Are Killer players running the perk consecutively against you when you equip flashlights? If yes, the answer is probably because your team was rocking 2-3 flashlights in the lobby.
An argument for Lightborn being nerfed could still be made if Flashlight blinds were based on the previous iteration where Killers could still avoid the blind if they turned their camera fast enough.
Just because you dont run into it every game doesnt make it a healthy perk.
Also what do you mean by that whole 2nd paragraph? The only time you couldnt turn away from a flashlight in time was back in 2017 when insta blinds were a thing. Only time youre ever guaranteed to be blinded is if youre locked in an animation, which is when you're going to be blinded 99% of the time unless you got the reaction time of a rock in water

Flashlight saves don't take any skill anymore. There are perks that eliminite good timing as well as whole extra frames to remove precise timing on when to blind. It's pretty easy now.
Also medkits and tool boxes are far more better.
Knowing how to position yourself is a skill to learn for flashlight saves which cant be said for any other item other than firecrackers and flashbangs (which those 100% take skill to use to squeeze the absolute most value out of them) and knowing when to blind at pallets is also crucial as it can mean the difference between making it to a safe loop and getting hit/down.
Medkits and toolboxes are far better yes, so why have a perk that has completely destroys the weaker options? Should we have kept Small Game and Saboteur's abilities to counter Bear Traps and just say "Oh well there are better options anyway"?
Flashlights are by far the most fun item in the game, and to have a perk completely ruin that stay in the game for as long as it has is mind boggling.

There are 2 perks that I absolutely despise. Lightborn and Mindbreaker
Mindbreaker since the Blindness is so unnecessary and only screws over Solo Q, as well as hard countering certain perks (ESPECIALLY Fogwise). Lightborn since it turns the only skill expressive and interactive item into a glorified glow stick.
Sure they arent the strongest perks out there, but there is no way around them and theyre simply a chore to deal with as it completely takes away one of your tools for the rest of the game.

Bear Traps and Claw Traps are Special Attacks
No Survivor is going to willingly find themselves in the depths of rule 34 or get a buddy on their shoulder just to make you lose 2 stacks of STBFL

Just out of curiosity, where would you rank Legion?
I think Legion is in a somewhat ok-ish spot but comparing him to other killers he doesn't get very high. Not a candidate for D-tier (that's Myers, Trapper and Freddy in that order). I just don't know if I'd put him above Clown (both have their strengths and weaknesses).
Id put Legion at the top of C tier because his power just has more going for him. Clown absolutely demolishes Legion in the 1v1 but outside of that he doesnt really have anything else

The problem is that they can't prevent cheating. Whenever they update the anti cheat system, the cheaters find a way around it. So it's only a matter of time until they need to repeat the whole process. There is no solution other than constant maintenence. Which takes resources. Lot's of them. If the game was FTP, then this might become even more of an issue.
I'm not against the game becoming FTP but we cannot go back to another cheater epidemic.
Im aware but, there are some games that have a MUCH better anti cheat that are also FTP. DbD is also the only game that Ive seen where cheaters basically have minecraft creative mode, and we all know this is something that can be improved.

Other than the chad MoM build I use, my "optimal" solo queue build is:
Sprint Burst: Best exhaustion perk, can get away with a lot more risky plays thanks to it and can also discourage the killer from initiating chase if enough distance is made
Bond: Crucial for Solo Q, knowing where your teammates are while in chase to avoid running into them or to find some one for a quick heal is basically multiple perks in one
Resilience: Increased vault speeds in chase make them a bit safer, and in some cases makes some loops completely safe by giving you a bit more time to react to a killer (Some times swapped out for something else)
Object of Obsession: Possibly one of, if not the most underrated info perk in the game. Being able to see where the killer is every few seconds is a great tool that also works while in chase. It also tells you what perks or add ons the killer is running which allows you to play around them. Lethal Pursuer also buffs the perk by giving it extra time.

A game of cat and mouse where 1 person takes on the role of the killer and 4 take on the role of the survivors. Survivors must work together to repair 5 generators to power an exit gate and escape, while the killer tries to halt their progression by putting them on sacrificial hooks.
While the game is simple on the surface, there are plenty of variables that make each game different from the last. No matter what side you play, you dont know what youre up against.

It's annoying sometimes, but if you just check your ego and expectations at the door, accept you aren't the best and will lose and lose badly from time to time... if you do your best and treat every loss as a "it was bound to happen at some point" and just move on... you can really have a lot of fun and have very little actually get to you.
DBD feels like an unreachable skill ceiling... like chess. I'm not even mad if I get rolled by a Nurse, or glashlight saved 3 times by the same player who then loops me for 3 gens.... just means I've still got a loooong way to go before I'm truly bored of this game...

The game has everything a FTP game normally has, plenty of DLC's, lots to grind, a battle pass, and tones of cosmetics. With all that it should go free to play, how ever the only thing keeping cheaters at bay is that price tag. We've all seen what happened when it was free on Epic.
But if they can get a proper anti cheat goin, I think the game going FTP is more than fine and would probably bring in more players.

Wouldn't that be too late? What use is it to see everyone's perks during the loading screen? You won't remember 4 perks on 3 different people and you cannot change your own perks anymore.
I'm not against it but I'd rather see the other survivors' perks in the lobby.
Oh yeah I think seeing it in the lobby would be great too, but seeing it in the lobby screen to give it a final looksie would also be beneficial.

I wouldnt be opposed and know that hes going to make his way into the game eventually since he's probably the most requested license since Stranger Things came back.

Legion isnt the best killer by all means, but he aint any where near the bottom.
The strongest aspect of his power is definitely the information. Knowing where basically everyone is at all times is a very strong tool, especially when theyre more than likely injured.
Sure he doesn't really have a chase power, but a Survivor thats injured is a lot less likely to take risks, which burns through their resources faster.
Could he receive tweaks to make him better? Absolutely, but hes not in dire need of attention

It really depends on the realm on which one I liked/disliked more
MacMillan: There are some good and bad changes, but for the most part its bad. The blue hue being a BIG part. It had an almost iconic feel to it and its one of the first things I think of whenever I think of DbD's maps. How ever the main buildings of the maps look much better than how they use to look.
Autohaven: Relatively the same as before, honestly I feel indifferent about the change
Coldwind: Might be controversial, but I think this is the best Realm Beyond BY FAR. They absolutely nailed how disgusting and rancid the place really is, and the lighting is a big part of that. Thompson House is my favorite map aesthetically, as that main building is actually beautiful.
Asylum: Definitely looks better, main buildings look great, and the carnival is fantastic.
Haddonfield: Looks great! Plays like ######### and that ruins the whole thing completely
Lerys: When the rework was initially released it was my favorite map in the game, the feeling of the map as well as the lighting was fantastic. Then they brightened the map and it doesnt look nearly as good
Red Forest: This map is so close to being perfect, just needs the lighting to be adjusted
Badham: Looks better, cant count the pixels on the car lights anymore
Gideon: Looks fantastic, definitely one of the better reworks with all the references.
Yamoaka: Looks good, not much changed from its original itteration
Ormond: Another great rework that absolutely nailed the feeling of an abandoned lodge in a snowy wasteland.

If they were the only 2 left there is actually a way to do deal with this
Pick up the No Mither, and then drop down at the part of the railing where the 'control room' is. Once theyre on the ground, climb back up and wait at the same spot you dropped. If they pick themselves back up you can drop down and smack them back on the ground, which should then give yourself enough time to reach a hook. The one without No Mither can just be slugged.
Is this a fun way of dealing with it? No. But at least you're not waiting for the server to time out

This is objectively wrong because very good killers have proven they can win regardless of what the survivors use. Momo is undefeated as a Blight main, for example. If SWF truly is strong, he and other good killers would lose. It simply has no logical reasoning to think high experienced goes to survivor. It seems to be killers are overpowered in both lower skill and high skill too.
I agree with OP that the game has severe balance issues and it really is mind boggling why it is not addressed.
Momo is also some one who uses the absolute best of the best add on and perk combo to achieve this, and hes against teams with a wide variety of skills thanks to how inconsistent matchmaking is.

Everyone looks back at the past with rose tinted glasses, no matter how flawed it was. The worst change BY FAR is the community, and the way it ended up was basically completely out of the devs control.
DbD's toxicity has devolved from generic ingame bm to everyone thinking theyre entitled to a win every game, and if not they lost to subtle cheaters, (not claiming they dont exist, but 99% of the time its just pure copium) and because of the above some even resort to spend money on a monthly subscription to rage hack.
The community was so much better at handling all the bs that was thrown at us, and its something I know aint coming back anytime soon.

Before Talbot succumbed to his addiction, he showcased immense strength by capturing and restraining several killers to experiment on them.
Bubba has also showcased immense strength, and towers over David.
Trapper can quite literally set a bear trap in seconds and with one hand.
Wraith at no point showcases any form of strength other than being able to win a fight against Aazarov.

I played 2 games of Survivor yesterday and both of them were killers who slugged me and the last guy for no reason. Crawled under a hook just to show her I couldnt wiggle and still, just let me bleedout
Also had a couple of them a week ago, but I aint gonna complain about 2 games in like 30/40+ games

Sadako's dework with a few tweaks proves it can be done. Dont see why the same can't be said for Freddy.

He's one of the killers where theres surprisingly so much to learn. Ive lost count of the amount of cheeky traps Ive learned thoughout the years. Best ones I can think of atm is RPD West side entrance upstairs to the waiting room, in chapel main at the corner of the upper stairs, and Sanctum you can shove a trap under the planks

Trapper, Whispers.
Its always been a very good perk, and is probably the biggest victim of power creep. Best way to play Trapper is to have a "territory". Some times you need to step out of it to go grab a trap and Whispers allows you to know when you have time to do so. It can also let you know when its not the best time to set a trap since youll know someones nearby and can possibly see you setting that trap.

Red stain is the enabler for mindgames on both sides. It provides information to Survivors yes, but only the killer is able to manipulate it.
Red stain also doesnt have much of an impact on safe tiles, just play Ghost Face while stealthed and youll see what I mean.

Nemesis is a tricky one considering you can't really add much to his power without making him EXTREMELY unfun to go against. There's a reason why his power essentially takes 3 hits and that's because he has one of the best 1v1's in the game.
Zombies are cool and all, but 90% of the time they don't do anything which is frustrating for the Nemesis player, 9% of the time a zombie just refuses to leave a gen and its just frustrating to deal with, and the last 1% they actually get a hit/happen to be nearby to zone a Survivor.
Adding some of his add ons to his basekit doesn't necessarily fix his issues. Would it be nice? yes, but he's still gonna perform very similarly if not the complete same.
Making him 4.12m/s in tier 3, or hell even 4m/s in tier 1 or 2 would have the same problem as above, would help, but not enough to make much of an impact.
All that being said I don't think his basekit needs much attention, his add ons how ever do need a bit of a looksie.

Trapper
Him being the poster boy is for a good reason. His design is obviously inspired by classic slashers, but he still has his own defining features that separate him from the rest.
This is something that was missing from VHS, most monsters (especially werewolf) didn't have much to differentiate themselves from other media.

The only perks that give a higher boost to repair speed than 6% are prove thyself, overzealous and sole survivor. Prove Thyself requires working with someone, overzealous requires cleansing/blessing a totem, and sole survivor requires you to literally be the last one alive.
Meanwhile with deja vu, you just get the boost if you work on one the multiple generators shown to you at all times. And since it's 3 generators, at any point after the first gen is done, that means this boost applies to half or more of the generators in the map.
Yeah, its boost is meant to only work on those gens as its meant to break 3 gens (which btw is still going to be a valid option after the patch, just not chess merchants level of valid)
Also it only saves about 5 seconds, which is barely anything and serves nothing more than increasing serotonin levels from seeing a yellow bar.

I mean I can answer the "fair and allowed" part. In no way is it anyone elses fault other than your team that you all went down 5 minutes into the game (hell some one was already stage 2) when you still had the majority of resources at your disposal.
As for the actual slugging part, it is 100% frustrating and never feels good to be on the receiving end. I have the unpopular opinion that the Finisher Mori system wasnt nearly as bad as people made it out to be, and it should make a comeback with a few minor tweaks.

Deja Vu's measely 6% is not the reason why its picked. Its because of the information it provides.
This is probably one of the last perks in need of a nerf
