The abandon mechanic is not going to end well. As if the game wasn't toxic enough, now we get "ffs go next". All of which negatively impact the killer.

You have perks to fine totems and at this point, survivor should always be wary that it is a possibility, take no chances.
Then it's never even a problem. Consider it a secondary objective, optional, and probably a good idea.

I hate his roar before every chainsaw that they added, it sounds bad and is unnecessary
Overheat was an unnecessary addition because BHVR felt like they just had to change something and so they did, 0 good reason
At the start his reworked addons were a complete joke, at least now he has some good stuff. Some of the addons are basically the same as before the rework.
Also, I find it funny, that it was the charge time addons that were causing the most grievance for players... Yet one still exists even after the rework, granted it slows down his walking speed, but the fact that it still exists, shows that BHVR was not listening what so ever to the actual issue.
The big swing and a miss
I played DBD since the start, Billy had always been my go to, but I personally burned out on the game, play maybe a few times a week tops.
I feel like a lot of people that played Billy are just Billyed out at this point, and there are a lot of very cool killers, so I understand why newer players wouldn't pick him. The added overheat just makes his take on easy to learn hard to master and convolutes it a bit more, again for no good reasons.
As for some of your other questions
Maps, only a couple are actually unplayable that I would perma dodge, for the most part if you are efficient with curves and steering maps are not to big a deal
Looping is a mixed bag of emotions, but when is it not? *Coughs in Nurse*
I feel like he gets punished fairly when missing chainsaws, that's a skill thing between the survivor, Billy, and map awareness. However the punishment from overheat is kind of stupid, the whole overheat gimmick is stupid (I think you can see a trend here) It limits the power usage quite a bit actually, more than some people would admit. It is a poor design.
Overall, is is somewhat the same, but it is limited. You have to be much more conservative about the chainsaw usage. If you are actively using your power to traverse map and down consistently, you will feel the overheat. It was not a good change. Some cool addon ideas came from it, but they are niche and the goddam roar, please ugh.
Look at how they massacred my boy.

It's annoying to, cause everyone was saying "Just remove instasaw addons" and not only do they do a completely pointless overhaul on his whole kit and give him godawful addons in the process (thought they are a bit better than their initial counterparts after some tweaking)
He still has a saw charge cooldown addon... Just decreases his movespeed to 110%
If that isn't the most BHVR sounding move, I don't know what is

I actually play death slinger quite often, but I have yet to run into this problem. Yet...

Really depends on the survivor who is talking about it.
I was called a "proxy camper once.
I roamed to the other side of the map after hooking someone and downed another survivor, so I hooked them to. I had BBQ and Chili, so I saw another survivor running to unhook the first guy. Since I was playing Billy, I revved up and headed on back and downed them before they could get the hook. But I guess it was a form of camping?
Still makes me laugh to this day. I find when I get called out for "camping" it usually means I played optimally.

Nothing wrong with committing to finish an objective, even braver if you are on last hook and injured to boot, at that point you are sacrificing yourself to let the rest escape. That's just respect in my book.

It WAS fun, I played both pretty consistently for years, but tipped more to killer since I was solo often after friends stopped playing as consistently and I liked the uniqueness across the board for the killers.
After long enough it wasn't what it used to be, for whatever reasons. Just how time works.

I'll be honest, I just uninstalled the game last month and don't plan on coming back anytime soon
I would personally not recommend coming back

I get on to collect the free stuff and codes and MAYBE play a match or 2. I wouldn't say I play more than 3 times a week total, and that is stretching it.
The game has improved in many ways since the very beginning, don't get it twisted. The game is a far cry from what it used to be. But I feel like it really apexed at some point. For me personally, that would be at Clown's patch. Probably one of the best patches and least controversial killer, survivor, and perks being released. It was just a solid patch. And then we got Legion... After that I don't feel like I need to explain much.
I actually just recently uninstalled the game completely, since I had not touched it for about 2 months straight, didn't even consider playing it with some of the newer games coming.
It's a shame, but DBD just isn't it anymore. The reasoning goes deep, but I am not about to go down that rabbit hole right now, already been there many times.
I probably won't reinstall for a while, not even for the anniversary event, those are still bad to.
