Let's all be honest here, and not even the devs can deny it, they do contradict a lot of what they say. A lot of the time.
"There's no aim assist/auto aim, it's just an aim dressing to make hits look good, it doesn't give you free hits or mess with your hits". 5 minutes later "Oh well, if accidentally hit an object when swinging at a survivor, that's the aim dressing making that happen".
Or this gem from Almo:
"New Ruin is insidious". Literally gives a notification that it exists...that stays there until it's destroyed. Is somehow insidious.
And they wonder why they are given so much hate.

BHVR won't ban you for it, and EAC has said they only ban if it gives an unfair advantage. So no, you won't get banned. Even if it is at your own risk.

Console meta is pretty different when it comes to killer choice. Hillbilly tends to plague the game like Nurse has on PC. Since the Ruin rework and matchmaking kerfuffle, I've found that there is a much greater variety in the killers used.
No, you went against a decent Nurse. You haven't gone against a truly good Nurse if you are having trouble with Billy vs her.

I have decent game knowledge, and I find Nurse WAY easier to counter than Hillbilly.
EDIT: not saying it's not possible, just a bit harder than other killers, and you need a lot more practice, but varies from person to person.

You don't need to play perfect against a Billy. Just smart. It's simple, don't greed pallets, and don't position yourself in dead zones consistently and you'll be fine.
To add on to this - survivors do NOT have to play perfectly against ANY killer in ANY situation. SURVIVORS have the easiest position in the game. Period.
Survivors can make mistake after mistake after yet more mistakes, and STILL recover and escape. Killer has a limit to how many mistakes they can make, and even more, they may not even be able to recover from say...going into the wrong door during a chase. @ClickyClicky Do NOT talk about mistakes vs. perfect gameplay. You're crippling your own argument.

The entire point of the videos were missed. They were to show what they do. It's like Clown. Do you need 5000 hours to throw a pallet early to counter his power? No. It's the same with Billy. The videos showed what you do verse him. You don't need 1000's of hours to learn distances, and when or when not to throw pallets. Also, Ardetha isn't that great of a survivor.

I won't deny the game has it's issues, and sometimes it crashes. But if the game is crashing "regularly" enough for it to be an issue for you, try looking at your system configuration, cause myself and many others aren't having that wide of an issue.

I played one game of Huntress when I was new to the game in an Customs match and it didn't end well. Her aiming is hard. Should practice her on the smurf.
NOW you're on to something that makes sense. MOST killers need Buffs (clown and bubba most of all). Doctor just got a really good one, and he's in a perfect spot right now.
Billy, as others have said, in terms of potential power, is where ALL killers should be. He has a strong side, but his weaknesses are crippling. If you run into a loop and are even half decent at working the loop, even if it's just running around a rock or a tree...Billy may as well be Wraith, or Clown at that point. His chainsaw is now useless.
If people weren't forced to face Billy's so damn always (and Freddy's) because they are really the only 2 killers with the ability to apply a strong amount of pressure, there'd be a lot less complaining. So yes, the solution is to buff killers.

It wasn't specifically no skill, unlike NoED or straight insta-saw, but it was specifically COMPARED TO Nurse and Spirit. Even Huntress.
Demogorgon takes WAY more skill than Hillbilly but gets less reward.
This is a problem to me and what I tried to highlight.
NOED is situational, and only exists if survivors allow to. So that argument is invalid. Insta saw hasn't existed since they reworked tinkerer nearly 2 years ago. You can get a fast saw, but instasaw is non existent. Even WITH the fast charge addons, if you're at a loop, you can easily force a Billy to M1. If you're caught out in the open, which is your own fault, you're screwed whether he has those addons or not. Another irrelevant argument.
Even if he was easier to learn, which he isn't (and it's proven by the fact that most Billy players are potatoes, even at red ranks), there is NOTHING wrong with some killers having a lower skill floor than others. Also - Huntress is way easier to use than Billy. Take it from me. All you have to do is have played a shooter with bullet drop and prediction in your life, and boom. Huntress is a cakewalk to learn.
Look at this thread alone. When 90% of the community at large not only disagrees, but refutes completely what you are saying, perhaps the issue isn't everyone else. Perhaps it's just you who needs to brush up and get better at playing survivor. I for one love facing a Billy, because I know that when I do, I will be able to deny him his power. 100% of the time.
There, there's your contribution. Now tell me more how he doesn't (when he totally does) have a cooldown. 👌

I disagree with him not taking skill. If they were the case, a rank 20 would be 4king every match with him. Hell, I face rank 1 Billy's who get looped to oblivion. On Coldwind maps, where they have an advantage. Since rank 20s aren't doing well with him, and Billy's win rate is not consistent, and he can be looped on the most open maps in the game....well, your entire rhetoric can be represented by tinky winky down below:
A rank 20 Billy is only doing well against other brown/yellow rank survivors. Period. A red rank Billy is getting looped and bullied as much as any other killer. If you want to talk about contributing, let's talk about the fact that you've been told he has a cooldown, and you refuse to acknowledge it as a cooldown, because it happens during an animation. Even though MANY killers have a cooldown animation. You just refuse to call it a cooldown because it destroys your entire argument. THAT'S what I call not contributing. Disregarding things that go against your view.

Survivors had that back in the day. They abused it.
A killer can't really harass a survivor (and vice versa). They can't join their games on command. It's all RNG. In game they can kill them off quickly, but last time I checked, it's only bannable if you can prove it's targeted harassment. Issue with proving it is nearly impossible simply because people get matched against the same people all the time.

Less than 24 hours and people are already getting timeouts due to gamebreaking bugs (rare I admit) or server issues (not so rare).
5 minutes for a 1st time is just ridiculous given all the issues in the game. We know they will never be fixed though that's why they won't wait. Some problems have been in the game for years with no end in sight.
Can't wait until there's another major bug on the next update. Will be interesting to see people change their mind about these penalties when it affects them personally.
It's a video game. Not a murder investigation. You are taking this way too seriously.

To be fair, while these things do happen, the frequency of them happening is being grossly over exaggerated now that the penalties are in place. I've had ALL these bugs happen to me. Stuck in healing animation (EGC won't even kill you there), infinite load screen, pretty much everything. I've been on Holidays for the past 6 weeks (beauty of working at the same place for a decade). I've played a lot of DBD in that time (so much that I'm level 56 of the rift). I've had one of these things, only one, happen once. On hawkins, against an Oni.
Seems like everyone just hates the idea of having to stay in the game/die on hook now when things don't go their way. They can't cuck the killer of their sacrifice anymore and they are butthurt.

You NEED good survivors against Hillbilly. Meanwhile the Hillbilly players are often no better than the survivors they’re taking down.
Most people that consider him “the most balanced killer” are the same people saying killer is impossible, Ruin nerf ruined the game, and that everything on the survivor side needs to be nerfed. It tells you what a warped view of balance they have.
If that's the case, if that's what most games are like for you (because how dare you speak for everyone else), you need to get better at playing survivor.

True, wraith is only very scary with proper builds... but, here is my counter, how many games do you see killers playing awful builds in red ranks for their killers? Your argument is a mute point because you generally play killers with what you can most likely win with.
I think a killer needs to be good with more than just a specific build or two to be "good" or movable on a tier list. Bubba for example. Give him PWTF, Nemesis etc (the standard obsession racer build), and he's pretty scary. He's still a horses ass of a killer, though.

Problem with Wraith is - he's only good with certain builds; and these are builds you can slap on any killer to make them half-viable. Otherwise he's literally the definition of lower-mid tier.

In an update to this, I sent an email to EAC and patiently waited for a response...which I got today. Below is a screenshot of the email (I use a client called Mailbird, because I use so many different email accounts for my work and personal life).
As you can see by their wording, it more or less says (and I'll paraphrase here), they will only ban you for things that give an unfair advantage over everyone else. If it doesn't give that kind of advantage, they will not ban you in game. They also say that their main focus is actual cheating tools, and unless a certain file edit is forbidden by the devs you're not in danger. Since editing the INI's to uncap FPS is not forbidden (as they have said in this thread), and because that doesn't give you an unfair advantage, you're fine. Changing things to remove fog etc. is likely a different story, though, since those can provide an unfair advantage.
