No I dont think slugging is toxic in itself I think being camped, tunneled, then slugged so they avoid DS is toxic.
Slugging to avoid DS DEFINITELY isn't toxic, assuming the Killer doesn't guard your body. If I can't rehook you after downing you, I'm going to at least make sure you can't do gens until somebody picks you up.

One idea could be that the rescuer is locked in the basement for x seconds, but the unhooked can go free. Make it only apply if the Killer is x meters from the basement, like Huntress' basement perk

Killers have a 24-32m TR, if you can't figure out that the Killer is camping by the time you're 20m away, I don't know what to say. Also, the majority of camping Killers do run NOED, generally because they're new and don't have any good perks unlocked.

It is effective because DBD is a game of information and solo survivors have considerably less information to work with than SWF. Unless every game starts being a SWF both camping and NOED are gonna keep being design problems.
Assuming the Killer doesn't have Insidious or is Ghostface, you should be able to tell that they're there just by their TR. If theres no TR when you go to the hook, one of the following is happening:
- The Killer has Insidious, with a 95% chance of being Bubba.
- The Killer is Ghostface or Pig hiding around a corner
- The Killer is a cloaked Wraith
- The Killer isn't camping
In the case of Wraith, just run away, he can't chase you too far or he'll risk losing his hook. If it's Ghostface or Pig, you should use your brain and look for them first. If it's Insidious Bubba(or even Bubba in general) you really shouldn't be going for the save anyway, since you KNOW he's gonna be there. You can also run Kindred, since it's been buffed to grant aura reading if somebody else gets hooked as well

You don’t need to camp the hook once your NOED procs, lmao. You go to where the last survivors finished their final gen for an easy clean up. As long as you’re not blind it isn’t hard to find survivors running for the gates.
I have never seen a camper that leaves the hook, even when NOED procs

The devs can,and should do anything in their power to make the game better and more skill intensive, and that involves making camping as obsolete and innefective as possible.
It's only effective because the Survivors MAKE it effective. I guarantee a camping Killer will never, EVER get a 4k if the survivors use their brains and genrush the everliving hell out of the camper. Considering most Killers(myself included) consider anything under a 3k to be a tie at best, Killers will never "win". They will also never rise above brown ranks and will almost never score more than 15k BP.

That's not the case at all.
Most facecamping killers do it out of tilt. They want to secure an easy kill because they're at a point where they won't catch survivors in traditional chases. Whether it works to get more kills or not, they'll still do it.
Being effective vs altruistic survivors is just the icing on the cake, and that's on the devs to fix, really.
The devs can't and shouldn't do anything to prevent overly-altruistic survivors from being punished

You’re not accounting for the 70 seconds MINIMUM it takes to cleanse all 5 totems. In reality it’s longer than that, and in reality no survivors are 100% optimal and do all gens in the fastest possible time. If they don’t just “Do BoNeS” they get downed by a 119% ms instadown killer.
Nope, he'll be too busy camping the hook to grab the last two survivors, assuming the third doesn't lose them with their adrenaline

TL;DR
"Break totems" is not the counter to NOED and I'm pretty fed up with hearing it all the time. It's almost like killers justify the use of the perk by saying it has a simple counter and is therefore not a problem.
Breaking totems is literally the entire counter to it. Instead of running your full meta build, try bringing Detective's Hunch or Small Game if you're having so much trouble with NOED

That's why your do bones theory is so blah. Yeah it's true. That's how you get NOED out of the game. But as a survivor you can't just take a killer for a long chase and then cleanse 5 totems and get any points. It's just all in one category.
You do know you can do totems on your way between generators, right? It's not a one or the other deal. Keep an eye out for totems as you travel, then do a quick circuit around the gen to see if theres a totem by it, since totems tend to spawn near gens. Once theres only one gen left, you can check for totems again if time permits. You can even find a totem and leave it for endgame. once the gates are powered, come back and check the totem, see if it lights up

But the point is that if the killer camps, you don’t have time to do all five gens and all five totems. The person is on the hook for 2 minutes and you have three survivors doing gens at 80 seconds each. It’s a piss-easy way to win every game because it’s almost impossible to counter it.
That's still a guarenteed win. 3 gens pop in 80 seconds, assuming all 3 survivors were split. The Survivor on the hook still has 40 seconds on the hook, 25-30 after factoring in time to find generators. the 3 survivors can finish a gen together in about 36 seconds, so they have MORE than enough time, since the Killer will have to reach the generator theyre on, assuming he picks the right one. If he guesses right, the two survivors not being chased can finish the final generator in about 45 seconds. Since the Killer is camping, he likely is fairly bad in chases, so it's entirely feasible that the two survivors can finish the last gen in the time it takes the last survivor to go down. Then the last survivor can pop their adrenaline/DH to reach a pallet or lose the killer, thus all three survivors get out.

Suprise suprise, the one game the Survivors didn't play into a camper's hands was the one game they had people get out. The reason NOED is so strong is because nobody cleanses dull totems. People joke that "if it glows it goes", but that's the ONLY time anybody seems to do totems.

Long story short? The power of NOED is fine. Endgame perks are fine. The fact NOED is earned by AFK'ing is not okay. Fire Up is the power level such afk-able perks should be at, not NOED.
Also as a followup, almost every second chance perk for survivors also happens to trigger by failing or idling. BT is literally the only second chance perk that requires skillfull play
DS needs you to get hooked=you failed a chase
DH needs you injured=you failed a chase
Unbreakable needs you down=you failed a chase
Adrenaline you can literally sit on your ass and get it assuming your teammates are sentient
At least BT requires you to unhook the survivor without getting grabbed or downed

- Slugging -> Forces Another survivor to come -> Stall Surv Objectives
- Break Walls/Pallets -> Make the map more dangerous -> Easier Chases -> Get Hooks -> Get Kills
The majority of actions that killers can do stall survivor objectives or aid them in getting kills. So how is their goal not to get kills?
I agree completely, except for the fact that a good Killer will almost never kick a gen without pop with how pointless it is. And technically, slugging doesn't directly benefit the Killer in terms of BP, it just acts as a lure to keep people busy.

I really hope this is bait or you are very new to the game. NOED is a really, really bad perk. Mostly because it's extremely powerful and completely unearned. I'm all for late-game powerups but NOED is just an excuse to get away with facecamping and/or getting kills you genuinely don't deserve. This is how most NOED games go (from my experience as a survivor): awful long chase (because the killer just eats pallets and doesn't mindgame), eventual down, hook, softcamp, survivor dies, gates powered, NOED, easy down, hook, facecamp, 2 kills. It is literally the same as a meta survivor perk, you play like an absolute wanker and get it for free. So dumb. At least SWF teams can disable it without throwing the game.
And that's without the detrimental effect it has on killer players that use it. Holy shite, your skill level will drop quick as you rely on your dumb perk. Congrats, you use a crutch. You're just like a survivor main.
Once you get out of the low ranks NOED starts getting used in proper engame builds, which actually makes for an interesting game. If the survivors don't pop totems, that's on them, it's not the Killer's fault

Except the Perk is poor in design and needs reworking.
It punishes Survivors for the wrong reasons, and feels weak for the Killer until active then proceeds to feel cheap.
It needs to be changed so Survivors who do side objectives aren’t heavily punished, but give Killer’s something in return whilst the Perk is inactive.
It punishes survivors for focusing too much on generators and forces a Killer to play with 3 perks for the vast majority of the game, the whole game if survivors do bones. I think that's pretty balanced

Having read your post, it seems to be saying "Survivors should not be able to help themselves" You mention perks, items and addons that make killer life difficult. These are of course their intended use, as are killer addons/perks and powers. So. Say that you are offered exactly what you want. All 'second chance' perks removed. What then, will keep survivors in a game where half of their utilities are removed with no offered compensation for the fact.
I'm interested in your solution to this. Because you see, its not as easy as saying "Just remove these things". That is the issue i have with such posts like this. You want something for your side and offer no sensible balancing out for the other side.

Perhaps that is not your intended statement, but it's how these posts end up sounding. And no, nothing in my post history suggests I'm an 'entitled survivor main' I play both sides, I'm happy for healthy balance changes, but I am also immediately suspicious of 'balance this' posts that don't offer balance for both sides. Just their own, and do so with a tone that suggests the other side is being unfair for simply using the tools the game have provided them.
You do know Killer is supposed to be the power role, right? Don't get me wrong, there's nothing wrong with Second Chance perks. The issue is that almost all of them synergize super well, EPSECIALLY DS/UB. If they were just reworked to not be so strong combined things would be fine. I read a suggestion once that proposed a "loadout system" similar to COD.

- I wrote based on an average game, I avoided strong addons for BOTH sides, hence why I didn't mention Iri head either.
- The four total gains are all seperate, originally this idea worked because survivors could keep their addons but killers couldn't. Now that both sides lose their stuff, the net gains for survivors are even lower, this was explained in my post btw lmao
each of these points were also stated by another person on that thread. Also not not doubling both, MOST PEOPLE DO NOT USE WGLF, MOST DO RUN BBQ.

Reasonable, but what evidence do you have that killing survivors is the killer's whole job. The only other reward in game is bloodpoints, which are gained by completing actions other than ones that lead to the survivor's death such as using many killers' powers, opening exit gates, breaking pallets, and chasing survivors to name a few.
Literally every action you mentioned except opening gates directly leads to a survivor dying

My issue with the "killers gotta kill" statement is that it is typically used in response to killers NOT doing any of those things, but instead just standing at or near the hook for easy re-hooking. If a killer actually actively hunts down new survivors, goes on chases, hits them, breaks gens, etc. that would be swell...but it's typically not how the game is played anymore.
I don't disagree there, and Killers ARE penalized for it if the survivors don't swarm the hook. I do firmly believe that slugging for the 4K is acceptable though.

Nope. NOED's effect activates if any dull totems are remaining on the map, regardless of the amount cleansed and the time it took for the gens to get done. It is better classified as a hex totem with a delayed activation, not as a hex totem that activates when survivors rush gens. If you want to give the killer free pressure, keep using meme perks and going totem hunting. Makes my games as killer that much easier 😁
DH shows all totems, not just hexes. IF all 5 totems get busted, NOED won't activate. It's not the best perk ofc, but it's the easiest way to find totems if you're too lazy to memorize or hunt them

I think you should go watch the tutorials again. You have missed some important information about the other 3 objectives and point gathering in general.
All 3 of those point categories are primarily filled by either hitting the survivor, chasing the survivor, or hooking the survivor. All of those fall under the umbrella of killing survivors.

This doesn't work either as Killer earns VASTLY more BP.
Think of it like this:
As Huntress, lets say I run Infantry Belt and Begrimed Hatchets - 12k Loadout
As Survivor, I run a Purple Flashlight, Green Battery, and Low Amp - 15k Loadout
Now, as Huntress with BBQ, I can earn around 50-60k, a 38k Profit minimum
As Survivor, average games net around 18-25k assuming no WGLF and I escape with my flashlight, thats still only a 9k profit on the low end, 3k if I die.
The concept of "bringing in line with killers" doesn't work when you factor in logic

I said it in the other thread and I'll say it here. Your math is automatically invalidated if you refuse to factor in BP multipliers for both sides. The ACCURATE numbers are 36-50k, compared to the 50-60k of Killers, which is completely reasonable considering the higher effort required for Killer games. Furthermore, the survivor build only costs 15k for the first match, assuming you get out. All further matches have a 9k BP price tag.

IIRC phasing should only be audible outside the TR. The only time you should hear it in her TR is with Prayer Beads

NOED is anti-genrush perk. Taking time away from gen progress is 100% intentional, just like old ruin and DH. If you don't like it, run Small Game or Detective's Hunch. As a bonus, Detective's Hunch will add it to a map if you bring one so you can pop it open at endgame if NOED is up

Umm, this "Killing all 4 survivors is the only objective" is a fallacy and a real problem in this game. Killing survivors is only 1 objective of 4 and escaping the match is only 1 of 4 ojectives for survivors. So killers do play poorly with stuff like slugging and tunneling, both lazy and unnecessary. And then my favorite toxic excuse rolls out "it's a strategy". Apparently, ruining other players match and wasting their time is a strategy. Killers, offerings, perks and items are not toxic. Only play style is because that is not part of the game it is a choice.
Killing the survivors is literally our whole job. What more do you want us to do, dance a little jig?
