It already exists as 9% with Resilience
Resilience has a cost / condition.
Giving healthy survivors Lithe's effect with an additional 10% vault speed that isn't tied to Exhaustion would make it the best Exhaustion perk, hands down (IMHO, of course).

Dead Hard doesn't need a passive as it's essentially a free health state
10% faster vault speed would break the game.

Nah, I see it. But the amounts of time I went down because of the Deep Wound Timer is 0, or very close to 0.
When I went down after BT, it was only because the Killer still went for me. But not because of the Timer.
So from the experience I had in games, it does not change anything. Except that BT is half-useful vs Freddy.
Yeah - I'm pretty pleased with the emphasis on saving people while you're awake.
In his particular case, I like the BT adjustment.

his power isn't fully consumed when he picks someone up. it stops at where he was at. so if he picks you up at 75% remaining, he'll be at 75% (and ticking upwards while hooking you) then able to pick up the 2 blood orbs from hooking you freely & be almost ready to oni up again.
Eventually, people will learn to just go in a locker vs Oni, forcing him to waste his Oni time searching lockers for survivors. If he doesn't realize that people are in lockers, he'll just zoom around aimlessly, getting 0 use from his power.

Yeah, people will totally sprint the whole map to save 4 seconds of mending time.
Moreso to get away from the killer, mended faster, and healed afterwards, which saves cumulative time, particularly if you're meeting at an objective.
I honestly refuse to believe that you can't see how this is a buff, given that the problem of having a limited time to find a safe place or friend to mend/heal is non-existent now.

Which is whatever, because usually you would have sprinted in the Terror Radius. And if someone wants to sprint to keep his Deep Wound, they cannot repair a Gen or do anything else except running.
But yeah, lets start with maximum outcry.
I,too, see no difference in being able to sprint the entire duration of the map to a gen or unhook without being forced to mend until I get there (possibly by a teammate) as opposed to being forced to mend when I leave the killer's TR, risking him returning for a down.

Slugging everyone does not make someone a "loser."
Slugging is a core part of the game's design and a viable way to win.

Every time you ready up, you should know that there is a potential of being slugged, sometimes for the full 4 minute duration. With everyone running DS now, slugging has indeed become meta/necessary. If this is not something you can handle, DBD may not be for you.

Sorry, I didn't read your post because it was really late and only had enough time skim through stuff. It comes to show that even trusted members aren't perfect, we will make mistakes too.
Now since I gave your post a full read: then you kinda checkmated yourself because you should've left 3 survivors alive and let them do generators.
That's what I do, if you're about to sacrifice the 2nd survivor when there's less than 3, instead let that survivor live. Then purposely let that survivor extend the chase out until there's 2 generators remaining. Then, we're back to our other scenarios because they spawned the hatch in — you know what to do. 😁🤗

Sometimes I have difficulty playing as a killer, but I can usually manage to select the appropriate menu option.

I'm actually interested to see how things play out.
I also have no problem offering myself up to the killer - I usually focus on the challenges as survivor which tanks my rank, anyways.

All of these challenges are pretty fair aside from the EGC unhook one.
The NOED one will only take a couple of games, as I'm guaranteed to see the end game as killer if I want to.
With the survivor one, you need to:
1). Make it to End Game Collapse (5 Gens)
2). Have 1+ teammates alive
3) Hope one gets hooked (or is hooked when it starts)
4) Hope one gets hooked after/during your rescue of the first
5) Make sure both are safe unhooks

I've seen people permanently banned for post game chat abuse, some of which I've reported myself (some were so bad that devs reached out to me after reading about it on Discord for more info).

In all honesty i would have done the exact same thing. Why would anyone waste time on a healthy survivor compared to an injured one. The only difference i would have made is probably spared you the final hook until i had hooked the rest of the group. It may sound scummy but at the end of the day the killer is not your friend. Also the amount of crap killers have to put up with be it in game toxicity or post game messages. You get really fed up and just think fk it.
You're able to play however you want.
Baddies and entitled players will always disconnect.

1). If someone wants to/knows their team will soon get wrecked, they can slowly wander the map, tapping gens and/or going in and out of lockers all game, waiting for people to die - It's 100% unbannable.
2). You did not address my question/implication regarding current Adrenaline:

You can argue that, the surivior done his job by surivioring long against the killer during that period.
Noed also activates once hatch has been close, and in my opinion, I see that being balance. The killer worked to kill all the surivior, and the surivior lefted alive, worked to stay alive the longest out of all the suriviors.
Especially if the survivor is sandbagging and/or just hops in and out of lockers all game.

To put it simple, perks such as adrenaline requires you to work for them. So to make a perk that can counter it toreward you from not doing your duty correctly by letting all suriviors do gens and escape, doesn't make any sense at all.

I usually run BBQ/Ruin/Pop/NOED on some weaker killers and play well, having useful perks for each phase of the game.
But you know, I can 5 gen a team, close the hatch, have the last person get healed for their failure state Adrenaline, hit them with my well deserved NOED, and get called trash by the potato brigade.

If Kindred's rework is an example of how they're going to buff solos, I'm pretty disappointed.
Sacrificing a perk slot for access to SOME of the information that being on comms provides all the while being restricted to when you're seeing this information is a bad-aid fix, at best. It also limits build diversity.
I honestly doubt that this "buff solo -> buff killer" plan will ever see completion, as there's no way to reasonably buff killers to match the unlimited information flow of SWF.

Tell me why they are overpowered in a game, where survivors got many opportunities to stand still aka repairing a gen or healing or cleansing a totem and so on. They are op, because they give the killer an advantage in a chase?

It's going to be removed because it promotes lobby dodging if you are paired with lesser ranks.
Similar to how seeing SWF groups as killer will never be a thing because it promotes a similar ideology - Dodging for easier games.

I usually slug the obsession in cases where DS is obvious, but if I'm hit with a non-obsession DS while trying to play 'fair,' that person's game is finished.

Seems very situational but if you have 1 very quick chase with a survivor you should be able to do it again
There's an infinite number of situations wherein you can eat DS without tunneling due to the 60s timeframe.

You have 0 hooks and need to swing the game.
You down and hook someone (comeback time!) +1 Hook
You down another survivor, the first one is unhooked partway through the chase and healed.
You come across survivor one and have a very quick chase/insta-down/grab/whatever.
You get DS'ed because you were 'tunneling.'
