Thank you as well for offering to help me out! So I’ve figured out when i got what bases on digging through my find. I typically screenshot the weekly shrine announcement on twitter so i remember to check it out when i get in game.

I will note that i only have my Bill to maybe a level 8 or 9. I stopped bothering with him when i got his teachables in the shrine. I was maining Nea for awhile, so was for the moment content with things once she was equipped with them.
And oddly enough, i got Decisive Strike from the Shrine end of September and have had no problem with unlocking that on multiple survivors (Nancy, Nea, Meg, Claudette, etc). And i don’t own Laurie, so it for sure left me confused that all was well with a teachable from a character i don’t own versus issues with multiple perks from one i do.

It's good to know that you're on console with this issue, but the thing is you got these perks around the time Bill came out for console... so the problem I thought was happening isn't actually the case.
Allow me to elaborate more on this
In the past, some console users bought Bills perks on the Shrine of Secrets when Bill wasn't on console... after awhile he was released to console and these same players had to unlock his perks again to get them on any Survivors that didn't have said perks at max tier or had the perks at all.
As a result, some Survivors would have Bills perks at Tier lll before he was released but they couldn't get these perks for any other Survivors. So, they had to be re-taught to every Survivor via buying them again through the Shrine or learning them through leveling up Bill.
But since you literally said that you bought these perks because you didn't want to level up Bill... this issue isn't the case above and it's just a blood-web bug that's happening to your Nancy. This could be because of how the blood-web interacts with perks that weren't taught through the characters themselves and instead bought on the Shrine, but the actual issue is unknown.

In these links below i'll be providing you one to the Support Team and one to the Bug Report sub-forum, you can either submit a ticket to the support team so they can straighten this issue out, report it to the Bug Report sub-forum so the Devs can be aware of this issue if they're not already (optional if you submit a ticket), or you can do both if you'd like.
I don't have an exact fix for you since I don't personally know why you're not getting anymore perks in your Nancys blood-web when you clearly have some perks that need to be learned... but I can provide you with a link to the Support Team that'll be more than happy to help you out with your issue in a more... "intimate" way I suppose.

That's a good point at the end actually, not everyone is supposed to 100% everything within the time-frame but they for sure can with the 70 days that're provided.

Anyways, yes, it's good that the matchmaking will now be focused more on skill brackets as a whole, this is good for the future health of the game and in-general with how new players face Survivors and Killers alike.

Unless I can't read you didn't mention they were bugs, they were just mentioned as "gamebreaking issues."
Which in a sense they're in most cases (kinda), especially if the queue times get worse and worse, but they're indeed looking into the fix and have released an update on this in the link above.
And the "Rainbow Rank issue" is also something that hits a lot of new players, so it does deter them from playing if they're paired with Ranks that're far above their skill-set. So yeah, i'd considered these to be big issues, game breaking? No, but they're indeed issues that need addressing... which they're being addressed so that's good!

I'd argue that 70 days is enough time...
That's why it's set at 70 days, it so that players like yourself (I assume) or others above that don't play the game for more than 3 hours a day or maybe a bit more.
If it was set to 100 days or something than that would be unrealistic... 70 days is indeed enough, I'm sure they thought about an average players play-time when they were designing The Rift.
I can understand why it might come off as not do-able because of how many levels there are and how many challenges you get for each one with their own unique requirements... but you only get about what? 12+ or so challenges in each level if I had to guess for a minimum?
And each level gives you time in-between each release date, so it lets you have some breathing room to just play normally after UNTIL the next level.

Its hard i completely agree with you. To me if i cant grind one month im forced to play killer to get them levels in. There is a reason for the rift to be set out the way it is so ur not forced to play both. So if u dont wanna play both u are forced to grind to get you moneys worth. People that have that luxury to sit and play games all day just to hit level 70. Ii agree with u the time spent to reach level 70 to recolors of skins it stupid now if there was new things in the rift and alot of new thing instead of recolors of thinks that maybe worth it to do. The recolored skins are just a bi-product of what The Rift is trying to offer you as the main reward. The main rewards consist of unique charms and skins. Think of it as a sort of "filler" to what you're actually trying to get in The Rift, the filler could be good or bad depending on if you like the skins recolor or not, I personally love the recolor to The Wraiths Candle Wax head, it looks good, but that's what a recolor is... it's supposed to appeal to Survivors/Killers that want an alternate look for their favorite skins.
With 70 days to complete the Rift i'd argue anyone could finish it with that amount of time, that's literally 2 standard months with 10+ days thrown on it. Also, you could have more time to do said challenges or less depending on what's happening in your life, that's why we have 70 days to complete every new Rift that comes out with each new Tome.

It just sounds like a standard bug with how the blood-web is reacting to the perks being bought off the Shrine rather than being unlocked in-game through the character themselves.
But I would like to ask something, what version are you playing on? PC? PS4? Xbox? And when did you buy these perks off the Shrine if you can remember. You mentioned you did this in the past few months so... a few could mean 2 to 3 or even 4 months from now.
After this gets cleared up with what version you're on and when you bought these perks on the Shrine than I can recommend you to go to the Support Team about this, since it just seems like a standard bug... but it could be something else that has happened to recent players in the past on Console with Bills perks.

Well, for the most part you need to focus more on team work, cool-downs between Static Blasts and Shock Therapy attacks, and regular chase mechanics. Allow me to get a bit more elaborate with this down below.
team-work
For one, we'll talk about team-work and why this is important against The Doctor. Your team will naturally go do Generators and other such actions that requires rescuing, healing, etc while you get chased OR vice versa when someone else is being chased. Your team, and as an extension you, should go and work on other actions like repairing Generators and rescuing your teammates/healing them during these grace periods.
This is of course basic 101 team-work tips, but they're essential for a "good game" when facing any Killer like The Doctor.
the doctors powers and cool-downs
The Doctor specializes in spacial awareness with his Static Blast and hindering you during a chase around pallets and windows with his regular Shock Therapy attack. Each attack has a cool-down between uses and requires you to time look into how long his cool-downs are and how you can abuse this within a chase itself.
Like most M1 Killers you'll want to surround yourself with pallets and windows in the event that they begin to chase you specifically. The Doctor has the ability to alert him to any nearby Survivors that're in his Terror Radius, so while (in a scenario) say... he Static Blasts his Radius and sees your notification as the person he'll go and chase next, once he does so you'll want to go to any nearby pallets or windows that're nearby and prepare for the chase, if you have the ability to hide than i'd do it so he wastes a lot of time looking for you while your teammates sneak by.
In the event you're in a chase, than you'll want to use what you know about how long his cool-downs are between his Shock Therapy attacks and Survive the chase as long as you can. Outside of his Shock Therapy Blasts he's just a regular M1 Killer, so if you can dodge the blasts and know how to loop a regular M1 Killer than you'll waste a lot of his time while your teammates (this is where team-work comes in) go and work on any Generators that they find.

regular chase mechanics
For one you'll want to know the basics and as an extension the basic tiles of this game for when you face any Killer in a chase. While this video i'm about to link is outdated with out the Lery's map is, it's still solid with knowing every basic tile in most of the maps in DBD.

tips for basic chases
In a basic scenario you'll want to be familiar with some "mind-games" that a Killer will throw at you. Since we're talking about The Doctor in particular, you'll focus on his power and what he might do in a basic chase.
For one, most Doctors in a chase will naturally try to shock you with their Shock Therapy attack at a loop to prevent you from pulling to down in the chase, this is because when you're shocked by The Doctor you can't drop pallets, vault, heal, etc for a few seconds.
Start to get familiar with how The Doctor goes about shocking the loop, experiment and attempt to dodge these shocks with unpredictable routing and in-general basic dodging. If you have a decent amount of distance between you and The Doctor in a loop than I wouldn't worry about being shocked, since you can just keep looping him around said loop until you decide to drop the pallet. In some cases you might not be able to dodge the shock with an alternative route to go or just because there is no room in-general to do so, so in the event that he attempts to shock you with enough room for him to get around the loop and hit you... i'd just drop the pallet in that scenario.
Now, in some loops this is a bad idea because the loop might be unsafe or unpredictable, but if the loop is a decent size and length than you can just drop the pallet and take and alternate route around the other side of said loop to avoid a double back and getting hit. Although in some cases you can just drop the pallet and be fine until he breaks it, just because the loop might be too big to attempt anything else on it without breaking the pallet.
Anything else you'd need to know is learning about moonwalking and other such things that Killers might do around loops with high walls, they do this to hide their "Red Stain" or more commonly referred to as their Red Light, which they do so by moonwalking around the corner of a loop to make you think they're going to the other side or they might try something advanced and face that corner while moonwalking to the other side and hitting you around the long way of the loop in a sense.
The video above should cover these things, so that's all I wanted to put in here before posting this comment.

The issue with this story is that it doesn't mention if The Killer was not hitting anyone and just shocking the Generators and keeping them from being done the entire time for an unnecessary amount of it.
If he was, than it can be considered "holding the game hostage" since he's not doing anything to progress the game with Killing Survivors and he's preventing Survivors from finishing the Generators through hitting, downing, etc.
If he did all that, than he was holding the game hostage yeah, if he was playing normally but just "camping" that tight nit of Generators to keep them from being completed while also downing and hooking Survivors than... it's not holding the game hostage.
The reason for that is this, there's still progress being done on both sides, both sides are doing their objective, albeit slowly, and they're progressing the game forward through getting killed, downing Survivors and hooking them, or trying to work on said Generators to progress the game forward.
In the case for a 3 gen defense Doctor you should risk a lot to get one of those Generators done, since once 1 is done than the rest are pointless to protect since another Generator is like 10 miles away for example (exaggeration). But we don't know the full story so, it's hard to tell which is which here.

Replace Ruin with either Corrupt Intervention or Pop Goes the Weasel, either one is good on their own.
Thanatophobia is only good on certain Killers that can keep Survivors constantly damaged like Legion and Plague, if you use it on a normal M1 Killer than the best it can do is give you small percentage debuffs for Survivors repair, healing, and sabotage speeds. It's only really good on Killers like Plague and Legion that can keep the entire team Injured, which is what this perk mainly works off of.
BBQ & Chili is good on any Killer yeah, so i'd for sure use that for the BPs gain and the passive aura reading that a lot of Killers mainly use BBQ for.
Corrupt Intervention was and still is arguable better than Old Ruin, since Corrupt Intervention blocks the 3 farthest Generators from your spawn for 80/100/120 seconds depending its Tier. This allows you to catch any Survivors that're sneaking by to the Generators that're not blocked OR you can just monitor the handful of Generators that're not blocked at the moment, making it easier to do so and it also gives you a free minute in the Gatekeeper emblem if you keep the other 4 Generators from being completed.
Also, you can use Corrupt Intervention with Pop Goes the Weasel... which is pretty strong since Pop Goes the Weasel will still work long after Corrupts timer runs out.

Again, we have no announcements or mentions on this at the time of this post.
If we hear something about it than they'll let us know in an upcoming Dev Stream or announcement on the forums, otherwise, we have no information on this question and we won't really know for awhile since the next gen consoles are not scheduled for release until late 2020.

It actually is a current issue at the moment with how the match-making currently works. BHVR has said in their recent Dev Stream that they're aware of this issue and know that it's causing a lot of issues for queue times and as well as this one which is better known as the "rainbow rank match-making."
For now, we'll have to wait until they get a fix out for this or work on it with the upcoming Rank Rework that's scheduled to happen around this time in the Road Map, but other than that you'll have to deal with it i'm afraid.

If you keep it on default settings and use headphones than you should be fine, my settings for audio are mostly on default and I get "3D Sound" the entire time.
It could just be your head-phones like these two have said above or it's your computer depending on where the sound comes from with surround sound.

It's already been said but... players just hate Doctor or Killers that have unique powers that hinder them from their objective in some way, Survivors always have and always will hate Killers like this.
Some will enjoy it, but for some reason the majority hates this. The rework The Doctor got really did buff him while also cutting down on the core issues people hated in the first place, if players still can't enjoy facing him even with these changes that were centered around helping with that issue... than that's their loss, you can't always please everyone and you'll sometimes still get these players that'll DC to something no matter what.
It's unfortunate yeah, but when the DC penalty system comes around soon than players will have no choice but to get used to it, you can't always just DC from an issue you don't like and some players will eventually have to learn that soon.

thought I would give an update currently running with David and his bonus points perk. I play both killer and survivor but my joy and love comes from playing killer. I think both legion and doc would work for me as I'm partial to speedy killers and weird killers so legion and doc are right up my alley. legion actually got me to rank 6 before I took a break and got reset to 20. only problem is my killer queues are long and my survivor queues are quick so im just grinding that.
Sounds good, hopefully you'll be able to catch when the sides flip in terms of queue times and go back to playing Killer for the time being.
But it's good you're making progress on the other side at least.

I couldn't tell you if they do or not.
If they do, they'll eventually get to your ticket when you reach the head of the line. Usually the oldest tickets naturally get tended too next and the new tickets will get taken care of after.
If they don't than it'll eventually get taken care of yes.

During the daytime, my survivor queues are instant and my killer queues are long.
In the evening, my killer queues are instant and my survivor queues are long.
It seems very dependent on rank, region, and platform. The best thing to do while playing is just, if you find yourself waiting in the queue, switch to the other role. It's what I do.
Yeah, that's a better option.
Hopefully he plays both sides and doesn't mind switching between them, if he doesn't than it's something he'll have to try out until they work on the Match-making fix, which is also hitting queue times a lot recently.

I use BBQ, Beast of Prey, Distressing, and a fourth perk (personally, for me, I use Whispers) to grind a crapton of BP with minimal effort. I usually use Spirit, because she gets BP for phase walking, which when paired with Distressing earns points very quickly, especially if you can get Grudge hits. Lately, however, I've been using Doc, because he earns Deviousness points like mad. By using Whispers and Distressing, I know when a survivor's in range to use Static Blast, so I pretty much always get points when I use it. I can get a lot of points without even killing anyone.
I think the best option the OP has for a quick queue at the moment is Survivor is i'm not mistaken?
It also depends on his rank too, personally I do fine with queues as a Killer in Red Rank.

What I've been saying this entire time was that the perks themselves weren't changed in Patch 3.4.0, at least not officially. How they appeared on the Survivors' HUD was the only thing that was changed, and the Patch Notes themselves are directly reflective of that. "Debuff perks no longer appear on the Survivors in-game HUD until the debuff is applied."
I'm not sure how I can make that point any clearer, but I mentioned it mainly for the benefit of the OP anyway, so I guess I will just leave it here in the hope that my making that distinction is helpful to them.
We could debate back and forth for hours, you and I know that, but i'll leave it here since this isn't the place to do it anyways which I will agree with.
Whoever is "right" or not doesn't really matter for this question, the OP has their answer and that's all that matters. I can talk about this elsewhere but i'm not personally interested in continuing it here.

I'd wait for something like BBQ & Chili personally, Rancor is ok for tracking the Obsession themselves, but BBQ & Chili is better for tracking the entire Survivor team in-general.
And on a Killer like GhostFace, it's a good perk when you can track each Survivor outside of 40 meters and see their auras. By doing this, you can just activate Nightshroud and go right to them for a sneak attack.

I'm not saying you can't do well with Legion, just that there's a reason he's pretty much universally considered one of if not the weakest killer - because he's the most difficult to get kills with against good survivors. Doctor isn't top-tier or anything, but he's a few levels at least above Legion, because he's generally just a bit easier to rack up kills with. Again, not that you can't do well with Legion, just that he struggles more against good survivors than most killers do.
Depends where your skill is at as a Killer main and what scenario you're given.
Technically speaking i'd agree, but a tier list doesn't add the most important factor... which is the player themselves and how unpredictable they can be in-game.

Sure. As I said, while that is theoretically possible, I don't think it would make very much sense from a programming point of view. My theory is just based on what is more likely to be technically the case. But of course there's no real way to know without examining the code for ourselves, or having someone who has explain it to us.
Right, and I get that, but again anything is possible when you think about how the perk previously worked and how it works now.
Since UP worked in-general for anything before 3.4.0, than it was changed to only work on actions pertaining to it... so it's an odd case for the perk itself.
But we'll see if anything comes of it in the future, probably not, but we'll see.

I believe they would always be active in the background, yes. The fact that UP doesn't affect DS doesn't mean the perk isn't active at that time, it just means that there is something in the programming that tells DS skill checks to ignore UP. Only a dev can confirm this, but from my own experience with programming, I would imagine that the way it works is that the perks are consistently active, and the game checks for their presence when the survivor is performing the relevant action.
So to use OP as an example, whenever a survivor uses an item, the game asks itself, is Overwhelming Presence active? Are we in the killer's terror radius? And if the answer to both of those is yes, then the effects of the perk are applied. It's essentially like how a switched-on power socket is always active, electrically, but it doesn't have any effect until you plug something into it.
That'd make sense, but unless a Dev confirms that than it's unknown whether or not it's true or not.
Plus, you could also argue that the perk only activates for certain things like repairing, healing, etc, which means it only applies to those actions and in a sense isn't always active because the perk doesn't need to be, so in my scenario it wouldn't be active since DS used to be affected by UP UNTIL that change.
In your scenario, it ignores certain skill-checks and other such things that doesn't pertain to the perk itself.
But again, we'll never know unless a curious dev stops by to confirm either sides speculation, so in a sense, the conversation is at a moot point unfortunately.

That is essentially what you said, yes, I was just clarifying because the word "active" can imply that there is a technical difference between the active and inactive states. Programming-wise, I'm about as certain as one can be without actually seeing the code itself that Overwhelming Presence's effect is consistently "active" - that is, from a technical standpoint, there is never a point where the perk is "switched off" - which is why I felt the need to clarify that the change in the patch was purely a visual one, because your comment could have been taken to mean that there had been some changes to the actual functionality of the perk, which isn't the case.

They both activate when you use and item and work on an action speed, and Unnerving Presence doesn't work on DS... which still wasn't proven to be a bug or not, but it's been like what? several patches now? If it was a bug than we'd hear something about it right?
If we did, I haven't seen anything about it recently...
So, i'd also argue that both these parts are not always active since they never do anything outside of these actions... sure they're "active" in the sense that they're on standby to debuff any actions that pertain to them inside the Killers Terror Radius, but are they really always active in the background?
That's just a theory though on if OP and UP are the same in this sense, but it would make sense if they're right? Since again, DS doesn't work when the Killer has UP and UP only activates when you work on an action that pertains to it... so, that would mean it isn't always active until you do something correct?
Again, a theory, it was never confirmed (as far as I know) that DS not working on UP is a bug or not, but again again, it's been several patches now... so if it was it would've been fixed or mentioned by now right?

The main reason I recommend Doctor over Legion is just because Legion is a much more difficult killer to perform well with, meaning that while they're comparable in Deviousness and Brutality, it's easier to get Sacrifice points with Doctor just because he's easier to play effectively. Plus, new Doctor is even more powerful and better at Deviousness farming than old Doctor was.
Also, as good as BBQ is, it's apparently out of the question, as OP mentioned that they didn't want to buy the Cannibal just for his perks 🤷
I could argue that Legion is actually a lot easier to perform with than Doctor, since it's just Feral Frenzy chain-stabbing with on-board visual notifications of any Survivors that're nearby during the chain-stab.
Also, i'd argue that you can down Survivors at a quicker pace with Legion with the right builds, since my build actually makes it better to not heal than it is too heal... which inevitable causes dead-zones around the map because Survivors are trying a lot harder to not get one-shot by Legion.
But it's not just builds tbh, in-general you can rack up a lot of points and downs with the right maps and scenarios. If it's against an optimal team than tbh neither Legion or Doctor could make that a walk in the park.
While that may not be the case for the start, it's indeed the case for the mid/end game. And the BBQ part was just a suggestion to actually go for it, whether or not he does is up to him.

To clarify, the perk would still be "active" the whole time, from a mechanical standpoint - the only change that was made was to the survivors' UI, so the survivors are only given a visual cue that the perk is active when they are using an item within the terror radius, instead of just being inside the terror radius as was previously the case.

I mean, the perk was changed from being active inside the Terror Radius to being active in-general with the icon just not showing up until you use an item.
But we have an issue with that claim. Unnerving Presence also only activates when you do an action like repairing, healing, etc, which is similar to Overwhelming Presence when using an item, but the thing is it was never proven that it is still active outside of doing these actions, since Unnerving Presence doesn't work on DS anymore as of the change. But we still don't know if that was intentional or not, and if it was or wasn't than I haven't seen it being said at least.

Usually I flag the post instead, since I've been informed in the past by Mandy that that's actually the more effective way of getting a mod's attention to move a post.
Either one works, posts like these do need to be moved to the right version of the forums that has this language is all.

That's why the free track exists if you can't bring yourself to buy the Premium track.
And if you do buy the Premium track you make all your Auric Cells back when you complete every tier on The Rift, so you can re-use it endlessly if you can complete every Rift to Tier 70 each time.
With 70 days i'm sure even someone with 3 hours a day can complete it, for sure.

The thing is if it did say you got extra BPs than it would tell you that in The Rift, but it doesn't.
Also, I own this cosmetic as well and it just says "owned" in The Rift, so unlocking it won't really do anything since the game already knows I own it...
Unfortunate? Yes. A big deal though? Not really. I wouldn't worry about it, perhaps you can suggest to BHVR that they should reward players who already own these skins with BPs or something.

Nothing special will happen.
You don't get extra blood-points in response, the cosmetic won't vanish from your inventory, it won't duplicate, it'll just be unlocked on The Rift and probably (the most likely scenario) just replace the old one you bought with the new one... but that's it.
By that I mean it'll take the spot of the already bought cosmetic, but since it's the same cosmetic it won't really change anything, it'll be as if you didn't unlock it again since it's just the same cosmetic being unlocked for the 2nd time.
