From a survivor standpoint, this killer seems like she would be a lot of fun to play against. As a killer, I'm not too sure. She is kind of a basic M1 with the ability to teleport and has a dash after the teleport. The teleport isn't very interactive and very RNG based. The power would need some loving but could work for sure. I would love to play against her as a survivor.
Perk-wise though:

Sure, that is cool, seems like this should be added to the game at some point.

Damn, this is kind of wild. I think it is too much. 120 seconds of exit gate blocking for both gates and all you have to do is run them off the gate. The stacks will build passively so getting value wouldn't be that hard. How would this work with NWO? I would hope it would trigger when NWO triggers. Still though, kind of crazy. It's just a better NWO.
Scourge Hook: Careful What You Wish For
That's kind of cool, why not. Add in some more flavor. Something stealth killers would run for sure. I think it should have a duration for the exposed though, can be too griefy otherwise. Something like 30-40 seconds with no CD.
Fun read, appreciate you sharing the concept. Excited to see it next RE chapter.
Now you said it, it does seem like it'd be very RNG with the random spawn and them moving randomly until a survivor is spotted. It probably needs some general rules for spawning and movement.

I agree. As the title suggests, it's balanced on luck. I just thought it'll be fun to watch those skilled streamers play this killer (that's where the idea started).
Anyway, I've expanded the add-ons section with things that might allow this killer to be played more systematically. The way I see it, if you can get some traps first to set up a territory, then you can use other killer powers to defend it (basically giving yourself a better, but RNG-reliant Trapper).

Perks:
Dishonor on Your Family: After kicking a gen, reveal the aura of the survivor farthest from you and the aura of any survivor that's within 10 metres from them for 10/12/15 seconds. Has a cooldown of 60 seconds.
The House Always Wins: Get a token everytime you get stunned. After obtaining 5/4/3 tokens, automatically consume all tokens to block all windows, pallets, and gens within your terror radius for 20 seconds.
Scourge Hook: Sin City: Each time a survivor is hooked on a scourge hook, transfer your terror radius to that survivor as long as they're hooked, and for 6/7/8 seconds after they're unhooked. You're granted Undetectable during this period.

My first impression is "he looks like a bully", and I feel like they should've just went that route and make his lore more down-to-earth. Though with the recent bullying scandals that hit South Korea's celebrities and athletes, it could be too soon.

Off-topic, but... when I tried to purchase Lisa, for some reason my internet randomly disconnected the first two times, and the third time my laptop got an error and had to restart. Maybe this is a sign.
Also looking at Pyramid Head in the store, it takes slightly longer to load his clothes than his body, so for a split second I get to see him in all his naked glory. Too bad I'm too slow to get a screenshot...

Eh, they just made a statement and that's it. We haven't really seen how it's gonna be implemented, so I don't know why it became such a big deal here in the forum.
Although to answer the OP, I try not to put too much emphasis on intention. Say, if a company donates to a charity, does it really matter why they're doing it? Better to help unwillingly than to willingly not help.
But again, BHVR really hasn't done anything yet.

I think it'd be easier if their first queer character is a killer. Naturally, their story will focus on why they have their power.

The problem with a judgement system is that it's trying to overpolice player's behavior. The BP and Rank system, in conjunction with a ban list, should be enough to guide players on what's expected of them in a match. Going out of their way to punish players that don't play "as-the-devs-intended" way will just annoy players that have found different ways to play.

I don't mind, as long as it's only available after a certain amount of time/progress has passed, and there's a depip protection for everyone (except maybe for the killer that initiate the surrender?).
The problem is, survivors will then ask for their own surrender button.

First-person survivor camera would change the foundation of the game, and the entire chase mechanic would have to be remade. I'm not against it, but it's simply would be a different game. Maybe when they make DBD2.

WGLF. Without it, I get like, what? 15k (20 if I play very very well). With a few stacks, I can do a mediocre run, and even die, and still earn more. Heck, sometimes "suiciding" to earn protection hit is better than surviving...

Yeah, tunnelling is DBD's equivalent of focus firing. Generally, it's the default optimal strategy. The guide, then, should explain the few exceptions where it's actually not optimal. But there isn't much... Mostly if the survivor is just a lot better than you in chase, or if they're overly altruistic and you get the opportunity to down everyone.

With the right add-ons and perks, Doctor can grow his Terror Radius to almost half of a map, so this perk is too strong. I think it should be: if they finish a gen when you're facing them within a certain distance (the way Spine Chill works, basically), they'll get Exposed.

I love all indoor maps because they're confusing. It makes the match more exciting for me. Like, I can't just look for tall lamps to find gens.
I don't really have a map that I don't like. Though I must say, the 3 base-game realms get old quickly from how often you spawn in them.

I want the game to be friendlier to new players ("new" as in just-downloaded-the-game new), because it's the first few matches that decide whether they're staying or not. Right now new players are placed at a massive disadvantage: in their first few matches they'd only have 1 or 2 perk slots and a very small pool of perks, possibly against players with a full build. So what we need is to make the game more "just jump in", but without completely trivializing the grind (I do think the grind is important in keeping people playing).
Some ways to do this:
1. All perk slots unlocked at level 1. Really, I don't see any reason why it needs to wait until level 15. It's not like the perk system is overly complex that players need to be phased in.
2. Give them more perks at the beginning. Many ways to achieve this. They can make all non-teachable perks immediately available at rank 1 for every character. They can also unlock by default some/all teachable perks of base-game/free characters, and have said perks immediately available at rank 1.
3. More comprehensive tutorial. This one is subjective, I guess. I think the current tutorial is OK; not good, just OK. It does the bare minimum and that's it.

While it may not be the case, it seems like only good artists will win these contests when you consider the past winners and finalists.
I dunno about anyone else, but I feel less inclined to participate in the next one when I feel like I'll have no chance thanks to my inability to color within the lines.
Yeah, I don't see why we can't ask/pay someone to draw for us, as long as it's still original work.

If I'm injured around the hook and the killer is nearby, quite likely I'll get downed anyway (I'm bad at looping). So, I'll unhook, let the killer down me, and hope they don't come after the unhooked survivor.

As far as I'm concerned, his hair can identify as whatever hairstyle (or lack of) it wishes to be.

Does it only trigger if a survivor is nearby? Because it'll be funny if it the killer is the one that gets jumpscared (and I think jumpscares in first-person are generally scarier).

If the aim is solely to help new players, then I think what they can do is to unlock by default all teachable perks from free/base game survivors and killers. If that's not enough, they can make all said perks available at rank 1 straight away for every character. This should help new players without changing the overall BP economy, by providing a good pool of perks that they can use immediately, at least as survivors (few of the free killers' perks are good, but new players should start as survivor anyway).
Edit: this also frees up precious Shrine space from free characters' perks, which I think veterans can appreciate.

I suppose; I made the perks more based on his lore instead of power. If I'm to make a set of perks that are more harmonious with his power, it'll be:I decided to just edit the perks in the OP. Here are the other ones:
Restricted Access
When you enter a chase, all lockers within your Terror Radius will be locked for 10/20/30 seconds. Survivors cannot enter a locked locker, but those that are already inside can still get out. Has a cooldown of 30 seconds.
Kleptophobia
Survivors that carry items are easier to track. They are 0/25/50% louder (breathing, grunts of pain, footsteps), their blood stains are moderately more discernable, and their scratch marks spawn moderately closer together.
I See You
Every time you receive a killer notification of any kind, gain a 4% movement speed bonus for 1/2/3 seconds. (Maybe except pallet drop and fast vault notifications, so as not to render them pointless in chase.)

This is an insane idea and I love it.
Imagine the BPs from just four WGLF and a BBQ! Then throw in a BPS or a Pudding/Cake.
You could reach the BP cap in a game or two.
I was thinking a shared cap of 100% (so everyone will get double BP from any combination of 4 BBQ/WGLF stacks).
500% BP bonus seems... too good to be true.

See, this is part of why I dislike the new push to give everything labels and little icons and fit into consistent patterns.
I big of what really drew me into DbD was how mysterious it felt.
People don't remember now, but Flashlights had NO description or tutorial back in the day besides the incredibly cryptic "Can be used to light one's way."
I still remember the first time I saw a totem. "What the heck is that!? Do I want to cleanse it?!"
This card gets thrown around a lot, but it reminded of how lost and confused you feel playing Dark Souls for the first time. Struggling to understand what some of the descriptions mean or what you're supposed to be doing.
It's natural that stuff kinda fades as a game becomes more popular and people continue to play it for a while, but it still pains me a bit to see such a push to completely remove it from the game.
Oh well, I guess.
Ideally we would have a sandbox/practice mode where new players can do whatever they want testing this or that. Even then they'll miss a few things, but at least if they want to figure something out they know where to go.
Instead we're forced to test things in actual match, so I don't mind all the labels and icons. Or go find a friend for KYF, I guess.

As someone said, it's a mobile game and plays like one. Comparing the control of a mobile game to the PC/console version isn't really fair. Comparing it to other mobile games (Identity V especially) will give a better perspective.
Anyway, I would love to try it, but it's not available in my region yet. I know there are ways to bypass the region-lock, but idk if the progress will carry over when they eventually release it here. I'll just wait for the official release.

The thing is, nowadays survivors tend to spawn together and they all just do the nearest gen together. Someone has to give up and be willing to find another gen, but solo players being solo, nobody want to volunteer themselves.
