Yes, NOED is not toxic, at least in the current definition of the word.
Yes, NOED is a punishment for gen rushing and ignoring totems.
Survivors who complain about NOED are 4heads who are either are too lazy to do bones, or try to bum rush a hook while NOED is active instead of going and cleansing it.

As killer: half of the time I easily fall for 360's
As survivor: I accidentally drop pallets when I don't need to (which is why I bring any means necessary).

I enjoy both characters. Jeff's perks make him invisible to killer and helping his teammates out. Legion's is good if you know what you're doing and his perks help killers stop Gen rushing, body blockers and locker mains

Dude there are ways to counter all of that:
Constant looping - put Brutal strength on to clear out pallets more efficiently.
Hex smashes - run Hex: Thrill of the hunt that way you know if someone is touching your totem.
Flashlight spammers - if they are constantly blinding you put on lightborn so they can't do anything or put on Franklin's demise and make them drop their flashlights.
Brand new parts - there is not much to do about that except dying light or hex: Ruin but if more than one survivor brings a brand new part on the same generator run discordance
Dead hard - once you know they have dead hard just wait for them to use it again then kill them or if they're injured while working on a generator with dead hard then run mind breaker so they won't use dead hard
I know you probably know all of this but don't blame the devs for survivors playing like that.

If you prestige you'll have a better chance of getting the rarer items, add ons and offering. If I were you, prestige your characters when you've got high enough bloodpoints

Currently rank 10 killer on Xbox. I get that Ghostface JUST came out so there might not be as big of a survivor pool to choose from.
This issue has been happening on ps4 for me so now I know I'm not going insane
