Answer: Still exactly the same. NOTHING HAS OR WILL HAVE CHANGED. For survivors that means 31 x 40 levels. Plus you still have to level the character you want to actively play until they get all perks, or you have to level ALL characters to prestige 3 (that's 31 x 150) to get all perks. That is an insane amount of time that ONLY people who invest 40+ hours a week for years can achieve.
There is no grind reduction in this. Nothing has changed.
Old Method:
I can level Nemesis to 40 to get Lethal Pursuer.
I then want that perk on Dredge. I can level him to 50 without it showing up. I could level him to 50, without any perks I really want showing up.
New Method:
I can prestige Nemesis once.
Every other killer now knows Level 1 of Lethal Pursuer as well as his other two teachables, immediately. I can then just level up my perks as I level my new Dredge. I don’t have to worry about Bloodweb Roulette giving me a perk I want or not.

Why not? You don't lose anything. Yes it makes sense to do it your way if you have one character with all other perks and they're the only character you play and is only missing the 3 new perks.
However, if you play say all the killers, and want the new perks on all of the killers and don't want to deal with the RNG of the bloodweb, it'd be smarter to just p3 the new killer to get all 3 new perks to tier 3 on all of the killers.
If you’re wanting to play a character you’re going to be leveling them for addons and offerings regardless. Makes sense to just grab levels 2 and 3 as you do that at the same time instead of investing all that time and blood points just for levels 2 and 3 of perks for characters you’re going to be leveling as you play them anyway.

p1 gets the perk at level 1 to everyone. p3 gets the perk maxed out to everyone. It's totally worth getting everyone to p3
Or I could level the new character to 50, and then just do 4-6 blood webs of whoever I want to play to unlock levels 2 and 3 of the new perks instead.

You had to get a character to level 40 to make their perks available to be found in other blood webs by chance.
Now when you get a character to 50 and prestige them, every other character automatically learns the level 1 version of all three of that prestige’d characters perks instantly.
Then you can just grab the level 2 and 3 versions of these perks when ever you level the character you want to play.

You don’t need to P3 anyone, just getting someone to P1 gives their perks to everyone else.
Just unlock the perks and get their level 2 and 3 versions from the bloodweb of who you want to play.
Or buy the level 2 or 3 version in the shrine if you can.

I don't think any other Killer Perks should be a base mechanic except this. This just makes sense, and would keep survivors from being able to "tap" generators, which absolutely should not be a thing. Stopping a generator from regressing should absolutely take some investment into a specific action.

Adrenaline is fine as is. It should be able to activate through exhaustion, it should restore a health state and give a speed burst.

Playing Legion with the Oblivious on hit and see auras of people mending in 24 meters add ons highlight just how many bad survivors sit there and mend immediately after getting hit while Legion is still in Frenzy and close by.
With those add ons you don't even need to chain hit to get a down, just run off and then circle back around and hit the oblivious mender.

Overcome would be better for most people anyway. Just holding W, Overcome will give you 40 seconds on a killer before they can catch. up. You can literally run the distance of Red Forest, diagonally.
I've never had a Dead Hard give that kind of advantage, even if they use it to close the gap to a pallet or a vault.

That's not an answer for why they'd stay there if the killer isn't picking them up, just a possible answer for why they'd inch closer to a hook.

Sometimes the distance between hooks can create the situation where you could potentially wiggle free by the time the killer walked from one hook to another.

I want to play Nurse. I really do. But the way the camera shakes when she fatigues literally makes me motion sick and hurts my eyes. If the screen just went dark like Legion, I'd be Nursing all day.

I have some kind of mental block with Hillbilly. I can't chainsaw people for #########. I don't know what it is. Leatherface I just can't stand the noises he makes or his appearance.

I work with pallets. If I could reduce one to splinters in two kicks then having one fall on top of me wouldn't slow me down in the slightest.

Sometimes it is, sometimes it isn't. When you're facing down a team of identical survivors it can be hard to tell in the heat of the moment if you're not laser focused on their position in the portrait placement.
Or when they jump into a locker slightly out of sight and you didn't see which one was in there. That's the ones I usually fall for. The knee jerk reaction to just grab people out of lockers before they can Head On is strong.

The flow of the game would probably be better if you replaced Enduring and Spirit Fury with different perks and just made it so hitting a killer with a pallet for a stun, always broke the pallet.

Are you about to hook *someone else* and the previous person seems to run up to you for no reason at all, or click a flashlight for you to chase them instead? Don't fall for it.

Of course its exploiting. You're doing a forced exit from the game that prevents the natural occurrence of a game mechanic just because you don't like the outcome of your own actions.
Did the killer down you and someone opened the gate right after? Did they pick you up and you don't have DS? Is there no way to get free before they can get you to a hook?
Well too bad. If they have Blood Warden then Blood Warden should activate.

It was okay before Circle of Healing came around. Now it's not very good.
I dunno, I'd rather heal myself with its healing speed buff and my guaranteed medkit than sit inside its range and self care.

Fully repair 1 generator, unhook 1 survivor safely, take a protection hit, cleanse a dull or hex totem and escape the trial through the exit gate.
Even then, all of that seems much less of a hassle than the killer score requirements. Because you can't just get a 4k, you have to get a 4k while dragging it out long enough to score high enough in every area.

Every chase was the same: Survivor makes it to a pallet, pull out your tentacle, you hit them with it if they drop the pallet, you put it away if they keep running and you M1. Rinse and repeat until you eventually chew through every pallet and kill them. Extremely boring to play and play against.
The fun of Nemesis is the zombie RNG. When they do work, they do work, and it's hilarious. Really though I just love the ease of busting breakable doors with him.

His traps need a big rework. They disappear, you can't even see auras of the ones you've placed, they have lots of environmental problems where you just can't place them in certain areas.
I think a good change for him would be that as generators are completed and he can teleport to fewer places, his traps become more powerful. This would also fall in line with his intended theme of getting stronger as the trial gets closer to the end.

Well who hasn't had those moments where you're accused of being a camper when none of the survivors give you a reason to leave the hook.

Never sleep pills is just really boring and has no counterplay. It's not supposed to make legion better, because it's a bonus blood point add-on. Mural sketch is fine but slightly nerfing it would encourage more add-on variety.
Now this is the add on that could probably use a little tweaking. A 20 second Frenzy is a bit much. The increased Frenzy duration could just be decreased with every hit as your speed increases.

Its not terrible design, its a good add on because Legions power is mostly non-lethal. "Punishing you for using your resources" You are rewarded with a stunned killer, the cancelling of his chain frenzy, and if he just reactivates, vaults and then cancels he's inactive longer than if he'd just broken the pallet and started after you again.
You're rewarded more this way than not. The trade off is he gets his meter refilled.

There's nothing wrong with Julie's Mix Tape.
If a Legion gets stunned by a Pallet in Frenzy with Julie's, he still loses his chain combo.
If a Legion reactivates his power and vaults this pallet (.9 seconds) and then hits you, you can't be downed.
If a Legion reactivates his power and vaults the pallet (.9 seconds) and then cancels his power (3.0 seconds) that means he's been inactive for longer than if he'd just kicked the pallet (2.6 seconds).
The only benefit Julie's gives is that you get your meter refilled and can take your pallet break cooldown on the go (the manual cancelling of Frenzy) and when they activate it, it's going to be 1.3 seconds longer than just kicking the pallet when you include the .9 seconds it takes for them to vault it.
And if a Legion vaults the pallet and just Frenzy's you whether you're healthy or not, and runs off, then he's got to backtrack and find everyone else all over again to down someone. And if by the time this happens the rest of the players have not spread out, then that's on you guys.

If you see Deep Wound happen and you don’t hear the terror radius, you’re currently fine, but should move to the edge of the map.
But man, on The Game with a Legion that’s not using Iri button and Julie’s. That’s plenty of pallets to knock you out of your power and prevent chain frenzy downs.

If her Iri Tape Add On was just a part of her power, she'd be pretty good. Yeah you're not going to be getting Condemnation 4ks or 3ks unless you really try for it with the add on that spreads condemnation on healing and you do a slugging build but you can literally be just about anywhere at any moment.

I'd say quite the opposite. Legions add on and power rework was great, the results and transparency of the last SMMR test were encouraging, they had a big ban wave of cheaters, and at this moment seem to be listening to the right voices in the community more.

I just find it fun in general. I do enjoy some Meme Builds like the aforementioned Spooky Myers.
But on survivor I have a lot of fun with my friends. We do survivor meme builds as well, and try out all kinds of various perk combinations, and even when they don't work we usually end up laughing about it.

Two in a row to "do anything" ? By "do anything" do you mean down someone? Because Birds deal damage at close range. You only have to hit with two for a health state at a distance.

What makes you think she is a strong killer? Her power is useless on maps with multiple floors or maps like swamp. She's hard to play and predropping makes looping her way easier. She's just not rewarding enough to learn and play.
Birds hit over dropped pallets. Pre dropping a pallet doesn't change anything, you still have to leave the loop. Elevation only changes where you can long range snipe to and from. A lot of people think she's not rewarding to play because she's too damn strong.

My killer games seem fine for the most part. I don't mind challenging matches, I'm not bothered if I don't "win" with 3 or 4k's every time. I don't have any real complaints about it.

No I've seen this before to.
Someone was on a hook for the first time and the second they reached phase 2 they just straight up died. I've only seen it once though.
