Those were just some quick ideas especialy Forced Penance. Maybe Coulrophobia would be another perk to consider however Thrill of the Hunt should beat them all in terms of time efficency. Also Thrill has some other uses than just delaying Boon placement.
The problem comes down to Killer time being more valuable than survivor time. Same for Killer perks. The ratio is pretty much 1:4 and as such it is just a bad decision to take 1 perk as a Killer just to counter 1 survivor perk as Boon perks only need to be used by a single survivor to affect all of them.
At least something like "Mindbreaker" is countering 4 perks on the survivor side because almost every survivor uses an exhaustion perk. Sloppy also affects every survivor as healing is a basic ability.
Damn these Boon things are hard to deal with on paper...
thrill got its notification removed and only really majorly increases the time of turning a hex blue (which is a one time thing if they successfully get it off), it won't see much use now
coulro is a 50% heal speed penalty that already didn't fare well vs stuff like we'll make it/we're gonna live forever, how's that supposed to contend with area we'll make it that stacks with we'll make it
sloppy would be fairly good at its job if mangled also reduced medkit charge efficiency (because you just turn 16 sec self-heal with medkit to 20 with sloppy, might as well use franklin's) but it doesn't, and circle of healing exists that cannot at all deal with 16 sec self-heal (20 sec) or 8 sec medkit self-heal (10 sec)

Time to bring some perks to counter these issues.
Nurse Calling to find the self-healing survivors, Sloppy Butcher for more penalty to healing and maybe even Forced Penance to inflict the Broken status effect on those survivors. Maybe even use Bubbas add-on to apply the broken effect to them when you play him.
Wraith will feel this impact very much because his most powerful playstyle was hit and run to juggle survivors off generators. This has gotten much harder with this patch and I think many Wraiths will try to run their add-on that added the Sloppy Butcher effect to their ambush attacks.
Self-healing is very powerful no doubt about this. I want to get that Boon perk as soon as possible to just to try it. And there is nothing wrong with admiting that survivor got a huge buff in this chapter.
circle/shadow combo massively > nurse's calling/sloppy butcher, forced penance is a meme and broken addons are pretty specific and niche, not sure if they'd be particularly effective since it just redirects them back to gens instead of resetting

you can fit circle or step into your build pretty easily, ds deliverance sprint burst circle/step is quite powerful and you can force an optimal map for circle of healing (biggest ones) or shadow step (more compact + godawful loops/corners like farms/rpd) via offerings

broken key should spawn with the yellow survivor aura addon in-game without ace in the hole and should have higher base use
a lot of addons need their effects looked over 'cause the power differentials are massive
medkits need a speed decrease on self-heal and either an increase or charge reduction on heal others
toolboxes should be repurposed for environmental screwery/sabo rather than gen repairs honestly
and personally i feel like what keys needed was a 5? sec hatch open animation that resets if you don't complete it and hatch immediately closes afterwards i.e. one key = one person, if the next survivor is then the last one in trial egc is immediately triggered rather than staying open

if you get rolled by a 5-stack devour and the killer wasn't hard proxycamping it (i.e. it's the only totem else they don't know where it is) then your team probably just wanted to push gens even when 3-stack was revealed which is almost always loss unless literally on last gen

I don't deny if I had to rank killer's it would be in favor of Myers but I have seen so many when I started and it was easy times even when I sucked at the game, I don't deny outside of a real match instantaneous death isn't a win. Killer's Tier Top 5 regardless of what is used but you must factor in skill on this because otherwise it's just stupid
Blight, Nurse, Trapper, Twins. But this is my personal experience and my experience.
find obsession --> start chase --> back off a bit and stalk, chase drops very quickly --> start chase, quick catchup due to 120% --> wait for pwyf cooldown --> back off a bit and stalk, chase drops very quickly --> start chase, fast catchup due to 125% --> wait a bit less for pwyf cooldown --> walk away as it's coming off cooldown, receive 130% speed that never degrades as long as you only instakill grab people, or if you used all that time to pretty much fully stalk obsession + some of a bystander and got to pop t3, just gank them right then and there, 130% is impossible to get away from and even if they locker, take your free hook and nascar your way over to someone who has no idea what is barreling down towards them
receive won game, it literally only takes a minute and a half if get it down right + run into obsession early, two at worst perhaps

it's a bit of an outlier but that is often how it goes in general matches
but regardless i've killed three people with tombstone piece before without timing it so that it ends before kill animation and doesn't completely gank your stalk meter, it doesn't actually increase stalk required by a substantial amount
doing that requires very good stalk management sure but if you're just running around with 130% movement off play with your food like i tend to then it's not like survivors can do much about you pinballing around ganking people anyway
and otz himself says 'tombstone piece is better for winning but what kind of win is this'
but regardless tombstone piece is ungodly powerful and both a game-dominating and game-ending addon on a good myers
we all know myers receives the absolute fattest brutal killers and entity displeased..s so that's hardly relevant come on, now really

my larger point is given it just sponges up totem slots while only being a singular chance to trip it (if it literally spawned two haunted ground totems and it became a mad dash to find another hex perk and punt it to try to overlap the durations while threatened by instadown then fair enough, sounds actually fun) it's not really got that much going for it and is heavily overshadowed by more reliable instadown perks like make your choice and devour, its totem slot eating gimmick won't carry it either come boonpocalypse because it's just very 'safe' design for a perk
'safe' is boring, and they've been buffing 'safe' killer perks, so here's hoping haunted gets that too in stealth/true 2-totem form

Do you realize that a single tombstone is a huge amount of stalking? You actually have to cap out on 1 person then 1 person and anhalf I believe, the amount of stalking it takes would cause the survivor's death if they let him stalk that long as it isn't hard to use lithe and get distance or sprint burst and cut the line of sight for both tombstones you have to actually cap out on 3 survivor's and the 4th a bit I believe it is mostly for the movie effect of the music the knife stance and instantaneous deaths an getting them within the last gen because that is how long it takes is usually not viable, then one tombstones I believe you can only get 1 kill then never enter T3 Again entirely. This one is the rare version of the red instantaneous death. So I hate to say it there is a counter to this. Pay attention and get out of sight.

I won't argue with that. My point was she's mechanically the exact same, so you don't play Spirit and think "man, her phase feels slow and clunky," you just feel "man, it feels like everyone always knows what I'm doing now." It's 10000% going to negatively impact your experience, just not with the actual mechanics of the power that make her feel like a Spirit.

double activation speed being a glitchy spirit that'd stop moving and two seconds later lunge at you suddenly was my primary setup

Direct equivalencies can be spurious to an extent, but...
Farming digital assets is incredibly power hungry and probably one of the most wasteful processes when you consider what its used for. NFT's are basically built on this infrastructure making them completely useless pieces of virtual bling for people who have more money than braincells, and no qualms about burning a carbon footprint the size of a small country to have it.
Unfortunately nuclear isn't much better of an option because the biggest pollutant from nuclear power plants is actually hot water. Hot water contributes to eutrophication of lakes, rivers and ground water which not only has all kinds of ecological effects but is a great releaser of Methane when allowed to make hypoxic thermoclines in large bodies of water, which it readily has.
Sure a one for one comparison between nuke and coal is gonna make coal look really bad but its kind of like comparing acute injury to chronic injury. Breaking your arm is bad and has long term effects which are immediately apparent and impactful, but the slow chronic long term build of of repetitive stress in your arm from constant pressure can be just as devastating if not worse in the long term. That's kind of the nuke vs coal comparison.
So the idea that nuke has little or no effect on the surrounding environment is largely untrue. Especially when you consider in this case its being used to generate digital currency at an alarmingly poor energy to output ratio.
I'll say this, that there is often a hyper focus on old growth forest when it comes to conservation. While its very important as ecosystem the focus on its preservation often overshadows other vital ecosystems that are just as important and often more threatened, mainly being wetlands, grasslands, estuarine and pelagic environments. That often have higher biomass and carbon potential, not to mention the importance of fresh water on the whole, than a lot of old growth.
My point is the "save the rainforest" rhetoric is a common conservationist trope that's often not that helpful. It does at least bring up the point that the un-necessary waste from digital farming is a big drain on energy which is a big impact on environment and it doesn't really matter where the data mining center is built it still contributes.
fission ain't a wonder solution to power, maybe fusion could be that if it went the distance to viability
but there's just no way it isn't the best mainline load option available regardless of its quite significant downsides, the most pertinent being radiant scorched earth if the right few people get complacent at the wrong time
even if one creates a magic energy cube that can store solar/wind so that their load can take over the mainline, the resource extraction and manufacturing involved in them, particularly the newest omega turbines is quite.. substantial, to say the least
but storage is hell and for most locations that just leaves coal and gas to contend with uranium/thorium, and one is massively cheaper

That is dead, and with its death BHVR has created another Nurse main.

I do agree, however, you are bringing up the game's balance as a whole. I will throw in the point that
1. This change negatively impacted a single killer, so although killers may still play despite these changes, they may just not play SLINGER.
2. Even if a killer is objectively weaker, I think what matters most is the feeling that you have while playing them. For example, Spirit is now weaker, as she gives more information, but the feeling of playing AS her is completely unchanged. I don't expect Spirit to be thrown in the trash by people who main her. Slinger, on the other hand, had his gameplay experience heavily tampered with, as his power was all about those quickscopes and his stealthiness. His TR increase mostly affects how the Survivors feel when playing against him, so it's probably not something that you're going to immediately notice as Slinger, but his ADS time is what really hurts his appeal. Even if Slinger was the same exact strength as before, I feel these changes would still ward people off from playing his new version.
i'm going to be super real with you as an ex-non-headphone spirit main
being constantly juked and pallet stunned by headphone survivors that know where you are in phase is a very, VERY jarring change to gameplay from her pov, and good ones now just loop you inside and outside of your long cd power
even vs lower-end survivors that made major mistakes that are the basis of killer gameplay, her addon set was ravaged, and it was such a solid set, possibly one of the only consistently good sets they ever made, maybe slightly outdone by wraith

Also, I am a raging liberal, but I agree with you - nuclear is one of the cleanest, massive sources of energy, that would solve MUCH of our issues.
And lastly, you're leaving out hydro power, which is fast coming up as another energy source. They've now made water turbines that are small enough to be put beside a river and can power multiple (not a lot, mind you) houses. The technology is growing leaps and bounds.
hydro is quite respectable but mainline-tier stations tend to be an ungodly undertaking (even compared to nuclear) and is super location-dependant, can pretty much slap reactors wherever (though if recent events are any indication, on tsunami-prone coasts that are also rather geologically active can have some undesirable effects), that and a lot of the big water reserves keep drying up, the massive dams are quite a wonder though, smaller is interesting nonetheless, something similar occurring with mini fission reactors

And then you're ignoring how CO2 emissions from things like equipment to do that farming as well. The only truly "sustainable" source of nutrients are sealife, provided we don't overfish them. my first positing would be that it's an unrelated issue given the power net supplying the dumb datacenters could be primarily nuclear if say in france and have little to no effect on the local or global environment
it's probably usually gas or coal though because people hate nuclear and thus their lungs, but even so, rainforests? are these nft centers cropping up in the desolated clearings of south america
