And if it's not ticking down you have Survivors being light-footed about their gens, or just burning through them and forcing the other Survivors to deal with their active traps. She has great stall. But her chasing kit leaves a lot to be desired (I heavily recommend Bamboozle), her Crouch is slow (so if you want to make up for some chases by being sneaky with map info, you need to be very accurate about predictions), and her Ambush can't be used to gain distance, only fake-outs. If you want to buff the chaser parts of her you're going to need to tone down her stall.
Good Survivors keep doing gens until their timer starts. If they really are that antsy about it, they can search one box before working on gens. That way, when the timer starts, they have to search one fewer box.

Removing Jigsaw Box Auras is the first step into actually making the RBTs more... stressful on average. If not simply buffing her chasing potential through her Ambush.
She's really not. A Trapped Survivor is not under enough pressure unless their timer start ticking down.

Uhhh, no. She needs to be able to apply at least some pressure to Trapped Survivors. We're not making one of the worst Killer add-ons in the game basekit.

It's hard to say, personally. Currently it is quite weak IMO, but I'm not sure if the better solution would be to buff it or to just rework it completely.

Now this game never states that you cant hide forever... Turn the game on and show me where is it mentioned or even the game's description. You only know that because you are on the forum.
So at the end of the day, you either punish the people that dont know "made up rules" or people who dont care. In other words it doesnt matter.
It's a player's responsibility to know the rules as stated by the people who make the game. Official resources are easily accessible by anyone who has the means to play the game.

- So in this specific scenario, gens are boiling water and you get burned when you touch them... well you get hooked not burned, but hopefully you get what i mean.
- First point applies always. Now even if killer chooses to let them do gens (for example) by virtually staying still, it will not work. Until each survivor sees that you are AFK as a killer (and make sure that you are actually AFK for a long time).
This doesnt apply to people that dont give a #########. Also majority of people that play this game long enough will try to do a gen just so they can die and move to another match.
Well, in this scenario, you get punished if you don't put your hand in the boiling water because the alternative is that you're preventing the game from ending.

My main issue with the Plague is that against Survivors who are comfortable enough to not heal, you effectively have no power unless you have the Black Incense equipped. To fix that, I'd want the Plague's Vile Purge to have use outside of making Survivors sick (such as making regressing gens regress faster), and/or I'd want there to be more of a necessity for Survivors to cleanse at a Pool of Devotion.

This was how I felt when playing him in the PTB. I am fine with him having the cooldown, but I think it could stand to be reduced by just a hair.

Iron Will would have to be additionally buffed on top of that, as that would definitely not be worth the perk slot.

Here's my personal issue with your first (and I assume main) change to the Reverse Bear Trap: How do the Traps kill Survivors if you only ever have to search three at most? I very much understand that RBTs are a stalling tool first and a killing tool second, but there still needs to be SOME potential to kill because that's why the character exists in this game in the first place. What you're doing here is basically making it all but impossible for a Survivor to die to the RBTs (unless they try to leave with one because they don't know the RBT mechanics). If you do that, they're not death traps anymore, which completely defeats the whole idea of being death traps.

They specifically made the change with the goal of making instand escape harder, while making each subsequent attempt easier, a pure dice roll wouldnt accomplish that while a card draw would.
I mean, the patch notes specifically say "1/6 (16.6%) chance of succeeding on each attempt"

Both perks based on going out of your way to help others and instead of getting rewarded you get punished now because killers complained so much about it.

You have red gens, those are you objectives, start patrolling them and stop relying on some stupid crutch perk wall hack garbage that literally gives away survivors EXACT locations.
Old Mettle of Man does not in any way reward you for completing your objective. It is the opposite, if anything, in that it rewards you for being hit and losing chases.
Also, the Killer's objective is 100000000000% hooking Survivors. There is no arguing against that.

Well sure, but the old version of The Game was the same way too, and necessarily so given the lack of windows on that map. It might not make for fun gameplay if both sides are skilled, but it's also not necessarily a balance issue.
I'm saying that the new Game exacerbates the issue. There seems to be a larger percentage of straight-up god pallets on both floors of the map with no real trade-off (as far as I can tell).

Except it rewards kills for doing what they're supposed to do... which is hooking survivors... they do what they need to do then get rewarded by seeing other survivors which allows them to easily hit another objective without any effort...
Rewarding players for completing their objective is a good thing. It means they need to play well and succeed to get rewarded.

Yeah, I also haven't played it yet, so I can't comment on the specifics - if it's really egregious I'm sure we'll ultimately get some balance changes to help out. It's a bit of a tricky one to balance to be fair, since there are so few window loops. Too few safe pallets and survivors have no chance because they can't rely on windows to buy them any time, but too many and they can easily spam out gens before the killer clears most of them.
There are a substantial number of pallets that cannot be mindgamed by the Killer in any way whatsoever. I would say close to all of the pallets on the outer ring of the upper floor are unmindgameable, and they've added at least one area downstairs where dropping the pallet renders it completely impossible to cross without breaking it.

I guess. Either way, I don't see the perception changing. The map was pretty egregious as far as safe pallets, from what I saw.

The PTB is generally not for serious gameplay and only a small amount of players on one platform participate. It also takes more than a week or so for enough players on both sides to get familiar with a map, so a map's performance on the PTB probably won't match how it performs when it goes live.
Like I said, if it's egregious (like you load in and you see that there are 150 pallets on the map) then you can certainly draw some conclusions from the PTB, but otherwise I think the best option is to wait until the map goes live, evaluate its performance over the whole player base in real game situations, and make tweaks as needed if it turns out to be unbalanced.
The PTB was longer than a week, was it not?

If OP played this map many times on the PTB and came out feeling the same way I'd be more inclined to take that feedback seriously, but that's not likely given the timing of the post.
I still don't think a PTB is necessarily enough to come to this conclusion either unless it's really egregious, though. I'd prefer to trust actual kill rate data once the map goes live rather than opinions based on a week of game time max.
As far as I can tell, the map hasn't changed from PTB. So why would the opinion change?

Any buff is a buff. Many times I unhooked someone and proceeded to press M1 to heal, only for sabo to activate and go on CD. :P
Honestly, I think you could go as far down as 15 second cooldown for a failed sabotage. It's not like sabo squads wouldn't still just use actual toolboxes anyways.

New DS is still relevant in that scenario just like old DS. Where new DS is no longer relevant is if you decide to do generators. If you decide to actively start working on gens, you are fair game.

100% how it works, they can reposition to another gen or keep hidden after letting go in that process. Total time of 3 is roughly 50%, total time of 2 is roughly 50% if it works like it should. I am the type to run at killers for entire matches and take chases, mainly because the other 3 aren't as versed in looping as I am, but total time of making sure I let them know where I am going so they don't get caught in the crossfire makes it 50-50 for time. Just because they let go of a gen for 10 seconds of a match, doesn't mean they never touch another.
If they reposition to another gen, I can just catch them doing so. Ez pz. If the other three aren't as versed in looping, then even better.

And I hope I run into more Killers like you with the naivete to let me keep that number at 3 for as long as possible. 3 working on gens for 50% and 2 for the remaining 50% of the match is better than 4 working on them for only 25% and 2 for the other 75%.
Not how it works. If you tell them I'm heading in their direction, then they're letting go of the gen. If they let go of the gen, that's no longer 3 people on gens. Keep patrolling, and you keep pushing them off the gens for me long before I get there without actually doing any gens yourself.
