Meta perks are meta because they don't have unnecessary downsides that limit their effectiveness.
There's so many perks that are aaaaalmost really good but collect dust cuz they're just not quite good enough.

Have you stopped to think about how the Perk is called "Babysitter"? The goal of the Perk is to take the pressure off the Survivor who got unhooked and apply it to yourself. Because the Killer is going to be applying pressure to someone and you just caught his attention by unhooking his sacrifice; might as well be you he pressures instead of the guy who is now one hook stage closer to dying, right?
People get upset that Babysitter tells the Killer to chase you when that is literally the point of the Perk. I don't understand why no one can grasp that. Babysitter is only bad if you can't loop or otherwise effectively divert the Killer. If you can, it's really, really damn good. People complain about tunneling so much but then clown on the literal best anti-tunneling Perk in the game. It baffles me.

Because if it had no activation requirement, it would just be a free autoamtic heal whenever you get unhooked. Literally no time will be wasted trying to heal. For no penalty.
And healing is, like, really, really easy to do unless you're going against Plague. Second Wind is fine.

The limits to non-meta Perks don't make them not good; the limits make them require thought and effort to be made effective, something that the meta doesn't require.

Don't know why they made plagues map in the red forest. But the history of the building stays in tact. The plague unwittingly spread the aforementioned plague through the population who worshipped at the temple. Thus counting as her "horrible act".
But the entity does comprehend location. Otherwise there wouldn't be any difference between the realms. From a lore perspective it seems to mostly pull locations from memories then creates the realm from there.
Dyer island would also be respecting blights position in the lore. He is one of the most important characters in recent dbd history, and it would be kind of bad in my view to give him a hand me down realm from another killer.
The Entity doesn't "respect" any of the Survivors or Killers. They are all simply meat, means to an end. If the Entity wanted to put Blight's map in Crotus Prenn, he'll put Blight's map in Crotus Prenn.

No, it's just that most Perks are actually good and most people don't realize that because a handful of Perks are just better.
It's like comparing a 9-milimeter pistol to a 10-milimeter pistol. The 9mm is just fine, but the 10mm is objectively more lethal and accurate.

I wouldn't go that far. There are more than a few Perks that are genuinely terrible, like Camaraderie, Hoarder, Predator, and Repressed Alliance. But even Perks like Solidarity and Aftercare are really, really good and useful if you take the time to use them.
And don't trash No Mither. Combining that Perk with Blood Pact and Desperate Measures + Botany is like one of the best solo builds in the game.

Most people aren't used to putting in effort to get use out of their Perks because the meta doesn't require that.

Usually realms are from places where the killer committed horrible acts, mostly murder. The Blights crimes took place on Dyer island, where the prison camp, and his laboratory were.
The killer shack of the map could be the laboratory from the hallowed blight cutscenes, putting it more in line with those events.
Yeah, usually, but not always, i.e. Plague's map being in Russia.
The Entity doesn't fully understand our reality and everything in the DBD world is merely just a concept of what it truly is. Blight having a map in the Asylum realm is easily possible due to the Entity's lack of familiarity with our world. And I think it would fit Blight's aesthetic, so I would rather it be in the Asylum realm.

Why wouldn't they use them? For example, a new mechanic could be pranks/traps for killers to step in (a bucket falling in their head that stuns them).

Should be something reminiscent of their menu backgrounds. So Blight would have an old, crumbling building situated around his map, likely the London School of Medicine as someone mentioned above, probably moved to Crotus Prenn just since it fits. For Twins I'm imagining they'd have their own realm, Marseille, and their map would be a forest near a shoreline, perhaps with evidence of Charlotte having set up camp there or otherwise establishing her presence—animal carcasses, dead cultists, Victor's grave, et cetera.

Well until Killers with no mobility start moving more than FIFTEEN PERCENT faster than running Survivors, holding W will always be the be-all end-all of chases with most Killers, so new mechanics aren't exactly going to fix that.

If anything it's too big. I'm unable to go through holes I should be able to go through, bump into things I'm not even near, et cetera.
In all honesty, if you actually want to use pounce as a ranged jumping attack? The massive hitbox hurts Victor more than it helps him. He has no hope of ever competing with someone like Huntress or Slinger with that awfully limiting collision size.

first of all if you are talking about me, I am not defending the dlc, I have always talked about the veiled attack on the devs. just because some company has more years coding and making games doesn't mean that they are automatically better. same with people, just because you have been around doesn't mean someone else hasn't got the know how to best your knowledge. In tech this happens many times, a person who's been around much more but hasn't kept up to date can still do their job but won't excel because they don't have the mindset to get the new tools. Someone coming up in the ranks will use the newer tools to make things better. example admiral Rickover in the us navy who spear headed it's nuclear propulsion program refused to integrate newer methods of operation but kept to known things and thus it kept the program on a slow but steady course. so this is the case there were civilian power plants that had better setups than the navy did but they were prone to failures right away.
so why did I talk about this? older programmers might not try something like this because they don't want to rock the boat, the newer programmers are more ambitious and will leap at newer challenges. Now this is what happened here, the devs here tried things and when it came to it the higher ups said this goes out on schedule ready or not, so the devs tried to alert people to this and that they were working. so what happened we have posters like this one insulting their capabilities when he/she doesn't even know what those are or how to classify them. might want to understand that the OP wants people like you to misread what people like I say. The DLC was never being defended here because it was put out unfinished, but that decision is not one the devs make but the over all company execs and the devs either say yes sir to this or they get fired.
Except we know that the devs cannot code as has been exemplified for the past several years. This isn't a matter of higher ups or rocking the boat or anything of the sort; it is the devs not knowing how to code and releasing something that's buggier than an ant colony.

It's not a matter of us not wanting them to try something new; it's a matter of them being so genuinely awful at coding that even Blight, one of the most fundamentally simple Killers in the entire game, is full of bugs and general weirdness. If you can't build a brick hut, don't try to build a city. And this patch is proof of it.
I don't understand how people can defend this patch, or the programming behind it. BHVR's code is known to be primitive, building-block spaghetti code. Like, it's literally common knowledge, and even if it weren't, we can see it in this patch. Multiple Killers that were completely untouched this patch, including Legion, Demogorgon, Bubba, and Billy, are now suffering crippling bugs for no apparent reason, bugs that no one discovered on the PTB, meaning they were most likely added alongside the small, insignificant changes to the Twins when the servers went live—somehow these small tweaks to the Twins resulted in several Killers having their powers gutted by bugs.
I'm not trying to be insulting when I say this. I am merely pointing out the objective, observable truth: They cannot properly code. They tried to create an advanced bundle of coding when they cannot code to begin with.
I cannot defend how buggy, inconsistent, positively unfinished, and borderline unplayable not only the new Killer, but the entire patch, is. It's a complete mess and I am genuinely baffled that people can defend it.

Coup de Grace forces you to go for quick attacks only if you don't want to insta-waste the token. Most of the time I never found an avenue in which it could be useful because most loops are too short to prevent the Survivor from getting to the pallet anyways. So instead of getting bonus lunge range, I was reduced to only quick attacks.
And even then, it can be Dead Harded.

In Victor's power description it says that he reveals "walking or running" Survivors. Sneaking ones are not included.

His weakness is staying awake. If you are awake, Freddy get's his teleportation slower. He can't stop you in loops. He can't slow down gen speed. Also his terror radius isn't modified.
Literally the easiest Killer to counter, when you know how to counter it. People don't know something this simple is because the Survivor mindset makes people refuse to learn how to be better at the game.
It's a shame Freddy has both a passive and an active way to keep you awake and the only way to wake up without either running away from a gen or just straight blowing it up is to pray you find an awake Survivor somewhere else.

Any other period during the match though, it’s just dumb for a survivor to intentionally eat a BT hit like it’s some sort of “my peen is bigger than yours” gesture.
Seriously, think about it. That survivor is willingly choosing to give the killer a bit more time because they’re now forced to find somewhere to mend. It’s only 15 seconds, but every second counts.
So weird how much survivors roll their eyes at Legion, but they’ll willingly take DW just because they got unhooked. It’s actually just really dumb.
I in fact always make a point of hitting who was unhooked (if it was in my face) so that I can intentionally activate DW before turning my attention back to the rescuer. I can now chase that survivor knowing that other survivor HAS to waste some time doing SOMETHING other than gens for a short period. This actually works to MY advantage if this occurs multiple times per match.
It's 12 seconds, and contrary to what you're saying, it doesn't stall for jack. That's exactly why people roll their eyes at Legion and willingly take BT hits. It's a garbage stall tool and completely unthreatening.

I quite regularly get survivors body blocking on my way to the hook. It’s entirely possible to get 2 or 3 hits in and STILL get whomever i’m carrying onto the hook. I’ve even had survivors dumb enough to actually take two hits and go down while body blocking, only for me to still hook who i’m carrying, making what they did a complete waste of their own time.
As for mid chase? Well it happens. Just hit whoever is body blocking and just think about the extra points, instead of stressing about targeting one particular survivor. The more injured survivors there are, the better.
I'd agree with you if forcing the Killer to eat a BT hit when they have no intent of going after the hooked Survivor exists.
Because you should totally be able to use the freshly-unhooked highly vulnerable Survivor as an invincible meat shield, right?

Dealing with 3 Survivors as an M1 Killer with no special abilities. Yippee.

He's really not. He only does stuff if you pounce on an injured Survivor who is away from everybody else, because if you don't you either pounce on them and lose Victor, or get kicked and lose Victor.

Survivors in DBD have even easier strafing patterns to predict than they would in a game like Overwatch, their pattern is literally W & ADADADAD. It's not rocket science.
Keep making yourself sound like a god. Of course strafing is easy to predict when going for melee attacks.
Doing what you say I should be doing is how I became one of the better Pyramid Head players in this game, just saying. Victor is just terrible in every way unless you're going for point-blank shots in an open field.

Bruh, I haven't even played against the twins yet. But I've only missed my Victor pounces a handful of times & I've been playing them non-stop since they came out on Tuesday. His pounces are dead easy to hit, especially if you have experience with reading & predicting survivor movements. It sounds like you just suck at that.
And let me guess, you're going for crazy yy fakie no scope head shots Scott Jund cross map pounce gamer chair montage shots and not point blank melee attacks in an open field?

They didn't actually make that change, you know. I played Twins extensively on the PTB and the movement speed while holding a pounce is the exact same.

Victor moves at 150% speed and it's incredibly easy to secure a hit with him. If you miss, it's you being bad.
In fact, getting crushed on missing or hitting a shot with him, isn't even as punishing as it should be - he has a freaking 8 second cooldown, which is far too quick for how easy he is to use.
Victor’s pounce is slow, clunky, limited, and bugged to hell. Dodging it is incredibly easy.
But I guess you feel that way because you don’t know how to put yourself in front of debris.

Corners are annoying, strafing is pretty easy to counter you just watch their pattern and anticipate their direction, just like you do when playing Huntress or when playing an FPS.
I too love Survivors who can’t strafe a Killer standing a mile away.
