I'm starting to not see the value in the 4% attempt. At this point it is just an excuse to get around the DC timer. If you have deliverance it can just I've you an activation prompt.

That is literally what immersion is.

I think gens feel like they are going faster simply because killers before could, let's be honest, run to stop a hook save, then LET you get the unhook for a free instadown on the victim as their feet hit the ground and put them back on the hook. It's what Borrowed Time so critical.
It was an instant second hook state. Now, there's a second chase involved. It's common for unhooked Survivors to make it to windows or pallets, where they can make up those lost 10 seconds of added gens time.

If you tunnel as a killer? Prepare to be screamed at nonstop in endgame chat.

If as survivor, they bring 3 commodius BNP, with genrush builds, and one looping build, and finish all gens within 4 minutes and nonstop BM the killer at the exit gate, the killer is not allowed to complain, otherwise he is a terrible human.
Its just how games where 4 players play against 1 work, the survivors have a much larger voice.
Don't forget you aren't allowed to AFK, either! NOT playing the game ALSO ruins games for Survivors!

It’s a game.
There are no guns to grab. Where would a Survivor even find one? It's clear the entity removed them. Even the military/cop characters had their holsters emptied. The only time you see a gun is in the RE trailers. And it didn't even do anything!

Regardless of how right the OP is, just because you're playing as a serial killer doesn't mean you have to behave as one. It's still a game.
Besides, slugging the last person to death while you teabag their body is toxic, but isn't exactly the most "killer"-like behaviour. People sometimes are just a**holes and that's about it.
If you think Killers do not treat their victims horribly before finishing them off, I have some movie recommendations for you.
Also yes, you should behave like a serial killer. It is how you win. This game is not tennis and does not follow its rules for "sportsmanship".

Neither side can really win in this meta. Killers routinely won't even chase survivors anymore unless they're near a generator. Survivors take a hit, run to the boon totem and heal, killer kicks the gen in the meantime, eventually the killer finds an easy target, someone gets hooked, maybe a gen gets done, but eventually that easy target gets knocked out of the game and at that point 3 survivors can't compete against a gen kicking killer anymore. That's how most games go and end.
Both sides, I think, need some of their gen rush and gen kick tools declawed - for the health of the game.
There's no incentive to chase.
The only reason to chase for that long outside of your gen patrol range is to give satisfaction to the Twitch streamer SWFer looking for content between hits of his vape pen while he insults you for literally everything.

3gen themselves, then sulk - and spend the next 20 minutes hiding in a locker or a bush in some weird corner of the map, using <redacted> to never get AFK crows in the hopes that you DC.
Those are the games that make me lose my cool.
The 3gen thing can be a pain, but at least you can just bumrush in and if you die, you die.
I once had a pair do that to me on old Coldwind.

Christmas Eve. Last game of the night before relatives arrive. So fire up Demo, chill perks and a flan.
Get sent to Garden of Joy by 3 comp players running Fogwise x2, Hyperfocus x3, PTS x1, Stakeout x3, DH x3 and a BNP a piece. And the infinite spawned in the main structure.
I'm an okay Demo player, but there was...just nothing I could do. Gens flew, Fogwise meant that they could see me coming a mile away and I ended with...I think 3 or 4 hooks total, two of which were on the solo. Postgame, I realized that the least experienced of the three had 7k hours, with me at <1k split between survivor and killer.
How exactly do you outskill that without knowing the sort of team you'll be facing before you start the game, and just bringing your strongest killer and perks?

I didn't say harder. There's just a difference between losing because you lost (even tunneled), and having a nightmare drawn out and out and out because you are getting bagged, clicked, Head-On'd, flashbanged, and having the egc milked for every last possible second.
The only solo queue equivalent would be Mr. Knight's 3 Gen Jamboree.

The previous meta gen kick perk was pop, which required a hook, was only active 45 seconds, and worked on only one gen. That kind of change would make the incapacitation far less common/oppressive.
It already HAS restrictions. You have to kick a gen already in progress, find a survivor, chase them, hurt, chase them AGAIN, and then down them.
To extend the game by a variable number of seconds, which could potentially be zero.
In comparison, Dead Hard can undo an entire chase of mindgames by pressing the E key when hurt.

The big problem is how efficient this is, technically speaking it’s the most efficient way to play killer, make the game 3v1 as soon as possible, so how do we fix that?
Add incentives for the killer not to tunnel? Add buffs to the recently unhooked survivor to make tunnelling harder? Revert the DS nerf? Make ‘Off The Record’ base kit? There’s countless possibilities that could be implemented and I really hope something gets done soon.
A person's playstyle is not bottlenecked or gated based on how many gens are left.

Per-killer MMR precludes the option to switch killers. You could queue with a low-MMR killer then swap to Nurse.
Killers are supposed to have the advantage that they can see the survivors and their items, however. The problem is that last-second swaps can deny this advantage.
TBH the fix is pretty simple: survivors have to lock their loadout in 45 seconds. Once their loadout is locked, the killer can still change theirs for another 30 seconds. This increases the lobby timer from 1:00 to 1:15 but prevents survivors from denying the killer their knowledge advantage.
I think this is the right approach. You can still switch, but there is a lock after a certain point so there is no last second stuff.

The problem with eruption is that the perk removes your character from normal gameplay for an extremely long time. Every other mechanic in the game that does this has some method built in to at least mitigate or avoid being forced to idle as a survivor. Not having that is, among other things, simply poor game design.
Being a PvP game, the most common ways a survivor is removed from normal play involve direct interaction with the killer player. Being hooked, slugged, or killed/sacrificed all have counterplay depending on how the survivor (and killer) plays. And being human, there's always a chance of error on either side of the equation.
There are only two ways to disable an opponent in DBD that both don't involve direct interaction with your opponent and have no warning or telegraph to avoid (consistent counterplay, as you put it). Those are Blast Mine and Eruption.
Blast Mine expires after 60 seconds, must be earned before it can be used at all, and can only apply to one gen at a time even once earned. Blast Mine is also one of few perks in the game generally considered to be 'fair' by both sides, partially because of these restrictions. Even then, Blast Mine is only a 4 second stun and would need to be a roughly 6.25 second stun to be comparable to eruption (which is ridiculous).
Eruption has no restrictions to when it can be used, can be applied to every gen on the map at once, and never expires until it is used. There could possibly be an argument for the cooldown if the Eruption cool down applied on gen kick instead of on activation, but as it is, the perk is effectively always available.
And that is the current problem with eruption. The perk needs restrictions to use or a warning or telegraph so it can be avoided completely.
And it is your last sentence that is the problem. No, it should not be able to be avoided completely.

Overall, killers will still prioritize Eruption. Because with Pain Res, the counter for ALL survs is just too easy.
It is true that Eruption is pretty much better than the other options. Because the control is in the Killer's hands. Pain Res is at the mercy of RNG placement, Call of Brine can be gen tapped and left by a lurking survivor, etc.
So there is a gap between its usefulness, true.

I do. Previously Eruption was an issue because there was nothing you can do except not do gens at all. Which is dumb, obviously. Unless you knew for a fact a gen was never touched that game, you pretty much blundered into it.
With the new HUD telling you someone is now in chase, you now have to make a judgement call. "Do I stay on it a bit longer, or do I get off of it?"
And there are people that are like "Well, that's not fair because you can't know for sure!".
Because they demand counterplay that literally works 100% of the time. And they don't seem to understand that in a 4v1 having the power to completely negate and shut down an action from the 1 by the 4 is horribly bad game design.

If you're off the gen for even 7 seconds, you have stalled your progress on that generator even more Eruption would have cost you over the entire 25 seconds of regression. The incapacitation effect needs to go. It still gives 10% instant regression and a scream. That's more than enough for a single perk.
Then that is where you need to make a read and make the call. Do I get off or not?
Some people want perfectly spoonfed "counterplay" that works ALL the time.

Except the generators don't have feelings and aren't going to be upset to be removed from the game right away. That generator doesn't care that it's been completed. It sucks to see gens start to fly as the killer, sure, but the game isn't actually over until those gates are open and people have left. Up until that moment, you can and absolutely will be able to still get kills. It's just that most people don't want to keep trying when they aren't getting a blowout victory as a killer.
Here's a hint: Stop playing sweaty. Play for fun, lose until your MMR is back to where you can play for fun and still get kills. The harder you play, the harder your games will be.
The "feelings" argument goes out the window at Mach 4 as soon as you remember Survivors don't care about Killer feelings.

Yep. I would. In fact, it would be a perfect time to start putting progress on a brand new gen. And again, if your Survivor pal just ran the killer for over 30 seconds, grats. Every unkicked gen just got 1/3rd of all its progress done from a SINGLE CHASE.

There's no difference between the Pain Res counter and the Eruption counter. You simply stop progress right before a specific action, then proceed.
There is no such thing wtih Dead Hard. You have no idea when they are going to Dead Hard. They might not ever. They might be exhausted and you don't even know it. A killer MUST get downs to get Eruption value and a killer MUST get hooks to get Pain Res value. And both these things are becoming predictable in the next update.
There is no such thing for Dead Hard.

Nothing in your arguments addresses the fundamental problem with Eruption: its design only increases incredible imbalance between solo queue and SWF. Your suggested strategy for countering Eruption (staying off a gen until injured survivor goes down) still heavily penalizes solo queue simply because they don’t have the advantages of comms.
I play a lot of killer and I don’t understand why other killer players feel the need to defend a perk that is simply designed to curb stomp solo queue teams. If you need a broken perk to win against solo queue, you are just not a good killer.
Sure I see how that works. But we aren't talking about what a killer needs to win. We are talking about whether or not Eruption needs a nerf, and in the wake of this developer update it won't after the changes go live.
Your example is like complaining a killer brought NOED during a game that never went to powered gates.
You can't say a perk is broken because it is less harmful to SWFs. That is damn near everything that can be mitigated with information. But the new developer update takes the mystery out of Eruption.

You only can do that when you see the obsession beeing injured and chased, just by looking at the HUD.
But for the other survs you either need line of sight or comms as you have no idea when a chased surv is going to go down. Sure you can use audio ques and can make predictions, for example shortly after someone got hit with the Endurance effect he/she most likely will go down in a few seconds. But this can be also alot of wasted time if your gen wasn't even kicked or a certain surv just has the chase of his life, lol.

And well, with everything you mentioned, the Survivor can still do more than with Eruption... Even when slugged they can at least recover, which is some form of Progress. Incapacitated blocks everything (except for Unhooks).

And in general, your idea of just letting go of the Gen once a Survivor is injured is just super-bad. Even IF the Survivor is decent in Chase, this does not matter at all if there is no Gen Progress.
Eruption/Incapacitated is just really, really bad gamedesign and needs to go away. If there would be a Survivor Perk which disables everything a Killer can do for just 10 seconds, there would be a big outcry. But it seems to be totally fine that a Killer Perk can disable everything a Survivor can do for almost half a minute, with a Cooldown which is just slightly longer.
There would be a big outcry because there's one of him and four of you.
A lot of Survivor mains forget this aspect of game design.
The killer NEEDS ways of making it so you cannot take actions. That is why people get tunneled. That is why people get slugged. That is why perks like Thrill of the Hunt and Sloppy Butcher exist. It is why the Mending mechanic exists.

Not if every Survivor stops repairing Gens to avoid Eruption.
Why would you EVER need to get off a gen that wasn't kicked? You act like EVERY person would need to drop what they are doing anytime a chase started. If you get on a gen that has seen no action all game, there's zero reason to get off it.
