I want more maps like Haddonfield. The idea of going in and out of houses is cool. Maybe something Crystal Lake-esque, with cabins all around a lake.

The devs practically encourage toxic behavior by being silent on the issue, because those are the people who buy the game. An online bully simulator is more appealing than an actual multiplayer horror game. It's why a lot of people buy CoD, because they want to use the game to ruin someone's day.
I'm sorry, but the entire concept of blaming the devs is like saying if the guy whose laptop I stole didn't want it stolen he shouldn't have left it on the table like that.

I don't care if people bring whatever, but the idea of literally letting someone walk away consequence free like that guy is suggestion is hilarious.
"There are 3 other Survivors!" is always a weird argument to me. It implies Decisive Strike is ONLY ever used at the beginning of the game.
This scenario gets a hell of a lot worse when you are down to the last two Survivors. Survivor A unhooks Survivor B, Survivor B has Decisive Strike.... soooo.... I'm just supposed to let him go and I am FORCED to exclusively go find Survivor A? Weaksauce.

I agree it is not an anti tunnel perk, and I'm glad that you agree as well. It is simply a grab the survivor within 60 seconds of being rescued and you will be stunned perk. It can provide some relief to tunneling, but it does have some offensive uses outside of that. I'm in agreement with fine tuning the perk to narrow the scope for tunneling but then it would need some adjustments on the survivor side of the perk. This is where people often diverge, they want to see the timer reduced but they want to see no other changes to make it more effective at dealing exclusively with being tunneled. I just don't know what that would look like, it obviously couldn't be too strong where it was guaranteed to provide total relief to tunneling but it should be more effective and narrowly tailored to anti tunnel. I don't normally agree with a lot of the suggested changes because I think they would provide tremendous value for the killer but from the survivor's perspective, who is the victim of being tunnelled would provide almost no relief.
The best suggestion I have heard so far is to reduce the timer to 15 seconds but completely suspend the timer as long as the previous victim is in a chase.
The other suggestion is that it deactivates after ten seconds on a generator or in a locker.

I'm talking about in the current state of the game. Yes if you want to avoid DS, you need to not pick the person up within 60 seconds of being rescued. That is well established, there are no surprises there. However because a lot of killers go out of their way to tunnel and then bypass DS by slugging, it makes sense that survivors will also bring Unbreakable. alternatively just avoid that person for 60 seconds, there are three other people to go after. Even accidentally I almost never run into DS. Unless they're all wearing the same skin and I lost track of which is which. Again the reason people bring unbreakable for the most part is as a backup for killers that openly circumvent DS.
I could list thousands of situations where I have been tunneled for no reason and then slugged. So in this case, DS was completely circumvented and nullified and provided zero relief. And some don't even care about DS, they will instantly pick you up and resume the tunnel after the stun. However I should feel sorry for killers, because for the next 60 seconds I'm untouchable they can't do anything or I'm guaranteed to escape. All of these DS topics are always about the poor killer, never about the poor survivor that is getting tunnelled unnecessarily the whole match or left slugged on the floor with no remedy. And how dare they bring unbreakable to provide some relief because that's just unacceptable.

Decisive Strike is NOT an anti-tunneling perk. Say that nice and loud so you can hear yourself say it. Because it isn't. I can, and have, on MANY occasions, interacted with other survivors, even hooked them, in that minute, and then still gotten Decisive Strike'd.
The minute timer is WAAAAAY too long. You cannot cry you are being tunneled if another Survivor got the hook within that time limit. Tunneling is when you get TARGETED for removal at the exclusion of other Survivors. Yet for some reason Decisive Strike continues to remain active even after I go after other Survivors.
The nanosecond I hook someone, your Decisive Strike should deactivate. It's objective proof you are not being tunneled. As it stands right now it is like getting the Gold Star in Mario Brothers, and you know it.

There is so much wrong with this post.
Killers would not "circumvent" as you put it, if those perks were not there ALL the time. The fact they are so prevalent you can almost be 100% certain they are going to be there is the first red flag.

You mean let them do whatever they want for FREE because you brought the Small PP build? No, that's a garbage argument. You just don't want to admit that Decisive Strike in its current state is weaponized. "Stop tunneling" is not the issue when you unhook someone I hooked, I spend the next 45 seconds hitting and chasing two other Survivors, kick a gen, swat off a totem cleanse attempt, and then your purple haired self runs right back into my line of sight brazenly, I down you again, but OOOOOP! Still within that minute, and I get Decisive Strike'd.

Unless it specifically states it works during the Endgame Collapse, like NOED, Wake Up!, or Adrenlaine, then EVERY perk should disable at the Endgame Collapse.
Shut them all down.

The Small PP build is far more game breaking than Ruin/Undying. The Killer build doesn't alter gameplay, it just slows it down. The Small PP build literally breaks the game for the Killer in regards to that Survivor for an entire minute. To do whatever they want. That is far, FAR bigger than "a gen I left to rot lost a bunch of progress".

10% movement speed loss when setting a Dream Snare or Pallet, which now adds a 0.5 second cast time.

Just like if the same idiot Survivor runs across the middle of the map right in front of you twice, you are tunneling.

Spirit does take skill. I mean, you are playing against survivors that are hypothetically invisible for a good chunk of the game. That said, a skilled Spirit is a damn death sentence with almost no counterplay.

That's just general, body blocking on it's own is not a bannable offense that is what that is referring to. It is NOT referring to an instance of "Holding the game hostage" which is what was described and IS reportable here.
Body Blocking was simply the means to an actual reportable offense that is holding a game hostage.
It is not holding the game hostage. There is literally nothing stopping the other 3 players from popping every gen and leaving. That game could be over in less than 2 minutes. Holding the game hostage is where the game CANNOT advance.
This is no different than facecamping a hook, which we have been told time and time again is legal.

If you can report a Killer for killing then this game has reached a new level of stupid but I deeply doubt that is a legit reportable offense.
If he had AFK crows, that means he was at LEAST 60 seconds AFK beyond the loading time.
Let's use some realistic math. Dude probably hit ready. As a Survivor. There's a two minute queue, easy. If not more. Then they moved to the second phase of the lobby. That caused a 60 second timer as he never hit the second ready. Now we are up to 3 minutes. They then had to load into the game and load the map. Your mileage will vary, but that is likely one more minute. Now he is in game, and it likely took the killer a full minute to find him as you rarely find someone in the first ten seconds, especially since the Survivor likely spawned in a corner. For the sake of erroring in the Survivor's favor, we will assume the minute the Killer took to find him was also the same minute as the AFK crows gathering.
Final Score: 5 minutes. Minimum.
At this point, you are no longer obligated to spare the fresh meat. Hook him. Regret nothing.

Killers get all angry when survivors DC. This is exactly the same thing. You are throwing the game. Nobody likes throwers and actually throwing the game is against the rules and is even reportable. The survivors are being jerks about it but so was the killer. Maybe if you didn't throw the game they wouldn't harass you.
This isn't about stroking egos that's you projecting your issues on this topic.
Also a lot of killers do the same thing, they will play IF Nurse and slug you all before a single gen is done and will leave everyone on the ground and let them bleed out while doing head nods over your dying corpses.
Your Nurse example has nothing to do with this. This isn't game throwing.
This is "I've gotten my ass beat soundly and now I just want this to end".
That isn't even close to the same thing as game throwing.

This post is not about skill. He's not asking for a win of any kind. He's asking for the game to END, and as it stands his only option in his control is to take a DC penalty, which is hardly fair.

He should have a better range of options than:

2.) AFK them out till they get bored
or
3.) Leave match and take the DC penalties

It's not when a killer gives up instead of playing. Heres what you do. Play trapper learn how to mindgame and how to become a sweaty killer and then go back to freddy. He carried you against all of those trash survivors who dont know he can be pre throws hard against.
I see no reason why a Killer whipped as soundly as he was should continue except to stroke Survivor ego some more and pad game scores. He clearly can't get them, and they know it.
His options here are pretty limited.

Killers should get Tinkerer and Bitter Murmur for free to avoid genrushing and snowballing.
Survivors should get Bond and Any Means Necessary for free. Bond because knowing where your CLOSE allies is should be a basic feature and it is one of those things SWF kinda get already by virtue of comms. Any Means Necessary would be a compromise to these new maps with few pallets that punish Killers for not respecting pallets. If you are not gonna kick it, be prepared to get whacked with it again.

The year is 2023. The last Killer perk has been nerfed. Spirit phase walk now lasts 1.5 seconds and stuns her for 5 seconds after coming out of it. Nurse can now teleport only 3 meters. NOED has been removed from the game. The lobbies are now filled with the cries of Survivors complaining about their 57 minute queue times.

The problem you are going to face is getting people to agree on where the line is for being toxic.
To me, flashlighting during a Killer animation is toxic. Others disagree.
Everyone is going to have a different threshold. I shake my head at survivors and get called toxic for that.
