Borrowed Time (BT) is "meta" due to it being a safety net... and it being a Team Perk so I don't mind it being "meta"
Dead Hard (DH) on the other hand has gotten me kinda pissed off seeing the Survivor take the hit and me wiping the blade but they keep on running... I know that baiting it out is a thing but at the same time it's also the Survivor trying to bait a swing (timing is everything)
Decisive Strike (DS) being "meta" I'm also ok with... Yea it's true that Killer Camp and Tunnel a lot (for various reasons) But it's knida easy to tell who's got it and who doesn't
Some ideas I have for Buffs...
If Killers stopped Camping/Tunneling then We'll Make It/ Guardian would take BT's place (but that highly dependent on the Killer's playstyle)
Same can be said for DS
Dead Hard.... I wish I could have an idea on how to fix this perk (I'm saying fix loosely) maybe increasing Exhaustion (but that seems unreasonable given that you gain minimal distance)
Boil Over- give it a slight wiggle speed
No One Left Behind- Starts up when the Gates are Powered (not Opened)
I can't think of a 3rd perk I would Buff (sorry maybe someone can fill this part in)
And on the flip side... Killer
Corrupt Intervention (CI) is strong cause it gives the Killer the chance to start a chase without having a Gen pop (Yes I know that isn't true for all of us whom play Killer but it still remains)
Pop Goes The Weasel (Pop) is strong due to it taking 25% of progress instantly after hooking a Survivor (and kicking a Gen)
Ruin is strong due to it being a Hex that does need to be cleansed (or Blessed... I guess) and any Gen that has progress on ti will begin to regress at (up to) 200% normal (which is .50 charges per second)
Some Ideas on Buffs I'd make to Killer perks...
Brutal Strength- Make it 50% faster break speed or make a special effect pop onto Survivors if they stand too close to a pallet being broken with Brutal
Dying Light- Have it give a bigger debuff at the start and less with more hooks (maybe like 6% with the first 3 hooks then 3% for the rest
I don't know of any other Killer perk that I would buff right now (But I'm sure someone will fill in this blank spot as well)

Same... I haven't seen much Deathslinger even before the nerf... And I did play as him once or twice after the nerf
This was too big of a nerf

Like BHVR does... Nerfs things that didn't need nerfing
it doesn't seem really good cause it warns you when a Gen gets done rather or not a Trap is in play... which is dumb

As you can see... The last bullet point say that the Trap must be active to get this effect on it
So if you put a Trap on a Survivor then a gen gets done... the next gen to be done will reduce the death timer by 10 seconds

Tourneys are weird because they often have entirely different rulesets. I'll admit that I haven't seen a ton recently - but if I recall, certain maps, addons, perks and killers are banned.

If I was in charge of balancing the game:
Rework maps.
This is the biggest problem right now, imho. About half the maps are at least moderately 'survivor favored' and there are several tiles that are just too strong vs killers without good anti-loop tools (House of Pain on Badham/Haddonfield, the 'barge' infinite on Swamp, certain spawns on Gas Heaven etc.). There are also a few (DDS) that need to be easier for survivors.
The reason that a lot of killers are considered 'good' often comes down to their ability to shut down these loops and/or traverse large maps easier.
Maps... yes... Of course
They do need to be fixed

Fair enough... And again that's only for 16 seconds (or 64m give or take)... and when a Gen gets up to 70%
And let's not get into what's free for either side... OK???
But Surveillance goes off when a Gen is regressing and when touched for 16 seconds (yea no sound cue)... And hearing a Gen being worked on from farther away does have it pluses

The shake up is when a streamer or two (or three) come up with what's the best (minus the 6-7 "meta" perks) on both sides
Or not directly Buffing/Nerfing perks but changing Maps, Spawns (Survivors, Killer, Totems, Gens and Tiles), Gen Regression
I do have a few ideas to get the ball rolling... but I'll keep that in mind (Unless someone asks for them)

If I feel like doing that I'll let the survivor pick to either leave through the hatch or by a hook
But that doesn't happen a lot recently so... I haven't been up to letting a Survivor go out the hatch

No it shouldn't get nerfed
All it does is give the Killer information on which Gen is close to popping and Undetectable for 12 seconds... which averages out to be around 48m give or take
And that isn't the only perk that Synergizes well with Ruin/Undying... and that being Surveillance
But you don't hear about Surveillance all that much do you?

Are they not the same thing? Ds is anti tunnelling but the killer can still tunnel you anyway. It just buys you extra time.
When Looping... Do you like to vault or throw a pallet?
Do you use DS when it becomes available or do you wait till after the second hook?
Ds is supposed to be this Anti-Tunneling perk but it falls short (unless used at the endgame)
So in a way DS is Counter Tunneling
Buying extra time is countering not anti... in this game
Counter- Stops an action for so long
Anti- Stop an action out right

I’ll agree with that to an extent. But these killers from my view were clearly designed to counter looping just like nurse was made to counter infinites

Time spent chasing is directly related to time spent looping. Killers like clown are designed specifically to stop people from running around pallets multiple times therefore are “anti loop” by design
But the Clown doesn't stop the loop from happening... he can be looped just like any other Killer in this game
Neither does Nemesis, Hag, Huntress and so on and so forth

But there are Killers that force Survivors to Loop differently

With: STBFL, Corrupt, BBQ, Whispers- Yellow addons (One that speeds up setting traps and teleporting from father away)
Also Pig with: Oppression, Surveillance, Corrupt, Whispers- Combat Straps and Last Will

I actually use footsteps what are you talking about? I have to deal with a lot if you don't think I am not going to use everything your crazy if any the footsteps need to be 15% louder as it is.

Can I ask why? Do you think it doesn’t thematically fit, or another reason? We just don’t have any perks that affect blood pools besides Lucky Break (which only lasts for one minute) and No Mither (which forces you to be broken the whole match).
I mean if we are going off of the name (which is what I did)... it's meant to impact scratch marks not blood
Also if they did make that change then they will start to make these changes to other perks
And they can just make a perk that does the same thing (which is what I expect)

It comes down to time invested into this game... the human element
Playing this game is different then most... Time needed to get better with the Killer's power (which is why you will see players "main" certain Killers)
Something as simple as Huntress's hatches are easy to learn... But something like the Pig's isn't (I could say that it comes down to timing... but that is irrelevant) as simple to learn due to it being in multiple parts
Also Hag traps are easy to learn but hard to master (it comes down to placement... but again that's irrelevant)
Same can be said to counter Killer's power
And the more practice one player gets the better

Yes it is... I would like to see an increase of base regression
Perks like Overcharge aren't used cause of the fact that the skillcheck can be done away from the Gen (which was supposed to counter Gen Tapping)
Oppression Would be stronger
Surveillance would be stronger
Eruption would be stronger
Ruin would be extreme but I for one don't care all that much... Seeing how often players come onto the forums and have "my Ruin and Undying were gone in like 30 seconds" post
Pop would get a lingering benefit from increased Gen regression
I mean you could give Brutal Strength a slight buff by adding bonus regression to it (cause right now it's just for speed sake) and causing Hindered to Survivors that stay too close to a pallet being broken (if kicked)
Plus I think auto regression (like Ruin but minus the added regression) should be a thing... Like if you miss a skillcheck then get off the Gen then it should (in theory) start to regress

Hit validation on all fronts
Servers
DC penalties (like telling the difference between a player quitting the match VS. a player getting disconnected from the server)

Yes the maps are pretty bad as of right now
They even had to stop people from "abusing" them so they took off the Map Offerings for them... but left the maps on (For whatever reason)
I won't say anything about balance cause I know I have people whom disagree with what I do have to say about it

Some of these perks are already perks in game... Not saying to not have them (cause why not) but for as much time you put into this it seems like you're putting different effects on similar perks

Honestly I'd rather BHVR buff Dying Light rather then give us perks like this
Plus why just 4 hooks... why not all of them (including basement)

I'm just going to get all perks on Survivor's and Killer's
I'm not going to prestige them at all
And I have almost have all of the perks on one Killer (LOL)
Same for one Survivor (LOL)
This grind is insane... and would like to not extend it by buying the Killers and Survivors I don't have... But unfortunately I don't see an other way to do it

and the sad part is if you played long enough to have these perks all in Tier 3, you should have enough common sense to know its a bad idea.

Otz made a Build For All Killers video not to long ago and that's what he had on almost every Killer

He even said that this may be boring to watch cause of the repeated perks

I also think that if healed it shouldn't activate (had that happen to me the other day)... Rather then spell out all the ways that healing can disable DS it should just say anyway you heal will disable DS

I play about 50/50 between Survivor and Killer... in the Mid ranks so if you feel I got something wrong then tell me
1) So are they working together or not... cause that makes a big difference... cause alone a survivor can do a Gen in 80 seconds (Great skillchecks decrease this number)... and like 50-60ish seconds with another Survivor (I am not certain of the numbers but that's how it feels to me)
2) If you suspect someone waiting for you to pick up then bait them out or face a wall... or you just take the blind and hope it was too early
3) I can agree with... the game itself messes with our senses at times
4) Either brut force your way through or mind game your way through... hell even mix and match
5) Right... but good Solo Survivors can do the same things as SWF's so
6) Not really... You don't NEED Addons or Perks to be good
7) if you do anything within that area then make sure to get it done quickly... Plus the sound that they make is loud
8) I can agree with you on that... Killer mistakes are more punishing then Survivor mistakes and Killers do need to take advantage of Survivor mistakes in order to "win"

Pop+Oppression is amazing and I'm surprised not to see it more. The only person I really see running it is Tofu.
My own personal 'meta' build - Plaything+Retribution is exceptionally good on a lot of killers and works well to counter boons. It's only issue is that it's a lot weaker against SWFs (but that's nearly every stealth option in the game, sadly).

I see a fair amount of Soul Guard actually. It's a really strong perk and a lot of survivors are warming up to it. The big problem is that there are maybe 8 survivor perks that are simply too good *not* to use - DH, Spinechill, Unbreakable, CoH etc. This restricts survivor builds somewhat. Unfortunately, these perks are going to have to be adjusted if the stale survivor meta is ever going to change.
Thrilling Tremors is...mediocre. It often backfires and results in a snowball situation of several gens popping together later in the game. I'm starting to find that Deadlock has the same issue. It sometimes has an anti-synergy with other regression perks. If these gens regressed during the lock, it would be a different story.
Crowd Control is a hex, which means that it's very unreliable. The only hexes I get much reliable value out of are Devour Hope (because it only activates later on), NOED (same reason) and Plaything (due to it's cyclical nature). Otherwise you have to commit heavily to a hex build with Undying.
Deathbound has too many restrictions. If it worked on all forms of healing, it would be a lot better.
I use Oppression and Surveillance... Recently
I have gotten some use out of this... but I still need some work with it
