It's actually coming spring, not summer. Based on all the clues we've been given thus far I expect either a doctor jykell/Hyde or Jack the Ripper type killer.

Sadly he is the worst killer the devs made, unplayable in high ranks. Freddy is nurse tier compared to him.
With a decent Freddy build you can manage things and have fun. But this killer don't benefit well from any perk, because he lacks power heavily.
What's even more awkward is that his most effective way of downing someone is walking backwards for the Deep Wounds bleed out...a cheese mechanic..lol

Either his ability needs to be a reliable down from it or he needs faster speed. He's never gonna be good if he's stuck chasing people as a Huntress with no hatchets.

It only does 1 here not both. Either you already run self-care and your hits are already "meaningless" (cough, they buy you 32 seconds of time minimally), or you get an extra perk slot. Don't pretend that you get both.
The real problem is not that those perks are required per say. The problem is that the game is balanced poorly to where they feel that needed. The solution is not making them base, the solution is removing the need for them. You did miss the problem.

Instead of steering the game away from being completely dependant on the "Initial Push Outcome" + adding infinitely more tools for balance, you instead solely focus on marrying the Initial push and only get as far as: "Should we increase it or should we decrease it?".
As @Incarnate pointed out, not being able to self-heal and recover from the dying state add to the problems caused by the Initial Push.

You're missing the point. You may be gaining 32 seconds from healing but next time you see them you're needing 2 hits instead of 1 or alternate scenario with all the extra time they would've wasted finding someone else to heal them. Yeah I've been thinking this for a while.
In which case it's no wonder some people find it hard. The game is balanced around NOED. You can tell that on some of the bottom tier killers. Not saying they can't win without it but they often feel underpowered every step of the way.
That's why their stats are so flawed. They see 2 kill average and assume it's because it's balanced. When in reality the vast majority of those 2 kills are coming only at the end of the game AFTER the gates are open and because either the survivors are just screwing around or because of NOED. This also wasn't taking into account all the suicides on hook, instant DC's, or just face camping the last guy since the gates are powered. Even if we ignore the latter three, I'd like to see those kills stats if we only count the kills PRIOR to gates being powered. My point is that most of that "2 kill" average isn't from "good balance" but simply from NOED, hook suicides, DC's, or face camping the last guy. My point here also isn't whether something like facecamping the last guy is fine or not, but to simply point out those aren't good balancing or skill based kills, but simply bad design.
This is something I think the devs fail to see with their stats and are misinterpreting their data.

I think some of its biggest flaws are scratch marks not making it viable as a juke mid chase. I'd like if when you activated it, it would erase the last couple seconds of scratch marks. Right now the silence is quite pointless as for it to activate you were running and then they see the scratch marks end right in front of the locker, making it pointless.

A LOT of the sound is broken right now for quite a few things from perks, to abilities, to simply survivor footsteps and breathing. Especially painful for Spirit right now.

Because the system is currently broken many rank 1 players are playing against new players. So yes the examples I gave are reasons as to why the current system is broken. No rank 1's are playing against new players unless they are doing SWF WITH a low rank in their group or they are purposefully de-ranking. Every single game has de-ranking in it, they just simply offer rank rewards to de-incentivize it. Nothing you have said shows any broken nature of the ranking system.
The ranking system is flawed but it does give a general idea of skill level. As I said before, a rank 1 game is completely different from a rank 20 game.

The game needs more slow downs and NOED is totally counterable. That said, it is extremely crutch and for bad killers that can't get their kills otherwise. I'd be curious to see how far off the games "2 kill" balance goal was if we took all NOED kills out of that equation...I'd wager quite far.

Huntress and Spirit are my favorites to go against. You feel like it's really a fair battle of skill and if they got me it's because I definitely got outplayed.
Now polar opposite of that would be like Billy. You go down and it feels cheap. His chainsaw is way too forgiving imo

Yeah I've already made two posts about this myself, she's near unbearable currently between the sounds being broken and her phase walk vision looking like you're taking a flashlight to the face. I don't know if her phase walk vision looking different was intended, but it didn't need to be touched at all, it was fine before.

The left screen is how the spirits normal vision is on PC and the right is what her spirit phase looks like. Super annoying as well.

Almost everyone was saying how trash he was, not OP. Also, there's so much Legion hate because he is really trash. People are mad because the devs were already told this from the PTB and essentially did nothing and this isn't the first killer they've done this way, it's been almost all of them.

Do not listen to this, bad advice.
BBQ is GODLIKE on her. She has great map coverage through her phase walk. BBQ and especially with MYC is insane. You will ping pong from hook to survivor over and over. Bamboozle is completely pointless, windows aren't an issue at all for her. Stridor is extremely good for her as it's all about the sound and good headphones. Also helps some with how popular Iron Will is these days.
Last perk is your choice for slow down, Ruin or Sloppy. I prefer ruin.
Use the scratch marks for getting their general area and direction but it's all in the sounds and predicting survivor movements. If the scratch marks abruptly end they are either doubling back on you or walking away. This is where Stridor is good.
You can simply stand still at a lot of pallets and they will assume you are phasing and simply hop over into you.

Yeah lots of his addons are quite disappointing. Especially Fuming Mix Tape. Like common, it's bad enough first off that this is just a rip off from wraiths addon, but it's also just not very good. Quite bad for an ultra rare.

Unless you are an absolute potato of a killer, you will find someone on a generator. And the killer is supposed to be pressuring generators, not people who just got off the hook and are not working towards their escape.
By found I am also including chased and downed. Only absolute potatoes of survivors are getting downed fast enough to keep your tempo. In an ideal world your idea sounds nice, but that's not how it works. You bound off those hooks for tempo.

To compensate and incentivize better game play the tokens should be awarded how Hex devour hope is, so you get them when someone is taken off the hook and you're far enough away. Not a hex so it's permanent but to actually get the tokens it means you've basically left every single hook and let them save them for free. Seems fair since you're risking all of your pressure by leaving every time and just hoping you find someone.

The penalty for remaining injured and getting hit with Feral Frenzy is still too low. No one is still going to be healing against him. I don't even think having a half a Deep Wounds timer for being injured would be enough to make people heal including myself. They also still need to remove that absolutely stupid drain of all your power bar from doing a normal hit. It just makes no sense at all.

It's a competitive game, not a cooperative one. Your objectives as the killer are exactly opposite those of the survivors. The fun, when I'm playing survivor, is trying to escape based on the environment, killer, RNG and our respective skill. Farming games aren't fun. The killer letting me escape, rather than giving me a challenge, isn't fun. It's a horror game, and when I'm survivor, I should be afraid.
Otherwise it's like picking up a Madden game to discover you're playing Shoots and Ladders. Or ordering Mortal Kombat and being shipped a Tickle Me Elmo. They're fine products, I'm sure, but it's not what you wanted when you picked up the game.
This is why I get so frustrated with the Dev's argument that there should only be 2 or 3 viable killers out of the 14 they designed. A killer who can't, or doesn't, kill is the antithesis of their role in a horror game.
Well said. Instead of making killers that kill, they are trying to change what constitutes "winning" so EVERYONE'S a WINNER. This is flawed logic and an issue that's quite rampant these days.

Play the game how you want, if "putting them through more pain and suffering as I deny them the sweet release of death." is what you like then so be it.
For me personally, nothing matters but the kill. I am a killer and that is my goal. Whether I got lots of points or barely any is completely and utterly irrelevant to me. That said, I'm not a dick that face camps but you get my point.

I would mash RT coming out of phase walk and it would take like a second to register the swing, by then they already juked it. The sound being messed up also really hurts. I feel like I won't be able to play Spirit until they fix this stuff, it's bad. On Xbox One X.
Seriously yeah, it's bad. Like you said, between this broken phase walk vision and the broken survivor sounds right now my spirit feels almost unplayable or at least she is severely handicapped. It's bad enough that I can't bring myself to play her until this gets fixed, I really hope this wasn't intended.

I main spirit and this is absolutely unacceptable. Her phase vision is horrendous, you can barely see anything. I don't know why they changed this but it needs to be fixed asap. This is on top of how bugged the games sounds are right now so it's way harder to hear anything which is complete what she relies on.

Nothing, because unless someones brain dead they have mended the Deep Wounds away or the timer hasn't even gone down at all because they are in a chase still. To go down from the Deep Wounds timer you literally had to escape the killer and then do nothing.
I don't know how you play Legion, or how the killers you play against play him, but I get hit with Frenzy and then he chases someone else so I have to mend myself and - since I don't wanna get surprised half life - I heal to full health because I don't use SB to run away as soon as he appears.
If you are full healing against Legion then you are playing wrong, that's the issue. You are wasting gen time. There is no reason to heal against him. Mend and then do gens.
And then he comes around a corner, without frenzy & I’m dead.. no thank you
Only if you're brain dead and don't hear his large terror radius a mile away. He's a hag with no traps, if you're getting hit by that it's on you.
