I wouldn't call End Transmission a failure, just because there's a very easy way to salvage Larry's kit. Nerfing the EMPs, if done correctly and in the right way, will fix most of the glaring issues with his kit, unlike Knight and Skull Merchant who just have glaring problems at the fundamental of their design. It isn't a failure if it can be saved, which unlike the last 2 it can be.

David already has a lot. Haddie is sucks, no one plays her. Elodie deserves at least 1 good outfit because all of hers suck. Shes so pretty but her outfits make her look old
David has a lot, sure.
You know who else does? Felix, Feng, Dwight, Mikaela, Kate, and yet they still get skins and they're getting/have gotten masks.
So if it's not a problem for any of them, why is it a problem for David? A character who has received literally less cosmetics than Elodie this year, after the Brazil collection, meaning he has the lowest cosmetic amount out of any original survivors bar none, and he's even beaten by some licenced ones.
It's sad.

Edit: i forgot his anniversary recolor, that's atleast 1 outfit that new players dont have due to it being limited to Anniversaries.
But rereleasing skins isn't the same as making new ones, especially for those who already have them.
During the 6th anniversary stream, they mentioned how they were trying to release a mask on one character from each year. Year 2 includes only Lullaby for the Dark, Nightmare on Elm Street, and SAW, and yet he didn't get one. They could've course corrected this, giving him a mask for this year's event, especially given the recent outcry about certain character's lack of cosmetics (Haddie, Yui, Elodie, and now David) and yet they didn't.
It's just disheartening.

Also David King, the only survivor from Year 2 of DBD without a mask, didn't even get one. He really is stuck in BHVR's basement atp.

As much as I'd like that, it doesn't really fix the facecamp and hold M2 to get free torment problems, just adds a bit of a roadblock so that it only works vs solos. I'd rather the change be that hitting a healthy survivor with Punishment of the Damned inflicts Torment, but with another way of removing it so he can't just keep doing it anyway.

To be completely honest, I'd much rather they do this change and then buff those killers at base instead of leaving them as is and making it so Franklin's is a permanent part of their builds.

Regarding your point on Haste stacking, I think there's a very simple solution. Perform a consistency pass, like was done with methods of applying Exhaustion way back when™, and make it so you're only ever effected by 1 form of Haste at a time, whichever is greatest. This then removes the large issue of MFT stacking with other Haste perks to become genuinely overbearing while being okay by itself, and allows other perks like Dark Theory to be buffed to a useable level without worrying about causing some extreme combination. Also frees up potential design issues for future perks, as Haste stacking is no longer a concern.
It may not be a problem now, as the only 2 that can be consistently stacked is MFT and Dark Theory, but changing it now can free up the design team for a lot later on.

Maybe, it's just ironic that the same patch that brought in this change to how Franklins interacts with special items is the one patch it completely kills that killers power. If they hadn't brought in this change to special items this patch, this killer might be passable. If they hadn't brought in this killer this patch, then the change would have been 100% fine.
I'd rather Larry be weak on release and have the EMPs nerfed heavily in a patch or two than have Franklin's be a permanent part of Larry's build just to counter them.

Use DS vs a Blight or Nurse, or anyone with a chase power really, and see how much it helps.
Given how many restrictions it has and how you REALLY have to tunnel to have it activate, they could legitimately buff it to 8 seconds and I still don't think it would be meta.

Survivor is Claudette, at I believe P20. I've been working on getting everyone to P3 but at the same time I can't resist levelling her. The Queen of DBD deserves nothing more. Next closest is David at iirc P16?
Killer is Pyramid Head at P13. Same as Claudette in that I'm focusing more on every killer P3 before really levelling him. I toyed with the idea of being a Sadako main but Dorito Daddy won me back over in the end- these forums need a resident Pyramid main after all. His kit just clicks with me and I find it really fun to play as him. Sadako sits at P12.

For some reason, the birbs don't have any interest in that seed so I'm fine with the little chipmunks going for it. Although they eat it way too fast (which granted, is partially because the feeder is really small, it's got a light setup in it so most of it is the light and the solar panel).
The seed has a hard shell on it and the feeders don't support the big birbs (and the little birbs don't have the strength to break the shells). I want to get a tray feeder so I can get some of the bigger birbs but I need to figure out the squirrel situation if I get a tray...
For the squirrel situation just put up a sign that says NO EICHHÖRNCHEN and they'll leave you alone

Oh, I can actually answer this one.
Back before the game launched on consoles, they used to have small hotfixes release once or twice a day to fix issues or tweak balance slightly. Steam doesn't have a patch verification system in place where they check every patch for a game, so they could just drop whatever they wanted whenever they wanted.
Consoles are a different matter. Every patch released needs to be checked and manually approved by Microsoft/Sony/Nintendo before it can go live, which is why Switch sometimes has delayed patches compared to everyone else. Sending patches for these costs time and money, and by the time one smaller patch has been approved (which can take upwards of a week) there'd be bigger things to fix, and releasing bugfixes like this would just be an endless money sink. Having 1 large patch and 2 smaller hotfixes surrounding it costs substantially less and makes it more likely for major patches to release on time.

To be fair if we look at the other 2 single Survivor DLCs we have Ash with Mettle of Man, which was so good it overtook old DS as the best survivor perk (this being 4 second stun the second you're picked up on first hook DS), and Mikaela with Circle of Healing, which was so good it fundamentally shifted the entire meta and broke the no heal smash gens for the first time since Self-Care was nerfed to 32 seconds. There's quite a precedent here

I see your point but really you cannot account for poor decisions in a game. If your solo teammates are genuinely that dense this is hardly the killer's fault. Dumb decisions should lead to you losing a match. That's how DBD works. For killer and survivor (at least most of the time).
Obviously, I'm not saying, that a killer who tunneled you for 3 gens should be rewarded (although a 3 gen chase can be 60 seconds, which really isn't that long). I think tunneling needs to be addressed in two ways at once. Incentivicing hook spreading and disencentivising tunneling will both be necessary to deal with this issue.
In more than 2000 hours in this game I've had enough matches where I technically tunneled one survivor because I couldn't find anyone else for the life of me. There have also been matches where 1 survivor would always run up to me and beg to get chased. I know, I could always decide to not 'tunnel' there and throw the game, but really that shouldn't be the way it is.
There are 2 ways tunneling can be motivated. First, the killer decides they need to kill 1 survivor asap. Second, one survivor makes themself a target and the killer downs whoever they find. In order to fix both of these without completely breaking the game, there needs to be a balance between carrot and stick.
My point is that OP's point is moot. I can make myself an impossible target, like OP suggested, and still be tunneled because I was too hard to chase and the killer decided that they wasted too much time. I have no way to make them not make this decision, because it was their mistake to focus me for so long, and I am punished for their mistake just because I played well.
You can make yourself an impossible target but it doesn't matter, because unless your teammates actually do generators you will make a mistake in looping eventually, and then that one mistake will guarantee a death because the killer made substantially more than me and now wants to take it out on me (complete with kebabing on hook, nodding, etc.)

I'd be more than fine with that- release a "Charity Case: Fighting ALS" or something similar, where all proceeds go towards fighting ALS, and buying the DLC gives all Survivors a hoodie.

If it helps you visualise, BHVR work entirely on core, meanwhile BHVR and NetEase share development on DBD Mobile (and I'm almost certain that BHVR does the gameplay and NetEase the cosmetics).
But even if that isn't the case, the fact that they collaborate means a lot in sheer numbers. BHVR have ~1200 employees as of 2022, while NetEase have over 31000.

1.5x BP for the week leading up to the anniversary event (and during the launch of End Transmission) is more valuable to me than shards + rift fragments, just because I'll be going through so many bloodwebs during that week (and it'll make the fact that every other game is on Dead Dawg Saloon again more tolerable).

I honestly don't know how I feel about making Puppers part of DBD's lore (because all of the skins are canon to some extent), implying that after his fight with ALS he was brought to the Entity's Realm to be killed again and again for all eternity. I'm probably reading too much into this, but there are other ways to tribute him and raise money to battle ALS (like not a full cosmetic set but just a hoodie or something) that feel less... weird, to me.

So what do we do against the killers that chase us for 3 gens then tunnel us through the final ones because they committed too much time to us at the start? Because if argue that involves making yourself not worth chasing, yet they do it anyway, then tunnel, then facecamp, then get a 2k minimum anyway because solo queue teammates have the collective brain cells of a goldfish.

I have a theory as to why.
The MLM flag (gay men) isn't in the game files yet, and it'd look very weird to release the WLW (lesbian) flag without the MLM one, especially as that would make the MLM one the only flag missing. My guess is they're waiting for End Transmission to add the flag (June 13th is so long away) and then releasing the MLM and WLW ones together.
They likely couldn't postpone this stream, because people have schedules, especially because there's Trixie Mattel, and this would've been set in stone for a long time.
Though if it's because Yui Kimura is revealed to be a lesbian (with a second tome as high quality as David King's thank you very much 💅), then I won't be complaining either.
