It means actual outcome. It means that from at least MMR's point of view, you are on average winning in 3 out of 5 games on average (disregarding draws which are rare anyways). The fact that the game has MMR which should just place those players against way stronger survivors - but killers still having way more then 50% kill rate just means the game is quite heavily in killer's favor.
Considering draws exists - this stats means that killers on average win more often or harder then survivors. Or it means that they at least loose much less then survivors (yes there's a draw for a killer if he gets 2K).
okay, if according to your 2.2 (taking into account the bad players of survivors, camp and tunneling) means that the game is on the side of the killer, then nothing will help here
(even if we had the statistics that the killer only wins every 5 rounds without camping and tunneling, even then it would mean that the game is not much on the side of the killer)

I think this is bad design. If this buff almost exclusively (as per OP's arguments that looks to be sound to me) helps against tunneling, then it should be good buff. Don't you agree?
If people complain about DH and DH having too much usage - that means that there are no other sensible alternatives. Buffing other exhaustion perks could be sensible alternative to nerfing DH if we want to reduce DH usage. And let's be honest - there's still room to buff survivors as kill rates are 60% according to last stats.

This makes no sense. If we are talking about using overcome - then I have to be not exhausted (meaning 40s outside of chase which is way longer then time needed for syringe). Why would I ever equip both syringe and styptic when all I would ever need is syringe? Like I guess I could use styptic if I don't have syringes - but I would never equip both. There might also be special case for instadown killers/expose, but using instadown is practically always more complicated then using M1 (on already injured person) - so even this case while relevant would be very niche.
other perks are GOOD, just DH OP, the problem is not in sprint but in dh

First of all, what is tunneling. Tunneling is sole focusing on single survivor, ignoring everyone else. It is a cheap way of gameplay, because it works only on weak/solo teams and completely unfun for survivors and detrimental for killer's skill and experience.
My suggestion is to add "Fear" status effect.
After unhooking, if there are two or more alive other survivors, this survivor gets for 60 seconds:
- 4.4 m/s speed inside killer actual terror radius
- all perks of that survivor are disabled (maybe with exception of some healing perks, like Boon: Medstation and Inner Healing?)
- vaulting speed effect of Resilience and old Spine Chill inside actual killer terror radius
- any conspicuous action remove Fear status except healing yourself
- health state change remove Fear status
- Fear disables usage of any items except medkits inside terror radius
- no collision with killer
- unfinished healing degrade back to zero (like Sloppy Butcher without healing speed penalty)
My idea is that unhooked survivor is very hard to catch as a killer, but completely useless for his team. He cannot sabotage, flashlight save or bodyblock, or do something without going back to normal. He can chose to be useless, but killer would ignore him, or get to safety and heal/start repair.
it's a very bad idea to take strong toys only from 1 side, the killer loses his strongest tactic
what about the survivors? what do they lose?

I am trying to suggest a potential fix for tunnelling without having it removed from the game completely, this is the most logical suggestion and it would be for the overall benefit of the game.

I propose a cap on tunnelling. How it would work would be by the following;
- If killer tunnels to win in a game

This would not only make the game fun again, it would make the game fluid again too!
what should the killer do if the survivor will just run and bb the killer?
even now many survivors abuse free time and body block, imagine if they could do this indefinitely it would be absolutely stupid

The instant regression of eruption is the strongest in the game if at least 2 gens have it, 10% per gen with no limit. It has the potential (never will happen) of 70%. I don't think having incapacitation having something that can be prevented would make it dead.
this 10% (currently 8%) is really just compensation while the killer kicks the generator the survivors repair other generators by 8%
+ take a look at overcharge any person can avoid it without any problems, if the eruption has a skill check, then this means the eruption will simply regress the generator by 10%
although as I said, I won’t be surprised if in the update we have 1% regression without anything (remember ruin, bhvr likes to kill perks)

See, this post is so ill informed…. 2 people downed early and when you try to help you get downed. He’s got 1 hit and he’s not hooking and since he keeps downing people going for saves everyone is in the same small area. He’s bouncing off all the trees and slaughtering everyone. Overall I think Blight is fine base-kit. He has no glaring issues other than my own personal boredom of facing him. He’s an oppressive killer but that’s just how he is designed. He’s always going to be be that kind of killer just like Nurse.
Only thing I would say is he should get the Nurse/Spirit treatment where most of his add-ons are niche or gimmicky and he has two or three strong add-ons. Reason I say that is because he can afford that. Look at the other two best killers, Nurse has maybe two or three strong add-ons and the rest are niche but she is STILL the best in the game and does not need oppressive add-ons. Spirit is the exact same way. She has three great add-ons, two good yellow ones and the rest are gimmick add-ons.
There is no reason for Blight to have so many oppressive add-ons for how strong he already is.
maybe if the survivors didn't cry for every killer then we would have more than 2 viable killers in the game and then you would not play so often against 1 killer?

I'm aiming for a way to dodge the perk's Incapacitate without requiring additional perks or builds designed around avoiding eruption. A form of counter play anybody could do, in theory.
The idea, to me, is that while having perks to avoid a problematic perk, playstyle, or what have you is useful, they shouldn't be a requirement to just play the game.

it’s easy to get rid of it, enough to lie that it’s impossible to avoid it, even in solo I often avoid eruption (and eruption does not work at all on swf) instead of 4 metaperks, take aura perks and you will easily avoid eruption

the fact is that the nurse is a killer mind game, you can't just drop every pallet to win
here are a couple of good tricks for you (actually there are a lot of them, you just need to roughly understand what kind of nurse against you are and use the right ones)
run behind cover turn around and run to where the nurse was, if the nurse started to understand your tactics, then run behind cover and stand there or just run further
use DH not immediately wait time where 0.7-1 second

Logically it does. You think two to four friends were going to play together in silence? By releasing it on console there was already built in party potential. There is nothing they can do by allowing one, comes with the other. And also what about spouses or siblings that live together and play on separate consoles or computers. Should they play in absolute silence as not to have an unfair advantage? As much it may peeve you off its part of the game and it is not going anywhere.

you overestimate the FOV, 80 or 360, the killers will not catch faster because of this, the killers, as it took at least 30 seconds against shift w, will still be required, but if the killers increase the FOV, the survivors will start crying and get some more significant buff
so in the end it will make life worse for killers

Anyway - argument that eruption already does this is bad argument. Eruption is overtuned. That's also why it's going to be changed. And while I agree that 6s of blast mine would still probably don't do enough to be meta perk, there's still a good reason not to buff it. The sheer amount of annoyance people will get from it means, that even current 4s feels like eternity (even if from game's perspective the perk is pretty meh).

in my opinion the killer should be able to increase his FOV through the settings, but unfortunately knowing the developers, as soon as the killers get something the survivors get it in x2 size, so most likely either the survivors will get an increase in FOV which will mean a loss in any design, or survivors will get even more perks
so it's better to stay with 81 (yes the real FOV is 81, not 87) than the survivors will just get another upgrade

The Sprint Burst/Lithe thing has been predicted hundreds, if not thousands of times in the pre-patch 6.1 circus, but it never came to fruition. For a short time in history, we enjoyed a time were there was a colorful mixed bag of exhaustion perks and everything was seen in game. People went wild with all kinda builds and it was an exciting and fun time.
Sure, intelligent usage of Sprint Burst can be pretty annoying, but it's nowhere in the same heartsinking, confidence destroying and fun-sucking ballpark that is DHs favorite hunt. SB and Lithe happen at the start of a chase or even before one happens and the killer can decide if its worth their time to commit or look somewhere else, whereas DH literally happens in the 14 frames before your triumph after a long and arduous chase, taking it all away.
There will always be singular peeps who get so destroyed be SB that they come crying, but that's just whiny loosers tat you always have on both sides. But if you honestly think that a so-called Sprint Burst meta could be anything 1/4 as obnoxious as DH, then you need a reality check.
An intelligent use of Sprint Burst is just irritating, while an honest to God 99ed Sprint Burst mid-chase gives you pause and grudgingly respect that survivor. Compare that to mindlessly looping a piece of junk 3 times, just to press E and do it all again or move away. Riviting gameplay and the hight of tactical acumen, right?
same, I always have respect for people with 99% sprint, this person wisely used his actions, guessed the moment and played from the perk, while dh is press e if the killer uses m2 or swings m1 congratulations you won

The only argument AGAINST Eruption is "Incapacitation is boring so get rid of it".
the eruption literally regresses only 5% it takes the killer 2 seconds to kick the generator during that time the survivors do 8% of the other generators so that 8% is just compensation for the killer kicking the generator, after which the generator regresses by 5% in 20 seconds, with taking into account the fact that the minimum chase time is 30 seconds, then the eruption is even weak ( just so you understand 1 dh wins at least 45% for generators)

Scratch marks are something every killer has access to, like the TR is something every survivor has. The latter is affected by hearing though while the former isn't. There are colour blind settings to help colour blind killers track scratch marks. Now we are getting something to help hard of hearing survivors get use of their feature.

Also as @edgarpoop mentioned, the best teams in the world get hit by eruption, and it's considered a problem by very high level players too. Let's quit with this (false) narrative that eruption is "meh" or "useless" against swfs. Because it's not
any average dbd player will be able to make skill checks even with their eyes closed, for the sake of testing, I recently played Merciless storm + build for skill checks through the doctor, in 5 games only twice people failed the skill check

I also think that they should maybe make other perks that aren't used as much, like autodidact, and increase the skill check rate by at least 10% or 20%. Then it could potentially counter coulrophobia, it already somewhat does, but the skill check rng feels so bad, honestly.
I also wish they took ideas like making the one Jill perk where you get half of your bar back have a secondary effect of countering the bleed status and Reactive Healing. Just to make those perks more viable since mangled is now way more popular. (When they don't use full slowdown.)
Though I am a bit scared that they will make more downright busted perks like Eruption or buffed boil over before it was nerfed, but I'm still really excited to see more perk passes. I always forget when the next chapter will be released. I am pretty sure the next perk pass will be next midchapter, where they finally look at eruption. However, I can't remember when the midchapter is.
the middle of the chapter was a couple of days ago, the next middle will be in April/May

And how do people not realize that DH now has a fairly sizable skill requirement now?
Is it better for highly skilled Survivors in specific scenarios? Yes. Is it worse for the vast majority of players? Yes.
pressing e when you see a hit or on obvious m2 attacks does not require skill
