I'd say this is because the majority of survivor perks are really, really, -really- bad. Ranging from 'does nothing of significance' (Corrective Action, Diversion, Fast Track, Friendly Competition) to 'really niche and unlikely to be impactful' (Boil Over, Breakdown, Kinship, Left Behind) to 'actively detrimental' (Calm Spirit, Autodidact, Potential Energy, most boons).
There's relatively few that are consistent and valuable, which causes them to rocket to the top of the charts.
I think a while back, Otz had asked his community to tally how often they saw certain perks in their matches, and despite each match having four times as many survivors as killers, there were more survivor perks than killer perks that had a 0% pickrate.
There's just a TON of dead weight in the game with perks that just have no real reason to exist. I do think it's solvable, but it would require a colossal balancing patch.
I agree with you. There are so many useless Survivor perks. Premonition, Red Herring, Poised, Solidarity, Calm Spirit, This is not Happening, Power of Two, Collective Stealth, Corrective Action, Rookie Spirit, Better than New, Blood Pact, Cut Loose, Dark Sense, Inner Focus, Low Profile, Pharmacy, Quick Gambit, Up the Ante... just to name a few...
Perk diversity is really important and making useless/niche perks more fun or realistic to bring should be a priority but BHVR is too slow and take the smallest baby steps with meaningless number adjustments every 3 months...

You already know it, you get shards when leveling up your devotion, that is what the Devotion System does.
You get shards when you Level up. Not when your Devotion goes up.
Please show me what the rewards are for going up from Devotion 1 to 2 and so on. :)

Its still a system, it rewards you. it dont matter if devotion level dont make you get more shards or not. That wont make it not a system.
No? It doesn't reward you. Please show me proof what the rewards are for Devotion levels. I'm Devotion 18 at the moment what was my reward for any of it? Leveling up through 1-100 rewards you with Shards. Devotion doesn't do anything more than a number change.

Im a personally so dead inside about ranks, devotions and prestige systems, its so obnoxious to explain to my friends, I rather tell them to just play the game.
"Devotion system" doesn't do anything. There's no "system". It just resets and you start from Level 1 getting the same rewards you would have gotten regardless of your devotion. There isn't a reward for going from Devotion 1 to 2 or from 10 to 20. Shards are rewards for leveling up and doesn't involve your devotion level.

That would cost BHVR a reasonably good amount of time and resources to implement a free progression reward tiers into the game just for players to complain from their Entitlement Chair that the rewards for their "hard work" aren't good enough.
The thing is: I don't feel too strongly about this and I'm not even disappointed P100s don't get some type of reward. The issue is that their responses to this question both times have been very insincere and hypocritical.
Their first answer to this question was on Reddit and they said "P100s are very, very rare" so they don't think of rewarding those players. Which is debatable when at this point you see a P100 every other lobby. This answer is also very contradictory because you would want to reward someone for accomplishing something "very, very rare". It came across as a made-up excuse more than an explanation.
Now this answer on Twitter. Why are they acting like they really care about our feelings when it comes to "missing out on something" meanwhile others in the comments listed how many time-limited cosmetics etc. is in the game now. Hypocrisy.
Just answer "We don't plan to do this and have other priorities." instead of this whitewashed disingenuous responses like we can't see through them. That's all.

I do agree FTP + Buckle Up is annoying to deal with but "killers other than Blight can't stand a chance" is a bit overdramatic. Also claiming Blight's pickrate is %3 on another comment makes you look funny and invalidates any argument you make afterwards.๐คญ

They literally have time limited cosmetics to prey on FOMO but fear that creating a permanent reward for P100'ing would cause people to "feel like they're missing out"... LOL. It's giving ๐คก.

There's definitely something going on with the servers for a week now. Any time I talk about it they say it's a "technical problem on my side" but it definitely isn't.
On top of what you described sometimes matchmaking doesn't even work and I wait endlessly and game keeps putting me in super high-ping lobbies even though I don't have any connection problems and my ping is stable and low according to all the reputable speedtest sources.

I've dropped every other tracking perk since UW release. No reason to use any other info perk when UW exists now and does everything better without having to put any work in. I don't have to hook some one or anything I can just open a locker and know where everyone around me is for 30 seconds straight. It honestly feels like a cheat LOL.

Yun-Jin has been an unfortunate victim of unnecessary linked outfits too... Look how her Seoul Socialite outfit doesn't even have any clipping issues or gaps when combined with other cosmetics. Then they released Surprise Performance as linked and surprise: that one can also be separated without much trouble.
"They do it to prevent clipping issues" isn't even valid because we already have unlinked cosmetics that cause worse clipping issues and nobody cares:

That's not true? Flip flop gives you %50 worth of your recovery as wiggle progress and PS needs %15 of progress under a pallet to work which means for what you just described to be real they would have to magically gain %30 percent recovery on the spot when downed. So you claiming you can't even pick them up immediately after they're downed is factually incorrect.

there is no way your using nightlight as a argument.... that literally only takes statistics for ppl that have nightlight installed dude. that doesn't account for all the pc players without it and all the console players that doesn't even make sense to bring up nightlight like any of its statistics even matter.
NightLight is a pretty accurate source when it comes to pickrates of perks believe it or not. You'll see top picked perks are very true. I brought it up because you're claiming you're going against power struggle almost every match... instead of admitting you probably went against a SWF that made you have a bad impression of this perk and triggered you to make this discussion.

i run into a power struggle build every other game.... I never see more then 2 games without it, never said to balance a perk around swfs, now your just putting words in my mouth, the perk is good even in solo q and can be easily abused, know your going to get down let yourself be downed under pallet then get free power struggle escape, idk how ppl dont understand how much of a crutch power struggle is to lean on for bad survivors on maps chalk full of pallets.
and yeah ppl normally run it with flip flop or unbreakable and get value from it, go run a power struggle build and go to meat packing plant and see how easy you have it.
Sorry but I really doubt you go against Power Struggle every other game. I have 3.4k~ hours in this game and play Killer regularly. I can count how many times someone brought and got value from Power Struggle against me with one hand. Also perk pickrate is around %1~ on NightLight so it's not likely you keep going against it as often as you claim. If survivor made it apparent they have this perk the solution is to just slug if they're under a pallet and they don't get to use it or make sure you don't down them near a pallet or even if you did pick them up immediately. There are so many counterplays. Simple.

blindness definitely does make aura perks ineffective. blindness is anti-soloq status effect because soloq uses aura perks like bond and window of opportunity to not sandbag to avoid sandbagging teammates. that is what @gatsby is talking about. without bond, survivors when looping will just run into teammates that work on generators accidentally sandbagging them. when your swf, your not really doing that because it is losing strategy. free gen pressure. without window of opportunity, survivor will run into pallets that were once there and now became broken creating dead zone effect.
the perk-tax that soloq has to deal with to be as semi-competent swf get turned off by blindness. I had discussion with @BlueBerry789 at one point regarding blindness and why it is not given to killers. soloq is too reliant on aura perks to be fun to play.
Not to mention you can't even see where your hooked or downed mate is with blindness if you happen to miss it and you can't ask them over Discord LOL.

I couldn't have disagreed more. The quality and diversity of this era of cosmetics is evidently better. Ofcourse there are few flops but in general the design standard and amount of content is superior to what we used to get a few months ago.

It used to, but they made adjustments to items. Any type of killer objective item is flagged as special items now and they aren't affected by any item-related perks.

This is what I was talking about when I said they don't even work most of the time LOL! Power Struggle always does this and you end up bringing 2 or more perks for nothing. Also Power Struggle sometimes drops you next to the killer instead of the other side of the pallet which means if Enduring worked like how OP wants you could just M1 them immediately before they get to vault to the other side again.

And how often do you go against that swf? Not too often but the emotional impact it has on you is more memorable compared to all the solos you go against lol + it's good for the killer if they keep wasting time trying to get stuns instead of doing gens. Also balancing perks around potential swfs is a bad idea.

Power struggle and head on are already just mediocre at best and hard to get value from since they don't even work sometimes and are latency dependant. So I don't think this would help anyone.

My bad! I haven't seen this at all since I only have access to English versions. This really is mysterious haha. Maybe they accidentally leaked a future change because the text is very well written when I translated the image. I guess we'll see.

You're incorrect. WoO was a textual bug (as explained on both forums and twitter) so there was no "pulled back nerf" nor was it ever "listed for a nerf". You just made that up. And UW was a bug fix not a nerf. All aura/scream perks are countered by lockers since the dawn of time and UW wasn't ever or should've been an exception.

Mind you, Calm Spirit doesn't even counter it. Survivor doesn't scream but you still see their location and the PTB didn't include a fix for this. So there isn't a realistic counter at the moment, you'll always get value from UW as killer.

Edit: It still sucks lol. Every lobby is red ping but my internet is totally fine outside of DbD. Others I get into lobbies with also confirm having similar issues.

Although that is still actually a nerf as it also kills it when injured with any other exhaustion perk... most notably Dead Hard, and Blood Rush can't resolve it either. Is that a reasonable sacrifice? Adrenaline is still good with it.

EDIT: The problem with preventing Haste effects from stacking on Survivors is you get a lot of grey areas, like Clown Antidote, Sprint Burst/Lithe/BL and both Basekit/Perk Borrowed Time, Boon: Dark Theory becomes even more pointless, Hope and an Exhaustion Perk. These interactions are all fine in of themselves... and what you want to avoid is a situation when the code has to say "you can have all these stacking effects", then branch off the code to say "except MFT".
It's like For The People needs to be an "exchange of a health state" instead of a "healing a health state" for the purpose of game effects. It's not implemeneted like this as we see with Buckle Up, but it should be because FTP working with Buckle Up but not MFT doesn't make sense, and likely has this ugly exception written in to code.
I never understood the "prevent Haste effects from stacking" trend that started all of a sudden. Why are we balancing the whole game and the haste status effect around MFT all of a sudden? Haste hasn't been a problem until survivors had easy access to haste via MFT. This means if MFT is a problem it should be dealt with separately. There are already bunch of useless haste perks like Dark Theory, Blood Pact etc. and this would make them even more meaningless. So I agree with you.

I don't think that NOED is overpowered, since it's endgame only and it is gambling a bit, since all totems could have already been cleansed by then. Also, if I remember correctly, the totems Aura didn't reveal/expand a few years ago when I played. So it has been kinda nerfed already? I don't remember if it was displayed as a hex totem already from the beginning before, but the expanding thing is new as far as i regcognize. Changes have been made, that's for sure.
For "Hope" goes the same in my opinion; it's endgame only. So you run the most time of the game "with three perks only", just like the killer does with NOED.
My opinion is that perks like these which work only for a short ammount of time have to be powerful. And also, they make the endgame a more thrilling experience and can turn the tide for either side.
They didn't say NOED is overpowered. Their argument and what they meant was "We can't say NOED is overpowered just because it's a strong combo when you bring No Way Out with it." Drawing a parallel between "MFT+Hope" vs. "NOED+No Way Out". Just because MFT exists now doesn't make Hope overpowered or nerf-worthy all of a sudden. Hope has been the same perk for a long time. This means MFT should be dealt with individually. Hope wasn't even considered strong until the MFT combo was possible.

Might be backfilling as well. Like, someone in NA creates a lobby full of NA players, then survivors leave, getting backfilled by EU players, then killer leaves, replaces by EU killer - this is possible because backfilling prioritizes speed of matchmaking over quality for some reason.
I don't really believe that it's the server capacity when DbD playerbase goes down with each day.
I don't think this is what's happening at the moment. It's very unlikely that the whole EU-centric playerbase dropped dead all of a sudden since yesterday. It's very evident whenever I join a lobby that I don't belong to that region. I can't seem to get a single lobby where my ping is normal. It's borderline unplayable.

I wish the unhooked survivor wouldn't have collision. This way they wouldn't be able to take a hit for the unhooker since they're faster than them and will outrun them but also the situation where the killer just bodyblocks you from reaching a loop after unhook or prevents you from getting out of basement could be potentially eliminated.

Usually restarting should help, sometimes (it has become pretty rare), the game tells you that it is looking for a match, but is not actually doing anything. For me a restart always fixed it.
I've tried again after an hour without doing anything and now it seems to work again. I have no idea what's going on haha. Thank you so much for helping Aven.๐

No reason why anybody should run Boon:Dark Theory when MFT exists...
