You must have no experiences about what is a nerf,yeah can't blame you, the last time you being nerfed is 7 patchs ago.
"Making heal time 16->24 sec" such a smell nerf you can act like it is being nerfed in the ground.
CoB regression 15% -> 3.7% for 60 sec.
Overcharge regression 10.31% -> 2.25% for 60 sec
Thanatothobia 5.5%/injure -> 2%/injure
DMS 45sec -> 30sec

These are not include the nerf which were 7 patchs ago.
Evidently you lack historical perspective. Over the history of the game survivors have been nerfed countless times. Killers rarely are nerfed. I'm not referring to perks but killers themselves. They've been buffed throughout the games history. As for perks, addons, and items survivors again have received far more nerfs.

I'd say by far F13 would be the best possible option. Jason would be the killer obviously. Not really sure what power to give him though. Tommy Jarvis would be the likely survivor. Perk wise I'd need to give it more thought.

Ok, so Botany was the culprit. I incidently checked the math yesterday, with botany you need 34.04 charges for self healing with a medkit. Madkit has base 24 charges, with green addon for extra charges, it's 34, so a tiny fraction too short. Don't know if the game still lets you heal full with it or not.
Instead of self care, you could run bond for finding others to heal you.
It can't take 34. I've ran BK with a medkit that had bandages and I got the full heal.

CoH I'd have left the self heal in place. I'd have removed the ability to stack speeds with any other perks/medkits. Lastly I'd have given it a token system. It can only be lite 3 times. It deactivates if snuffed or after two heals.
DH didn't need the nerf imo. Sure it was annoying but it wasn't that hard to bait.
Medkits are a bit more difficult. I think I'd have left them alone with one exception. Self healing with a medkit takes 24 seconds. The only exception to this being the Emergency kit.
As for how I'd improve the rest of the patch:
CoB and OC would stay the same. Gen kicking perks no longer stack regression.
Pain Res I'd have kept the same except I'd add a token system. You'd start with 1 token and gain another token for every 2 hooks you get.

Just played 2 games other with 9 hooks and 1K and other 4K with 11 hooks. Why are you acting like the first game was a bad one? 9 hooks means you did very well. Why is everyone obsessed with getting 4ks?

It isn't,but the developers market it and develop it as such.The "vibe" the game gives off is more important to them than the quality of the game.There are many killers which are conceptually amazing but horrible gameplay wise.Survivors aren't meant to be the teens in vhs that fight back,they are meant to flee and hide and the developers seem the develop the game around that idea.A survivors being invincible removes all immersion.

Just proving my point further.Dbd is a party game for the majority of the community.Almost no one cares about optimizing and as a result you and most people don't realize how powerful tunneling has always been, you only see it now when tunneling's value has sky rocketed.I can write a 10 page thesis on why tunneling is so powerful,and the reasoning lies at a fundamental level.A few changes in perks don't destroy tunneling.Old ds didn't make tunneling people beforehand unviable or anything.Making the game a 1 v 3 will always top getting a hook on everyone,there has never been any incentive to spread hooks.
A ten page thesis seems a bit much. It's easy to understand in a few sentences. People right off the hook are easier prey. Most survivors will stop doing gens in a desperate attempt to save the tunneled person. In short it works because survivors feel bad for the tunneled person.

As for regression being dead I have to disagree. Pain Res is still solid. Pop is still good despite claims to the contrary. Jolt has always been good for M1 killers. Deadlock and Corrupt help stall. Point being there are good options still there.

There are maps with very low pallet counts. Alert lost alot of value with the 3 gen meta nerf.

I'm still surprised Alert hasn't been nerfed with a range limit yet. The killer can break a wall on the other side of the map at roundstart and boom, Alert activates in the first 10 seconds.
Alert just isn't that good honestly. It's not bad but it relies on the killer to kick things. If they don't It's completely dead.
@topic I don't feel they're OP by any means. They are really nice but are too situational to be OP.

The regress perks, as they were, were too powerfull and killed the fun as DH/CoH did. The nerfs were necessary but for the regression they went too hard on it. It was not really for balance but for the fun factor.
The self-heal nerf is great as it now forces the survivors to teamplay, it is a team game.

What if you pair it with Streetwise? Does it counter the efficiency penalty enough?
Also now that I think about it, Overwhelming Presence can completely ruin a medkit's ability to self-heal. Even the slightest extra penalty will knock off enough to make it fall short of a full heal, if I understand it right.
Streetwise won't get you enough for a third heal. Only way now would be Built to Last will.

That's all I ever got was 2, but if you are paying attention you can't get 2 now lol. I don't mean that in a smart butt way either.
What I mean is self healing with a medkit eats 24 charges now. So even with addons you can't get more than two self heals.

I made this post after a survivor dc'd in 6 straight games so I do understand how easy this game can cause frustration.I also understand that if a killer wants to camp and tunnel at 5 gens, it's frustrating. I doubt there will ever be a solution to players dc'ing given the divide among survivor and killer opinions. The thing is though, a survivor with more than 200 hours should expect to be playing vs the top 10 most frequently used killers. If your just gonna dc if you are fed up with a certain killer or play style, then why are you playing the game? I'm so damn tired of seeing Wesker right now but I start a match knowing that he has a high pick rate. I'm sick of him, but juking at the last second and watching him miss me and zoom over a vault from using his power is hilarious. Survivors can't find that middle ground if they just dc right away. I mentioned it during the ptb and Mandy said the want to remove bp bonuses so people don't feel like they need to run certain things. So yeah, they're likely gone for good.

They even removed the bp bonus from the needle and suture addons for medkits. I loved those addons but they're not worth running now. Truly sad times.
