Sorry, but can't it be both? DS both counters a playstyle (tunnelling) and is a second chance perk. Also, in a sense it does make up for a lack of skill as it removes the chances of you dying on that down. You got caught, and now are slugged. Unbreakable removes the pressure given by slugging.
yes, DS counters a playstyle, but it also counters playing killer by punishing things like downing someone making cocky plays. thats the issue with it. Unbreakable counters a playstyle and thats all. it counters slugging, the playstyle that may as well prevent the survivor from playing, by forcing the killer to down them again to get the desired result. Could it be considered a second chance perk? maybe, but not in my eyes.
The only time unbreakable can be used is when slugging is happening (either game wide or to go do something else) so a fair bit of time is needed to use the perk. And it makes up for you getting downed by punishing the killer for slugging, which I might have stated why is probably bad for game health in my original comment (its been a half a year, I don't remember it perfectly).

Under the negative bias thing if we put it in reverse where all 4 survivors genrush the killer can loop efficently and have second chance perks to save them in the situation they mess up (like dead hard). Will the 4 survivors still outweigh the killer since its 4v1 and the devs are just like "its fine"? I know a few youtubers that have said yes (true and otz for example) the killer gets 0 kills for example and theres nothing much they can do about it unless they maybe have like noed or something (which is a hex). The 4 survivors had their fun game but the killer got nothing and feels like they wasted their time or that survivors just have most of the power. You can camp as the killer to confirm a kill but then its just boring for the person on the hook and for the killer and its pretty much a one for one in negativity. assuming the amount of negative emotions from a killer player are equal the amount of good emotions for survivors, then yes, the killer should be prioritized. HOWEVER you miss a key part of my original comment (I think, its been half a year lmao). Unbreakable isn't causing these emotions on such a scale. its when its paired with a certain other perk that it causes issues. You see, Unbreakable is a one time use, meaning they get up once and thats that. so when a slugger sees this perk used ingame, I don't think the match is completely ruined for them like it is when survivors are successfully slugged. they just need to down them once more. it happening to all 4 survivors STILL isn't a match completely ruined, since they have a chance (albeit a low one) of doing that again. When survivors are successfully slugged, they cant do anything for the rest of that game but crawl and pray that they find hatch while its open, the killer lets them go, or that one of them has a counter. essentially, they lose the ability to play the game. Unbreakable is supposed to counter that because it gets rid of those negative emotions while keeping the killers negativity relatively low.
But that brings us to the actual issue. DS. when paired with DS, unbreakable loses its biggest counter: being picked up. when paired with unbreakable, DS loses its biggest "counter" (if you can call it that since it still buys you/your teammates time): being slugged. With this there is really no way to avoid getting the killer player screwed over and no matter the outcome, grants the survivor a retry. Since this only is happening to one survivor, they get positive emotions sure, but the killer likely gets more negative emotions, which you can see the issue with using the negativity bias. the issue with unbreakable doesn't lie with unbreakable, it lies with the DS combo. so we need to fix DS, and then the only actual issue with unbreakable goes away.
Tl;dr: Unbreakable doesn't cause enough negative killer emotions to be worth nerfing, but when paired with DS it does. So fix DS and unbreakable loses the only issue it really had.

I'm glad they were nerfed but now they are literally worthless. a better way would to have been (for ebony at least) to have the requirement of having hooked each survivor once each instead of twice for one.

Unstoppable: seems alright with 60 seconds but it does remove the only consistent defense survivors have. maybe have pallets not break, and instead they just don't stun
On a mission: seems like budget PWYF
Man of Steel: lunge speed or distance? if it's just you lunge faster it's fine but you shouldn't be able to go farther.

DS needs a rework to make it less abusable (right now it's 3 seconds, but that IS a bug. normal DS allows for stupid plays that reward bad performance)
BT needs to work only after waiting like 3 seconds to unhook as otherwise you can get plays that reward poor performance rather than preventing camping
DH was mentioned above, it can just make all of a killers hard work gone and is downright broken on some loops.
Unbreakable is fine, the problem is the DS synergy which should be addressed in a DS rework rather than unbreakable
Adrenaline I really don't care for considering I run NOED anyway but it should only activate if you have completed at least one gen that game. do you know how many teammates I see doing nothing and playing dumb still get rewarded from Adrenaline? far too many.
essentially things need to be less abusable. that's all.

well for starters, what's scary and what's not is subjective, so it doesn't really matter what either of us consider scary enough to shiver in me timbers.
next up, you posted an image (a poor one at that). guess what, it's spooky in the form of it's jumpscares and atmosphere, both of which can't really be shown here (jumpscares would need a video and either way wouldn't be startling cause we expect it and the latter is best in the form of actually experiencing it, and we can't upload games into our discussions). solid example is the VR game. I recently got it, and it can be terrifying at times if you don't know what to expect.
Third, do you think anyone actually wants Freddy himself? yes he's the most iconic, sure, but he's like the worst candidate. Springtrap is the candidate because A: he fits the best in both lore and appearance. and B: he is the only real killer (a child killer at that)
Fourth, you said in a previous comment this statement "Springtrap well, human in a robot suit who got killed by failure, I don't know about you but it sounds like a bad character design and filler for story" that's not a story, that's a basic (and I mean really basic) character description. why don't I actually give you the story (I think, there's a reason this games lore is infamous after all)
William was a fairly average joe. He worked as a mechanic at the Freddy Fazbear/Fredbear chain of restaurants, and has made multiple important creations for the brand, such as the ever useful springlock suits. or at least, that's how he seemed. Below the surface, William was a dark and twisted man. his creations weren't made with the intent of bringing joy. they were killers. within another set of his creations, the animatronics at Circus Baby's Entertainment and Rental, were mechanisms used to trap and kill children. even his springlock suits weren't so wholesome, as he would don them to lure children into the back, where they wouldn't be seen again. this monster of a man was far too content with the life he led. until one fateful day.
His dear daughter Elizabeth had gotten too close to one of his machines, and as such, she paid with her life. William was distraught, he thought nothing else could happen to make his situation worse. but he was wrong. It was his youngest sons birthday, held at Fredbears family diner. He never was a fan of the animatronics, but it was the cheapest option. The oldest brother, Micheal, was always mischievous, but this time he crossed the line. as he would soon learn, the bite of an animatronic bear could indeed pierce through a young child's skull.
William was finally broken. he became noticeably agitated at the smallest things, quick to rage, and abusive to his only remaining son. but it didn't stop there. After the closing of Fredbears Family Diner he moved on to the much larger Freddy Fazbear's Pizza, featuring new animatronics and new victims. 5 more children would go missing, and 5 animatronics would have new stuffing. they started smelling rotten, malfunctioning more, and reportedly oozed what many thought to be blood and mucus, but nothing was ever confirmed in court.
William returned to the restaurant one night and dismantled the animatronics as a hopeful attempt to save himself from what really controlled them at night. unfortunately for him, he failed. the spirits of the children he slaughtered that day were free, and they wanted vengeance. they cornered him in a secret room holding some old arcade machines and the old spring bonnie suit. not sure of what to do, William scrambled to put on the suit, hoping to ward off the ghosts of his past. at first, it looked like it worked, as the spirits stopped their advance. but only a few seconds later, things turned for the worse. SNAP! the sound of springlocks coming undone rang through the air for but a second, before being overshadowed by Williams screams and Pleas for help as the mechanical parts were shot into his body, mutilating him beyond recognition. the ghosts left him, having done what they came to do, as william slowly bled to death, alone.
30 years later. previous locations are being searched for remaining props to be placed in the new Fazbears Fright horror attraction, when they find a rotten suit of what used to resemble a rabbit. Now decayed, they bring it to Fazbears Fright thinking it's just a harmless prop to scare visitors with. that night, he awakens, back alive and ready to continue to satiate his hunger for blood.
now to add the part where the entity takes him, just replace that last part with something along the lines of "the entity was drawn to the evilness of this dude in a rabbit costume, so it yoinked him for their game of advanced freeze tag when he looked cool enough".
now I'm no writer, but I'm 95% sure that's more than a large portion of the bios in game. example: Trapper (without archives) is essentially "daddys boy killed a bunch of miners for papa and then got yoinked"

"the game isn't iconic" I could show my grandmother a photo of freddy and she'd recognize it. pretty much everybody, their mothers, and their mothers mothers knows FNaF (for better or for worse). I'd dare say it's about as recognizable as Resident Evil. yeah.
I can't explain how big FNaF is (and by cant I mean I'm too lazy to analyze scary bear game) so I'll link a video that explains it pretty well (at least I think, I don't feel like watching a half an hour video over how Jumpscare: the game was influential)

the power is certainly creative
it's like what Myers' perks wanted to be (something focusing on keeping one alive to more easily kill the others)
my issue is the low reward
you have to make a pretty big commitment to get the 100% (completely focusing on one survivor while being unable to kill said survivor) and it gives little reward. we need more, since at that point the buff would be useless unless it at least doubles speed and halves the TR, and even then they're still just meh in my book.
what I'd suggest is add an effect or two like maybe haste and undetectable, or have your hits cause something like mangled and hindered.
and a little thing I thought of that's completely unnecessary but I did anyway, maybe have a second ability where at 100% you can use a very powerful attack or ability at the cost of draining your sanity back down to 0%. the change is 100% unneeded, I just enjoy adding onto things
as for the add-ons...
love them! they both feel like red add-ons as they tremendously change how they're played without basically giving them a new power. 1 is a design I'm a fan of personally, rewarding the killer for doing their job and helping get a snowball going rather quickly. and 2 changes them from someone who has to drag out chases to use their power to someone who is rewarded by constantly getting hits since that's the only way to actually lower your sanity. 10/10 on these designs
overview: very solid (more so than Yandevs game at least) and just needs a bit of a buff to her power to be truly complete.

they do, but things take long amounts of time
lets say they are working on a DS rework so it's less abusable. they need to be careful not to gut the perk, but they also need to make it not stupidly broken. they need it to work against tunnelers, but not against everyone. it's a tricky process.

Yes, he can oneshot the entire survivor team in one use of his ability.

In reality, you're probably only going to get one down per use of EW3, and you can only use EW3 a maximum of seven times (not that you'll have time to do that).
EW3 isn't a very good ability, but what makes him F tier is that he has to drag around the 50 lb ball and chain that is EW1 for the first two generators of time.

and B. not getting out of EW1 before 2 gens or not making use of the stealth gained from EW1
you are playing Myers wrong
I am like the most mediocre of players and even I can get at least 2 downs in EW3 and can easily get out of EW1 by the time the 1st gens done.
he's a fairly powerful killer, he just take a bit of time to learn (not a lot of time like nurse, but a bit)

Legion is a high D, low C.
Myers is F with Wraith. There are a lot of reasons I don't respect him, but if I load into a match against Myers, it's basically a free win if they don't pull out a Tombstone piece or get Hawkins.

Wraith is good but has no instadown
Pig is RNG based
Shape is a close second because of how good he is at applying pressure in chase
but Ghostface is the most effective for me. the ability to just take away te TR and still be able to grab is 10/10, plus they can pop instadowns left and right. not to mention how useful hiding the red stain is in chase

A strategy is when you have the choice to go A, B, C with the same odd of winning for each choices and when the opponent has a way to counter it.
Camping and tunneling have no counterplay unless gen rushing.
Everything in this game that have no counterplay = OP and bullshit

as long as they do him justice he'd be great.
now to cover some common arguments
"FNaFs a kids game" well yes and no. the fanbase used to be made up of a lot of children (and there still are some) but that has gone down. even then, the games themselves are not for kids (anymore, yeah the first couple were pretty much for kids). example: Help Wanted. young kids should not be playing vr, let alone a horror game in VR (plus it's actually pretty scary at times, I highly recommend it). and may I remind you the entire franchise is built off of child murder?
"He wouldn't fit" he is the rotten corpse of a child murderer who died from springlock failures (or in other words, having various robot parts quickly and brutally being impaled into the body of whoever is inside, which causes a painful and slow death) because the ghosts of the children he killed haunted him which made him put on the suit with said springlocks to try and defend himself, only for it to kill him. then 30 years later he is reanimated as springtrap. that's much more complex than say trappers backstory (not counting archives) whos basically "daddys boy kills some guys before getting yoinked by spider god". lore wise he's perfect for the job (as for appearance wise, look at his fnaf AR model. yeah that'd fit.)

a classic, but has doven more into dark comedy than true horror I feel. honestly it all depends on how that new chucky series goes. if it's more horror in line with some of the first films, I'm all for it. if it's more comedic I'd still be hyped but not as much.
