Most players who disconnect do it right before their third time being hooked so that doesn’t really make a difference for the teammates if that person is gonna die anyway.

Your ideas for A Nurse's Calling and Ruin are way too much. Nurse's especially does not need to be touched. I think at most, something needs to be done about totems in general to make them just slightly less swingy.
Thana I am unsure about.
Unrelenting seems like it would bring back the machine gun build that ended up being removed in the first place.
I could be wrong, but I worry Bamboozle would be too strong as something to just give every Killer. It basically makes everyone vault about as fast as Tier 3 Myers.
Enduring was specifically changed so that all future stunning abilities don't have to be balanced around Enduring (either too strong without Enduring or trash with Enduring).
Sloppy Butcher does not need to invalidate Mangled add-ons any more than it already does.
Surge...I think is okay?

At that point, if it's that important, you just suck it up and leave anyways and accept the consequences. The point is to discourage leaving in the middle of a game and screwing over your teammates. If everyone agrees they have lost and bows out, then no Survivor is getting screwed over.

Well it is tunneling actually. It doesn't matter if they go after the injured person few seconds later. I don't know where people got their defintion from. Seem like killers just use what fits them best. Right ? The definition for tunneling should be something like not being able to get away from the killer/not being chased for certain amount of time, after being unhooked. Or even better I like what @Spirez said. Tunneling is just made up term. What is actually called it is being a "sweaty killer" - a killer who aways goes after the last unhooked still injured survivor soon afer hes unhooked because they can't really win the game in any other way. These are the same kind of killers who get gen rushed usually because they never interrupt anyone else on gens and you see them complain here very often about it.
The definition I use with regards to DBD is "deliberately goes after a recently unhooked Survivor while ignoring everyone else." If I hook someone else first, I'm not ignoring everyone else, am I?

The offical response to that is that it isn't meant to JUST be an anti tunnel perk it's meant to be a strong defensive perk in general anyways, according to devs.
With that being said, my response to that is that if someone injured unhooks right in front of the killer before he leaves, and then puts them on hook and then easily gets the other person who is not far off at that point, sure it's not tunneling but you think that person wants to lose their only defensive option at that point because of the previous survivors bad play?
The official response, from what I saw when they re-worked DS, was that it was meant to protect users from being tunneled/farmed.
Also, I am open to giving DS a small grace period where hooking someone won't deactivate DS, just to safeguard against instances like that.

Regarding Billy, I cant dodge him when he revs up his chainsaw like right behind me. Other times, he is easy to counter.
Regarding blood drops not spilling from healthy surv, I wish I had recorded that. The unhooked guy went south, I went north and hid in locker quietly. 15 secs later killer comes where i am, looks around and picks up one blood orb. I am like "#########, how?"

I am very much willing to bet that blood orb was there prior to you having gotten into the locker. You just happened to be in the wrong place at the wrong time.

don't get me wrong DS right now punishes the killer for a survivors giant mistake which is also BS tbh, but you gotta look at it from both sides if you want to get anywhere.

I support removing the TR restriction from Diversion and just making it a straight cooldown.
Stake Out, on the other hand, I'm not so sure how to buff it to make it better without overshooting it.

Trapper traps Jigsaw Boxes, and pig uses add-ons that make RBT very deadly to survivors.

He only takes a short time to get off the ground, but becomes a vastly better Billy basically permanently, but then also has Legion levels of mid-game stalling by forcing you to heal or constantly reveal yourself.
He has too much of everything going for him, and I really hope they already have some nerfs in line for him. I really hate these people that respond with nonsense like "killers finally have something fun and you want to nerf it??!!1!" Yeah, because you're only finding it "fun" because it's broken in your favour.

Someone correct me if I am mistaken: The EGC timer was 3 minutes when it was originally tested in PTB and then shortened when it was determined to simply be too much time, yes?

I've recently started playing using a Steam Controller. Having the customizable track pad in place of a right joystick really does feel like it makes a difference. At least, compared to a PS4 (and presumably Xbox One) controller.

I think the simplest way to put it is like this: Saying "chases should be balanced around 1v4" does not mean "just make the Killers stronger in a chase and leave the rest as is." It means "balance the game as a whole around the aforementioned premise, chases included."

There isn't a right option to balance around the 1v1 or the 1v4 right now.
We cannot make a definitive answer to what we should balance around currently.
And I do think if a side is more powerful then another side, the side that is more powerful will win if both players and equally skilled.
I didn't ask you about balancing around 1v4 vs 1v1. I asked you about your assertion that if you balance around 1v4, Survivors would lose regardless of their skill.

People still make the save just for the free emblem... sure they go down but they can do it multiple times and if they’re in an SWF... they can do it also... ultimately also removing skill-based MM in a sense of boosting.

The reason for this is that even if the survivor is better, they will still lose the tile and receive a hit even if they were better, but because the killer is extremely stronger. The survivor can be better than the killer, but still get hit. That is how the 1v4 would go.
If we go off a 1v1 balance, the killer could be equally skilled and down a survivor, but because they didn't kill them fast enough, objectives got completed.
If the Survivor is better than the Killer, can they not possibly prolong the chase to give their teammates the time they need?

Does current BT even make good saves though? They’re always around the killer.
I sometimes wonder if killers prefer the current BT because solos would be more difficult to beat and survivors who swf take their cake and eat it with the current BT knowing that they’re kind of shielded by the idea that they only cover a certain amount of the playerbase.
The end result is killers will have an advantage over solos but will be disadvantaged from SWF leading to no real balanced game.
Not saying you see it this way but I feel like if you’re a solo survivor you’ve been bullied by these mentalities.
There's a difference of being within the Killer's TR and being about two inches from the Killer.

Making solos comparable to SWF is a good idea and would be the path if we were to balance around a 1v4 aspect. Again still the problems of the chase is a 1v1 so why should we balance around a 1v4 in the chase but then we have the argument why should we make the chase a 1v1 when everything else is a 1v4
You balance the game overall around 1v4, not just one aspect (the chase).

Killer main; I didn't play during old BT, but from the looks of it, I think I prefer the current BT. Old BT seems like it made bad saves even easier than this one.

Balance around 1v4 SWF. Buff solo Survivors to be comparable to SWF. Balance Killers accordingly.
I'm not convinced by your claims that if you balance around 1v4, then Survivor skill in a chase does not matter.

Diversion:
Press the Active Ability button while crouched and motionless to throw a pebble, which creates a loud noise notification for the Killer at a distance of 10/15/20 metres.
Diversion has a cooldown of 55/50/45 seconds.

Blood and Blood Orbs are two separate things, even though they may seem related. So nothing that affects bleeding affects the rate at which blood orbs are spawned.

I know at that point one could argue that it should be on the Killer to remember who they hooked and roughly when (like one should remember not to place an RBT on a Survivor that ends up dying when you hook them), but I do think that it can show that someone who does not tunnel can still end up triggering DS.

there are ways to know if it was intentional or not, it gets a bit harder to tell but it is possible to know if it was a network cord being pulled or a power drop. there are a good deal of information housed in the packets that go back and forth between the client and the server. this information is available for BHVR to analyze.
What information could one look at to verify whether the Killer was intentionally trying to get this bug going?

That's why I said knowing this now I changed my mind. Your original post was light on the exact details and how it was written didn't paint the whole picture and so wouldn't be bannable as it could have just been a farm begind the killers back instantly without the killer knowing its happening which happens a lot in the game

Not really as this happens a lot. Jumping out a locker and pointing isn't itself considered working with the killer its considered as saving yourself over an other.
Also following and instantly unhooking doesn't mean you are working with them but farming someone as manu do this by crouching under the killers view which itself its not bannable.
Now when it was properly explained that after the first instance they then followed the killer and unhooked them as the killer watches then it became something different and was cemented the second time. With video proof they players would be punished.
How would the Killer not know the Survivor was still there if the Survivor was right behind the Killer? Are you assuming the Killer just didn't think to check to make sure the other person was still there?

They never stated that in the OP. They just stated they unhooked them and were downed again. Context is always important and without knowing all the facts whixh they have now said what the actual OP stated was not bannable.
OP stated that they were unhooked as soon as the Killer hooked them, not as soon as the Killer started leaving. If the Killer wasn't intending on working with the Survivor, they would have attacked as soon as they hooked.

It all depends as the killer is allowed to take advantage of a situation with a survivor being a troll.
Is the Killer allowed to wait for the Survivor to unhook OP right in front of them under the assumption that the Survivor is aware of this and trying to let OP get hooked again? Because at that point, both parties are aware of the other's action and participating in such a way that actively encourages it.

Did you stay and watch them do this to all the others? If not then its just a random troll and you were unlucky.
If the two are aware of the other's presence and actively doing these things knowing that the other will respond accordingly, is that not working together?
