I personally like going by play time as that takes into account all their play time, not just their play time since devotion was released which was maybe like 2-3 years ago? Something like that. IE some people could have also been playing a lot before devotion even came out.
To the specific question though, I think the highest I saw was in the 40's. Typically the highest people are all the full time streamers as it's essentially their full time job and they're able to commit a lot more time than other people working normal jobs.
If I ever play this game to get a devotion THAT high, at that point just put me out of my misery.

100% is... I play killer, I usually kill all (or get hatched) the survivors 60-80% of the time. I play survivor, killer wins 80% of the time. The killer wins far more often than survivors escape.

My builds for them are;
Myers: Ruin, Undying, Corrupt, BBQ.
Legion: Surge, Pop, Tinkerer, BBQ.

As an Xbox Legion main, the best thing you can do is just practice. You gotta learn every trick and juke survivor will try to throw at you.

I don't know. That's why I said something like it.
"Every time a Survivor is hit by Frenzy and hasn't healed, their action speed decreases by X%, after X hits without healing, the Survivor will be put into the dying state, while still refreshing Legion's power bar."
This promotes Survivors to heal against Legion, which makes him much better. Idk how to make him less annoying for Survivors tho. Any ideas?
I don't find him annoying to play against. He's not really fun to go against like Oni or Demo, but I wouldn't call him annoying.
In fact this might over-buff him. I'd have to see the numbers and how it would play out to come to a complete conclusion.

But how would the Laceration meter work for Legion? I assume it would build up the more you hit someone in Frenzy, but how many time would you have to hit them?

I play Killer enough to know how unbalanced things are. I wouldn't have stated my opinion if I didn't. I educate myself with experience before I put my two sense in.
You really think it's unbalanced that killers are faster than survivors? What you're suggesting would literally make killer unplayable.

I have just many arguments saying that "It actually isn't that bad, you can just bait it out" but I feel that people who say that are just inexperienced and don't know how the perk can be used at its best (not hating).
Dead hard is incredibly powerful especially against a killer like Wraith, or Trapper. Wraith is destroyed by this perk and even a good Trapper will struggle to trap survivors who can just go through their traps which is honestly just straight up unfair.
It is also unconditional aside from the fact that you need to be injured to use it. You don't need to vault a window like lithe, get in a locker just like head on, or hold it like SB, you can just use it whenever as long as you are not exhausted and injured.
The amount of value a single survivor can get out of this perk is astounding to say the least and I feel that the only reason the devs have not nerfed at the perk is because a lot of newbie survivors don't know when to use it (I mean just look at the baby Davids).
The fact that a survivor can press E to erase their mistake and extend a chase seems a bit unfair imo. I feel cheated whenever I am put against multiple survivors who are using it.
But the most detrimental part of it is that it is especially powerful against any killer that only has an m1 attack (no projectile or something like doctor's shock) such as the killers described above and even the good ones.
Imagine this situation. You are playing Wraith around a T and L wall. You finally are catching up to the survivor and right before you get into hitting range, they press E and make it to the wall and then give you a tour of the map. You spend all of that time chasing a survivor, and you don't even get a down. The same thing can even happen with a strong killer such as Oni or Huntress. If you fake dashing into the shack while a survivor goes to vault the window outwards, that is a down... unless they have dead hard. In that case, the survivor will use dead hard to give them a second chance. And then they buy themselves and their team time. What about Huntress? You could chase a survivor around a pallet gym and correctly predict when they drop a pallet and just barely make it right before they can move, but when you throw the hatchet it goes right through them because of dead hard. Same thing for Pig, you make a fantastic mindgame while dashing around a truck but because the survivor has dead hard they dash right past you and take you 'round again.
Just play killer at high ranks against a full team using dead hard like this and tell me that this perk is okay. And just a reminder, this can be used multiple times in one match on just one of four other survivors you have to worry about who could also have the same perk.
The point to take from this is that Dead hard is extremely powerful because not only does it give the survivor using it a second chance, but mainly because it can extend or even force the killer to end a chase which is crippling against lower-tier killers. I honestly think it needs a change, but I can't think of one that is balanced and still useful.

Well as I said, it depends on the survivors how effective it. If the killer is camping and survivors rush the hook, sure it's effective at getting kills. But if survivors just do gens instead of going for the save, then the killer won't get more than a 1 or 2k.

As a Legion main, he is far from being the worst killer in the game. I agree he could get some small buffs, but he's nowhere near as bad as you make him sound.

I actually agree with some of the things you said, (Having a mode with no perks, add-on's, items. Dark Mist offerings getting reworked) But holy ######### you need to play more killer.
Reducing killer movement speed? Making survivors struggle out faster? Nerfing Bubba? My guy, do have some screws lose?
