Survivors are blindsided when Devour Hope strikes. Why can't the killer figure it out on their own? This loud sound makes the Exponential perk useless because if the killer drops someone, he immediately stomps the totem.
They could have reduced the sound considerably to compensate for the extreme nerfs.

A fair argument, randomly being exposed with three generators left is definitely... suboptimal. However, that requires five safe un-hooks in order to trigger, during this time, if the survivors find the totem, it's gone. Another point is the four survivors making up the team, compared to the one killer. Hex: Devour Hope also requires that the survivors don't know it's in play. If they do know, Hex: Devour Hope becomes useless.
boon: Circle of healing
With this perk, it does not matter whether or not the killer knows it's in play, because they still have so much more to deal with, and in the entire map, somewhere there happens to be a Boon totem. Making an extended effort to locate + remove the boon sacrifices the rest of the game. It also only lets me know that a boon is in play.
those annoying chime things that in no way sound like chimes
These are required because of a usually overseen difference between survivors and killers - POV. Survivors have a 3rd person POV that they can pan around, check across walls, and overall see much more. Meanwhile, killers have a 1rst person POV, that requires the killer to actively look at the boon to know it's there. The chimes are just to let the killer know that the Boon is near, to make up for the more "stingy" POV they are given.

I do agree with your statement on Exponential. It requires way too many things to go right if it is to work. A change (might) be something among the lines of "Anyone who healed you for 1 health state can pick themselves up" or "Anyone that you healed at all in the dying state can pick themselves up." I do think exponential has no reason to be a Boon.
Ruin - Undying - Tinkerer on Blight especially is dumb OP. It removes almost all necessary skills from Blight, and basically hands him map pressure, Blights map pressure overall definitely needs some tweaks or nerfs.

Survivors can still heal each other without CoH. If they healed to be more bold then that is just the game, the perk simply made it slightly faster. And it requires some times substantial time to find a totem, then bless it. The killer can instantly disable it and now the survivor has to spend several seconds to rebless it. If it is a Hex perk imagine how much of a gen you could have finished instead? Killers blaming a loss to CoH would mean they lost anyway. CoH was a secondary objective. This is the first perk somewhat worth using in literally years and it's already been heavy nerfed twice. Think about that. That's why survivors can't have good perks or meta changes. Killers get good perks every time (Starstruck, Hex: Plaything, etc...)
While killer has 4 perks, those perks are way more powerful affecting the entire match, all four survivors, making the killer stronger. Survivor perks sometimes don't even get used because they are so situational (ie. unbreakable, Power Struggle).
I disagree about NOED because you can't look at it theoretically. In theory, if it is a SWF playing absolutely perfectly, it might yield only one kill if the killer makes some mistakes. If survivors are expected to play absolutely perfectly with zero mistakes, then killers should too.
Yes, but now everyone can heal themselves, instead of taking another person off gens, you can do it yourself. And snuffing assumes the killer can even find the boon.
They were loud so a killer could know that they are in play, so their not completely blindsided by them. We don’t get endless reminders that were “cursed” until the hex goes.
COH can be timed and used when wanted, and unlike the killers hex totem, once a boon is snuffed, the Boon can be replaced as many times as deemed necessary. Even if the killer knows exactly where the totem was (which I am not advocating for) the killer would still have to walk over and Snuff it.

Noed is only unfair and dirty if Killer tunnel/camp the first one to death then kill a second survivor with Noed. I use Noed most of the time as Trapper and make fair play that go for 12 hooks where I only kill the first survivor after 5 Gen done to keep the game fun for everyone, Noed is painfully weak.

healing: A secondary objective...?
Starting off, a fully healed survivor has many advantages over an injured survivor, with the injured survivor relying solely on perks like Dead Hard to get to a loop safely. On top of this, healthy survivors can take many more risks, because even if they do get hit, it's not like that will kill them, an injured survivor always plays differently, however, normally trying to avoid contact, pre-dropping pallets, and overall taking very few risks, this takes a huge toll on the overall amount of pallets left in the game. Meanwhile, a healthy survivor need not play it so safely. That is why healing is so important. It's a shield.
circle of healing - why is it so strong?
First, it's not a slightly better Self-Care, it's way better, with a slim loss when healing themselves, and a major boost when healing someone else. This can keep everyone topped off, and take more risks, overall, this allows for much more utility, especially at late game. The moment someone finishes a chase, they can go run to the Boon and heal themselves up. Anyone. Even normal Self-Care for everyone would be really strong and that is because of my next point:
impact on perk economy
The main issue COH (and boons in general) are that they impact the overall economy a lot on perks. Survivors have 4 times the amount of perks as the killer, and adding 1 boon can throw that even more. Say we have 4 Survivors and these are their builds:
Dead Hard - Boon: Circle of Healing - Iron Will - Decisive Strike
Dead Hard - Adrenaline - Borrowed Time - Decisive Strike
Prove Thyself - Lithe - Resilience - Iron Will
Sprint Burst - Windows of Opportunity - Quick and Quiet - Prove Thyself
And the killer is using:
Corrupt Intervention - Barbeque and Chili - I'm All Ears - Pop Goes the Weasel
We already have that 4-1 ratio, but adding a perk that can affect everyone, no matter whether or not they placed the boon, we have
4 perks for whoever is using the boon, and 5 perks for everyone else, for a total of 19 perks all around.
That is a 19 - 4 ratio, that is 15 more perks than the killer has.
how about hex: No one escapes death
Yea it'll net you one kill provided your team doesn't throw themselves at the hooked person..

Yeah that’s the problem. So many perks that could be good with a buff but would be so oppressive on Nurse. That’s why I want them to straight up gut Nurse, the game would be so much better without her being the way she is.
That would be unfortunate to the people who had to spend thousands of hours mastering her to see her get gutted.

No idea. All I know is that I get headaches when Survivors strobe their flashlights in my face at 50 clicks a second. And I'm not photosensitive.
Flashlight Macro occurs after clicking, (Basically makes it click 25 times per 1 click) meanwhile scrolling doesnt produce light, just makes a clicking sound.

Only with a really, really good SWF though might they can overcome. The game expects too much from survivor side, whereas any killer can join and win as long as they have fair competition.
The game definitely expects too much from Solo Q, I'll surrender that, but against an SWF, many things can be much harder or downright irrelevant.

Again, I do think that the issue addressed with COH is not the main issue, but at least they did something instead of leaving it for a couple years before giving it a buff (see dead hard)

It's not the just AMOUNT, it's what it APPLIES TOO. 6.25% is allot for the Struggle Meter, which frequently hits 99% if someone sabos. There is almost never a time where the Struggle Meter did not hit at least 94%, which means that 1 second was a massive buff.
25% is NOT MUCH when it's 4 seconds against an infinite-self-care Boon.
But you could continue to make snide comments that miss the mark, sure. Easier than actually facing facts.
I think the issue with COH is trying to nerf it without making it a SWF only perk, if you remove the self-care part, it would only help SWF, who can communicate "Heal me at the Boon."
Though nerfing boons to make kicking a boon destroy the totem would make sense.

It's just more evidence of what BHVR does; sledgehammer-nerfs Killers while giving teeny-tiny slight maybe kind of nerfs but not really, to Survivors.

This overall statistic hides how much killers win when experienced with meta perks. There is a lot of new killers playing being matched with experienced SWFs causing the kill stats to be low.
The killer is overall much easier mechanically to pick up and play, since survivors don't know how to run loops, make saves, etc. Killer doesn't have to worry about that. As people learn to run loops effectively, make saves, get gens done, and learn meaningful counterplay, the power swings into the survivors favor.
