The item you listed in question is already busted af and you are a bit of a sweat lord for bringing that in the first place. Personally the charges being lost overtime I always thought should of been Overwhelming Presence's job but you know BHVR in all their boundless wisdom decided to give it to franklins.
90 seconds is the perfect mark, cause the charges deplete over time.
By playing the game normally and not needing to camp an item you would get it depleted progressively. After all, you're gonna hit the survivor with the item multiple times, not just once.

This, in my opinion, was easily the best and most well-designed perk in the entire game. Not to mention one of the most balanced ones.

In conclusion, this perk had everything that a meta perk should have. A powerful effect, a touch of RNG and counterplay.
No wonder it lasted for as long as it did. Only wish it was still here.
I've seen you mention old ruin before.... You have quite the fetish for this perk.
I fail to see how OLD ruin was balanced at low ranks. Enlighten me.
Most importantly, I fail to see how it wouldn't be BEYOND broken with Undying. I fail to see how every killer would not choose to run old ruin + Undying combo for a free win.

Because all this game needs is more RNG to decide your fate. We already have to deal with dead zones as survivor & pallets spawning near others as killers.

Yes, here's the problem, it affected the primary objective at all times, without the killer doing anything, no skill involved, nothing. Killers who ran old ruin pretty much 99% of the time and say that Unbreakable & DS take no skill are hypocrites.
New ruin, at least you need to do something about it, how oppressive it is, depends on how good the killer is & is not exactly a free carry. I've had enough killers in the past DC as soon as their ruin was broken... like it carried them & couldn't win without it....
Not to mention the number of variables involved in hitting a skill check from old ruin. For example, simply having a bad day will be a big factor in whatever you hit the skill check or not.
Old ruin was like a cow that kept giving milk. It was abused so much it eventually got killed/died. This whole discussion awoke PTSD in me from seeing doctors run this perk with Lullaby, reverse skill checks & Unnerving Presence...Yes.... It was... very balanced in this category...

Devs nerfing Stridor & not her goes to show there's not going to be any nerfs to her anytime soon, mainly due to the fact that they have no idea how to nerf her, despite all the feedback we've given....
So, Yes, you can play her, however, instead of choosing Stridor, you can now choose another META perk to fill that slot in.

Edit: Forgot to mention, this is a band-aid fix. If you nerf a perk, making it more useless than before & not the killer power directly, it's a band-aid fix.
Edit 2: At least for 3 months, until the next mid-chapter update, IF,spirit is going to get changed, and that's a big IF as there are other issues at hand that also need to be addressed.

Unlike Surge, I can actually see why Franklin's is an M1 perk.
Wouldn't mind Surge being an attack that can be triggered by all attacks except for ranged attacks, Shred from Demo, Hatchets, Pyramid's Trails, etc.
Blight's Lethal Rush could trigger it for example.
However, I'd like this to keep this discussion for another topic.

Goes to show how killers also can abuse the DC penalty being removed & be absolute cucks about it, not just survivors. Although, the killer mains on this forum will choose to ignore this.

I use Q & E for billy, Mouse is just way too sensitive....I use the mouse to thread the needle sometimes

Thank Christ knockout is a basic attack.
A terrible perk to see from the survivor's POV, especially when it comes to the visuals & sounds... Imagine if blight's rush activated knockout.... Slug Nurse 2.0
Surge I feel like it should allow some attacks, ranged attacks are out of the discussion.

Honestly, this might arguably make him more fun to go against because he spends less time setting up so the chases can actually begin earlier. Chases are already the most fun part of the game and you're most likely going to still be on the side of the map without any traps. It's boring to just hold M1 for 3 gens and then he's set up a web at the opposite 3-gen so it's a slog.
Chases would begin earlier but he would be able to cover more areas with traps & the basement will be more way more lethal when going against him.
At some point, you are going to end up in his web somewhere & it's going to be bigger than before.
You're not going to see him significantly more, but you're going to see him more often.

Back to actual topic it'd be no different than it is now. If people hate trapper (like me) they can just go and hug the trapper all game disarming his traps so you know where you can and cannot run.

The other half is held by survivors & by their views on him.

I can tell you from my experience, pretty much last night, where I played with 3 other friends.
I was rank 2, one rank 3, one rank 6, and one rank 10.
In all of our matches, we had red rank killers, rank 1 or 2.
If anything, it's the weird DBD matchmaking at work. I've been sent against green ranks quite a few times last week when I was playing Solo Survivor.
Unless I'm misunderstanding something... by high rank you mean those that are rank 10+ or the ones that are red ranks? DBD ranks are as confusing as ever...

The high rating for this perk has to come from how much of an impact it had when he was playing killer and encountered the perk. It's not a common perk, but it has a significant impact if done right.

No, this does not work in reverse; Survivors can, and will, run META on all 4 Survivors in every match, ever, and the Killer cannot complain! 😁
