I agree with this. The only way to make changes to how these tactics work would be to change the fundamental structure of the game aka make DBD2 or it will probably never happen.

As for the Devs, I've absolutely stuck for them and will right now. They're told what to do, they're just workers. It's whomever is in charge of having the final say that I have an issue with. Who would possibly push this update? It's pathetic and out of touch.
In all seriousness though, how you're not winning when there isn't a safe pallet on some maps, is a mystery. Maybe watch some YouTube vids.

Maybe they are just worse at killer. I think a more logical explanation is the increased amount of players who play on console and killer is harder on a controller than survivor is.
How is that a logical conclusion, console is harder so it must be that killers are worse? Japan has more soloq players btw and still has a lower kill average vs world despite soloq being so supposedly terrible so its most likely a mentality among Japanese players.
Which if true would mean that globally, surv entitlement is the issue.

People still quoting this worthless site. We literally just had the Japanese stats that showed the kill rate is over 60% without games with disconnects being counted.
Which is based off BHVR's versions of stats and when they try to establish a tunnelling definition he forgot on stream so I don't consider them to be great either.
Also the Japanese stats have a lower kill value compared to the rest of the world by a decent margin showing that unless the Japanese player base are just better at DBD then there has to be a better reason for the worlds kill rate on the fault of the surv side.

Ghost face is one of the weakest killers in the game so I would say some massive buffs are needed for him.

I do think other than the overall balance changes it would be nice if BHVR spent more time on getting older killers up to standard via reworks as there too many killer with either dysfunctional or outdated kits.

I like a lot of what you have suggested for the power I would say that springtrap should gain some kind of buff during the blackout like undetectable in the same vain as dredge or de-buffing the survs in the way of Freddy either of the two.
Also an addition to the power, adding in the phantoms from Fnaf3 would be cool as most of them is already in the game with the Haunted by Daylight ghosts and can either be a strategic mechanic to place down or just random with either a hinder or power draining effect which can be mitigated by staring them down for a few seconds (like 3) something that would not get you if you pay attention but if your distracted would get you.
As for the add-ons I like most of them but I think.
- Access Panel should always have the axe go to the door with the surv next to it as its inconsistent due to do without interacting with the door you have to hope that the doors link up, so it should just always go to the door with a surv on it as right now its more of an info add-on.
- Endo CPU should give your axe back immediately after breaking a pallet under its effect so you can still keep up the pressure.
- Celebrate Poster should just go back to PTB version as the haste for everyone is chaotic and fun but its not as effective as before.
- Chica's Bib is still a bit meh as you still need to land the axe meaning it will not stop most exhaustion perks except Dead Hard so I would change it to be applied on exit of a door in a 6M radius.
- Foxy's Hook should be buffed in either two ways, one make it 10% extra haste as it is just not enough on a lot of loops on its own or keep it as is but make it so only spring trap can gain it as right now its too risky to use on a lot of loops due to this unless you tech it at a window vault.
And that's it for add-ons.
For perk I think Help Wanted should be changed as compromised perks in general are not good as sacrificing a gen for small buff is rarely worth it, so something like when its kicked it gives a buff straight away like Trail of Torment while highlighting the gen so 25% - 30% faster M1 Cooldown while highlighted but when no longer regressing it goes away as it would be far more useful that way (has to be a gen kick tho so no ruin or Pain res).
Other than that I think everything you listed would be great.

The irony of using a (OLD) quiet kills video for this.
First off he is using (old) knock out which hides auras of down survs an issue that only effects soloq and was re-worked for it. Second he is using an iri-addon to get extra pressure at the start of the match with an add that again hides auras while infected so after a min into the match he only has one add on. (Also it was essentially a 3v1 the first game as one gave up and hid in a locker for the rest of the match)
Quietkills is player that had a lot of time in the game and regularly gets wins with perk-less trapper so he is an above average player.
Looking at the first game one guy gave up immediately going AFK in a locker and made multiple misplays like not spreading out to minimise infection, not prepping EMP's or cleansing mid chase but again it was a 3v1 from the start anyway so not a good example.
Looking at the second game they did not play very well not being efficient with EMP's and falling for simple mind games like he just stares at a guy and he vaults to him?
Overall singularity is a killer that can slug better that most other killers due to teleportation being a killer that demands that you play efficiently as him. So to say that due to this one instance slugging should be guttered is just disingenuous he would have won anyway even if he did not this is just cherry picking to try and get something you don't like removed.

You should look at patch 9.0 then. It's entirely killer sided for what were at the time, some of the most common killer complaints about map offerings, extreme hiding, changes in spawn rules to slow down the early game, unhookable survivors in endgame, and 'free' 4% unhooking. And survivors got in return… extremely harsh punishments when tunneled. That was three months ago. 'Very' long indeed.

No, the map offering nurf was a plus for both sides as well as the AFK crows finally evicting people from their bush homes and actually play the game.
Also the anti-Go Next is the same its good as you cant say loading into a match just for a teammate to quit was a good thing.
The only thing that can be used to arguably say that killer got a buff that update was the spawn logic if it did what was advertised but only threw things off by making spawns completely unpredictable and the start of the match a complete coin flip, why do you think Lethal Pursuer is so popular?

Meanwhile competent people can bring perks and toolboxes that cut gen times by a third making OG Ruin look fair at this point.

Game has always favoured survivor right down to its core mechanics as just from the math alone time is always very much against the killer.
The problem in soloq is a lot of the people you encounter have no idea what they are doing and is usually the most common frustration when you loop the killer for 90 seconds have a good chase but that means nothing when people just don't do objectives.
But get a team that has any level of idea what they are doing and the difference is massive. (Saying this as someone with a 55% escape rate in soloq)
And when it comes to things like slugging, tunnelling and camping I would say that if a killer can win without doing any of this then it was too easy for them and the a team of good survs would force the killers hand into these tactics.
Also the level of power surv perks have now is insane.
- 3 sec scratch marks mainly thanks to Ghost Notes
- 6 second heals thanks to the many buffs that healing perks like resurgence, botany, desperate measures while killer anti-heal gets worse as there is already few to choose from but vigil destroys mangled timers and leverage got nurfed.
- Gen perks have gotten so insane that people can do gen in 30 seconds by themselves!
- Chase perks allow people to play pretty poorly and still get value (Drama + Fineness anyone) and in general most killers cant do anything about perks like lithe giving free distance for doing nothing and unless the killer has some form of movement they just cant keep up.
- Second chance perks keep getting more ridiculous, Conviction is easily one of the most broken perks in the game just recover for 6 seconds and you can just get up and walk away and paired with other perks like it it can just invalidate all the effort the killer put into downing you in the first place.
- Pallet increase has made playing any killer that cant just ignore them miserable providing so much extra safety and often being easily chainable most killers in the game don't have a reliable way to deal with the massive increase and if you get Disturbed Ward its just insane anything lower than A tier is just at a massive disadvantage.
All this leads to a meta where anything less than A tier is just not enough to keep up with competent teams.

Going against a 4 dead hard squad was awful. Greed? Risk? Dead Hard removed all risk, misjudge distance and fail to make it to the pallet or window? Just press E and all error is wiped away.

Man those pictures are so nostalgic, the whole vibe of the game was so different back then but even if you brought back the dark maps the way people interact with the game has changed.
People would just crank brightness up to max or use reshade even more, forced on by a focus on fast paced looping not slow paced hiding.

Yh, healing needs a nurf too many ways to heal stupid fast with next to no anti-heal besides two perks that applies a debuff that expires and even then its not enough, it makes hit and run killers difficult to play and even at the lowest point just getting extra injuries are often barely worth it.
Then need to make anti-heal better with more ways to apply it while notching down perks that give too much a bonus for too little. Like We'll make it gives 100% for 90 seconds while Leverage takes -30% for 60 seconds not even enough to cancel out one surv perk.

Yeah, let's talk about MFT.
While I'll admit this "got past the PTB" like the original person you quoted mentioned, the history and surrounding information about MFT is really not a good look.
It launched, and was around for about 6 months before getting gutted. During those 6 months, players screamed at the devs to change it. The most common complaints were:
A) "effectively free, permanent haste breaks the game"
B) "haste stacking is too strong, MFT+hope is broken".
So the devs listened, and nerfed the perk completely out of the meta. And since that patch, both of those main reasons have been proven to be complete lies and manipulation:
Haste was given to SM, trickster got a base kit 5%, and clown haste was buffed. And these were more than 3% haste values, defended by most of the same people. So 3% haste demonstrably doesn't "break the game".
Haste stacking was given it's own update to revamp and remove stacking across the board. All because the devs listened to feedback that haste stacking was "broken". Then, once they announced that it was universally being removed, people screamed again and asked them to keep it. So, apparently hate stacking doesn't break the game either.
So, essentially, a loud part of the community didn't like MFT, made up reasons to get it nerfed, was successful in getting the devs to listen, and then they screamed again at the devs for actually listened to what they said (haste is broken, stacking is broken), instead of listening to what they meant (please nerf MFT, I'll say anything to get it deleted).
Skull merchant remains as one of the worst killers in the game.
Trickster is also one of the worse off killers being horribly weak to tight looping.
Then clown which has been tuned down now.
Now bear in mind there is around 30 haste perks (2/3 being surv)in the game and because one leads to issues all synergy needs to be removed? Or just nurf the perk that was causing the problem.

I completely agree with the A tier being the target.
Pallets should be a scarce recourse not a chip that can be thrown without care, its especially bad if you go against people with windows just pallet after pallet makes games feel like a chore than a game.
Makes playing anything without a dash feel bad the maps in this game can already be awful this update just makes it worse.

BHVR's published kill rates don't have any context and are just a data drop as if we go by their data nurse would be a weak killer in need of buffs and sadako would be the most broken killer in the game but people who actually play the game know other wise.

Well for people who have been paying attention to patches over time survs have been getting small buffs every update or a new perk that breaks the game such as shoulder the burden and having perks like botany, resurgence, vigil being buffed too much over time.
Then there are things like the base kit hook time extension and hook grab being removed making unhooks much safer to do. With all the perk additions changes and base kit additions add up and reaching critical mass during the FNAF chapter, power creep that has not been controlled.
Then after that we got a broken chapter that add another broken perk (conviction), an on demand ninja vanish along with a monumental amount of bugs that impacted killer a lot causing people to stop playing.
And then we get a PTB that wants to upend the entire system out of nowhere and was going to be a massive middle finger to the killer role.
Also clown is getting partially reverted next update and ghoul has received a decent amount of nurfs since he has been out with another coming in the next update.

This is not uncommon I have seen a more negative outlook among killer players that I think has been building since the FNAF update with things only getting worse with each update since. The new killer is not really all that interesting in my opinion and Myers got changed into dashslop I think if your a killer only player and not enjoying the game at the moment I would wait till next update (the licensed one) then see how things go from there.
Other wise in the current surv meta even soloq is not the worst as I have been having way more fun on that then stressing as killer, gotten killers to DC more lately too.
But overall I think DBD is going through a rough phase right now with people on both sides not being very happy and BHVR being complacent.

He is weak, he has to deal with.
- Crippling weakness to pre-running .
- Ambience going out when teleporting.
- The screen tells you when he is coming.
- 110 at base when most other ranged killers do not have to deal with this.
- His doors can be used against him to gen rush him harder.
- Free aura reveals through walls against him ignoring undetectable.
- A projectile so small that if you throw it at someone in a corner it will phase through them.
- A projectile with probably the longest cool-down if not one of the longest cool-downs in the game.
- A mid-range projectile that limps into the ground probably the second worst projectile in the game just ahead of trickster.
- Super loud and clunky can be heard a long way away and makes it difficult to mind game or be stealthy.
- Has the second most time consuming teleport in the game as he has to walk to it then chose where to go taking a lot up a lot of time the same problem as Xeno.
- There is no risk in using his teleport as a surv as the game tells you when he is busy requiring an add-on just to even possibly get any value.
- His axe secondary effect is borderline useless (The fire aura).
So nearly every ranged/mid-ranged killer can do what he does but better, more consistently and far more effectively.

This is just objectively wrong. Your claim is just further proof for you and others like you with having the inability to adapt and learn.
This patch was a change the fundamentals to the core gameplay. The devs have deemed hard(out the gate, at 4-5 gens)- tunneling as being something they don't agree with and furthermore goes against what I believe is their intended meaning of what they actually approve for tunneling/slugging/camping.
I don't know if you were here for the 6.1 patch, but the survivors were given no grace. All the proposed changes were pushed through; it was basically a survivor nerf and killer buff, which affected the core function of the game.
I'm sorry if it hurts your feelings and makes you feel like your agency (new buzzword) is being taken away, but unfortunately, is should've never gotten to this point in the first place. Recently, as a survivor main, I've been playing killer, specifically as Billy, and what I found was:
- Breezing through a match, playing super chill, and being able to get a 4k
- How I was basically in control of whether or not the survivors were allowed to win or not
- messing around/intentionally throwing chases because it was more fun to play non-sweaty because I know what it feels like on the other side.
I was hit with flashlights, t-bagging, super hard chases where I was outplayed, but not once did I feel the urge to make someone else's experience miserable.
I don't know if it's an ego thing, but winning every single game (3-4ks) is not intended. Sure, later when you rank up, it becomes super competitive and that's fine, people are allowed to play like that.
But, you have to understand that if you're hard slugging and tunneling, you're eventually going to be matched against those 4-person swfs and ultra coordinated solo queue teams that are going to devour you, because they know how to play against hard slugging and tunneling.
If you don't agree, then I challenge you; dedicate 2-3 days of playing survivor. Play as good as you can, then come back and let us know your experience.
Your name literally implies that you play sweaty, so it's only assumed that you're part of the hard tunneling/slugging/camping issue.
Man can you mouth foam any harder at the prospect of killers killing. With this comment on a post about perks only being nurfed for "one side" ignoring the nurfs for the other.
Seems to me you just have some tribalistic view that wants to make the other side worse because you have had a bad experience.

I like both sides when they're played in their intended outcomes. Solo queue seriously kills my survivor mood though, it's very annoying to have teammates not playing well or ignoring the objectives for challenges. All that can be fixed with seperate grade gainable and quick play game modes, but the game isn't popular enough to split the queues like that at the moment.
When it comes to killer specific nerfs or buffs, I feel like this is a good reason to have a Power Types sorting/stats machanic. Each killer would have tags attached to their bios and hover break downs, featuring a new sorting/stat machanic to better understand a killer's kit and the expected playstyle: Setup/Control, Mobility, Stealth, Hindering/Chaser, Tracking. Each has 3 levels based on how much their kit uses each playstyles.
Someone like Trapper would have 3 ticks on setup, since its the entire aspect of his kit. He would have one tick on mobility (he has mobility with trap setting, its just minimal,) tracking (his traps reveal locations and auras,) and some Hindering/Chaser (his traps completely immobilze survivors temporarily.) No ticks on stealth unfortunately, since his kit is broke asf.
Dracula, a killer thats known to be a hybrid, or mix of all playstyles could have 0-2 on all of his power type tags. No ability he has is insanely overpowered, they're supposed to be weaker versions of existing abilities, all crammed into one kit.
With these in mind, maybe they could say "okay, no mobility killer gets basekit pain resonance or haste (going off your suggestion to switch basekit pop to that.) Setup killers get extra haste and kick percentage. Hindering/Chaser killers have longer basekit BBQ to start the next chase sooner. And these micro buffs can be changed from killer to killer too if some are performing too well/too poorly. The devs can get more creative, so yeah I agree with you there.
Slugging for killers with slug playstyles should just apply Knockout's old effect of slowing down crawl speed temporarily or completely immobilizing the survivor for maybe 15 seconds. Could help Oni and Twins alot, especially since one of them is completely incapable of picking up a survivor when they're in power.
One question for you though, who is Spingus? Idk if thats what some people call a killer in the roster, kinda sounds close to Spirit, I've never heard that before, but I'll keep "Spingus" in my mind, once Im down with Nurse (she gotta go man.)
I think the main problem with soloq is just the lack of communication I don't think any kind of base kit addition will ever have the same effect as just adding even a ping wheel if not comms.
Game is not doing bad by any means I think its mainly just BHVR matchmaking is not good. (And this is just steam)
So like a profile check for each killer.
Trapper
- Territorial (Does not want to move outside his web )
- Control (Survs are forced to make unfavourable decision due to the traps)
- Set up (Must invest time into his power)
Then you would have something like.
Oni
- Charging power (Must invest into charging it)
- Slugger (Benefits from leaving survs down more)
- Powerful (Insta down potential)
Or like
Onryo
- Warping (Teleportation)
- Stealth (Harder to track or spot)
- Executer (Insta kills or kills earlier )
Just keep it to 3 so it gives an over all idea to what they do then on the side of that there could be.

I think for the sake of new players this game needs to have codex for all the different terms and status effects.
Having a base kit knockout for killers like Oni M2, just the recovery speed and moment reduction would be good no screen effects or aura denial so survs can still see each other (unless ping wheel but that's a big if). In the case of twins she usually slugs for long periods, bleed outs are not uncommon with her so rework is needed specifically for her.

First I don't think there can ever be an unbiased opinion most people even when trying to put it aside will have it for the side they enjoy to play more which isn't a bad thing just needs to always be kept in mind.
TUNNELING
When it comes to tunnelling I think 3 (maybe 4) hooks is the ideal limit as it should only really punish hard tunnelling any more than that is too much with the gen block completely removed.
As you need to keep in mind killers like Pig and Sadako who have insta-kill powers who may get punished for using their powers.
Then there is more slow but strategic killers like trapper, hag and knight who have down time and cannot travel far due to no movement or having to stay near traps so pressuring survs across the map who split up is more difficult.
This is also reflected in the "rewards" for hooking where a boosted gen kick, small haste and base kit BBQ is good for Ghoul or Blight but not so much for Trapper or Hag and to allow them to take advantage of it would require something more like a basekit pain res for non-dash/free teleport (think Freddy, not sadako )
So if we do have this system 3-4 hook minimum for the progression boost to gens with is lasting 60 or untill the next person gets hooked. For the same hook gen block I think this is too much and should be scrapped.
As for boosts for hooking No haste, No aura just the gen pain res style regression as dash killers should not get aura read basekit. I guess you could tailor it killer to killer but that can over complicate things as everything added will need to be accompanied by tutorial (a good one) as new killer player are going to have no idea about all the systems in play.
Also timers for the base kit BT ,Haste and the new "Elusive" should be reduced with the BT and Haste being the current 10 seconds and elusive being 15 (due to how much stealth this provides and you don't have to walk, also add foot steps being silent too as its not listed in the original description) and the hook status should not be blocked as this gives vital info to the killer about peoples where abouts are for stopping heals, knowing rotations or just when to leave area as otherwise it promotes more camping so the killer could just look at what happening due to the UI being unreliable.
SLUGGING
The 90 second times has knock on effects called Oni and Twins with Oni taking a big hit and twins getting obliterated due to it so big buffs to killers that need to slug more to make up for it and Twins needs a rework due to it.
The base kit unbreakable needs to re-set every time you go down with it not activating while downed through player choice (for example plot twist). Also to prevent free struggle-outs, wiggle should decay while down this is mainly due to maps having bad hook spawns or if a team decides to bring breakdown/sabotage build with a possible sabo nurf (just so survs cant do it in the killers face).
The base kit tenacity should be removed as the player should need to make a choice as to what they want to do as a team that knows what they are doing will set up pallet saves with not much the killer can do.
So I think 90sec timer that resets every down. Wiggle decay. The player should still need to choose to recover or crawl(It can still be automatic just pause recovery while moving). No speed boost. Self downs should not contribute to the unbreakable.
Allot of the problems with slugging as a whole is due to 9 years of balancing the game around it in mind is going mean rebalancing or reworking allot of perks but mainly killer powers to work with it.
ENDING
I think I covered most of the issues may have missed something may add more or edit as things go. Who knows what the next attempt at this will look like next PTB.

Oh yeah this is stupid, its gotten to the point that you can reliably exploit this in chase by hugging the hitbox of the hooked guy or you can hug the pallet side while looping and it can lead to a lot of auto aim misses.
The only reason why this hasn't been fixed is probably because it would break 15 other things with the spaghetti code.

"not interested in the opinion of survivors for more than a year " I have never seen a role with so many tools, basekit perks and mitigation systems at their disposal get pampered more than any other game. All the base kit additions are not good enough, the resolve meter is not good enough, all the powerful tools are not enough.
But then again I think this sums up the mentality of most people on here.
