I think that the power might be a bit unbalanced a killer with both stealth and extreme snowball potential seems like it might be a bit to good. Also I dont think he should go to 3rd person while in stealth as that would probably be pretty disorientating and hard to implement
Just edited it, he doesn't have 3rd person when he's in stealth. Only when he's in a locker, he can see in the 3rd person to mimic how the survivor sees in a locker. ONLY in the locker, he has 3rd person. It also will show the animation of him lunging out to stab the survivor that gets too close, before going back into first person. I understand it could be a bit disorienting, however it'll only go back to first person when he leaves the locker.
Also the Myer's has a similar thing, along with ghost face in a sense. Ghost face primarily has the stealth thing where he can use it whenever and to use the exposed status, but Myers has the stealth at the start. With addons and perks he can continue with the stealthy approach at tier 2 and then go loud at tier 3.

I know the Devs won't add this as a new licensed killer (if he needs a license at all, since he mostly belongs to the internet), but I still would like to imagine if I can make this good enough, the Devs will read this and give it a fair chance, hell even try and play test out most of it to determine if this would be a killer the 12 million fans would want in their game.

Also, the picture isn't mine. I'm borrowing it from an artist, all credit goes to them. Also this thing is based on Jeff the Killer. Since people want Slenderman in the game, I thought why not add the second most known internet horror icon.
Don't also judge it for it's source, just judge if the idea seems balanced enough.

Yes, similar to the Pig and Myers, however he's not a stalker. His power is kind of like Oni in the terms of charging, but on activation it's like tier 3 Myers. Except he's unable to have infinite tier 3.
Yes, he looks a lot like Legion in a way, they do share similarities in appearance.
Yes, I've heard this before. "3rd perk is Overcharge on Steroids" keep in mind, it's still subject to change, however it only injures healthy survivors. This also would overpower overcharge so using these 2 perks together would be like trying to use Noed on top of Devour Hope, one will technically overpower the other deeming the other as useless if used at the same time.

Well I like to play killer, however I used to be a killer main. I can't say I main either or. But something I want as a survivor is to be given more of a challenge. It's so easy when the killer isn't chasing you, and sometimes when I verse a good killer, they have a tendency to lose because of irritating survivors. Some killer perks are also hardly used and I'd like to see variety with killer perks, the same can be said for survivor perks. So that's what I'm wanting to do. I want to add perks that are good, to shake up strategies and make a few new play-styles for killer. So that it can get a bit more interesting when I play survivor. Rather than, hold M1, occasionally get chased, occasionally press space on skillchecks, and escape.
You could say I main killer, however I've found I'm playing more survivor recently due to a variety of reasons. I also haven't gotten to making any new survivor's or survivor perks currently because there's less creativity when it comes to making things for survivor, since there's less uniqueness for survivors. Killers are more unique because they actually are different from each other, only difference between survivor is either how much they can endure or love getting hurt, along with how loud or quite they can express the pain.

I know you can't use both at the same time. But having the ability to switch between a stealth mode to Sneak up and rampage mode to instant down is so dang strong. But its your art, do as you see fit :)
Forgot to mention, the "Enraged" base movement speed increase when outside of a chase is to allow certain killers like: Hag, Huntress, Jumpscare Myers, Pyramid Head, Etc to apply gen pressure. I'm going to tweak it a little bit so it can be used for that specific purpose as well. The reason it's also in a sense "OP" is because that's what Hex perks should technically be. Since they have a chance to be broken. Yes Undying exists, to help those strong perks, but there's always a chance 3 of the 4 survivors will be breaking totems and one will be doing gens, or the opposite way around.

The art isn't mine. But I see where you're coming from and don't worry I'm going to fix this soon enough. But also, Ghost Face can kind of do something similar so you know. In a case of "go in stealth" and "jump out to insta down", just like for Ghost Face it's a 50/50 shot. Either you sneak up to instant down or you apply the expose and chase after them until the timer runs out.

Exposed perks have long cool downs, are in situations where it will be difficult to get the hit, and/or have very short durations.
Consider drastically reducing the duration, give it a creative drawback (on theme with the killer, if possible) with these kinds of changes, this would alone be enough for a killer to great, but with a stealth power too? Come on fam

Also too strong if used with psycho rampage, but could be a good power by Its self. Its basically the pigs entire power except instead of reverse beartraps you get a really powerful locker hide ability. I could see this being good by itself if you added one more gimmick or strength to it, like you can see the aura of something while in the locker. I've actually been thinking about doing a killer that does something special with lockers like this.
Perks
Enrage - its... A 2nd bloodlust? With area survivor reveal? And a speed boost when not chasing? And no drawback? The speed boost during chase wouldn't work unless they permanently remove bloodlust. The other 2 aspects of it would be OP perks by themselves, and the survivor reveal would need a big drawback.
Livid - i like the chase concept of this one. I would remove the grunts of pain. And instead of the current disabling method, make it one where it works on everyone except the obsession, and when you down someone within x seconds of starting a chase, they become your obsession.
Anger management - like overcharge on steroids, coke, meth, and angeldust Lol. Otherwise, it's too complicated. If you made it where it can only be done once per game, then, sure, maybe. Otherwise, Its a bit complicated, I would maybe have a condition to when it can be used, like when you kick a generator within 6 seconds of a survivor hopping off it. Remove the deep wound status effect thing entirely. When you say additional 4% regression for missed skill checks, that's not in addition to the 10% regression they normally have, is it? Overcharge does 1/2 of a normal failed skillcheck, so if you're gonna have 5 difficult, sound delayed skill checks it has to be like 3% regression for each missed.

Ok first off, technically you can't use the same thing with the rampage. It's like Myers in a sense with his Rampage. He won't be able to stealth if he's loud and crazy.
I could put a longer delay on Anger Management, because if it's used once then it's not really a totally good perk, and I'd like this to be good. I'm saying this because you can probably pair this with Legion or Wraith so you can have a bit of pressure.
Enraged, yeah I need to work on that a little more. I kind of spit balled there.
Rampage is something like Myers, but a little stronger, however I was thinking on reworking a bit of it here and there so it can be a bit like Myer's except just stronger.
Lurking in the Shadows is going to have a little tweaks then. Helping the power a little, however I feel like having the killer see in 3rd person while in a locker wouldn't be too OP.

Is the base movement speed 120%? Because if so, then there's no need for another killer in the game, slap on PWYF and that new Lunge perk with the twins and you got a killer that's unloopable. Speed should always stay at 115% unless it's a killer who has a ranged ability like Huntress hatches, or Deathslingers Redeemer, then the killer should be 110%.

Why is this killer 5% faster than the rest of the killers? If he's 5% faster than the rest of the killers, then there's no need to play any other killer since this one is faster. The normal is 115%, and your killer speed is 120%.

So. Let's sum up all the aspects of the killer in that videogame. He sprints, for sure; he is fairly stealthy; he can set up traps on waypoints; Blood and flesh are important themes. And now let's use them on the power you suggested. I'll reinterpret the power, tell me if you like some of the changes.
Pursuit has 2 charges. While in pursuit, The Butcher runs at 130%(5,2m/s. like legion) for 3 seconds. It has 2.5 second of cooldown. If the Butcher misses an attack or runs out of charges, he is stunned by Fatigue for 2.5 seconds. Charges are replenished in 15 seconds each.
Scattered around the map or in the basement, there are 2 Trip-Wire Alarms and 2 Puncturing Booby Traps that the Butcher can collect and set up on Vault locations, Doorways, Pallets and Hooked survivors. Survivors can disarm the traps. Trip Wire Alarm: If a survivor interact with one of the object trapped with a Trip Wire Alarm, it plays a loud notification sound and reveals the survivor's aura for 5 seconds. If a Trip-Wire Alarm is activated, the Butcher gets the Undetectable status effect for 25 seconds. Puncturing Booby Trap: if a survivor interact with an object trapped by the Booby Trap, the survivor is damaged by the trap, receives the Mangled status effect and Killer instinct reveal their location for 1.5 seconds.
If a Trip Wire Alarm or a Booby Trap are activated, The Butcher receive 1 additional charge of The Pursuit and Pursuit running speed is increased by 100% until the Butcher hits a survivor while in Pursuit.
I think this is a little bit more agile and different from nurse. There is space for addons that increase the number of traps, increase timers duration, turn rates, that inflict other status effects. Tell me if you like it and feel free to salvage whatever you like from this take.
For the perks try to follow a couple of themes. May i suggest you to center the perks on hooked survivors and mangled status effect? or bleeding effects. I saw the game where the butcher come from, it is a puzzle game also. An Hex Totem will fit perfectly in the concept. it is mandatory, that was a good idea.

"Defenseless" is made to take away Survivors' resources. On a conceptual standpoint, I can dig it. However, this isn't the way to do it. You can block pallets, but Hex: Blood Favor already does that. No only that, but creating a perk that targets a specific perk (in this case, Head On) is not how perks work. Not anymore at least.
"Blood Mechanic" is very, very confusing to read. But from the looks of it, you kick a generator and you can see its repair progress for a short duration, as well as granting you BP like BBQ&C. But it also... causes regression? Here's where I start to misunderstand, but this perk sounds like a strange amalgamation of Surveillance, PGTW, and BBQ&C. You already know what I'm gonna say about that.
"Pain Enforcer" is an extremely flawed bootleg of Third Seal and Sloppy Butcher, but works like Fire Up. It... doesn't really make sense to me for a hex. It only lasts until you heal, which isn't a problem since even if it inflicts Mangled you'll still be able to heal just fine. Exhaustion isn't that big of a deal either and there's better alternatives such as Mindbreaker or Blood Echo, and especially isn't worth losing FOUR whole gens for. And on top of it all, it's a hex. It can be cleansed at any time and all of these effects are immediately nullified. If anything, you'd be better pairing this with Retribution for the aura read instead of Undying.

Defenseless counters a precise survivor perk that is considered a meme perk, not even that good. We recently seen in dbd with the nerf of Slippery Meat, that used to counter the trapper's traps, that something that counters a precise killer/perk/addon is seen as too old of a concept for the game. Was considered unfair to have a perk that countered one killer and not even one of the strongest. The same thing can be said for this perk.
Blood Mechanic is a stronger version of BBQ&Chilli in their BP gain side. Fine. But its other effect is strange. It can't be used with Hex: Ruin, Surge and Oppression and it too weak to substitue those perks. It is basically a support perk for BBQ&Chilli to gain superspeed in BP farming. A must have for new players but that's it. When the player has enough perks to get rid of at least one of the BP perks, BBQ would always see more play, its aura vision is too valuable.
Hex: Pain Enforcer takes too long to become really useful. It will nearly never get at its maxiumum strength. Also the fact that it doesn't stack with perks and addosn makes it impossible to elaborate a build with it. It has no synergy to play with whatsoever. It cannot even be defended by Hex: Undying because is a token totem. It is not even that strong to motivate all the malus on it.
Overall, for being a concept in early early early alpha, it is in a good spot. The lore is promising, the power works fine and the tuning is in good shape. It is awesome and i want to read more about it.
The idea is fully based off this game, again please. If anyone of you has a better suggestion on how to make these perks and the "Pursuit" power more fitting and better, then please. I would love to hear suggestions and I'm open for that.

To be fair about the power, this still is a W.I.P. and I'll take suggestions for what his power should be, but until then what I want for this killer is based off of both his games that he's in, since he rushes at the survivor with a loud broken techno-noise and swings his weapon at them.
If you also want references to why his power is the way it is, look up the indie game "Stay out of the House", since that's what this killer is fully based off of. Looks, name, and all.
To defend "Blood Mechanic" imagine the wraiths "All-Seeing [ Spirit ]" in perk form that sort of is like BBQ&Chili, it tells which gens you should keep an eye out for since when it comes to the game, the killer needs more gen defense if he wants to have a chance to kill the survivors. Yes, you're absolutely right about Ruin, however Surge and Oppressions can slightly work with this perk since it shows which gens were destroyed and you can see if you need to worry about them or let them regress. It will show all the gens map wide to give you an understanding on what gen the survivors are so stubborn to complete.
For the other perks, this is still a W.I.P. so I'm up for whatever if anyone has any ideas. But I'm trying to hit that sweet spot of "ACTUALLY" fair and balanced, usable, and something that doesn't need a nerf on day one.

Yes, he will suffer that and it's only needed because it would be fair, if it wasn't fair then I doubt my creation would be considered. Also yes, Defenseless works only if there's an unused pallet, to make it fair, the killer can't destroy it for a few seconds if he does knock it down and if he strays people away from the pallet, then the killer can later destroy it so they won't use that loop anymore, it's good to get rid of Killer Shack pallet first, and possibly would make "Any Means Necessary" slightly more useful considering how useless and dumb it is.

It is not. I play Solo, and I can tell you it's not broken. Is it annoying, yes? Is it broken, no? Is it made to be a tad frustrating to go up against if you're not prepared for it, well yeah but that's the point of perks. It's not supposed to be easy, the game isn't supposed to be easy, and it damn well shouldn't be easy for survivors. Nope, it is easy for survivors, it's much harder for the killer. I can say that is a fact because I play both killer and survivor, I don't have anything to really stress over as survivor, but when I play killer I feel like I need to stress over lots of things.

I'm going to slap a #########.
Because it's not broken, Undying and Ruin was made to go hand and hand, Undying is a defense perk for ruin and other hex perks. That's it's entire point. There's still a 50/50 chance Undying can be taken out first, so stop complaining about Undying and Ruin.

I've played both sides in red ranks since launch, and while I mainly play killer, I know how much it SUCKS to just get tunneled off hook. So this is my proposition.
NEW DECISIVE (Base Kit)
- After being unhooked a 30 second timer starts.
- While in chase, the timer is paused.
- The "ability" is deactivated when you touch a generator, or when another survivor is hooked.
- When picked up during the timer, just like current decisive, you get a skill check, and if succeeded the killer will be stunned.
- Just like current decisive, it can only be used once per trial.
My reasoning for this is pretty straight forward, the timer is shorter to allow less time where the survivor is effectively invincible. The timer is paused in chase so that if you are immediately chased off hook the killer can't just wait out the timer, and is forced to eat the stun, or leave you alone. And the "ability" is deactivated when touching a generator or when another survivor is hooked to prevent the survivor from progressing the game while being invincible. I have also thought about the ability being deactivated during the end game collapse, but I ran into a lot of situations where that could be abused, so for the sake of this example, let's figure it can be used during the EGC.
So yeah that's pretty much it, I feel like this can still be abused a bit, but is a step in the right direction to a world where killers aren't constantly asking themselves when they last hooked someone, and survivors aren't tunneled off hook. As far as what would happen to the perk decisive strike, I have no clue, but if they did do this they would probably just change it's name and icon and come up with something else. Unless it was the hardest skillcheck ever, and it punishes survivors who want to just waste it off the bat, then fine. I could consider it. Like if a survivor runs head first into the killer and gets downed when he's carrying someone or some dumb ######### that most of these cocky survivors do.

I feel like Trapper needs a bit of a buff for either what most people say which is to carry all of his traps rather than wondering the map to gather them up.
But my idea is one of two buffs to possibly make him better. Give him more traps, in other words new and different traps that serve different purposes but can still notify him. His name is the trapper and it shouldn't solely be based on him setting Bear Traps alone, he should have traps like wooden stakes that puncture survivors who vault over windows, alarm traps that notify him every time a survivor is around a certain area and possibly leading them into a bear trap. That sort of thing.
Or a slightly better idea is to tap into that more Jason side of him, Trapper without a doubt is completely based off of Jason Voorhees, and Jason is depicted as an unstoppable force that brutally kills people. Now making trapper an "Unstoppable Force" could be a bit OP, however I was thinking of a way to make it so that it's something like the Oni and Myers ability. If he's able to injure people with his traps and weapon in general, he can fill a power gauge that will make him enter a Rage Mode of sorts. He'll be able to vault windows faster, walk through breakable walls, be completely unable to get stuck in his own traps, and destroy pallets 10% faster. His lunge attack will also increase the distance he can swing, but it can only last for around 1 minute and 30 seconds or 2 minutes. I feel like if that could be implemented, then trapper can actually be slightly more viable and become more of a fearsome killer like the one he's based off of.
But personally there are two things that kind of weaken trapper in my opinion other than setting traps and collecting them. The two things that I feel that weaken him is when the survivors don't run to loops you've trapped, and him getting caught in his own traps, which btw... HE CAN FU**ING SEE THEM! He can see the aura's of his traps, so why can he get stuck on them?!

That's actually really fair. However I believe it should also be, if there's more than one person with Object then only the obsession can use Object if they have it.

He's fun to say the least, at least in my opinion and he's a pretty cool killer with real awesome outfits. Is he the best, well that depends. He's somewhat weak with downing people mostly, but to slow the game down he's pretty good if you know how to play him well enough. He's not the Nurse, Spirit, or even Blight however, so he's decent enough but not as good as those three.
He's really good with Blood Echo, since that's a bit of a counter to SPIREZ "Easy way to counter Legion". He however needs a few buffs, since sure he is still good but there are a few things here and there that need to be reworked and looked at again. I made a discussion for one buff I think Legion should get and others agreed with me giving a few other buffs for him. Relating to most of his addons and his crippling fatigue time, which is the longest fatigue time in the game. 4 seconds might not sound like much, but it is actually agonizing.
