Those would be the most requested changes i can think of.
If he moved a bit faster while charging, he would definitely be a lot better. I think that's his main problem.

I usually 4k easily as Leatherface so it's kinda difficult for me to consider him weak even though most people think he's a joke. But then again most survivors make horrible mistakes allowing me to chainsaw them all the time even after thousands of hours. I see so many former red rank survivors hiding in corners which is a big no no when versing instadown killers.
I usually 4k too because people just have a tendency to give up against leatherface for some reason. He's not even good. Like, AT ALL. Against a competent team, he's bascially a trapless Trapper.

Woah, easy there. He doesn't need a base speed of 125 during his sprint; I usually run the beast's marks addon to catch up fast, but you do have to he right behind them without a speed addon.

This will allow him to mindgame pallets and catch up with his chainsaw making him a real threat even near loops.
Other than that he's absolutely fine in my opinion.
I agree on the addon buffs/reworks, but... if your definition of fine is one of the worst killers in the game, then you might need to be a bit pickier lol

Situation:
Either leave them on the ground or try to carry them to a hook. If someone tries to block, just drop them and chase the bodyblocker. Let them get picked back up by someone else.

Yeah, the Pig can mindgame on higher-walled loops and ambush around some. Her ability also slows down the game a great deal, so I've raised her placement on the list.

I haven't heard about any Spirit nerfs, only buffs. Her prayer beads are so strong that she is not only the second best in the game when you're running them, but probably in S tier with the Nurse. They're really stupid.

Killers with mobility and/or enhanced chase ability are the best because they are able to keep map pressure, and they are the only ones who can keep up against coordinated survivor teams. Maybe they're unfun to play against for you because you solo queue and they are strong killers in general, but if you're in a SWF and complaining about a Billy, then I don't know what to say...

You'll have to back up your statements with more details than that. Are we talking about completely bare, or with the best perks and addons possible?
I would agree with second if she has beads equipped, but Billy has much more mobility, can instadown, break pallets faster, fake revving the chainsaw at pallets to make distance in loops, etc.
And even if he isn't second, he's third after staying at second over the course of nearly 3 years.

A great SWF team can defeat a great Billy on any map, and he is the second best killer in the game. His power is relatively balanced as well (not insta-saw), so maybe nerfs for his addons, but not his ability.

I think that NOED is a fair counter to a SWF team rushing generators when you're playing someone like Freddy, but in solo queues against default Megs it's completely unnecessary and a petty way to win.
I still don't use it against SWF teams because when you're playing against a team you shouldn't be expecting to win with a weak killer, especially at rank 1. Just play a better killer or dodge the lobby (although dodging is kind of petty as well considering the extensive wait times).

Playing solo, you're almost guaranteed to derank due to the overwhelming amount of players DCing both intentionally and via game crashes. Then you have people who don't even make it into the trial. This has developed into a very nasty cancer since the release of Legion.
I don't mind low chances of survival. Not at all. I care about the hilarious lack of sportsmanship on both sides. Not earning anything. Wasting my time that I could be playing something else.
THEN you throw in people being toxic and intentionally griefing and doing whatever they can to make their parents ashamed of them... I can't blame anyone for DCing at this point. Killer included.
I understand that when you go into solo matches, you depip more consistently, but then when you try to rank up by playing with friends, the killers can cherrypick their games and dodge all of the SWF's, which is unfair.
So we're left with either depipping by ourselves or waiting an extraordinarily long time for a match with our friends.

Playing weaker Killers in High Rank is not really an argument. I mean, if you decide to play Trapper, you will have a hard time vs Solos as well in High Ranks.
Regarding High Rank Killers being sweaty:
The most sweaty players I have seen (before the change of the Pipping System) were in Purple Ranks. Red Ranks (which should be the aim for everyone) were okish, for both sides. But especially in Purples both sides were very sweaty.
Regarding the reason of Deranking:
Really, it is more to bully low rank Killers. And this should not happen, this will simply hurt the game in a longrun. If a rather unexperienced Killer needs to face people who deranked to bully them, he will not have much fun playing Killer and might even quit the game totally.
I know that the MAIN reason behind deranking is to bully low ranks for fun, I probably should've put a disclaimer so people wouldn't talk about that in the comments x)

I absolutely understand where you're coming from here. However, cherry picking games is still kind of silly, especially in a ranked game.
However, this did give me an idea; They could indroduce a casual game mode so that those just trying to have fun can do so without going against other sweaty killers or survivors.

I completely understand where you're coming from and I understand why people dodge those sorts of games, but it takes way too long to get a match so if matchmaking is fixed then I wouldn't have a problem with dodging to be honest.
This does bring up an interesting idea though, maybe the developers could introduced casual and competitive game modes, so those trying to just have fun and don't want games to affect their rank can play against others in an unranked mode.

No, and I know that isn't the main reason behind deranking, but I believe that lobby dodging should have some sort of penalty, especially since it takes so long to get a match.

Balanced Landing is more reliable in terms of actually working, but Dead Hard is good for closing distance, making extra loops, or just using it when the killer doesn't know how to wait for a survivor to use it. Sometimes I run both, but personally I like Dead Hard more. Once most rank 1 killers are actually good enough to counter it, I'll most likely start running Balanced or maybe Sprint Burst, even though it's kind of lame to run SB.
(Edit: I literally just said that it's good for extra loops and closing distance; I'm going to keep running Dead Hard lmao)

If it was as simple as just cleansing the totems, then why would killers run it? If it is so easy to get rid of the perk, then why do you rely on it regularly? It's because they know that totems aren't cleansed most of the time, and that it will get them an easy 4 man after the gates are powered. It's especially hard to counter in solos due to the fact that you can't communicate with your teammates how many totems are left and whatnot.
Maybe killers should stop telling others to "git gud" and try killing the survivors before the survivors finish all of the gens. I understand NOED as a counter to a 4 man team rushing gens, but running it regulary against randoms (which, let's be honest, are basically bots) is completely unnecessary and unfair, especially after they've waited 10+ minutes for a game because of this matchmaking system.

Every game in DBD is dependent on loads of different variables such as what map you're playing on, what survivors you're going against, how high of a skill cap your killer has, how good you actually are at the game, how well you can strategize to manipulate survivors with mind games or trapping them with 3-gens, etc. There will be games where you do very well at the start of the match, games where you get absolutely stomped, and everything in between.
We've all had bad games especially, and I'm sure the majority of people have rage quit at least once (I know I've had my share of rage quits). But it doesn't matter if people are being toxic, but the fact of the matter is that an asymmetrical game CANNOT be perfectly balanced because it is a 4v1.
However, that doesn't mean no one can have fun playing the game. It's very rewarding (unlike the ranking system) to know you're getting better at any game or anything in life in general, so you shouldn't let the toxic people bother you either.
So basically my underlying message here is to not care about the things you can't control, but make efforts (unlike the developers it seems) to change the things you can control.

I feel like a 5th perk slot is unnecessary considering there are already good perk combinations, and providing more perks to either side would most likely create more imbalance and complaints from the community. There are limited perks so that you choose wisely what to put on before going into a match. You can't just have all of the good perks in your favor to assist you because one could run a very good perk combo with room for even more crutches. It also isn't worth considering adding new perks slots when there are already deeper underlying problems within the game at its current state.
However, it would be an interesting concept for a new game mode, hopefully when we get dedicated servers this Summer.
