No, the terror radius determines that the killer is nearby and possibly approaching. It does nothing to tell you if they're to your right, your left, etc.
Premonition does work against stealth killers. I'm willing to say the lack of use of it probably started that rumor.
And generally, "getting ready to loop"? My playstyle revolves trying to avoid that. So frankly, I can understand why Spine Chill can be better in preparing for a chase. But not for avoiding it.
But to outright say it's "better" than Premonition because of the difference in playstyle is a sign of bias. True, I may be biased towards Premonition, but I am by no means saying that it is god-tier. I'm merely saying that it isn't trash, and wanting to find out why Spine Chill is so widely used more than Premonition in most stealth builds.
Experience tells me that no, Spine Chill does nothing in preventing a chase. It makes the chase easier for the survivor. So by that regard, Premonition and Spine Chill shouldn't be compared because the uses they need to be used in are different.
Thus far, I have not been convinced that Premonition is by any regard, a bad perk.

Just because Spine Chill lacks a cooldown doesn't make it "better".
Yes, it gives you an early warning constantly without much fail without a cooldown. But I'd say that it has an inherent weakness with it requiring the killer to look at the survivor before it tells you that 'Hey, the killer is looking at you'. It says nothing about 'where' the killer is, or saying 'if the killer saw you'. I'm willing to say that Premonition is better in such a regard.
The 'boost' is negligible. Sure, it makes you vault faster, but not by much. Even then, the fast vault is already fast enough, I can only see it being used to slightly reduce the downsides of a medium vault, but any self-respecting player knows better than to do something like that willingly.
If survivors are too lazy to use their eyes, then that's their problem, not the perks'. If survivors are unwilling to use the effects of their perk despite knowing what it does, then they themselves wasted the perk slot. The perk isn't bad because people are deliberately being too lazy about it, I'm willing to say that's what causes it to be 'underrated'. If people are expecting autonomy, then they shouldn't be using this perk in the first place, so you effectively made a counterintuitive statement.

Because I still don't see a reason why Premonition is trash and why Spine Chill is sub-god tier...

For starters, positioning yourself so you don't get seen is easier said than done. You have to know where they're coming from first. No amount of map knowledge that isn't an aura reading will make you 100% certain that the killer you face can give you a cue of some sort to make you move yourself to a spot where you can't be found and be certain of it. Premonition mitigates that need by some degree.
Second, Spine chill being good because "you will know what the only routes the killer can get you" is an argument that can just be used for regular play. They can come from all sorts of directions. It's not a one way, it's omni-directional, and you have to pick a hiding spot that would potentially make the killer miss you. But even knowing the spots and routes they can take to get to you will have spine chill do nothing. All you know is that they're coming to you. You don't know which direction they're coming from, Spine Chill or not.
And lastly, Premonition also bypasses undetectable. So that argument is pointless to make.

1 - That is understandable that a 30 second cooldown would keep most people away... But it didn't stop most people from running other perks with the same cooldown.
2 - What sort of information deems it 'valuable' enough to call "A killer looking at you" more important than "A killer's general direction"?
You might be looking at Premonition's effects to do the wrong task, by trying to see how close he is. But I'm using Premonition to find out where he is. So I can adjust myself to a point where he may not see me.

It just now released, of course everyone is the same rank.
Considering the emblem system is unreliable and you can't derank with this new one, it'd be way too hard for some survivors facing up against red rank killers.
So on and so forth....
It'll sort itself out over time.

An analogy can't be crazy, technically, because they're an analogy. They're not meant to be taken like it actually happened.
And secondly, the fact that it's based in real life doesn't make their point any less relevant. Again, they're analogies, generally used to clarify or explain things in better detail or on another angle. In this instance, it's using a hypothetical scenario to expose the absurdness of a certain line of logic that they're arguing against.
So what did you have to say in response to that? A statement that just says something so boring and expected as what you posted.

So.... Uhm, I guess this didn't really solve anything. Well, it reassured me of something.
Some survivor mains, as I kinda expected, are a bit short-sighted.
Ok, so... First off. From what I heard, at least, most of you are unwilling to "put in the time to find all 5 totems and destroy them".
If you want to counter a perk, you have to put in the time to do so. And yes, you may fumble from time to time, but you are trying. And the reward you get is a chunk of BP, and the hex being spawned into a predictable spot if you know where the last one is.
It's similar to doing gens, with the difference being 'its faster if the killer isn't running a perk that hampers that', and that it 'makes escaping easier rather than providing that opportunity'. If the issue is running around the map aimlessly, then, you know, run a doggone perk that helps you if you have that much trouble with it!
Secondly, I've heard people say the answer, 'Do bones', is 'too simple' or 'too idiotic', or... Something along those lines. It's varied.
And in retort.... It's an answer. It's not meant to be something you accept or take to heart, it's a [bleep]in' ANSWER to a question! You don't see anyone hamper on someone replying 'yes' to a 'yes-or-no' question, because it's a bloody answer.
It only goes to show the willful ignorance you naturally have because of your refusal to accept "Do bones" as an answer, despite it, y'know, being an answer that works. There are ways to counter NOED, doing bones, leaving the first chance you get, don't get hit, etc. But deliberately ignoring the facts all to make the game more easier for yourself is painful to the people who actually want the best for this game.
NOED is already niche, usually only working once before a survivor ends it. The only way the killer can cause full wipeouts is if they were given the opportunity to do so. It's how camping, Tier 3 Myers, Demon-mode Oni, and other one-shots can sometimes do this in the duration it lasts. The intense altruism works against the survivors in dangerous circumstances because it results in more collateral damage due to them being grouped up. Usually obviously so to the point when they don't care the killer is staring down their necks.
Honestly, I won't bother with sayin' more. I'm going to discredit the future arguments against NOED because, well, they're inconsistent, they aren't based on fact, and frankly, most of them are wrote by 13 year olds who flunked english classes.

The only time this argument of "just do bones" actually means something is when a good team is destroying a killer. They should cleanse the totems before the end of the match, rather than be dumb.
NOED can be annoying but I think it has it's place in the game. I don't think it needs to give both a speed boost and an instadown but that's just my opinion.
I mean, yeah, I don't want it to have a speed boost. It certainly isn't really... Nice. To put it simply.
The reason why 'just do bones' is so widespread is because it is that simple.
With no dull totem to spawn on, the hex doesn't activate.
Yes, there may not be some times where the totems you cleanse do nothing to improve gen progress. But that's more of a soloq and lack of coordination issue more than the perk itself being an issue.

But they do have the most power over the trial than the killer.

I was expecting something a bit 'different' but all I got was the same meal with a different seasoning. And it all tasted horrid.
So I not just understand why NOED is so widely hated, but also why most survivor mains are typically entitled.
If you're annoyed by a perk so damn much, then just use a perk to counter it. I'm not sure what's so wrong with that. It's not like it's the first time you've used something to [bup] killers specifically.

There is very little difference between old legion and new legion in terms of mechanics. Both require 2 hits to down survivor, if power is on hit puts them into bleedout mode and hits in frenzy will never down them.
Mending slows down the game. That is 100% intended and that's exactly what happens even in red ranks. If your problem is you think his power doesn't slow down the game and is ineffective, you can stop right there because it does. Is his power weak? Well arguably yes, because he drags games out instead of being efficient at stomping in 2 minutes.
But Legion was never and should never be a high lethality killer who can end matches in 2 minutes like some of the other killers.
If you are not using Legion to chain from Frenzies you shouldn't use Legion. If you are just using him to Frenzy to run faster then turn it off after you hit a survivor you are better off using another killer. While I do see advanced Legion players doing exactly that, it's not their primary strategy. They still go on stabfests to slow the game down, and use Frenzy as a speed burst to down injured survivors when needed.
I don't know what rework you have in mind but if we're talking about his ability doing what it's supposed to it does exactly that, and then some. Could his delaying ability use a buff? Maybe. But with Sloppy Butcher and Thana it's largely not necessary. He does what he need to do just fine.
I actually very much use legion as intended.
I do chain as intended, and oftentimes get games where the entire team is injured and bleeding out slowly.
Though there are times where I feel like the generators are still being done ridiculously fast right after they spend 8 seconds mending themselves.
Even when I restart the stabbing spree, it keeps going, and it gets boring because legion has no way to shake up how he does his job.
Just sprinting, stabbing, stopping, doing M1 killer things, and then repeating when the survivors have mostly mended up.
His perks and even ability, true, benefit from survivors being close together, there's no real downside other than you slowing them with a status effect and ending up chasing only one because you can't go farther with it as the other one regenerates.
Though, thankfully, I feel like I have a possible solution to that.

Deep Wounds is an effect that puts Survivors in a "bleed out" mode where they have the opportunity to heal themselves before they die. It's used not just for Legion but for other effects that require an extra hit to provide protection, like Borrowed Time or Mettle of Man.
Originally Deep Wounds didn't exist and the perks/effects that used it didn't have Bleedout Time. They just had a similar effect (bleed out or die) so the devs consolidated them all into one status effect for consistency and simplicity.
Legion's design from the get go was to create a stabfest killer who was good at finding survivors and injuring them to keep them from doing things. He exceled in chases because basically he was an "evil" survivor who had all the parkour moves of a normal survivor. To balance this he was not as powerful at actually downing survivors, which is why he had the proto "Deep Wounds" effect. At its core Legion is meant to be a stab-happy killer who excels at locating and chasing survivors but is not good at downing them.

The Legion must be considered weak because of his weakness of downing survivors slower than most killers...
Deep Wounds, as the other 2 folks mentioned, slows down the progress survivors make...
The old Legion required several hits and spamming of his ability to down a survivor. Current Legion makes it so you're rewarded with hitting a survivor normally, and *nothing else* occurs aside from massive pressure in the form of deep wounds from chained hits, and even then, it looks like it doesn't achieve it's effect properly, since survivors just mend up after they're struck. The power serves effectiveness in chases when it's used to not start a chain.
So why not an ability that rewards the Legion for doing the job he's been given?

That's a first.
A killer that can run for long distances, turn, instantly down survivors, and has a time limit...
Is similar to a killer that leaps a medium distance, cannot turn well, cannot instantly down survivors nor trigger any M1 perks, set down teleports, and can be used limitlessly without drawback (aside from the teleportation). Which is blatantly incorrect on several levels.
If you want a better comparison, look at Oni being similar to Hillbilly, because you're currently looking in the wrong direction to make comparisons.

Stadia in question relies on an extremely powerful and uninterrupted stream.
It's like you played on a game that wasn't on a console, but instead on a console that must be accessed through an impossibly stable internet connection. Notice I said "Impossibly".
It tends to lead to connectivity issues that almost seems insatiable, leading to stadia being more or less a failure and forgotten by most people. I was one of those people. I feel genuine worry that you like Stadia, who puts more money and time into their ads more than their service.

I can't quite see the dismay of people against the new MMR matchmaking instead of the ranking matchmaking. Sure, it might increase the matchmaking times but *since when was it ever short anyway?* It takes ages for me to find a match as a killer and survivor in both parties, and the matchmaking in general is already focked, with newbies being paired with *Ultra mega super tryhards flashlight blendettes* all that BS. At least the MMR matchmaking would HELP in some way. I've had 3 matches in a row where I, a Killer, just trying to grind and have fun (How is that even possible, anyway?), is being placed with Rank 1's who have demolished me each time.

Here's a better request.
Remove your entitlement, and buff your game sense.
All the killers can be countered by playing a certain way. Don't just cry out for nerfs because someone was better than you.

This is what entitled survivors are like.
While... Yes, I am not happy with the entire "Killer weak" stuff...
I am happy they're starting to realize some problems. This nerf is well-deserved, and will slow down the game considerably! I also feel that if the map changes are successful, this game will feel more balanced than usual!
I'm not at the point where I will play again, but as soon as Matchmaking is fixed up... Well, gear up fellas, this Newbie Spirit/Oni/soon-to-be-gotten Deathslinger is back in the game baby!

There is a vast difference between "Balance" and "Fun". Someone's perspective on what is"Fun" to them is always inconsistent with other people's perspective of fun. This is actually easier said than done. As "Balance" is objective, but "Fun" isn't.
For example: People don't like playing as Freddy because he isn't fun. For me, I play him because, in my opinion, he's fun for me. Trying to balance someone based on "Fun" while also making him "Fair" is hard, maybe even downright impossible.
If there's anything they can do, it's to just balance around fairness instead of "Fun", since it's been made clear that trying to balance something by taking both "Fairness" and "Fun" into account is, again: Impossible. As there is ALWAYS something someone is displeased about.

.... I don't get why we need to rework Technician just because a toolbox, which doesn't even last for that long now, has the same effect through an addon. A perk is permanent, but a toolbox.. well, isn't. There's no reason to change something just because it does the same thing, but worse. The worse thing being that the addon is a poor copy of Technician. And yet your logic suggests Technician is the issue here?
I should ALSO mention that Technician was built specifically for new players, who don't understand how a skill check works. It was meant to give the survivor a chance that a skill check will not expose your position, which is the main effect of Technician. If this perk rewards only great skill checks, only pros will be gifted with a perk that does nothing as they don't care if a generator makes noise when being repaired. It will also be useless to newbies, so you would turn this into a meme perk, not into a more useful one.

I got bent over and f'd by a red rank swf. Was doc that round, and was a yellow rank.
Was not happy at the end. Sure, got a kill, but the rest were using painful, PAINFUL perks...
I stopped playing killer after that.

Things would be much simpler if everyone understood it was only a game, and not you saving the world from poverty or something. Best to let them be, they'll dig themselves into a grave.
