applying to survivors as you travel. Once the active 30 seconds is over, it doesn't work anymore and a 30 second cooldown starts until you can open a locker and activate it for 30 seconds again. So the cooldown is 30 seconds and not 60 seconds.

Almost like the problem isn't perks, it's Nurse/Blight.
The thing is they have to take into account the type of Killers available in the game before designing a perk and make sure there's a fair amount of value they can get from them without huge gaps like Trapper with UW vs. Nurse with UW. Which they obviously failed to do with this perk.
Balancing perks with this in mind is more doable and realistic than rewriting Nurse or Blight from scratch. So these specific Killers being busted doesn't invalidate anything related to perk design and it's a part of it.

Because UW is a perk that outclasses other info perks, has no counterplay except for Calm Spirit (LOL) and it's just another perk that only overpowers already high-tier mobility killers. Nobody cares if Trapper is running UW but Nurse and Blight mains are turning their brains off, zooming across map with it, ending games in a couple of minutes. It does too much for least amount of effort. Just open a locker and that's it, you don't have to accomplish anything like downing or hooking a survivor etc. like most info perks require you to do.

Yup... It's horrendous. For some time now pings have been very hit-or-miss. I get 400ms~ in one lobby or I skip that one and find a lobby where I get my usual ping which is 60ms~ and it stays consistent throughout the game. I just have to lobbyshop a couple of times. Zero issues when it comes to other games or my internet. It's a DBD problem.

The difference is UW gets completely negated by calm spirit, a perk that can be brought on every character and works all the time. MFT however gives you a bonus that can basically only be ignored by insta down killers/powers/perks, and then leave you injuured with perk value, or you need to have a killer that has an exhaustion addon or one of the very few (good) perks that make the survivor exhausted, and none of those work all the time... So your comparison lacks severely.
There are a ton of anti-exhaustion perks and almost every killer has an anti-exhaustion add-on but nobody cared enough to use them to combat MFT because they prefer stacking gen regression perks instead and demand a MFT nerf which we're getting soon.
Now why would anyone want to bring Calm Spirit, waste a perk slot and be a detriment to their team in case they go against a potential UW Nurse/Blight/Oni? Asking people to use CS in 2023 is crazy.

Sounds like a witchhunt to nerf anything just for the sake of nerfing it because it's a survivor perk. Try playing survivor a few times with Resilience and prove to me %9 percent on a vault was significant enought to save your behind.
